017

This is some story if accurate:
  • And the subject of the ISR came up at the Compstat meeting on Thursday. In an "In yo face" moment, reminiscent of the McCarthy Compstat meetings, the Lt. from the 017th District Third Watch was Called Out for the amusement and entertainment of everyone present.

    IT SEEMS THAT THE 17TH DISTRICT 3RD WATCH FAILED TO GENERATE A SINGLE ISR FOR THE ENTIRE MONTH!Talk About Unity!The Lt. stammered, stuttered and committed the Mortal Sin of any Bureaucracy, by stating he was unaware of the zero ISR situation. So he was threatened, that he will be asked next meeting to explain the ISRs for his Watch.

    But what threat value other than embarrassment can be done to the Lieutenant? If the coppers in 017 start to issue ISR's and state that they are doing so because they were told that they must generate stops; does that sound like a Quota? What the Bosses, Political Hacks and Politicians fail to realize is they have forced coppers to the wall, because there is neither a Carrot or Stick. If next month the 017th District 3rd Watch again, has no ISRs, what can the Department do?
We'll certainly see what the Department thinks it can do at the next meeting. Stay tuned.

My hats off the men and women of the 3rd Watch 017, that is the way to stick together. Keep up the good work! As for the Lt, if there are no ISRs next month the Lt will probably be moved to a nice cushy unit. That is just how this F'd up Department works.

Quotas quotas quotas....it never ends. This is why the ACLU got involved last time. Too bad the Lt gets all worked up. He’s a nice guy, maxed out and is the senior bid Lt. Who cares? Maybe he should speak out about being way understaffed and in a job backlog nearly all day. I believe 017 is the most understaffed district in the city. I can understand why the multiple merit hacks remain silent but the bosses that got promoted on their own should tell the truth and stand up for themselves.

I have never been more previously motivated to achieve rank then I am now after reading this post. Like I would ever let a bunch of old kiss ass dorks try to 'bully,' me lol, over ISRs.

"Lt., why doesn't your watch have any ISRs? I mean, are you a poor leader? (as the room of exempts guffaws amongst themselves, while wondering if the short bus, that they came to the meeting in, will have better heating once the clowm show is done)."

Here is just a quick list of acceptable, and sensitive retorts:

1) You guys do realize that McCarthy is gone right? You can all stop eating his ass.

2) 017 has always been a poor man's 016. No one told me I was responsible for whipping these goofs into shape.

3) I am sorry. I thought you guys would have learned after the contact cards fiasco that generating numbers was a bad idea. I forgot that most of you have an I.Q of 85.

4) If any one of you merit fools brings in ISRs, whatever the amount is that is acceptable for you to stop annoying for the period, then I would be more then happy to present the troops with the quota that you deem satisfactory.

5) My troops have handled a lot of calls for service. Which technically, is is the only thing outlined in their job description. Do you have that data to compare to their lack of activity? You don't? Then get back to me when you do. Oh, and you guys and gals still have some stuff dangling from your chin. You have my sympathies. I would never want to be a a Commander. Do you guys have much of a social life?

The problem is the segeants who tell the troops not to do ISR's. Yep,,, Sgt PE and CP (according to PO's). Or if you do, they give you shitand not approve it. I get it about proactive policing...but what about when you respond to calls and you have to stop a person to conduct a proper investigation? It is state law to complete an ISR. Are the officers just lazy? Are the sgt's telling them not to obey the law? Good luck asking for time due and expect the WOL to go over the 15%. What about the management people?

We've been doing more with less for 15 years now. We've been asking for help and it falls on deaf ears. Why should we do what you want, you won't open the district to bids period after period, year after year. It's a safety issue you won't address it so this has been our response. Take your ISR's and shove them where the sun don't shine. Why would anyone be stupid enough to write one of those anyway? Here's a copy of what you may determine at a later date to be a violation of some sort, done by MY OWN HAND, given to the ACLU, that same police hating, America loathing bunch of bigots, that have been upending criminal justice for decades now. Oh yes, I'll get right on it! Do you think I'm some sort of half wit? If I don't see any suspicious people during my watch, why would I do one of these and you've trained me to make sure I'm not looking any more. Proactive police work is hazardous to your career health. Here's your report, sir. The detectives will follow up on this matter. Off to the next job, that's been waiting for probably an hour now.

Thought the commander would be responsible for that, not the lieutenant I’m sure days writes some because they want to be on the 2nd watch for personal reasons and will do whatever it takes to stay there. Hang in there

As as outsider, reading about this shows how bad CPD (and the City for that matter) is being managed.

"Get out there and WORK!!" would be what I would say - because the city is so crime-ridden. BUT, I understand why the police are NOT working and that is bad. VERY bad.

Leadership MUST have your back - especially in today's society.

Unfortunately in Chicago they don't and I understand the "Stay fetal" response. Add the "Amateur Hour" State's Attorney's office and clouted, lenient court judges and it just gets worse.

The problem is, someone who is looking at cutting the budget can look at this clear lack of productivity and ask, "Why are we paying all these people all this money?"

The next sentence is, "Why don't we just replace them in this shift?" Third-shift rent-a-cops are a lot cheaper than paying for "real cops".

"Maybe third-shift is really light and has no crime, we can cover it with a much cheaper force."

(the wrong conclusion, BUT you know the "intelligence level" with people at the top better than I do.)

It's a conclusion they can "justify" by the numbers they have in front of them.

Insane idea? Can't happen? Why not? It would NOT be the first stupid idea - and definitely not the last.

I just finished up my lawsuit in federal court. Shit bag lied. Jury awarded him $65,000 in compensatory damages. My partner and I got hit with $5000 each in punitives. FUCK THIS CITY AND DEPARTMENT. Protect yourselves and each other because it’s all we have out there.
We followed the law and department general orders and now I owe $5000 to a lying fucktard family. DO NOTHING!!!!!

They'll quickly fall into line once partners get split up, start times start swinging +/- 2 hours, compensatory time is routinely denied and daily stand-up roll calls - complete with weapon, uniform and grooming/appearance standards strictly enforced - are implemented.

What remains to be seen is whether Sue will be able to drop the hammer as described when encouraged/directed to do so. She's good people that'll go to the wall for her subordinates. Hopefully she hasn't developed a taste for the Fort Fellatio KoolAid.

Keep up the good work, 017. And be sure to diligently and extensively document anything even remotely construed as retaliation.

The officers in 17 need to come in with 0 ISR's and see what the department does. Then tell them to put it in writing how many ISR's each officer is to generate. Rahm and his lackeys, including Eddie brought this on themselves. The city and the liberals are just waiting for something to find wrong with the police. Similar situation that happened in 015 3rd watch a few months ago...lt’s solution? Threaten the watch that if they didn’t bring in ISR’s those on beat car will be booted off them. If that still didn’t work, he said he was going to watch the pod cameras from the situation room and assign cars to go stop anyone he thought needed to be stopped...........

. Never happened....the young bucks immediately went running onto the streets stopping everyone

Not gonna happen, not on 1st watch anyway. Too many suburbanites and wannabe tactical barbies playing police. Fresh off probation, writing warrants...and failing miserably. 2year otj KM, thinks she’s the greatest thing to happen to policing in the last decade just ask her. Her warrants are the equivalent of throwing shit against the wall and seeing what sticks. Coming up empty time after time, even after “flipping the arrestee”, and 3 wrong doors in 2 months. Luckily those residents didn’t go to the media...yet anyway. 003 is a shitshow and probably the home of the next generation of kiss ass bosses.

Oh yeah the good old "we have no quota" just as long as you get activity, but remember we have no quota. In 011 we get the same speech every night. Get me this, get me that if you want me to continue to manage the way I do, otherwise they'll take over and you guys will be out of luck. So continue to get those numbers boys and girls.
Real motivators in that place I tell ya. Got officers that been there for years done everything that was asked of them, gone above and beyond the call of duty but when it comes time to give them a chance to be on 06 team, naaahhh your not good enough. Gave me one day on it and booted me right off of it. Yet the PPO that just dropped their P, first night on the watch and boom here is 06 for you. Don't matter you can't do a simple paper just as long as you look good you'll have that spot. So why even bother with activity if you get rewarded on your looks.

Oh please do that!! My first line of the narrative will be "RO was not on scene, but was ordered by supervisor so and so via pod camera that he or she observed this incident occur." Then I'll have a different supervisor approve it, so all three of us can get dragged into court.

I’ve never been to compstat but what a waste of time and resources. All those officers compiling stats instead of working a car especially when we’re so short handed is a crime. And screw all those over promoted meritorious exempts.

Please feel free to correct me on this but didn't the ACLU come up with these ISRs because we were violating everyone's rights? So we listened and do not violate rights. So how can we do an ISR if we are honoring what the ACLU wants? We are not just going up to people anymore. You know, police work.

If I was threatened with, "I will watch the pod and tell you who to stop." My response will be ok. When they tell me who to stop, the first line of my narrative will be. "I was ordered by (insert boss's name) to stop the above subject for (insert situation here). Make sure you save the report before approval so it can't disappear. Let's see how long that lasts.

2 things, how does a Lt not know the #s for his watch during the month and then before a meeting to discuss the #s. The Lt appears to be a lazy and unprepared. If he is, then the Lt should expect the same from the watch.
Secondly, how does a watch go without an ISR for a month, if it was a group action then it would explain it, although you can't get 4 guys to agree on lunch, how you get an entire watch to do it would be like herding cats. If it wasn't an organized action, just the typical lazy 017th district super cop, that speaks for itself. It is impossible not to do ISRs while doing your job, simply to CYA.

Go to the city attorney, tell them to communicate with the other party’s attorney and inform them that you will Not appeal IF they remove the punitive damages and vacate the judgement. This way the city still pays but you don’t grt hit with punitive damages and since judgment is vacated, you are not admitting guilt or guilty. If they say no , appeal it and they risk losing everything. So $65 k is better than zero. I think u have 30 days to appeal Good luck.

I would be careful with "making a statement" as so many say. Its a good idea Until the bosses, which has been done before, have the people at 35th start reviewing all events pulled for that watch. They then correlate those events with the officers who responded from PCAD. Then they review body cam from every event from that day and determine that at any point during any of those events and footage that an ISR should have been done. Then when it is determined that an ISR was not done when it should have been done as Illinos State Law now requires discipline will be instituted. You get caught up and you are now losing money, possibly a good amount of money for being stubborn. I hear what you guys are saying, but trust me a full scale revolt will be matched with the loss of time and money when they start doing this like they did in 002. 11 officers had to take time and lost pay when they did this.. it got straightened out real quick.

The problem is, someone who is looking at cutting the budget can look at this clear lack of productivity and ask, "Why are we paying all these people all this money?"

The next sentence is, "Why don't we just replace them in this shift?" Third-shift rent-a-cops are a lot cheaper than paying for "real cops".

"Maybe third-shift is really light and has no crime, we can cover it with a much cheaper force."

(the wrong conclusion, BUT you know the "intelligence level" with people at the top better than I do.)

It's a conclusion they can "justify" by the numbers they have in front of them.

Insane idea? Can't happen? Why not? It would NOT be the first stupid idea - and definitely not the last.

I'd love for some Bosshole to try and pull that shit with me. There are several ways to respond, just some of those being:

- ISRs would be written with the disclaimer "R/O did NOT personally observe the action(s) which purportedly led to the RAS for this contact. Sergeant/Lieutenant/Captain/Commander _________________ ordered R/O to conduct this stop after claiming to personally witness the RAS via POD camera".

- ^^ Same narrative ^^ to begin any Vice/GOCR and arrest reports in the event a physical arrest absolutely had to be executed. Same Bosshole also gets put in Box #1 on the arrest report. Don't like it? Have the WOL RWOC the prick. Direct order to remove them from Box #1? Ok, Box #2 it is. Direct order again? Okey-dokey, "Witness" and/or "Person Reporting Offense" it is. Direct order at this point? REFUSE IT as it would be unlawful to not list them.

- Any/all I had contact with by the order of the Bosshole would be provided with the name and star number of said Bosshole, the direct lines to COPA and the DOJ along with explicit directions on how to go about making a formal complaint. I'd further inform them that the Bosshole has deep pockets.

Retaliation of some sort would probably be a given. But knowing how stupid the majority of today's merit puke supervisors are, they'd quickly paint themselves into a corner. Just be prepared to weather the storm while they fuck with you, document everything and consult with an attorney. Don't give them any ammunition to legitimately jam you up (uniform infractions, late for work, congregating or more than 30 minutes at lunch, riding out jobs, etcetera).

I GUARANTEE this shit will come to a screeching halt as soon as some Bossholes find themselves as defendants in civil rights violations suits.

The problem with doing ZERO ISR's as a statement is that you better be justified in doing ZERO ISR's. I get the not wanting to do proactive work concept. I just find it hard to believe that for that time period, nobody responded to a call that merited one. With body worn cameras, this is an easy "fix". Everything we do is recorded now and can be reviewed. I would expect there to be an audit of all recordings and in any instance that they feel required an ISR they can address it as a transgression and move forward from there. If the pattern continues, the punishments can escalate as well.

If you are going to push, just be ready for the push back. And do not shoot yourself in the foot by not doing one when you should. Documenting why you did not take further action is often times as important as why you did.

Even the Lt. is out there at times. So, they should have some ISRs too right? With the brasses thinking, it’s impossible for someone on the streets to have ZERO ISRs for the month, right? How many ISRs did each supervisor have for 2017? Could the number be Zero for an entire year? No way, right? So are supervisors ignoring “reasonable suspicion? Or are they going by the law and GO regarding stops that POs are required to do? Or is it the fact that there really isn’t as many suspicious people everywhere like they wanted under the old contact card demands in the past, that got us the ACLU agreement? Just a thought. It's very easy to prove retaliation. When you're made to particlpate in 'counseling sessions', reprimanded, SPAR'd and/or ridiculed/called-out/made an example of for something while others "guilty" of the same infraction(s) are not, it's quite easy to show patterns of maliciousness. Trust me, I've beat more than a handful of Bossholes at this game over the years.

I've gone so far as to demand a sergeant obtain a CR on me when he thought it was a good idea to openly blame and berate me for something I had nothing to do with. When he wouldn't, instead narrating his suspicions/observations on his supervisor log and "verbally admonishing" me (which doesn't mean SHIT in the big picture) he knew his ass was checked. I'd occasionally ask if he'd initiated the log number yet when he'd conclude rollcall with "anybody have anything?"

Moral of the story? Don't be afraid to open your mouth and say and do what needs to be done at certain times. Trust me when I say 90% of our supervisors are spineless pussies that are all bark and no bite. They'll back down when properly checked. The other 5% are smart enough to know when to leave things alone and pick and choose their battles wisely. They know this particular battle is a loser for them.

Hey numbnuts. It is certainly NOT state law to write ISRs. Educate yourself. The ISR was created by the ACLU in an agreement with our dept as a way of documenting stops. The form is automatically overseen with fine tooth comb by anti police lawyers hell bent on finding anything they deem inconsistent so they can pounce on your ass. It is our dept policy to write them, NOT state law. Other depts use a much simpler form to document their stops similar to our old contact card. Also nice way of mentioning the Sgt’s and throwing them under the bus for simply wanting to protect their troops. Sounds like you’re real popular at the station a real Kool Aide drinking ball polisher.

I got hit with $5000 each in punitives....what are you complaining about just ask the sergeant and officers in district 020 they got hit with $100,000, $75,000, $50,000....you see that's what I'm talking about-bring me some ISRs!and make sure that Body Worn Camera is On!

If I remember correctly the cops in 020 made entry into a locked apartment with a key from maintenance man without a search warrant to make entry and then made an arrest in a residence without an arrest warrant. If that is true they broke the law twice and the fine is negligible. They should have stayed in the car and done paper.

People will always sign up for this job. The benefits and pay will continue to draw plenty of applicants. Many will be applicants who are unemployed , haven’t been able to do well in their field and really don’t want to be the police but it’s better than their current job
Plus they have no idea what the job was. When I came on I was warned by all the old timers that the job was going to hell and I’d never make 5 years under the current and future conditions. Guess what I did and heard the same comments made to all the new hires. You don’t miss something if you never had it

I too don’t know all the details, but I can tell you in recent years police officers have been found liable for punitive damages. It’s happening more and more. Its a way to punish the individual offer and hold him personally responsible instead of having the city pay everything. Because it’s punitive it is a form of punishment and the individual officer is responsible and no one else’s can pay

That’s what supervisors are for. As a P.O. you aren’t going to change anything or her. Have the supervisor take care of it but I don’t think that will work if as you say she talks that way to the sgt. If I were they sgt she would talk to me that way once and only once before the situation would be rectified. If he gets nowhere he should talk to the DC

Hey numbnuts. It is certainly NOT state law to write ISRs. Educate yourself. The ISR was created by the ACLU in an agreement with our dept as a way of documenting stops. The form is automatically overseen with fine tooth comb by anti police lawyers hell bent on finding anything they deem inconsistent so they can pounce on your ass. It is our dept policy to write them, NOT state law. Other depts use a much simpler form to document their stops similar to our old contact card. Also nice way of mentioning the Sgt’s and throwing them under the bus for simply wanting to protect their troops. Sounds like you’re real popular at the station a real Kool Aide drinking ball polisher.

It's a pilot program-- this is the first move in the effort to see if this swiping thing can work outside of an administrative environment. It's up to you guys now to clearly show them it won't. This swiping is not tied to timekeeping or payroll at all, this is stritly a message. They are flexing and they want to crack down on any perk you may have. Keep in mind when you swipe all they want is for you to proive to them your at work on time and your leavig on time too and so they can scrutinize every minute of your overtime. You have a few options. First-dont damage the machine, pinhole cameras are real. If your ID card doesn't seem to work slide it up and down a few times to make sure it records your compliance. Unfortunately, that sometimes swipes you in and out at the same time because it's your first and second swipe; one of thepitfalls of their system. Also, there is a 7 minute swipe window, 7 minutes before and after your designated start time. As long as you have to be there until 7 minutes before you can swipe out, you might as well bring in that TVB you find on your way in, and submit the bill to your employer for cash. The increase of overtime may be an awakening.

Any PO that does ISR’s with regularity is just providing COPA with a larger body of work to find something wrong with you. They don’t have to be perfect, but we do.

You are a complete idiot make the tactical bluejean officers work full tours. Compostos team would work 4 hour days!!! In my book that’s stealing. I have worked in 019 for 3 years and havent seen so many new faces since we started swiping including the office people. Like body cameras. Accountability is a good thing!!

I still say there are parts of this civil suit that someone has conveniently left out from their original post. There are reasons listed when a jury decides to award punitive damages. Clearly, the original poster isn't or won't say. If he's going to cry about it here, he should tell the whole story, not part of it. Sometimes, we fuck things up too, and the law makes us pay. Everyone isn't willing to just look the other way when proof exists that we have conducted ourselves as less than professional. Never lose sight of that.
Officers are also now suing persons for filing false claims/accusations against them. The system works both ways.

Last year we had zero isr’s for the month in 17. We were over worked from being in a back log everyday. Never having all two man beat cars for the day without any rapids or traffic cars it’s hard to fit a mover, Parker, anov, a blue card, bus check, a marijuana ticket, an arrest, and a isr for the day into our schedules. These are all things were told we are short on. After the month last year we had zero isr’s this same lieutenant thought outside the box like so many great supervisors... he told the entire watch that if we don’t do four isr’s a month we will be denied any time off work regardless of rank and then made to stay till the very last second they could keep us till everyday since. He even said to go ahead and post it on the blog and spelled out his last name and star number. This was his genius plan and him showing off his great leadership to the watch and motivational skills. Who wouldn’t be motivated by such a great speech. All is po’s felt a sense of unity and loved this idea so much that 95% of us didn’t get a single day off for the next 6 months. Just a few planned ahead for their children’s birthdays and family events by stopping citizens only to get their 4 isr’s so the following month we could see our children blow out their birthday candles.
