- The Chicago Loop Alliance has hired two armed security guards who will begin patrolling State Street on Thursday with the goal of supplementing police presence, curbing shoplifting and dealing with panhandlers.
The Chicago Loop Alliance, the main advocate for the downtown business district, contracted with HLSA Security for the guards. They will patrol between Wacker Drive and Congress Parkway on Thursdays, Fridays and Saturdays, for eight hours each day at various times around midday and in the evening.
The uniformed security guards, which the alliance is referring to as “street ambassadors,” will each have a gun and a badge and be able to make arrests. Their hours will increase starting in May, the alliance said. They will cost about $114,000 annually.
Ald. Brendan Reilly, 42nd, has long pushed for an increased police presence downtown.
Perhaps the Chicago Loop Alliance should be applying for a property tax rebate seeing as how the police presence is sorely lacking enough for them to hire armed security to secure their stores and city sidewalks.

Channel 5-WMAQ said they are retired police officers, but never stated from which department or agency.
How can they make arrests if they are not sworn by the state? Do they mean detain? Also, will they have to do an ISR? Shows how fucked up Liberals are that this idea makes sense.

This isn’t new. We have armed security patrolling 014, 006, 005, 008, 012, and 010. Different security companies are hired to provide armed security with patrol vehicles in areas designated as Special Service Areas (SSA) They even use our radio zones and code out jobs in some districts. They have marked and unmarked vehicles with lights and sirens. Some are marked as “Special Patrol” and wear outer vests that designate them as “Officers”.

Unless the city ordinance has changed, the city has the power to authorize " Chicago special police" and give security guards limited arrest power in limited sections of the city. Look to the university of Chicago Police for an example.

HLSA is owned and operated by Janice Dillon, a retired Chicago Police captain with over 28 years of services which included assignments to the 19th District as the watch commander and 23rd District as a sergeant. Her past assignments to 19th and 23rd districts and her experience in Community Policing will be a key component to service Lakeview East/Special Service Area #17 with the proper security and expertise.

I am a proud 20 year certified security officer who is also a defensive tactics instructor and a NRA certified master firearms instructor. I deeply respect the sacrifices police officers make. However, I say bravo to this initiative. Certified and well trained security officers can be an important force multiplier and free up police officers to do proactive policing in tough neighborhoods. Police Officers with their incredibly rich salaries and hefty benefits packages need to be working beats and not behind desks or in assignments that don’t have a direct connection to keeping the peace. A lot of police officers working in police stations, the auto pound and other soft spots including bodyguard details can be moved to the streets and replaced by well trained civilian contractor staff who are less expensive to maintain and will work harder since in many cases they will have no union membership or contracts to hide behind. That’s my two cents you all stay safe out there.

This is fantastic. We need these private security guards patrolling in Edison Park and Norwood Park. The state should give arrest powers to security guards and the authority to use force when necessary. Think of them as complementing what we do.

I would caution their actions on the SIDEWALK, as they might just get the rent a cop sickness and act out the notion they have real police powers, when they really don't, out in the public square off of private property, which would prove costly to them personally AND for their employers.

Security guards are not Peace Officers. Therefore, they do not have the power of making arrests. They can attempt to detain, but do not have the powers of arrest. Unless Dart the Fart, Deputizes the guards or some Judge gives them temporary arrest powers, they are unable presently to make an arrest period.

SSA in Marquette park. Been there for years. Wannabe police who couldn't get on the job. There is some other company out of oak brook which has those special patrol cars. See them flying down I55 all the time. Last year while off duty, one of those special patrol cars got on my ass and made it look like he was running my plate on a PDT. I changed lanes and exited at the next exit and he flashed his alley lights as if he thought he was scaring me. Called the company the next day and got a bunch of flak about, it was probably one of their contracted off duty officers blah blah blah.

Having to hire rent-a-cops should be an infallible sign to even the densest among us that the CPD is being woefully mis-managed. If it were well-managed, the police could do the job for which they were hired, as it had been defined since time immemorial.
And if you aren't permitted to do the job you were hired to do, then what the hell are you actually doing? The FOP should concentrate less on union issues than on how the city is re-defining and dis-empowering the job without any public input. If the police are being prevented from doing their job, it's a matter of interest nationally---not just locally. And it ties in with the politicization of the Broward County PD, which is so politicized that it allowed 17 kids to die without getting any assistance. What do we sacrifice by politicizing the police? Much more than we want to lose. Our ability to live as civilized people.

You have to be a total rock if you don't see a problem with "Special Patrol" and other private companies afforded law enforcement-type duties by aldermen or some politician. To me, it's absolutely insane. Years ago I saw three "Special Patrol" guys standing on a corner with holstered pistols and RIFLES WITH OPTICS. You think that is normal? I had to stop and finally ask who they were and they said they were there by the direction of the alderman because the block is hot. They had magnification on their weapons that we aren't even allowed to have. They were really nice but it still made me wonder what the fuck was going on and is this even legal. Maybe eventually COPA will establish their own uniformed police and start policing the Chicago Police. That would be just neato, right? You can tell them how you supported them to get a play on your speeding ticket while you're in your squad car, goof.
Sworn law enforcement is required to intervene and, although we joke, are screened better than private companies, in my opinion. When I see a mixture of law enforcement and private security companies armed to the teeth, I can't help but think I'm in some third world shithole with competing state actors and armed militias. If you are into that sort of thing, good for you, snowflake. I think it just demonstrates how everything is devolving into madness.

I’ve been on SWAT for almost three years now. How fucked up is our SWAT team? Judge for yourselves. One of the new guys ended up in intensive care after “defensive tactics” training. This brand new SWAT officer suffered facial fractures, three broken ribs and a collapsed lung. This sadistic SWAT Sgt enjoys beating up on new guys during training and he makes the new SWAT candidates beat on each other so he can video tape it.
Even the Lt and other Sgts are scared of getting their asses whipped. I did not sign up to get a beating by any white shirt.

I am a proud 20 year certified security officer who is also a defensive tactics instructor and a NRA certified master firearms instructor. I deeply respect the sacrifices police officers make. However, I say bravo to this initiative. Certified and well trained security officers can be an important force multiplier and free up police officers to do proactive policing in tough neighborhoods. Police Officers with their incredibly rich salaries and hefty benefits packages need to be working beats and not behind desks or in assignments that don’t have a direct connection to keeping the peace. A lot of police officers working in police stations, the auto pound and other soft spots including bodyguard details can be moved to the streets and replaced by well trained civilian contractor staff who are less expensive to maintain and will work harder since in many cases they will have no union membership or contracts to hide behind. That’s my two cents you all stay safe out there.

The wanna be cop who owns the security company in Marquette park is Narvell Darling. He started his company years ago and pitched it to the residents and the alderman that he would have only "off duty" police officers patrolling his contracted area which is 75th to 67th, kedzie to bell. He started off doing what he was required to do, and hired only off duty coppers.well, when they started to see what he was u p to, IE: using the zone radio, going to jobs 10-99 and trying to code them, putting red and blue lights and sirens in his unmarked squad, etc.... they called him out on it and he retaliated by taking them off the schedule and ultimately firing all of them. Since then he has gotten worse, Mr. Darling has a black unmarked crown Vic with more lights on it than a Xmas tree and will respond to any and every job within driving distance (sometimes as far as 87th and Pulaski (way out of his contracted area) and will talk to the victim or offender as if he is the real police. Then he will leave the area before a beat car arrives and go on zone 6 under a narcotics teams beat number 62$% Or whatever he can make up, and try and code the job out. Only thing is his radio has a certain identifiable signature on it that beeps instead of squelched so we all know it's him. Mr. Darling has a gold shield like the feds have and has AGENT in big gold letters printed on the back of his vest. ISP tagged him one time on the bishop Ford for calling in on ispern as a department of homeland security car pretending to be a fed calling in a accident where the driver had no D.L.
To my brothers and sisters to the west in 008, I share the zone with you. I hear him on there and hear him coding jobs. Please for the love of Christ please do not accept that code and fulfill you job. Send your SGT a message and have him notate the attempt from a SECURITY GUARD who is unlawfully using CPD radio frequencies. This guy is going to get someone fired, or worse killed all because he wants to fulfill his fantasy of becoming the police. He already is under investigation by IDPFR and all of his transmissions are being recorded on zoone 6. Again I repeat do not let this wannabe code or respond to your jobs. I am a proud 20 year certified security officer who is also a defensive tactics instructor and a NRA certified master firearms instructor. I deeply respect the sacrifices police officers make. However, I say bravo to this initiative. Certified and well trained security officers can be an important force multiplier and free up police officers to do proactive policing in tough neighborhoods. Police Officers with their incredibly rich salaries and hefty benefits packages need to be working beats and not behind desks or in assignments that don’t have a direct connection to keeping the peace. A lot of police officers working in police stations, the auto pound and other soft spots including bodyguard details can be moved to the streets and replaced by well trained civilian contractor staff who are less expensive to maintain and will work harder since in many cases they will have no union membership or contracts to hide behind. That’s my two cents you all stay safe out there.

If you even exist, there's one point you've missed, you are not a Peace Officer and therefore do not have arrest powers like a Peace Officer. That fact alone is telling, basically security guards that are not Peace Officers are useless in the real world of Law Enforcement. Lastly, most of the time when I was shooting Bullseye matches, there was always some guy who was an NRA Master Firearms Instructor that was classified only as a Sharpshooter for the matches. The Sharpshooter NRA Master Instructors that I had experience with were not very good shooters, and this information is coming from a Classified Match Master, that's a shooter who's one of the top 3% of the shooters. These NRA classifications are handed out like candy, so don't put to much weight in those credentials.
Force Multiplier? The majority of the times, Security Guards cause more problems than they solve. Example- The Macy’s down town. Most of the shoplifters arrested from there are the bums from the Mission or Wacker Dr. who Security let’s in the door. Want to be helpful? Don’t let them in your establishment. Get a clue about the Law, then come back and talk to us.
Refuse to let bums into a store? Brilliant idea,until the civil rights lawsuits drive the place out of business. Go have another drink and come up with another 10 paragraphs of bullshit.

Im on Darlings ass too with IDPFR. He was convicted of FRAUD a while back with an insurance claim. Now, who knows how much fraud he is committing. CCL would not apply since the gun is covered under the TAN (or FCC) card.

You have to be a total rock if you don't see a problem with "Special Patrol" and other private companies afforded law enforcement-type duties by aldermen or some politician. To me, it's absolutely insane. Years ago I saw three "Special Patrol" guys standing on a corner with holstered pistols and RIFLES WITH OPTICS. You think that is normal? I had to stop and finally ask who they were and they said they were there by the direction of the alderman because the block is hot. How carrying an AR with better optics than you have is SIMPLE. If the TAN card says RIFLE on it they can carry it and there is NOTHING you can legally do about it. NOTHING. THey are EXEMPT from registration and any other restriction. THATS how its legal sir.
AN ADDITIONAL NOTE TO THE 008 Officers. Pay special attention to the "officers" on bike patrol around holy cross. Bikes with the word POLICE on them. Uniformed. Allegedly some are carrying on the CCL which is VERBOTEN! MUST have an FCC (Firearms control card) FOID company ID and State ID or DL. CANNOT CARRY A WEAPON FOR EMPLOYMENT UNDER TERMS OF THE CCL.
You would think with the tact guys all out there falling over themselves for something more than the almighty one bagger they would address this. I guess its easier to screw with a property owner legally carrying his weapon on his land under his FOID right? yet you "heros" boast you are supporting of 2A. They aren’t conceal carrying for CCL to apply. They are open carrying, uniformed security guards, , employed by an actual security company with authority of the city and state to operate in their SSA.
You are missing the point. There are a FEW operating in SSA 14 WITHOUT the "TAN" card trying to get by under the CCL. And so you are aware, you CAN conceal with a TAN card. One weapon exposed (open carry) and the secondary concealed. Not a thing you can do about it. The point being made here is the uniformed clowns on bikes are part of IPR (illinois police reserve) which are NOT certified as a security or police agency and some of those people are trying to carry under CCL while working, which is the point here.

It’s been said, a picture is worth a thousand words. Yes the pictures were deleted BUT not before several of the guys saved them.

Heard that PO really got hurt. Those type of injuries should not be caused during defensive tactics. Just another example of idiots being promoted or given spots.
