COPA Actively Hunting?

An interesting e-mail the other day - true or not we have no idea:
  • An old partner who works at 35th Street sent this to me. Can’t verify but I’ve worked with the man and consider him an excellent cop and a trustworthy friend. Take it for what it is. Just passing it along.

    “FYI, allegedly COPA is employing some street inspectors. They were out there driving around, observed a "tac car" pull someone over, not go over the air, go through them, and then let them go.

    COPA followed up, found no ISR was done, and pulled a CR number.”
COPA is looking to hang anyone they can and this is a slam-dunk. The days of stopping cars off-the-air and tossing it without any sort of documentation are long gone. Don't be the test case for COPA.

If you don't stop anyone, no ISR is needed. They've been telling us for years that heavy handed shit is the old days. If you have to do something that requires that damn ISR, do it, but don't go out of your way to help these traitorous scumbags hang you out to dry. 0 is the number you give them. There are many of us that have been preaching the gospel to the pups for quite some time, only to have said wisdom summarily dismissed as poppycock for a variety of reasons.

Again...

The Police are actively being hunted from all angles, COPA being the latest addition to the Hunt Club. And every indication suggests that Safari Guide Rahm has imposed a no bag limit. It's yet another method of "sticking it in the ears" of us out of control coppers. Remember, The Wilmette Wuss has ghettos full of minority ass to kiss between now and Election Day 2019.

It must be said once more: anyone doing anything proactive except when necessary for Blue, Family of Blue or to eradicate Shit from where "we" lay our heads is putting their neck on the chopping block. Donning jeans, ball caps and shitty beards, not being tied to the radio humping jobs, more opportunities for OT and those early ducks all won't quite seem to be worth it when your livelihood/assets/freedom are in limbo for upsetting a member of Rahm's Protected Entitlement Class.

Absolutely no sympathy for any hard-headed, it-won't-happen-to-me Superstar that gets popped-off playing police in gray areas they were repeatedly warned to avoid.

Can't wait to see if this rumor grows legs.

If legitimate stop/document.
Otherwise, take your calls, take reports, write a report that Shakesphere would be proud of. Do it for 20-30 years, protect yourself, your partner, and your family. Take it from a guy who had 25 years on the job, and unfortunately still has a daughter working for CPS(as a speech path-not a teacher with BLM), and then retire to the climate you prefer(I like the UP of Michigan/more deer than people/folks, and they don't shoot back. I don't shoot at them, I like to watch them off my back deck as they wander into my backyard to eat the corn I leave them as I enjoy my morning coffee. Unfortunately, some lessons need to be experienced to be learned. These young officers do t know enough to distinguish between veteran officers who were crime fighters for decades, from officers who were dogs. So they try and figure out what they can do under the current conditions. They will be fine - until they are not. Only then will they understand how the depart and Rahm will crush you to protect his ass. But don't believe me. Go figure it out.

You have to be the one of the fools still doing stop like this. Yeah u have discretion it's called don't stop them if you want to use your discretion in not giving them paper or arrest.

You DON'T have have any discretion when it comes to making paper on the stop or not. So pick your evil.. give them a statistic on your stops of who you let go and who you write or arrest more then who you let go for the same crime or violation. Discretion was over as we knew it when the ACLU agreement was sign and the BWC were handed out.

You keep thinking that way though cargo pants private catholic school jock never even worked the watch to learn how to be the police rather then just jumping out on everyone box 3 on any arrests you ever were a part of in your 4 year career but my daddy was the police so I get to ride his coat tails for my career, PO.

During roll call, one grumpy Sgt.in 007 was heard saying " don't be afraid to pull them out of their cars and search during T-Stops.. We can do that!.. The Supreme Court sided with us.. Call me if you got questions.."

Guess Sgt. forgot to mention that Supreme Court ruling provides officer must be able to articulate if their safety was a concern as to why they are pulling them out and searching their persons or cars.

IAD used to follow coppers making traffic stops. And if the officer did not issue a citation, they would pursue the civilian's vehicle and ask if the cop took money. This practice went on for years, and was known as an "Integrity Check.," long before the ISR. However, the ISR creates an entirely different situation. I had this a number of time only to tell them to go take a flying leap it is your job handle it and dup the job out to the tact team, after awhile they get the message and leave your jobs alone. You don't have to pull anyone over.
Sooooo, why would you not enforce the law when you voluntarily discovered these violations?
How do you formally explain why you stopped a driver, conducted an investigation, discovered
many serious violations and let the offender go?

They have taken away your "discretion." The old days are long over.
No license, no insurance, mismatched plates you must arrest the driver.
An exception would be if , as you stop the vehicle, you see young kids in the car.
Then I would go no further, not ask for DL (not discover no DL or no ins) and tell driver "drive safely, have a nice day."

impression to shitbirds driving around that cops are saturating an area? The Captain, now Commander
if the 01 District publically states this practice in community meetings all time.

Yes, there is nothing in writing that explicitly tells an officer they cannot use discretion. But, I can tell you from my experience, both as a working cop and when I was in a management position, that your discretion can be used against you if the exempts want to do so; i.e. you were negligent in your duty. The catchall.

Maybe they pulled the event number on the pdt...Doesnt the stopped subject have to be apart of the CR investigation? If it's an ISR problem doesn't the integrity unit have to be involved? Hell maybe they did a long form ISR...yes we do have them. I don't believe this one.

You are right! HOWEVER, you also have to document the stop per general orders. That is what they did not do! Not thinking all the time is just as bad as poor officer safety techniques. Use your heads officers!

Now if the “stop” was pre-arranged by the officer and the driver because the driver is your informant and the informant needed the “stop” to look legit so he could pass information to the officer.

Ive seen an area south team do that in area central and take off and leave when the tac or beat cars arrive with the body cams. All because they dont want to do ISRs. Legit stop, just they dont want to document it. An old timer pissed them off when he went over the radio and duped the job to the area south team and cleared off on the radio.

Maybe it was a narcotics enforcement car who would have not gone over the air and who may have completed a paper version of the ISR that wouldn't be entered into any computer system until the entire investigation is complete. An investigation that could be several months long.

Back in the day, in the 1970's, the superintendent started a super secret internal investigative group called , C-5. This unit proactively set up phony calls and scenarios with the intent of entrapping police officers. One of their most famous skits was to stage a high stakes poker game in a hotel room ( all players were members of C5 and acting), then call in an anonymous call to the police. They wanted to see if the cops could be bribed, if they would inventory the cash and liquor and would even make an arrest. In one case that I am particularly aware of, one of the cops/actors attempted everything he could do to provoke the responding tact teams, shoving the cops, even spitting on them.C5 would hand money over to on duty cops as found property and see if it was inventoried. There is a lot more to this story. My point is, be careful out there, be aware. The liberal forces are not to be trusted. By the way, I am not aware of any police officer that was caught up in these C5 scams. Every cop did his job and was honest.

We're close to Houghton, which is a small college town. (not a party school).
There are 2 flights a day to/from O'hare, and since we're on eastern time, the plane lands at O'hare 10 min.after take off.
We do have some tough winters, but its not like I have to fight traffic to make roll call.

Now I sit on my dock, doze untill a fish grabs my worm, and feel lucky to have gotten out.

Don't stop anyone, don't chase anyone. If you do stop a vehicle, you have to go on the radio and give location of your stop and vehicle plate number to the dispatcher. You will then get an event number from the dispatch. What is the reason for the stop ???? Did you issue any citations ???? Did you fill out a contact card???? Don't get jammed up. Be safe out there.

I handled a traffic crash a few weeks back. Unit 1 (F-1) rear ended unit 2 (M-2). When I informed unit 1 that she was at fault, she went bat shit cray cray. Jumping up and down, playing the race card, telling me that she works for copa, etc etc. Her momma shows up a few minutes later trying to get her to STFU. In the process of momma trying to cool the situation, momma casually mentions "she stressed out, she just started her job at UPS and she was up all night." After hearing that she works for UPS and not COPA, I busted out laughing which made ol girl go even crazier. Good times

I have 3 years as vet,only 26 more and counting. I like to chew tabaco, grow disgusting beards, wear jeans and a hoodie. Sometimes i wear hat backwards it's soo cool. I don't talk to uniforms only when i forget how to do a case or do a custodial search. I like rotating my lonely life schedule too! Wait did i show you my jeep..it has a skull sticker with a blue line on it! Only tac guys get it. I love doing search warrants in wrong houses...it's good for training. My Sgt btw gots my back and lets me get involved with car chases that end in crashes! Sometimes i stay on scene or call it out...you know it's discretion. Can't wait for my arm sleeve tat. It's going to be cuffs and the Chicago skyline where i patrol and grew up...even though i lived in Elk Grove for a couple.

Me thinks this is a tall tale. Can COPA get a number for what they witnessed? Sure, however the investigating body for something like this is IAD not COPA. Everything described in this scenario is policy and procedure based not alleged abuse etc. no matter what, this would not be investigated by COPA as the rules state. If based on a citizen complaint of some kind of abuse they find there is no ISR done etc then COPA can punish for that but just for procedural issues as stated here it’s 100 percent IAD investigation.

It’s a piece of paper that is no longer than the old contact cards. Just fill it out on the computer. Takes no more than two or three mnies contrary to what people say that it takes 45 minutes. Are you the police, or do you just attend these community meetings? If you're the police, please quit now. You're clueless and dangerous. If you don't know that you can do a traffic stop without issuing a ticket, you shouldn't be making traffic stops. You shouldn't be the police. You don't know what you're doing. If you're just a regular citizen with way too much interest in police work, then I'll fill you in on a little secret. When a traffic stop is conducted, and no tickets are issued, the officer has to fill out a blue traffic stop statistical study card, to document the reason for the stop, and if any search was conducted. In some cases, an ISR will also be done on passengers of the vehicle. In any case, there should always be some documentation of a traffic stop. A person is being detained for committing some sort of traffic or equipment violation, or for suspicion of some other criminal activity. The blue card is what this commander expects to be generated in the stops you mentioned. No one is saying to just go out there and pull people over without any documentation of the stop, just so criminals see the blue lights. Anything the police do on a daily basis opens them up to COPA review. There may be situations where an officer stops someone just to tell them to turn their headlights on, put a seatbelt on, etc. In the past, and sometimes even now, I wouldn't document those stops. That's the wrong way to do it. It still happens though. I see those more as a friendly reminder than an enforcement situation, but the driver may not feel that way. That could result in a complaint, and there could be disciplinary action, all for thinking you're doing the right thing by reminding someone to drive a little safer. Document every stop, or be prepared to face the consequences.

Now, if you are actually the police, which I suspect you are, please learn how to do your job, or find a different one.
