Stop Already

Shootings are down, right?

Killings are down, right?

In fact, according to Special Ed, crime is pretty much non-existent - except for those pesky carjackings, endless property crimes, assaults and batteries downtown....but those don't really count.

So why is this still happening?
  • Area North Dep Chief went into a rage at the commanders demanding more activity and ordering them not to grant more then 15% time due on any day. If you are denied , demand the rejected slip back from the WOL and use for grievance and litigation.
Can't everyone just be happy for the moment that it's been cold enough to keep killings at a reasonable pace? It's going to be 70 degrees later this week.

I'm so motivated by all the praise I get from the catered to constituencies, the media and these damn back stabbing gold star idjits, that I just can't wait to get out there and....Get 20 so I can leave. I can't wait for the people that pay taxes to begin asking questions of their elected representatives and these white shirted imbeciles that run the department as to just why they can't get any police coverage for their 5, 10 or 15k per year in property taxes and tell them that if they don't start sending some help, they can go get new jobs after the election.

Let me see if I got this right. The FOP wanted comp time by seniority instead of the Watch Commander’s discretion. The city said fine, give us a 15% cap in exchange. Union signs off on it and it ends up in the contract. So who exactly are you grieving and litigating against if you are denied for being over the 15%? The FOP?

With Investagory Stop Reports, vehicle pursuit policies, prejudiced COPA "investigators"/supervisors, unrealistic use of force policies, body worn cameras, etc. are all valid reasons to not to be proactive. Sorry, many officers can make that difference curbing violent crime but obstacles include discipline, termination and civil rights lawsuits weigh heavy on a proactive officer's mind. Avoidance-avoidance is a sucesssful strategy keeping officers out of trouble much like abstinence which works evertime it is tried.

They are demanding activity again in 017 !! ISR, traffic stop cards. We are being denied time due until the number's (quota's) are sufficient. People are actually questioned one on one by the W/C about activity. No one is allowed to call in on the day of and request off, we have to hit the medical. Medical checks are now mandatory for every medical incident. It seems the white shirts are running scared trying to put the fear of God into the P.O's.

Here’s all you need to know about him. He (or anybody) is not in control when they are screaming. When I worked with him, I would purposely tell him things to piss him off just to get him riled up. It just takes a small seed and then his brain will ruminate until he sets of screaming. Interestingly, he felt in control when he was screaming, but isn’t it the person who makes him scream that is really in control? Not surprising that he has marital problems and his kids hate him.

Some of these early comments show just how uninformed the masses really are with regard to the MOU agreeing to cap of 15% elective time. First, it's not something that "the city" implemented NOR is it "in the contract" it's a MOU, a Memo of Understanding, between the city and the FOP. Second, it only has to do with Elective Time off. It's 15% of the AVAILABLE manpower for that day. So take everyone that should be working, exclude IOD, Medical, RDO, Furlo, Contractual Furlo Extensions, and anything contractually guaranteed by contract (bereavement leave etc). The number you have LEFT is what you multiply by .15 to see how many you can give off.
If 15% isn't enough, talk to your union before they make it part of the next contact. Ask for 20% or 25%. Hell, ask for 50% but don't complain that there are down cars and 99 units and nobody is backing you up when you're fighting with some nutcase

I was at that meeting too and I can tell you Nagode was being VERY specific as to who he was directing his rage toward. He was telling the Cmdr from 017 that she had 19 occasions where a watch was over the 15% agreed upon by the FOP. The majority were 3w and Tact. The same 3w that embarrassed her at Compstat by coming in with zero activity. His point was if they don't want to do anything, fine but don't bend the rules THEY agreed to and give them time off when you don't have to. I think his comments toward her were right on point. I'm NOT from 017 and I sometimes have to deny officers based on 15%. Her excuse was "when they send up the projections for the week they are always under 15%. Well DUH Commander from left field, do you think they would broadcast ahead of time that they are going to break the rules? They are holding slips until the day of. That is a direct slap to you from your 3w WOL

Wrong, 15% is the minimum amount that can be off, not the maximum. The FLOP has been letting the command staff get away with this. The FLOP should examine time and show that it never goes over that except in unusual circumstances. You can't grieve it but, it can be used as part of the current negotiation process

The issue is that Dean Sr. PhD got the wording as "up to 15%"

So 14,13,12,11,10,9,8,7,6,5,4,3,2,and 1% may also be awarded if the supervisor wishes to document why. ie: special parade, intel assessment, multiple block parties, and on and on.

Uh, not quite.

The minimum that must be granted is not the same as the minimum that "can be", which is 0%.

Any percentage greater than the minimum "must be", aka, "must not be denied", is up to mismanagement.

Management will always default to only providing what must be provided, since management, by definition, is not the friend of those being managed.

Now, were it possible to prove that the minimum 15% was not being met.........

It’s sad that 017 has become such an aweful place to work. Zero manpower and very miserable management. Maybe if there was manpower guys would have more freedom to find activity but it’s not easy to do with all the jobs. Denying time will not help and make matters worse. Be safe out there.

Well what are the coppers doing during their tour? If you look at 017 at any given time half the district is up and available for an hour plus. So what are you guys doing when not responding to jobs and generating paper? Inquiring minds want to know?

Back in the 70's in the 13th district we had Capt. John Hadle who was connected to the Cullerton family. He was the biggest Asshole that ever was. I produced movers, parkers,arrests etc and this prick refused me time due the night before my cousins wedding even though the slip was in 2 periods before. I managed to get 3 hours time due because the desk sergeant ran the watch, I called in prior to showing up and he carried me on the desk for the remainder. Different times now but we still have bosses who are clowns but it seems like the coppers who do nothing cause the workers issues. I say document everything dogasses do, dont punish everybody.

Dear SCC,
                   I know that you have made it your priority  to bring to light topics that the mainstream media would never publish. Which is why I could not help but notice while working special employment in the 018th District that there are Officers assigned to the Cardinals house. Beat 1888 3rd Watch of the 018th District starts at 1300 hours and is relieved by a 1st watch officer at 2130 hours and works the midnights shift.

There are several issues that I have  with this detail. First of all, why are Chicago Police Officers being utilized to provide what I feel is a job that should be provided by private security? This detail is to provide safety and security to the Cardinal  Blase Cupich residence at 15XX N. State Parkway. However what is interesting is that the Cardinal does not reside there. So then my question is then why are there two Officers assigned to the Cardinals residence when in fact he does not reside there? What is also interesting is the Cardinals detail  has been around since Richard J. Daley became Mayor in 1955. I am all for Officers getting good assignments but where is the separation of Church and State?  If we are providing private security for the Archdiocese of Chicago why are we not providing Chicago Police Officers to other religious denominations and sects?

 I was told that when you are on the Cardinals detail you show up with a radio and sit around watching television in the basement of the Cardinals Mansion. The Nuns cook for you but keep a close eye on you. If the Nuns go grocery shopping you help them bring groceries in the Cardinals house. To me with the current manpower shortage this has to be the biggest waste of two Chicago Police Officers on the Department. What is also interesting is a former 018th District Lieutenant now a Captain/XO told the current 3rd Watch officer assigned to the Cardinals residence that he would be back on the street three years ago. Well some phone calls were made and guess what happened? That is correct absolutely nothing.

So what does that tell you about this 63 year old Chicago Police Department detail? It is not going anywhere anytime soon. Do the math and you will see the millions of dollars this detail has cost taxpayers. When the department cries about not having money for overtime, not having enough Officers to keep the downtown area safe. Or when you hear about residents in the 018th District who pay the highest property taxes in the city that get little police service because of manpower shortages. Or perhaps the tourists that come in from all over the world to see our city and are helping pay our police salaries who are being unnecessarily victimized. Think about the 018th District Cardinals detail!

Back in the 70's in the 13th district we had Capt. John Hadle who was connected to the Cullerton family. He was the biggest Asshole that ever was. I produced movers, parkers,arrests etc and this prick refused me time due the night before my cousins wedding even though the slip was in 2 periods before. I managed to get 3 hours time due because the desk sergeant ran the watch, I called in prior to showing up and he carried me on the desk for the remainder. Different times now but we still have bosses who are clowns but it seems like the coppers who do nothing cause the workers issues. I say document everything dogasses do, dont punish everybody.

The amount of bitching about clocking in is hilarious. So your bitching about the fact you have to actually work a full day? No wonder people hate us you basically are complaining about having to do a full days work. Sorry but blame all those units who claim hours of OT and only come in for 4 hours.
Ive been on midnights for awhile and always see the same people leaving around 2 or 3am. Thats stealing folks sorry but you shouldnt be getting a full salary for working 5 hours.

Well genius since both Captain and Exempt rank are meritorious promotions (i.e. Not a civil service rank based on test score) the list would include EVERY Captain SES and EVERY Exempt in the Dept.
