Swiping Schedule

Here it comes:


This is supposed to be the same system that LAPD instituted...then abandoned after two years because it was impossible to use, amend, or attach to the payroll system. The Department ended up pulling additional officers off the street in order to make corrections to the constant number of errors.

“This is a person in the midst of crisis, like a person who is having a heart attack, and our police officers … were so afraid of this scary kid that they had to try to kill him,” Peltz, who’s from Boston, said.

YEP.... Lets compare this situation as the same as a person having a heart attack.... or lets face reality and understand someone running towards you with a metal spike in their hand with the intent to cause great bodily harm is a lot fucking different. 75,000 tuition and a "scholar student", but has no fucking common sense. The first dumb fuck supervisor that counsels me for my lack of activity regarding 'movers,' and 'ISRs,' will be rewarded with me doing tvb impounds from traffic stops at the last 15 minutes of my tour. 'Sorry boss. I saw a traffic violation and since I took an oath, I had to do the right thing and pull them over. How long will this take? Beats me. The guy is 501 and I haven't done one of those in years. Oh, and since you seem so 'concerned,' I will have you know that I will be checking the money box.'

Those 'Saturation Units,' aka the '4 hour tour, no license units,' are going to have a rough time adjusting. Hard to feel bad for them when many of them arrogantly profess to be 'workers,' yet many of them barely have over three years on the job and couldn't be bothered to stay in their districts and answer radio assignments.

In 1993 I was one of many at the first meeting with Kronos. By the end of the meeting the woman left crying. She thought everybody comes to work at 7 and goes home at 3, and we lock the Police station up. We were throwing scenario's at her and she was all confused. There were two more meetings after that when they realized it will never work. I think actually the Police Department has something like 46 official different starting times. Give it a year, grievances will be all over because of lost money on checks....and you'll be back to normal.

Aviation has had this for years. Takes a lot of time and paperwork.
Dome bosses spend up to 4 hrs a shift trying to get the guys paid.
If you have lazy bosses your screwed.
By the way, besides spending a ton of money on this, plus maintenance. And upkeep, it's telling us the city does not trust the supervisors who hold roll call, now they are just highly paid time. Clerks.

Where’s out new contract already??? What happened to insurance at age 50? Let’s start to worry about important shit like being able to get out of this job with 20 years, a pension and insurance. That should be our focus people. They’re just going to keep making this job impossible to do; isr’s, new use of force policies, screwed up promotional process, bwc’s that record 24/7 and swiping. These things all add quite a bit of stress to an officer’s job. Goal should be 20 years and get out. Actually makes sense for the city as well most officers would never make over $100k a year. City would save money.

Lunch is still only 30 minutes whether you work outside or inside.
That extra half hour stipend is given at the commanders discretion.
(It's just been a practice for so long everyone thinks it's policy)

So, to clarify for non-CPD - it is 2018 and the Chicago Police Dept still uses hand-written, manual totaling on cardboard cards for each officer’s working hours and overtime. Because CPD only hires the best and brightest, civilians were hired to do this job so more police could be on the street. Some of these civilian timekeepers can’t make sense of their own checkbook, no less 200+ officers duty hours, court time, furlough, etc. So now, in order for the officers to get their proper pay, the original CPD timekeeper “helps” the civilian timekeeper. So the job that originally had one person doing the job, now has two . . . And somehow this swiping system will make CPD timekeeping more efficient? HAHAHAHA . By the time they’re done with this new swiping system, it will take four people in each district to do the time cards.

Do you honestly think your supervisor gives a shit if you stay late and make OT? Stay late every single night for all we care. Most supervisors would probably commend you for showing the city that if they want to play these games that is officers can play back. But don’t for a second think that as we are driving home and going to sleep that we are going to even give a second thought to you staying late on your TVB. I’m sure after a few days straight of you “showing us how you can get us back,” you will get tired of it and start swiping at the hour with the rest of us.

Wow, look at all the crying going on, it's federal law that if you work an 8 hour shift you must be afforded a 30 minute lunch break or be compensated overtime for that time. I have never seen a copper keel over from starvation in the 40 years on the job, including myself. Ti mbes are changing, if you make a late punch you get paid, but dont make threats like you dont know how to do a DUI. It's your job to know how to do it correctly Junior. It's not your daddy or uncles job anymore.

Probably because if everybody didn’t take a lunch or 2 15 minute breaks, everyone would want to go home an hour early. Doesn’t work like that. Take your lunch and breaks

This whole thing's a waste of money. If you can't trust your staff, you have bigger problems to contend with. That said, why piss people off and make them get creating about finagling OT to stick it back to the Shitty?

DOL considers 7 min +/- from your scheduled start/stop times to be de minimus. So if you punch in 7 min early, it rounds up to the scheduled start/stop. If you punch in 7 min late, it rounds back to the scheduled start/stop. DOL justifies this by figuring that there'd be a line to punch in and out...

At 8+ min early, you get that actual time. 8+ min late, you get that actual time.

SO OT starts 8 min after. Leaving 8 min early screws you out of that time.

Things to remember....

On a lighter note - just because people are 'swiping' doesn't mean they're actually AT the job. I knew a company that worked in many retail stores using workers assigned to the store. The job in the store didn't take all day, so each worker had multiple stores and would check in/out of each store with their handheld PDA at a terminal that'd put the date/time and store # in their PDA, drive to the next, upload the data at the end of day...

One day a store calls the company: We haven't been serviced in a long time, displays look like shit. Company reviews the records - store rep was checking in/out every day... Company calls the store - hey, the Rep (female) is there every day.... Haven't you seen her? They give the store a description based on the photo - "nope, never seen her. We see a guy sometimes...".

Check the description of the guy - it's the Rep's district mgr. Try calling the girl at her phone # - invalid #. Start googling around - turns out she's the secretary of a golf course, lives on the course. Wow. This company doesn't pay that much that someone can live on the golf course...

Long story short: She's fucking the district mgr. He hired her, took her pic at the store to submit to the company system. Every day the dist. mgr would pass that store, and he'd stop in with her PDA and check in and out... Every 2 weeks, they'd split the paycheck.

Both of them went to jail for fraud. But they'd have likely NEVER been caught had the nitwit managed to actually spiff up the displays once in a while (it wasn't a very busy store).... but you know - greed.

So just because you have been given some flexibility in choosing your lunch time you now think that you are entitled to take it whenever you want? On top of that you think you can bank it every day to leave early as some sort of F U to the department? Think again susie snowflake. All cars have an assigned lunch time. They just never force the issue. If you are legit busy your whole tour (as in busy districts in the summer), this might be a monkey wrench in the system. You are entitled to be paid for the lunch if you are forced to work through it. I hope the sgts are ready to take on the new task of lunch management as I am sure that is going to be a new requirement when this takes effect. It is already listed as part of their job to ensure that the officers take their lunches at the assigned times or as soon as practical if they were too busy at the time. Now it will become a major concern once it starts costing the city money. So unless you have been busy your entire tour (or at least from your assigned lunch time till the end of your tour) dont count on filling out a slip.

All public servants must be required to clock in and clock out. However, most if not all should also be Salary. But what about "overtime"? When it comes to overtime, well, you don't get it by the hour because you aren't paid by the hour. There must be some kind of protection from abuse, like 24 on call status being 24 hours on and then 24 hours on, right? Right. And what about emergencies like public snapishness or world series games or some other one off happening where time off is cancelled because all hands on deck are required? SO then, what to do.

You clock in and out. And then we have to have scales that are end of year bonus payments - tax EXEMPT bonuses. This is the reward for having your scheduled vacation dusted because hoodrats want to have some 100% off sales. Make these bonuses SUBSTANTIAL so that "management" doesn't abuse the SALARY aspect.

What about the MILKERS who try to access those bonuses by riding the clock a little bit every day? Well, that is the nice thing about clocking in an clocking out - Milkers trying to Milk are easily exposed doing their milking.

Let's face facts here. Cops gotta clock in and out -especially house mouses.
Let's face another truth -there is no way to make Police Work conform to so many other workplace environments. The real truth is that some work just doesn't submit to the union ordered 8 hour work day. Take paintwork for example. Ya can't just stop painting a car at 3:30 this afternoon and come back and start painting again at 7:00 in the morning. The job just doesn't work that way, and on that level neither CAN policing.

Tracking who is WORKING and who is NOT isn't a bad thing, well, to anyone who IS working anyways. Milkers on the other hand, they whine the MOST about anything that exposed their milking, especially that which proves they aren't doing their jobs or even being there on the job when they are supposed to be.

So be PROUD you are On The Clock, because it is proof at least you care enough to actually SHOW UP to work.

plenty of places have implemented electronic timekeeping quite successfully. these are places with tens of thousands of employees. some work from fixed locations, others from home, sometimes a mix of both. sometimes they work in different locations at different times. they don't seem to have trouble making it work, and very cost effectively too. why can't the city make it work?

With everything going on you are better off working the full tour, unless you want to be fired or have your freedom taken away! they will never get me you say! so many way better than you have been "caught" and the bosses as usual skate away unless your exempt you are known as "easy pickings!" There is a unit not giving to much away that IAD visited awhile ago that when they go in they use their ID to get into the garage and leave the garage, showing timestamp and coppers face and license plate number, and covered in HD cameras that IAD has access to 24/7 watching coppers come and go, the commander from there knew it was coming as he was told and he retired about 2 years ago before the shit storm that is about to happen is opened up!

To the coppers noticing the copa goofs by the 26th street many are watching this unit also, going into garages and watching also, you have to be insane to do this today! On the other thread we are talking about IRS in 005, if your caught and did not know or are found not guilty you still have to pay the money back and up to 75% interest and get audited, but here when your caught you cannot deny plausibility what did we learn many years ago "prima fascia evidence" Evidence on it's face!

Dismiss this ok just trying to let you know this is not "your fathers police department" anymore! No more of the breaks, you will not only be fired but prosecuted it is not worth it where else can you get a job paying this great salary for doing what we do? ahh doing what we do really supposed to do is to relax, take your time,don't chase.write paper get paid anything else proactive blame no one but your self!

This looks like a cluster as far as timekeeping goes with the system balance sheet with those overrides and amended A &A’s, because somebody is going to forget their card in their other pants pocket, destroyed in the warsh, dog ate it, and sure as shit...I was robbed.
One thing for sure the positions as Watch Secretary and Timekeeper are safe, plus 4 assistants and 3 backup relievers per Watch.

This system will work no matter what the cost or depletion of Beat manpower.

Aviation has had this for years. Takes a lot of time and paperwork.
Dome bosses spend up to 4 hrs a shift trying to get the guys paid.
If you have lazy bosses your screwed.
By the way, besides spending a ton of money on this, plus maintenance. And upkeep, it's telling us the city does not trust the supervisors who hold roll call, now they are just highly paid time. Clerks.

Sounds like you didn't do much work as a detective if you only have 100 hours on the books. Doing work doesn't get you in a unit as much as knowing the right person does. However, the "unit" you were in was probably MSF or some other nonsense. You can't be too bright if you actually want to be in a unit nowadays, unless you're talking about one where the sergeant doesn't have to do much. I'm curious to know why you think certain units shouldn't have to swipe along with everyone else. There's really no justification for your position. The only reason you'd support them not swiping is to hide the fact that they're not really working the hours they're getting paid to work. Nobody on this job is doing anything so amazing or important that they should be compensated for time they didn't spend at work. If swiping is happening, it should be for everyone.

That is only sort of true. There's also a state law that says something similar. But they only apply to private employers and not to government employers.

The really damaging part of all of this is the fact that district personnel’s morale and desire to do the job will be even further diminished. You think activity is low and animosity amongst each other is shitty now? Just wait till after 15 July. Distrust and feuding among the ranks will get even worse. Coppers with under 5 years on were always considered “kids” who knew nothing. That remains true today, but it’s getting worse. It is not rocket science...its a time clock and payroll system...swipe in- swipe out... get paid for the hours at work. Enter any exceptions with reason via drop=down box....am certain some fcking computer can be programmed to make it happen, less sure city will hire qualified people as timekeepers or pay for required system.

Yes, I can hear the wheels turning now with all of the ways people are thinking up to get overtime. But, if the city puts into place any of the policies that private industry has been using for years, it will be harder then you think.In most places there are covert pinhole cameras watching the time clocks, if you punch in/out early or late without authorization there are penalties and the time cards are looked over by managers.

Yes there are some that can but plenty of guys go out on service calls to repair a furnace in the dead of winter and they have to finish before they can leave. Most of these guys are on electronic payroll systems and have been for years. It isn't all that complicated. And it's usually a whole lot less error-prone than paper system. I can't understand why anyone objects to it.

Umm, not sure where you're getting your info, but you can absolutely be disciplined for not using the in car or body cam. As far as swiping goes, it's not the act of swiping that people are concerned about. They just don't want to work a full 9. Whether you swipe or not, you'll still be there with everyone who is swiping. You think you just get to leave whenever you want because it's not tied to payroll? When the inspectors start showing up to see who's swiping and who isn't, you aren't getting a free pass. Or do you think they're instituting a swiping policy without sending inspectors out? Feel free to choose not to use your cameras or not swipe in or out, but don't cry on here or to the union when you start taking days for it. Accept the fact that you'll be working 9, suck it up, and stop worrying about ways to get around it. Wait for it to fail miserably, and then maybe you can leave early.

Our finance section is screwed up, if the city really wanted to save money they would cash out your time on books everytime chou get promoted.just record the hours as possible. Then when you get promoted that pay grade gets a record etc. But I'm glad they are dumb, I left after 39 yeArs with 4,500 hours at Sergeants pay. Thank you very much. All 4,500 paid at about $57.00 and hour plus BFD, P-days and Furlough. 2017 Caddy sure is nice.

Yes. Your question is really "can I be fired for incompetence?". And again, yes you can. However, it is not very likely that they would take the steps towards that just for being slow on a dui. But they are in place. But also, the "I haven't done one in years" defense (in the earlier post) might get you a pass as far as the dept goes but it will not stand in any civil action against you. The public absolutely does expect us to know our jobs and.... i know this is asking a lot..... but be competent in our duties as well.

The best was in the 70s to 90s and still going on today as far as I know Narcotics only works days Monday to Friday because they said that by Friday afternoon all the dealing is done till Monday morning. HA, HA, HA and that was their hours. The best is that they got to take home cars because if the left them around the station the dealers would know that they were undercover cars. HA,HA,HA.

This shall pass. They tried this already with Kronos. Never worked right then they dumped the program. I bet that this vender is connected and once they make their money and give their kickback in the form of a campaign contribution then they will shut it down.
