One Arrest
In our defense, we aren't seeing a lot of cooperation from the "community." Not much at all:
- An hour after allegedly opening fire and wounding a man at a bustling West Side intersection earlier this month, a one-time reputed shooter for one of the city’s more dangerous street gangs was in custody.
It was Saturday, Aug. 4 — the midway point of the most violent weekend this year in Chicago.
It was impressive, lightning-fast police work that led to gun charges against 27-year-old Rick Franklin.
But nearly three weeks later, Franklin remains the only alleged shooter charged in connection with the carnage from a weekend during which 75 people were shot, a dozen of those fatally. So far, department officials have reported progress on about five shootings that weekend — ranging from Franklin’s arrest to investigative alerts issued for people they want to interview.
And once again, who's to blame?
- Scores of other victims or their family members still await justice. The damage done by Chicago police’s failure to solve the cases ripples beyond those left bandaged, recovering in hospitals or grieving lost loved ones. Residents and crime experts alike say that consistently failing to hold those who commit violence accountable casts a shadow on the entire city.
Not a peep about the "code of silence" that exists across the ghetto. Nope, just the police department's failure to solve cases after taking away every decent investigatory tool at our disposal, electing the most anti-police politicians in existence and the constant drumbeat of "Abuse Abuse Abuse!!!" at the remaining nationally accepted investigatory norms:

Three consecutive years of the clearance rate hovering at less than 15% and no change at the top jobs. Something has got to change. Hire an outsider with proven results to shake up the Detectives. You have proven that internal merit promotions are a complete failure across the board. Time for some out of the box thinking if that is even possible with the bloated incompetent merit CPD leadership.

Don't forget to mention the Cook County States Atty's office failure to charge crimes.With both witness and victim cooperation CCSAO fails to approve charges based on witness/victims background(s).

Ricky Franklin isn’t even a good arrest. When he was a kid you knew he had something cause he would mumble when we talked to him. Ricky wanted to go to jail cause he knows he’ll get food and a decent place to sleep.
But even when cases are solved, criminals still get off lightly by a justice system whose mandate is to empty the jails.
You need the old school detectives, the ones whose cheap sports coats never matched their pants.
With all the shootings it is hard to believe some officer(s) weren't in the right place at the right time to make more arrests.
Re detectives: Lets start with asa felony review. They don’t want any trials, only plea deals. They won’t approve anything without the smell of a plea deal, then they will move forward often with lowering charges so felon gets time served or probation. You don’t see this in other counties where the asa takes crime seriously and follows the IL statutes. Foxx lady makes up yer own rules and disregards the written law and no one challenges this, like the attny General, another useless democrat.
I can’t wait until we at the CPD clean up our act are deemed “trustworthy” by the community. Then and only then will all of this violence stop.

Your comment reminded of a story from Daveyton, South Africa. A group of black vigilantes beat and necklaced a black 17 year old gang member. A resident that witnessed the attack said the gang had been a nuisance for almost two years.
“People are tired. They have lost confidence in the police. We can’t walk in the streets freely any more. The boys own the streets.” Pity the local community doesn't take some action themselves instead of just whining it's all someone else's fault and we need more money to fix it. Funny too people of all colors are wanting SA to reinstate the death penalty.

Sorry, “community organizers” - crimes don’t get solved by CSI. 99% of the time, it’s witnesses coming forth to testify against the criminals. And it’s not fear of the police that’s silencing witnesses, it’s fear of the gangs.
Until the “community” decides they are going to start testifying against the criminals who terrorize them, there is NOTHING the police, National Guard or an air-dropped ton of money from the federal government can do to change the situation.

Consider this - make it the last case a retiring detective runs so as to avoid reprisal entirely.
Document (with blurred faces of course) all the attempts to talk to all those in the area of a particular shooting/murder. Gotta h ave body cams right? Why would one suspect no camera or claim it is wrong to record a "officer on the job"? Ahem.
SHOW everyone how it is dead end after dead end after dead end simply and only because those who KNOW withhold the FACTS that they clearly DO KNOW, which sets up the entire police force for failure.
Mix in the shotspotter and even private video camera footage that shows these same people right there when things went down.
Lay out the life of a CPD detective and what they face in other than "Cops", "48 Hours" or LivePD scripted and tightly controlled "reality TV. Indeed, produce a feature film of ACTUAL Reality to show the public.
Mix in all the racial epithets thrown at cops who are doing their jobs, the very jobs these same fools are saying they can't do because it is "racist" to do so.
Understand this -today is the "video or it didn't happen" culture. Written word, heck even spoken word means absolutely nothing when compared to feeeeeeelings. The only thing the rubes today rely upon to belive is VIDEO in front of their faces, oh and don't forget the 'LINK". Ya just gotta have a "link" to it online or these fools think it is not real. Nothing every happened before the internet in their minds I suppose.

As for the Consent Decree, well, the Declaration tells ya what to do about that. DENY your CONSENT. Yes, it is that cut and dry, it is that simple, which is why it is openly declared as not only a right but a DUTY, one that rests on an OATH taken.

I don't know. My read on this is if that were true - if the low clearance rate was mostly due to bad work by incompetent detectives being poorly supervised - then that would be an easy fix. Especially for Rahm. I imagine he'd love to clean house and hire an outside consultant. But my fear is that the low clearance rate is due mostly to the "No-Snitch" rule of the 'hood and he knows it. Hard to find a consultant to fix that.

Indie Google project Exile. Wow talk about a great plan. But this is Chicago where we have too many people of color in jail. Been saying this for a long time. Citizens sometimes seem shocked when I tell them how little I care and to enjoy the system they’ve created. This job is just a job now. Want paper? No problemo! I’ll even give you sympathy and a handshake. What I won’t be doing is risking my life to save you, blowing lights and stop signs, running after or fighting sketchy people.
We need another Russ Ewing so all these shooters can turn themselves in!
For some it's the fear of gangs, but how many of those that saw nothing have family or friends in a gang, have kids with or are dating a gangbanger or are themselves criminals and hate the police? What's the percentage of people on parole in some of these areas? There are some decent people stuck in the high crime hoods but what's the percentage of good folks to the feral thugs and ignorant, violent tramps with a chip on their shoulder that breed like rats? The community will continue to blame everyone else as long as they are led to believe they are special (by the BLM, fake preachers and pandering politicians) and there is money in it.

This is because the police department is taking tips from the shooters and gang members and attacking the victims. once you file a complaint against the shooters, the police start to investigate you and ignore your complaints and the shooters double their attack on you and your family. This does not mean all of your officers are corrupt, only a few. However, those few answer all of the calls for service regarding these assaults until the victim submits to rape, robbery and then are forced to relocate out of Illinois. So, the police are partially to blame.

To the Editor:
I, along with many others, am shocked about the amount of violence about two weeks ago.
I believe that the police are doing all they can to prevent the violence but I also believe that the rest of the criminal justice system in Cook County is failing the public.
Cook County Board President Toni Preckwinkle has publicly stated that way too many black males are incarcerated and she has made it her mission to address her concerns. She has influenced State’s Attorney [Kim] Foxx, Chief Judge Timothy Evans and Sheriff [Tom] Dart to adjust their policies to follow her beliefs.
State’s Attorney Foxx has instructed the Felony Review Unit of her office to limit the number of felony charges brought against individuals who are arrested with a firearm within Cook County. The Chicago Police Department has recovered over 5,000 firearms in 2018 but I doubt if even half of those arrested were charged with a felony. The clearance rate for murders in Chicago is under 15 percent for 2018 and if one removes the domestic related homicides and the homicides were the offender is deceased one will unfortunately discover that the actual clearance rate is under 10 percent. I have been informed that detectives have asked CCSAO, Felony Review Unit to approve charges against individuals on many other cases but have been turned down because they want additional evidence. I was really shocked when I heard that of the 66 reported homicides from July 2018 have resulted in prosecution in only one incident.
Chief Judge Evans has instructed the judges in Bond Court to release as many individuals as possible on recognizance bonds. It makes no sense, to me, that an individual already on parole or who has previous bond forfeitures should be granted a recognizance bond. I also find it troubling that when an individual who has been released on a recognizance bond fails to appear, the judge whom he was to appear in front of issues a ruling of “bond forfeited, case stricken, no warrant issued”. There are no sanctions attached to failing to appear for the hearing!
Sheriff Dart is allowing individuals already on parole or who have failed to appear in the past for a hearing to walk the streets on home monitoring. There have been credible reports that many of those released on home monitoring are not being tracked by his office and he is failing to advise the public of same.
The police are trying their best but the remainder of the criminal justice system is failing the citizens of Chicago.
Note: I am a retired police officer with 33+ years of service with the Chicago Police Department and was fortunate of having served in doing investigative work for 30+ years of my career including assignments as Commander of Vice and Narcotics, Deputy Chief of Organized Crime and Detective Division and Deputy Superintendent of Internal Affairs.
