Rifle in Copland?

  • A 26-year-old man was arrested after pointing an unloaded .22-caliber rifle at passing cars in the Norwood Park neighborhood, according to police. Gab Steverson, of the 1400 block of South Sawyer Avenue in the Lawndale neighborhood, was arrested about 8:10 a.m. Thursday.

    Police said 911 callers reported a man walking down Devon Avenue and pointing a rifle at passing cars.

    Police arrived and told him to drop his gun. He did and officers arrested him, according to police. He was charged with misdemeanor unlawful use of a weapon. He was released on bond and his next court date is Aug. 12.
Sorry, he lives 1400 S. Sawyer and he's wandering around 6400 N. with a rifle? Andhe's pointing it at people driving down the street? AND he's a felon according to numerous e-mails?

So Kimesha Foxxx is downgrading slam dunk felonies based on what exactly? The rifle was unloaded? That doesn't come into play as the victims have no way of knowing this. The rifle was non-functional (missing bolt)? Again, doesn't come into play.

Unless this was a deliberate effort to provoke an officer (or an off-duty) to engage and possibly shoot a gun wielding asshole and then sue the city based on things no reasonable person could possibly know in hopes of a big settlement.

UPDATE: We are informed the alderman of that area told his constituents that there are "probing" incidents being planned for days when protests occur, evidently for when manpower is thought to be lower in the area. The joke is on them though - 016 had been undermanned for years now, along with 008, 012, 019 and 022.

I have personally read the arrest report narrative and it is absolutely pathetic. I have never thrown a cop under the bus or judged a circumstance in which I wasn’t present. But the way this narrative was written was very disturbing to say the least. I have 15 years on and can honestly say a officer with 3 years on could have done better. I actually thought for a minute that the offenders lawyer wrote it. I also didn’t see any attempt to call the states attorney which leads me to believe that’s why the narrative was written so poorly. These officers should be embarrassed. I hear many officers take pride in patrolling the area in which they reside I hope to God these 2 don’t ever say that. I understand how an officer cuts corners on certain things we all do but this is not one of them this is our neighborhood where our kids go to school and hang out at the parks. And shame on the WC for not having this guy charged appropriately. Like I said before this is an example where you go the whole 9 yards. ☠️

According to the arrest report it doesn’t look as if the arresting officers actually called the State for a felony upgrade. There was no name in the ASA box and nothing about charges being denied.

The gun does not have to be operational in federal court. If a felon has a bullet or only the receiver of a firearm he can be charged.

I have a judge tell me that the quality of police officer's testimony has gone down hill in recent years, along with their report writing skills. What that is a reflection of I really do not know; is it poor selection of officers from the civilians or is it poor training or is it poor supervision? This judge told me it is embarrassing to listen to some police officers testify.

The core PROBLEM here is, once again, the PATHETIC construction of the CODE itself.

Because there was no bolt, a defense attorney would be able to destroy Felony AUUW, further chopping at the already dying taproot of illinois criminal code.

Rather than FIX IT, we see another examole of nonsense charging hunting a plea deal that avoid trial and thudls preserves their precious case law and jacked up statute.

At best there is guilt of disorderly conduct, a misdemeanor.

The most proper outcome here SHOULD have been another Citizen DEFENDING THEMSELVES with their own carry weapon, with police only being involved after the fact to chalk the dead dumbass and assign him his Darwin Award posthumously.

Last I remember you dont need bullets in the gun to charge and get charges approved for someone in possession of a fire are on the public way... especially a convicted felon who was reportedly pointing it at people on the street. If anything out that on the asa to approve charges or not. Retire AO retire!!!

I am going to go out on a limb here and guess that the jag&*f that wrote this is not really a cop! If you are then why don't you come to 016 and show them your giant balls and extensive knowledge of the law. The majority of officers in 016 have done more in their careers in one month when they were younger than you have likely done in your entire career (if you are a cop). Before you start shooting off your mouth and letting everyone who reads this know what a complete idiot you are, maybe read up on the law and precedent (do you know what that is genius?) regarding this situation. As I said the majority of coppers in 016 have served extensive time in violent areas and demonstrated their courage repeatedly. Maybe you have heard this saying "its better to keep your mouth shut and let people wonder if you are a fool, rather than opening your mouth and removing all doubt"!

And regardless of the Bolt being in the Weapon...It is still UUW.

Just like I can carry a Pistol concealed, without a permit...but it doesn't have a loaded magazine in it, and it is still UUW.
