SWAT Redeployment?

Trouble in SWAT-land?
  • Did you think that your proposal was going to bring the city to it’s knees? Hope you remember how to answer calls. Your days of overtime and sleeping at Sox games are over. Hope your blue uniform still fits. You will be answering calls on the south and west side. Your body cams are being ordered. Now go get your shoe shine box.

    Hearing the rumours that swat will be sent back to districts on all three watches. If an HBT incident occurs they will redeploy to that location. They will get two training days a month. This is in response to them banding together and refusing to volunteer for a search warrant and not responding to an HBT job while off duty. Swat boys want D3 pay and on call pay for being on stand by when off duty. City is pissed.
Refusing a search warrant? Not responding to a call-out? Isn't that part of the assignment?

We have a hard time seeing the old HBT bosses letting this fly. Of course, we have a hard time seeing the old bosses allowing any one of the current sergeants and lieutenants remain after the stunts they've been pulling the past few years.

I admire the goofs for sticking together. We’re constantly complaining that everyone bends to the will of bosses and the city because theyre too afraid of losing their spots. Well, here’s an example otherwise

While swat does have quite a few really good guys the majority of them are a bunch of over glorified dbags who think they're seal team 6 or something. Disband the unit and start up a sort team in each area on ALL three watches. Just to make it fair have ISP conduct the testing and don't allow any city input!

This will be a "Shock" for some of these pre-Madonnas who think they are better than beat cops. It must be nice to be paid to train and work-out for your entire career. I guess the T.V. series SWAT has inspired these Wanna Be Assassins to think they are "Special". Consider the Reality: 1. How many times, out of all their call outs, do they get to a scene before it is resolved by District Personnel? That stat would be interesting. 2. Their "Snipers" train rigorously, yet how many citizens have they actually killed since the Unit's inception? Almost every year in recent memory, when it became necessart to kill, the killing was done by an out of shape District Cop. 3. Where is the "Diversity" in SWAT? How many women and minorities are in it? 4. Why is all of their training wasted, on a handful of Muscle Heads, while District Personnel are lucky to get a few hours YEARLY at the range? 5. How is it that officers promoted from SWAT, always manage to Return to SWAT? SWAT should have never been a UNIT onto itself. District personnel should have been rotated in and out of the Unit on a regular basis, thus assuring that the expertise and training would be available without requiring overtime deployment. When the SWAT Lieutenant retired, after years of declining higher promotion, with almost a half of a million dollars of overtime pay; at that point someone should have seen there was a problem. But then again, Fred received "Special" treatment and was allowed to create a "Cult". Once again the question: Is Art (T.V.) imitating life, or is life trying to imitate Fantasy Entertainment? Sounds like a whole lot of envy on this post!! Yeah the swat guys have a "tude" so what they don't answer calls. 75% of people in beat cars won't execute a search warrant! I'm not a swat guy, I'm a beat guy! but those guys stuck together unlike everyone else! Many of the people talking shit would run to swat, tac or any unit, take all the shit the city gives them and fuck us all over in a heartbeat just to get ahead

Hate to say it but SWAT is another do nothing gig in this department. They hang out most of the day work out and surf the web for cool 5.11 gear. They are great at what they do but dont need to be a full time unit of guys who show up to a scene and in the end do nothing. Sorry guys but it's the truth.

Rotating people in and out of any unit is a waste of funding and "typically" has minimal gains. Specialized unit training (i.e. basic course) is just that, the bare minimum tools that it takes to accomplish a job. That does not make up a seasoned team.
All your years hiding in mass transit should've taught you something.
Go steal another award from the coppers who did the dirty work for you.

I was at a HBT incident at 19th Sacramento when SWAT shows up some years back. I was covering a hallway door when the SWAT retard walked up and said, alright step aside it's time for me to go to work, you're either swat or your not. Idiot wound up shooting himself in the leg later that evening when breaching

It has been city city tactic for decades to threaten officers assigned to special units if they did not comply with the department's abuse of overtime and many other things. I recall in the Intelligence Unit we were all called in and asked to sign pledge cards for charities and those that refused would be transferred. We worked overtime and call outs on weekends and could not put in for OT, again with the threats. That was under Slyvan. I suspect it is no different now. The city needs to hire more police officers and get those desk jockies out on the streets once and for all.

I do see them sticking together as a good thing. However SWAT (even Old HBT) has always been Self Detached from the Department. They don't associate with other blue shirts by their own allegiance to themselves.


I remember back at the TABD (2002?) conference when we were ALL staged (In riot gear) in the basement garage of downtown hotel. Swat/HBT put up curtains ensuring their privacy in their area, (from Patrol!) during our down time, stand by mode. They never associated with the other patrol division officers. We all played cards, watched movies, and mixed it up with each other as we saw fit.

My point is, SWAT has never thought of themselves as Part of a larger team. They are good old boys club from the get go. Run by clouted bosses, hand picked, etc...same old story.

I always heard the story about the former Navy SEAL, now Police Officer who tried and couldn't get picked up for SWAT duty on CPD. True? We will never know, but it seems to fit the personality of the CPD/Swat hierarchy.

Sorry, but the unit could use disbanding. If only to humble themselves. Also, any real SWAT team should be willing to hold training for the rest of Patrol on some occasions. If their training is so valuable, why not use it to train other qualified and willing individuals. Their mission should be reevaluated and when Federal funding comes in, a useful SWAT team could be formed with a better refinement of their goals and roles in a large department such as CPD.

I read this and remembered way back when we switched to striker fired guns, we had a SWAT guy in there with his Glock and some District Sergeant with his Springfield XD. SWAT guy was all big and bad-ass until the Sgt. blew him away with the qualification. Wasn't even close and the whole class made fun of the SWAT guy and he hid in a corner afterwards!

This is exactly what they need to do with that police shooting team that Melissa Staples created. You know Eddie, just because she is your girl does not mean she should be in a job of that magnitude. From Melissa, to Dwayne Betts, to Elgin Holt, to Barb West,to Gloria Hanna, we have the epitome of incompetence, and you wonder what's wrong with the city. That also includes his wife's best friend and husband who are both sergeants meritoriously. Where is the Inspector General exactly? What a complete farce.

Back to the Detective Division and this shooting team that depleted almost half of Area South's Detectives. This should be a call out team. Hell, they have more Detectives assigned to that Unit than all of Area South's Homicide Unit including the new Detectives. How often do we have a police shooting? Detectives have been investigating police shootings since the Division's establishment. Why do you need a team with take home cars, unmarked at that, that work only when their is an incident. And how many detectives do you need for one incident and how often are they deployed. This is a complete waste of manpower. Look at the number of Detectives assigned, Sergeants and Lieutenants. Ridiculous use of manpower. I agree with them specializing in police shootings, but it doesn't take all of that to be effective and get a job of that magnitude done. Start there for bodies.

This post and focus on SWAT is that same miserable and dumped and incompetent ass sergeant. At some point he needs to get some therapy, but I'm glad the door was opened.

HBT/SWAT have been looking for enhanced pay for decades. This is another way to divide and conquer. Good to see they are sticking together. There is nothing wrong with enhanced pay for special skills. It already exists (Marine Unit, Mounted Unit, E.T., Explosive Tech.... the list goes on. It should motivate people to better themselves and try something new.

Maybe you can stay on your fixed post in 15 since you couldn’t pass the physical to get on SWAT and stop bagging on those who passed. I think Cato already called in the cook county sheriffs police to take back your district.

They bottom line is swat is a team, we made a decision and we ALL stand behind it as 1. So start training for the next test.

This all stems from The SQUAT boys thinking they are so special that they shouldn’t be swiping. They work massive amount of overtime doing nothing and they don’t like swiping out. They want an exemption and Hroma refused to ask the chain of command. Now they actually are going to have to work a full eight hours of OT instead of six. Wink, Wink. They are pissed about having to actually show up for work on time instead of 40 min late. The ghost payroller training sgt is really pissed that he has to swipe in. Waaaaa!! Waaaaaaa! If they had to swipe out at the end of their tour daily they might have a nervous breakdown.

While swat does have quite a few really good guys the majority of them are a bunch of over glorified dbags who think they're seal team 6 or something. Disband the unit and start up a sort team in each area on ALL three watches. Just to make it fair have ISP conduct the testing and don't allow any city input!

Swat does refuse search warrants, but only if they think it’s fucked up for some reason. Not cause it’s dangerous, but basically because they feel the guy that put it together is dumber then a sack of shit, being dishonest, or being careless. I’ve seen tact teams and swat get into before because swat refuses to do a search warrant, and rightfully so. It’s their guys going in to do the warrant. They don’t care if shit is getting flushed down the toilet, just that everyone stays safe.

I have a great pleasure to be able to work with SWAT very closely. Like any unit there are some arrogant pricks, but the majority are very good and decent human beings. Furthermore, Clout be damned: this is a unit designed and assembled by competency. There is uncorrupted testing and many of the clouted wash out or have washed out. No one is going to sponsor a clout position on SWAT because unlike most other units, an unqualified person in the wrong position can be catastrophic.
Please know what you are talking about before actually talking about it. You are just making yourself look foolish. Be glad that you have the ability to hide behind an anonymity.
The public reads some of these posts and it's embarrassing to think that some of you cannot even assemble a sentence properly.

Why pick on SWAT? While I hope they're never utilized for an event like in NY or the shoot-out in LA, we could use their expertise, when necessary.

My normal reaction was to help the guy but the Sgt pulled him to the side so he could hold onto the side of the pool smh. It’s a shame because there was a lot of good former military including myself who passed everything legit but the Asian guy with the phone call gets picked up smh.This same P.O. made $18,000 in overtime for the first three Months of the of the year on swat. He’s number five on the OT list! How do you earn $18,000 on swat in OT in three months when you have five years on the job??? Anybody

Bomb techs get D3 pay. ET, marine unit, also extra pay. K9 gets an hour before and after their tour to transport their dogs. All units in special functions get extra pay for special skills and knowledge, except swat. Everyone gets duty availability, but how many times have you been called in the middle of the night to respond to a job? If the district called you at 0300 would you even answer the phone? Then would you drive to the south side of the city from 016? You know the answer. Would never happen. Say what you want about SWAT but they are being used in ways no other team in the country is and they are asking for what's fair and what's safe. D3 was never brought up, just someone trying to stir the pot. Increased pay scale was never brought up. There are a lot of demands being on swat, most are dedicated humble guys. Those spewing bitterness and hatred towards the team probably have no experience with the team and don't know anything about what they do on a daily basis. My suggestion is, if you are willing to do the job of swat without wanting anything extra, please try out. I'm sure the city would love to have you.

I read this and remembered way back when we switched to striker fired guns, we had a SWAT guy in there with his Glock and some District Sergeant with his Springfield XD. I read this and call bullshit. The truth of the matter is the swat team had Glocks approximately 2 years before Glocks were approved for the rest of the department . Each member was issued a brand new department issued glock 17, I believe this was in 2005/2006 when Jody Weiss was sup. Secondly swat team memebers are trained and qualified by the firearm instructors assigned to the swat team, therefore they would not have done a transition course with the anyone else not assigned to SWAT.

The Task Force, Area 1,2,4, and 6 had Heavy Weapons Teams. Which would be the equivalent of a SWAT Team. The weapons were kept in the Area Detective Units, usually Robbery. The sniper rifles were 30-06 Rem/Winchester with a fixed 12 powered scope. The mod #37 12ga and 30cal Carbines complemented the sniper and spotter. A team of five would be deployed with the mentioned weapons. A lot has changed since 1969-73 with sniper rifles and other weapons. Back then, when you grabbed a rifle you hoped it still was properly sighted-in and you just did not have range time that SWAT personal have today. You guys sound like the Democrats that are calling for ICE to be disbanded. I'm disappointed in the Baby-G and his diversity pitch.

Here is why SWAT has a manpower/call in problem. Everyone on SWAT is either in a Fri/Sat or Sat/ Sun day off group. Got that? Weekends, when things are the busiest. That's also how they get a ton of OT. Most events are over weekends. This is an admin problem that can easily be worked out.

I guess you’re too new on the job to remember 500 w Madison. A great job by both swat and 1st district officers. But swat played a big role in finishing that situation. Or how about the warehouse job in 009 about 13 years ago. Or how about the active shooter/hostage situation in 004 at the auto parts place about 10 years ago. All ultimately resolved by swat. There are a bunch more but those are the highlights.

Swat is a necessary evil. They need to be supported by proper staffing, sufficient training, proper equipment and the proper budget to get the job done safely. The reason they make so much OT is they are woefully understaffed. There is also no strategic vision for the unit.

Decentralized will not work. Good in theory. At first it will sorta work. But after a while the roles will start to be watered down and will not be able to attend training or call outs citing manpower issues in the district / areas, or being tied up on something that can’t be handed off as they did in the HBT days. Not to mention upkeep of equipment /gear. That will have to be centralized anyway due to the vast responsibility of it. Centralized command and control is the only way for this work. But leadership is paramount to success.

All swat personnel assessments should be done by a 3rd party to avoid buddies getting in, 5th district, FBI swat, nipas, dupage county or maybe ITOA. They should also be paid at higher specialty rate like ET or detective, or being given a special swat stipend to account for the investment in equipment that is necessary and not issued by the department. And in turn easier to dismiss a member who is deficient if it’s not an actual title code.

Swat should have the lion share of UASI money to support the mission. It does not and in turn they are not supported as they should be.

Sorry SCC but it’s a different regime with no discipline or pride. Fred was a leader. Tom is a pushover. Fred didn’t care about a gold star. Tom only cares about the gold. In one month Fred figured out that ML was a wacko and launched him from SOS. Fred didn’t allow cancer in our unit. Fred took out the trash. Tom allows the cancer on the team metastasize. Tom doesn’t protect his team but uses it as a pawn to climb the ladder. That’s why ML is still there.

Here is why SWAT has a manpower/call in problem. Everyone on SWAT is either in a Fri/Sat or Sat/ Sun day off group. Got that? Weekends, when things are the busiest. That's also how they get a ton of OT. Most events are over weekends. This is an admin problem that can easily be worked out.

Don’t forget the trainers who are off Sat and Sunday. 6 hour days. Ghost pay roll training sergeant usually works 4 hours. It’s all legit in swat land.

The majority of the team does not care for the training staff. We do not consider them part of the SWAT team. They have their own agenda and it involves merit promotions. They pick who comes on the team based on what their handlers tell them. Kind of like Pimps and Hoes. Right PL PQ ML PA MF RC? You just do what the pimp tells you to do.

My buddy tried out and he should have made it. The goofy Sergeants CR and ML make the final cut along with clueless Tommy.

The Lt decided to round up the score for the guy who didn't pass. Others said no, he said yes. He wants bodies to fill the special events details, he wants that gold star. He doesn't care about anything but that. #2, has lost his fucking mind. You are better off not trying out. Morale is in shambles.
