Meet the Leeches

  • On Thursday, Illinois Attorney General Lisa Madigan and Mayor Rahm Emanuel filed a proposed consent decree for the Chicago Police Department in federal court. Absent any major changes from Judge Robert M. Dow, Jr., who still has to approve the proposal, this 227-page document will chart the course for CPD reforms for years to come.

    Neither Madigan nor Emanuel are running for re-election, so they both will be out of office by the time most of the consent decree’s mandates take effect. As with most cities, Chicago will be placed under the authority of an independent monitoring team to ensure the city makes the changes required under the consent decree.

    Nine teams responded to a request for proposals to become CPD’s independent monitor. Most of the teams are led by attorneys—including former federal prosecutors, former judges, and a former mayor. Many of them include retired police executives as full team members or subject matter experts. Three of the nine lead monitors are based in Chicago, but the others are spread across the country, from Oakland to Cleveland to New York.

    Over the past two decades, as the number of police consent decrees has increased, a cottage industry has cropped up to serve as monitors. Some of the teams that applied to be Chicago’s monitor include well-known players in this field. Others are relatively new. All teams have experience conducting government or corporate audits.

Rahm’s shadow, as well as Madigan’s, will exist for quite some time before we’re rid of their evil schemes. If any of us decide to stay we need to elect better individuals to run this city and state or we should move like many have already done.

Off Topic, but reading todays Tribune I couldn't help but notice that I saw the name of the wounded officer and the name of the Hero CCL citizen who came to officers aid. Nowhere in the extensive article was there a mention of the shooters name. Is it possible that he was an ILLEGAL ALIEN? Just asking.

OT: Hurricane Florence coast guard employee was removed after he was spotted allegedly making a white power sign behind the scene on a a tv interview of another person due to it being racist and offensive. Can someone please explain to me why white power hand gesture is more offensive and racist than the fist up black power sign hand gesture which seems to be accepted everywhere. No one says anything about that gesture. I can’t wrap this around my head.

I predict that red states are the only places in the next decade that will experience population growth. Take vacations, visit them and make the choice. Or visit them on the net first. well, yes, that is true. He was a sergeant appointed a commander of the body guards, then a commander of a district then a deputy chief then head of CTA security and then head of Mcpier security then police chief of Lyons which is a town controlled by Madigan. He might be capable, I really do not know. I recall him as a tact sergeant in 010 and he seemed OK. But, one thing I do know. He is arrogant and aloof and was given opportunities to pad his resume that most people never get which opens many doors for a person. When you stay in government service, democrat controlled government service, your faults are never truly exposed. Most of these clout babies fall flat on their face when they enter private industry.

Gainer would be OK. He was a sergeant before he left to run the state police and he was head of the Park Police and deputy of the Washington Metro cops. He is now a security consultant for the Illinois medical marijuana community and consults with other groups. maybe he can tell you about when he was in the police legal department and he ran his law firm out of his office, at the same time.

Here is my initial assessment of the first four firms. BAKER HOSTETLER: Claims they will have ONE monitor in Chicago at all times, yet they still are budgeting $7,500 yearly for travel expenses. The cheapest of the proposals.
DAVID COAR: Twice as expensive as BAKER HOSTETLER. DICKINSON WRIGHT: A key monitor here is the former Mayor of Detroit. We all know how that worked out. Does not propose how much they will charge as they are still likely trying to figure out how much graft they can skim! This agency is related to our former law enforcement hating president Obama. MUHAMMAD,WILSON WOLF is based in Oakland CA., with a CEO of the radical state bar association of California. That is the federal district that is the most liberal and most overturned federal circuit in the U.S. This firm is linked to former Mayor Daley.
As you can see not really anything good in those first 4 firms.

I realize my opinion probably doesn't mean much since I've never been in Law Enforcement and certainly never a Chicago Police Officer. That being said IMHO I think the best firm would be one based in Chicago and with ties to the city.

As such that leaves; the David Coar group. Coar's a retired U.S. District Court Judge from Chicago, there's a former Assistant U.S. Attorney from Chicago on the team, and a retired Illinois State Police Colonel.

The last thing you guys and gals need are people from New York, Oakland, and God forbid, Detroit re-making the CPD.

Again, it's just my opinion -- your individual mileage might vary.

Lol I say it all the time. Who is signing up for this job anymore? I get if you are on now wanting to finish your career but to start this career nowadays? I put this question out to senior guys on the job with high school-aged children: Are you pushing your kids toward the job, away from the job or just letting them decide with no influence either way? Chime in if you wouldn't mind. My ex-wife and I talked both of her (now adult) kids out of coming on the job and neither wanted it anyway. Her ex-husband, the dad, was also CPD and did same. We all did our best to push them from coming on.

I am hoping they make all this shit just so bad that nobody wants to take the exam anymore and they have a reversal with this 'decree' nonsense. I mean really, why would anyone take this job anymore with all that's going on, the reduction in pension benefits and the instability of the pension as well.

The point of having independent monitors is that they are independent. The city has shown in no uncertain terms that it cannot be relied on to do the job so someone has to be hired to do it for them. This could all have been readily avoided if the city had been properly supervising its police department the last century or so. but for whatever reasons, the city chose to pass on fulfilling its obligations along those lines so it comes to this.

This pales in comparison to the Loevy & Loevy stuff. Former L&L attorney Katie Hill went to work for Kim Foxx in the State's Attorney's Office and got a bunch of old convictions thrown out and now she left the State's Attorney's Office and went to the Corporation Counsel office in the city's Law Department so that she can see all of these cases through the civil lawsuit process ultimately making sure Loevy & Loevy reaps more and more millions from the taxpayers. Total corruption but they get away with it. BTW, check out how much money Loevy & Loevy has given Kim Foxx. This corruption is blatant and disgusting. You'd think the feds would take a look at it but nothing so far.

--- Hopefully not long because I don't see working 12 hour days nonstop for more than a couple of weeks with no time off. This trial could go on for over a month depending on how many witnesses are testifying and how much evidence they have to examine. Deliberation alone could take a week. If they think we are working this schedule for 30 days+ they are nuts. You will see people calling in by the dozens.

Where can you make $70,000 in two years nowhere?

---- LOL and where are you gonna buy a house in this shithole town with a salary of $70k, Englewood??? The average price of a house in a decent neighborhood starts at 450K+ and that's for the old bungalows that have dated interiors. New construction starts at $700k-1.2m. Not to mention the 10-30k in property taxes you're gonna shell out each year for the privilege of owning a decent home in crook county. 70k/yr is not even a living wage in this dump anymore after you factor all the fees, taxes, permits, and fines they scam.

Monitor should have a nifty website and have to post all this monitoring work online!

The kids call it TRANSPARENCY tax money use work posted.
The salary's of all the lawyers should also be posted as to show no conflict of interest. COPA could handle the posting of lawyer info.

All lawyer should live in the City because they become city employees under the decree.

Ethic forms should also be filled out by the great lawyer just to make sure they are not handling any criminal cases on the side

The point of having independent monitors is that they are independent. The city has shown in no uncertain terms that it cannot be relied on to do the job so someone has to be hired to do it for them. This could all have been readily avoided if the city had been properly supervising its police department the last century or so. but for whatever reasons, the city chose to pass on fulfilling its obligations along those lines so it comes to this.

Independent? Who are they accountable too? Shoudln't the voters get some say thru their elected officials? If you are not happy with the elected officials, vote for someone else.

Jim keating was actually a real good policeman back in day. He us a very trusted person in the daley circle. I worked with and for him in the field and he was really good and very hard working. So hes heavy so what. He has one trait that a lot of coppers should learm. He jlkeeps his mouth shut

this is not the point. The point is a lot of people would fit the above narrative, but will never get the chance because of patronage and politics. Everyone should have the same fair shot at promotions. To get a step up becAuse you are in the correct political circles is just plain wrong.

kinda OT . merit promotions... the argument for them is some people don't test well. now these people who get multiple merit promotions are now subject matter experts and have a hand in on the testing process.

That was the original argument made by corrupt former alderman Beavers, even though they modeled out merit program after the corrupt program in Detroit. But, if you look at the people who were promoted merit, you will find college graduates, more then one attorney. If you have a college degree or if you are a lawyer, then you certainly must test well. It is a scam to control the narrative and promote who the political class wants. Look at the results? The command staff of the department is composed of mostly merit promotees, some multiple times. Imagine, going fromn patrolman to sergeant to lieutenant and then to a gold star without ever passing a promotion exam?? How about that?

Article in Tribune about the poor victim Mac Donald with 25 arrests. Everyone else, including government sponsored social services made the attempts to raise this doomed kid. This, along with the in-your- face protests doesn’t give VD a very good chance of a fair trial. Looks like the judge refuses to bulge on change of venue.

And the drug-addict, irresponsible mom gets 5 million courtesy of the tax payers. Crime does pay, doesn’t it mom ? Go figure.

I just read, or honestly, perused, the proposals of the nine Independent Monitors listed here. What you don't mention is that the price is $3 million a year for at least five years, in some cases much more. The LA Decree lasted more than 22 years. The pay and expenses these eggheads receive are exorbitant. They will book as much as $150,000 in annual air travel expenses alone to come in with their teams. They will bill office space and local staff.

The group from Oakland endorses Ceasefire, and wants to devote 15% of its resources to Ceasefire. Another champions Shot Spotter and wants it to go city wide.
All try to promote a connection to Chicago, stating they have staff members who graduated from Kellogg, U of C law, or Northwestern law, as if that makes them apprised of local law enforcement and city culture. Some proposals were 850 pages long. Others were a few pages. One mentioned that Terry Hilliard was once involved in the company and said little else. One proposal was a reprint from a failed effort in New Orleans. Several contained grammar and spelling errors. One referred to CPD as CDP (Chicago Department of Police) throughout the document. One cited a Seattle Police supervisor as a co-monitor and misspelled Seattle (Settle). It should be interesting to see what kind of garbage the eventual selectee will produce for a work product and how long and expensive it will take to produce it, One of the applicants is called Quinn EMANUEL and its monitor is John BUNGE (not Burge. Good luck with that one , kids. You can't make this up.
