Cicero Officer Shot

  • A Cicero police officer was shot during an exchange of gunfire near the border between Chicago and the west suburb late Thursday afternoon that left a suspect in serious condition and at some point involved a citizen with a concealed carry license, authorities said.

    The shootout happened near the Cicero exit on the Stevenson expressway around 5:05 p.m. during the evening rush hour commute, Cicero police said.

    Cicero police officers tried to stop a vehicle for a traffic violation in the 3900 block of South Cicero Avenue when the driver took off, according to Cicero police superintendent Jerry Chlada, Jr.

    Officers boxed the vehicle in on the southbound ramp of the Stevenson, Chlada said, and the male driver got out and fired multiple rounds at officers.

    Officer Luis Duarte, 31, was hit multiple times, officials said. He was taken to Mount Sinai Hospital and his condition was stabilized.
The Chief over in Cicero was very appreciative of the assistance:
  • The alleged shooter then ran north on Cicero, and fired at another officer that chased him, Chlada said. A man with a concealed carry license driving south on Cicero in heavy traffic exited his vehicle and fired at the suspect, Chlada said.

    “We were lucky enough to have a citizen on street that is a concealed carry holder and he engaged in gunfire with this offender who was struck one time,” Chlada said.

It was actually nice to see how fast so many police officers could assemble at a location in the event of a police emergency. For a department that’s short of street coppers, I feel like we did well as a group. We plowed cars out of the way for the ambulance so they could get to the hospital ASAP...

You would never see Superintendent Eddie Fenner thanking the shooter. He would have locked up the concealed carry citizen if he had the chance. The desperate criminal was broad daylight in a crowded intersection attempted to murder a uniformed police officer, wounded the officer multiple times, was in possession of a loaded firearm, possessed a stolen vehicle and was fleeing possibly to commit other heinous acts and was ultimately stopped by an armed citizen who came to the aid of law enforcement.

I am grateful to the bravery of the lawful concealed carry holder who stopped the extremely violent criminal who desperately needed to escape with lots of occupied vehicles for his choosing and his potential for additional murderous behaviors. We need good people to step up to the plate and assist police in keeping our communities safe. Your actions stopped untold other crimes and potentially other losses of life from this deranged, violent, murder on his mind, criminal.

May the officer recover from his wounds and any lingering emotional stresses he and his loved ones may endure. A grateful citizenry acknowledge your bravery and commitment to keeping us all safe. Please take strength in knowing so many good people are praying and expressing other kind words of gratitude wishing you a speedy recovery. Officer, Thank You once again. Wish this was routine stop with a non-eventful arrest but you just never know when a chain of events take a turn for the worst.

Historically, the Left Wing Media has been against the concept of an armed citizenry; yet in this case they were forced to acknowledge that the concerned citizen may have been the hero. It will be interesting to see if it was the citizen's bullet that hit the offender. Our prayers go out to this brave young officer, 31 yrs. old with 4 years on the job. Stay Safe and Strong, and remember, the offender was on the border with Chicago, so that could have been a Chicago traffic stop. Or, maybe not, since at this point you should NOT be doing traffic stops for Rahm. Let Madigan and the ACLU do traffic stops for the "Shitty". Baby "G"

I expect this story to sink in the media really fast. They've been telling us for years that CCW will get innocent bystanders killed by the truck load and so far ... ain't happenin'. (now 310,000 in Illinois)

They don't like to admit that more than a few CCW permit holders have been shot at before; in the sandbox, Vietnam and other "vacation" spots. While they don't like a firefight, they aren't going to run and hide if one lands in your lap.

Plus they spend a lot of time at the range on their own dime staying sharp.

If only the media was honest and recognized what this citizen did for all of us.

Some good points. Agencies working together when a PO needs help, great response. Citizen who LEGALLY possesses a weapon assists LE. A politician who steps forward and has his POs back (unheard of these days).
Questions. Was the vehicle stolen? was the offender here legally? Is the offender out on a affordable bond? Will Kim Foxx charge the CC citizen with some trumped up charge?

He was the deputy Supt. of Police for 20 yrs. He has the officers backs and allows them to do their job as he knows it should be done because he did it.

Who knows what the situation actually looked like to the concealed carrier, but wow, this takes balls. I consider a lot of scenarios, but in my mind, they usually look like the inside of a 7-11, a gas station, or the way to or from my car, and are almost always hold-up type situations. But getting out of the car and confronting a bad guy, who's running down the street to get away from the cops, while he's shooting at them? This is either crazy-brilliant or crazy-stupid. Thankfully the CCWer did the right thing, and it sounds like it turned out well. Forgive me if I'm the concealed carrier faced with a situation like this and I have to think twice about it...

Sup Chlada And Pres Dominick kept it 100% real and as a Cicero Police Officer, I am grateful they said what they said. Chicago PD has been great with us and I didn’t expect anything less, especially given that one of our brothers in blue was seriously injured. I can’t say enough about the assist and overwhelming response from all surrounding agencies and is the tip of the iceberg of why I became a copper. Thanks to all of you for your thoughts and prayers as Duarte is out of surgery which is said to have went well. And FYI, Cicero PD is always available for any of you in any capacity. SCC I didn’t know what thread to comment this on, but I’ve been at in service training at the academy the past week. I was amazed at how many white shirts there are there walking around all day not doing a damn thing. But did not see the commander there once! Must be nice to be on the payroll and not have to show up for work. I thought we were short police on the streets? Get these damn white shirts dirty and get out and do something besides walking around acting like a boss. Go out and be a real boss that the troops will respect!! It’s unreal. You have taken the classes and are legally allowed to CCW.
If you don't carry in the city you are risking your life and your
family's life. You are leaving your fate up to a bad guy.
How would you explain that you could have saved your wife's / kids
life, but didn't carry your legal gun?

CCW or ILL Retired Officers Conceal Carry does not mean your
LE or a cowboy or a superhero.

There is only one purpose for CCW & IROCC.
Protect self and family.
I will extend that to a another purpose: protect police.

I am retired Chicago PD & qualified IROCC.
I am not getting involved in a 7-11 stickup, street robbery (not me),
street domestic with a weapon, road rage with weapon, etc.

I will only get involved when I or my family, or a police officer is at risk.

CCW advice: You will never wear a shirt tucked in again.
Maybe, if you wear a sport coat, etc.
I've carried a gun off duty/retired for over 40 years. Nobody ever noticed.
Dress for success.

The media report that I saw said the CCL holder missed and was a nuisance. The report was a police officer shot the offender.

Real easy to answer this question. What does the partner say? First hand knowledge and can answer what actually happened and if the CCL holder was helpful or a nuisance. On the TV report I saw the CCL holder stated he was stuck in traffic, saw the offender shooting at the police officers walking towards their car, shoot one and then continue to fire at the other. He says at that point he shot the offender. That would be completely justified. Right after the station interviewed a retired CPD detective Richard Shaun I think the name was and he stated it was a good shot

Retired cfd and ccl . I am honestly afraid to carry in the city as the climate is definitely against those who may be forced to defend ourselves or others. Strong statement by Cicero officials gives some hope. For now unfortunately gun stays secured in residence.

Citizen reader: One of the most crowded interceptions in the area and this jag off thinks he is going to murder the police. Once I heard Duarte was going to recover I had to laugh in reflection. Dog thought he was going to shoot his way out until he caught one from an unexpected source. You know, correct me if I am wrong but I do not believe a citizen has any lawful duty to shout out a warning. This guy can get out of his car, take careful aim and just shoot the mother fucker. What an incredible story. While not a perfect ending, the Cicero news conference was great. Alioto looked like he felt out of place standing with the Cicero officials who do not like bad guys whereas Chicago political leadership shares power with bad guys and community groups. (nothing against Alioto) Get well Duarte and great job to the rest of the cast.

Cicero Mayor ,Town President ,Superintendent May be rough around the edges , but my God they are all American . Love their Country and know how to say thank you to the CCW permit holder and all agencies that responded to assist their police officer .
This is what we need in Chicago , not a bunch of phony politicians,that sell out ,don’t appreciate the Police or Citizens they represent .
I would vote for any of those fine men that so proudly represent Cicero ,Illinois and show the love of America.🇺🇸🇺🇸🇺🇸

My only complaint about this story is that "Concealed Carry" is at least grammatically awkward if not incorrect. It should be called a "Concealed Weapon (s) Permit", "Concealed Firearm License" or "Firearm Carrying Permit". Someone tell the state the nuns would give it a whack with a concealed ruler.

Best wishes for a speedy recovery officer.

There are many of us civilians out here that would not hesitate to help an officer if he/she needed assistance. Helping officers who are being shot at, to me, clearly outweighs what I would go through if I shot the perp. Laws need to change.

There are a lot of us out here that fully understands the power of a weapon and know when and when not to use it. The law says we can carry the weapon but then the DA" lays in wait" to prosecute us if/when we are involved in a justifiable shoot. Just hope we would have enough witnesses. I know know why officers carry body cams! Be safe out there!

If you are justified in the use of deadly force during a commission of a forcible felony, Illinois law protects you from Civil and wrongful prosecutions. It seems to me and others in the know, the new trend is suing mama and her attorney for defamation. This type of action will be a deterrent in the near future for frivolous suits and will help the cfd retiree to reconsider his position of being fearful of carrying a firearm and all the others who are afraid of the States Attorney (DA) laying in wait. Self Defense trumps all of this nonsense, its your God given right to protect yourself or another to prevent great bodily harm or death. If you or anyone you know has reservations to use his/her firearm during a justified incident, please tell them not to carry a gun. People who will hesitate in a justifiable incident of the use of force, are a danger to all of us.

I forwarded news accounts to the NRA for inclusion in the Armed Citizen column. Bet I am not the only one but I love reading it when Illinois residents shoot back, especially those in Chicago. It is a national slap in the face of the shit heads who are elected and govern us. Thank God for the Supreme Court.
