"Experts"

An irritated lieutenant sent us an e-mail concerning the ten names sent for pre-Captain training:
  • 9 of the 10 names have seniority dates of 2016 - the other one in 2015. 4 in March 2016, 1 in June 2016, 4 in December 2016.

    Only 4 did significant time in patrol.

    At three years I was just getting a good handle on what the job of lieutenant entailed, and these 9 are so expert that they jump ahead of dozens of better qualified candidates.

    Yeah yeah yeah - it's the CPD, I shouldn't be surprised. but after getting two promotions on my own.......ah fuck it.
"Qualified" is a dirty word in the CPD, along with "accountability" and "competence."

Besides, where else are we going to get the next generation of incompetency if we don't promote unqualified hacks?

He should be the Head of the Detectives.
So you make a promotion all by your self great.

But what have you done for the ones above you?

Buy them a HARLEY?
Pick up their kid from school?
Drop an IAD beef about a cheating scandal?

Hire them as part time security at you off the books security company?

Keep on thinking being the smart guy matters in this town.

There is no sympathy for you from these quarters. Besides, if you have to work for any of the new wonders, it might hasten your retirement instead of hanging around and wasting your life until you are 63 because you just cannot give it up. Look at it as a blessing in disguise.

You don’t know shit. Barz did the initiation report based on an anonymous letter received by the sgts Union. Matt Brown was given the Investigation. Brown was twice the administrative sgt but never worked for the advocate.

Isn’t it funny how many anonymous letters fell in Mike Barz hands during his time in IAD?
Or were they just fabricated letters to start an investigation? It was done all the time in IAD.
Then ask yourself why a heater case like cheating on promotions test is handed to Matt Brown?
He was a admin Sgt. Not a investigator since this guy could not close a Residency case if his life depended on it?

Then both MBs testify at police board only to be dismissed by board for fabrication of evidence. No credibility
Both of them were less then truthfull on OT slips. They signed for each other?
The evidence is still there in the form of OT slips. Just pull them and Follow the money.

This was why they fabricated anonymous letters so they could have a reason to ring up the OT.
Just ask the retired Sgts from IAD. They all knew it was happening and Rivera and Klimas let it happen.

Where did they run off too?

LT by now you should no longer give a shit. Trust me you'll have more peace of mind. This job is a breeding ground for resentments.
I have 20 years on. I'm a P/O. Inside do nothing clout baby ass kissers are lauded by the bosses in my district and P/Os who work the street are treated like lepers. No thought whatsoever is put into officer safety. And I accept that. I can either accept it or it'll drive me crazy. Appreciate what you have. Acceptance is the answer to all your problems today. You will still receive a six figure pension when you retire.

I just wish we could go back in time, even just 10-15 years. Before all this number crunching Comstat crap began. Back when just being a good cop meant knowing your beat and handling your jobs with minimal supervision. Now, you can be the best beat cop on the force, but if you aren't bringing in those blue cards or ISR's, you're looking down upon. Like you aren't doing your job. They'll bounce you off your car and working with your partner all for lack of numbers. Now, all these commanders care about are their numbers. All downtown keeps praising / criticizing is someone's numbers. As i've been told, "that's the only way to measure what these cops are doing out there." Just so wrong. These bosses never had to work under these conditions when they were patrolmen, yet they continue to push for numbers. Try attending one of the new comstats. Number crunching like you couldn't believe. Has all the commanders in a tizzy. They spend weeks getting ready for comstat. Have sgt's and officers dedicated to solely comstat related stuff. What has become of this department. I just long for the not to distant past where being a policeman meant here's a set of keys and a radio, grab your partner, try to have some fun and try to make a difference out there in the neighborhood.

I just don't understand how you can keep promoting someone like Jill Stevens, who has never been the police, to captain! She never worked midnights, never worked the ghetto, probably never locked up a whore or any other offender, let alone make any good arrests and yet she's going to be a captain! She will probably be running a district, and then her daddy, Richie, is going to get her made exempt! WTF??!!

Im nostalgic for that period as well, but let’s remember that bosses had legitimate expectations in the past. There was no fear of being sued or disgraced by the media to justify a work slowdown. They expected good activity. I remember our Lt asking beat cars in roll call to bring in one arrest per week to keep their car/partner and everyone thought it was reasonable. Look at things now - if you are on a beat car and bring in one Tsss card per day and 1 ISR per week you’re doing more than 95% of the department. It’s such easy activity, I honestly cant complain because i remember how it used to be

This is nothing new. Several years ago there was a certain lieutenant that worked in the 11th District who thought very highly of himself. This particular lieutenant used to say that he was intellectually superior to many if not all of the persons in command positions. After failing to make captain, he sued the department for failing to see his intellect. He lost the law suit and did not get promoted and retired. Moral of the story, it has been going on for years and is not going away anytime soon.

Back in 94 they were getting rid of the rank. So for almost a decade the duties of a Captain were not done? Let’s just make up more exempt ranks who serve no purpose. And I’m sure we’re going to hear how bad they’re needed.

Adding more Exempts doesn’t equate to better leadership.

What we all tend to ignore is that the rank of Captain in CPD is like an old elephant graveyard for the forgotten male white. Minorities skipped right over the rank to the pot of gold stars.
Once in a while, a minority got stuck in the Captain rank but was usually of their own doing.
Guess the gold stars must be hanging around a bit longer and now the connected are getting the Captain bump.

Take for example this GC from 010. Has a nervous breakdown at polygraph testing so they send him home. Goes to the DOC and soon after is made Lt. Rewind to a couple weeks ago he is a Lt in 010 and gets moved to 011 only to be put on Captains list. Shady ass shit.

Agreed, but unfortunately the 1% “social justice” crowd pushed the false narrative and the politicians got scared and gave them the police department they asked for. Politicians will do anything for votes even if it harms society. They only care about power. The fact is we have to go by the laws and new rules forced upon us or we will be fired and sued. We may hate the rules but we have no choice if we want to stay employed or financially secure.

I know two M/2 that have been LTs for 15 and 11 years respectively, and a F/2 that has been LT for 5 years. All three promoted in rank order off test for Sgt and LT. None of them will ever be a Capt or Commander. It’s damn near impossible to find an exempt that was not a merit LT. Hey media, do a little digging and report a story about the exempt command structure of the CPD and find out how many exempts were merit promoted LTs, and how long they served as a merit LT before they were promoted to exempt rank. If they can’t pass a civil service promotion exam, what the hell business do they have being members of the command structure of the CPD? It’s the tax payers and citizens of Chicago who are suffering because of this bullshit.

I agree. I learned to accept this BS years ago. The sad fact is, that now that I can see the light at the end of the tunnel, I don't even care anymore. I love the people that I work with, but there's no love left for this shell of a police department.

Jeez, I’m beginning to think all over again there’s a problem with merit and of course 21st Century Task Force mandate staffing.
Since there’s no exam for high positions, what’s considered a fair shot these days?

Next we’ll be tackling the problem with “qualified” mayoral candidates and the elections they somehow win, which I’m certain has nothing to do with how running a metropolitan police dept, albeit to the ground.

Then, I wouldn’t be looking at all the marginal Lt’s and Cappies.
I’d look at the recruits, recruiting and the free passes.
It all starts there.

The call for Superintendent applications should be coming out soon.

There is no way the supt and command staff is going into a mayoral election leaving their chosen ones sitting in ranks without one final push for exempt status. The Supt will need to get people in place to take care of his son, so he can make Sgt as soon as possible. Hilliard did it with his kids. Cline did it with his, Johnson wants nothing less for his family. I would expect one last Lt. class next month. The Merit nominees will be from Headquarters, my money is on Sgt J. from human resources. She's done her time doing exactly what she did as a PO and will now make Lt. and go right back to HR. Lt. JS in special events did the same thing and will probably follow it up as a Capt.

The double merit promotions are needed to insure there are future bosses beholden to the current leadership once they're gone. Just like the last group. People will have to be in place to take care of the next group of chosen one.

This is why I tell people NOT to come on this job. When I hear someone going for this job, I try to knock some sense into their heads. Obviously they don't and cant understand. I back off when they get peeved. I know two now, that want to leave after less than two years. I tried to tell their parents to talk them out of it, but they knew better. The fact is, that cops rarely leave unless they are jailed, or fired. While I was working, some left to be firemen.
This job kills a lot of people and ruins some peoples lives. Forever changed by the CPD game of Thrones. Very little is legit here folks. (fact) get counseling if you feel yourself getting depressed. Set a date for retirement and separation from Chicago. Goals help time pass.
Warn others that may want to come on. Then watch them do what they want anyways...and if you do convince someone else to look elsewhere, give them praise for doing the right thing. And don't act surprised when you see promotions that people don't deserve. Of course they don't deserve it, that's why they named it merit. This is the Chicago way, and these are our Chicago values. And the band plays on...

The computer has ruined both by taking the human factor out of each. The real destruction of the CPD began with Cline"s method of merit promotion. He promoted ONLY family and friends - even made a pal patrolman a comander. It got worse every year. He promoted everyone but Jenny Craig. And he still gets a pick from his $160,000 perch at CPMF. Mike Murphy is his pick for Captain this year-he used to work for Phat Phil at 35th St. working full-time on the memorial and hawking caps and shirts . Never did police work except to keep the powder sugar off Cline's uniform.

If you have not figured this out by now; The promotion system of the Chicago Police Department is and has been for decades, corrupt and politically motivated. It was that way under old man Daley, his son. Harold Washington and now under Rahm. Until this is fixed the CPD will never recover. The media and the ACLU and others do not want this fixed for a number of reasons; some of these people can get friends promoted, the corrupt system results in more minorities promoted and that pleases the ACLU and liberals, and there is the patronage system of course with a reward of a much higher pension. They don't care and no one in the media will even discuss this. Back in 1987, the BGA and NBC ran a series called " Exam Scam" on the corrupt sergeant and lieutenant promotions tests under Harold Washington. They had evidence that the tests were rigged and copies were out there and that people were paying Ald. Beavers for promotions. It all went no where.I can tell you that I was approached by someone who offered me a promotion to sergeant in 1976 for $500 cash. I did not take them up on it. If the federal courts ever straighten this out they will do the city a great favor.

While not totally knowledgeable in all aspects of the Consent Decree, the decree did question police leadership. At best it was questionable and did come under scrutiny. Most reviewers generally think of police leadership as being made up of the Superintendent, Deputy and other top officials as leaders.

However, there may be other drivers or wedges that could be exploited in order to help focus on the operational leadership, e.g., SGT's, LTs, and CPT's. Consider several points. What is the criteria for promotion for each position and are they relevant and applied fairly across the board. An in depth review by the FEDERAL court or its representative should be done. They approved it. This must include the "Merit " process. If the consent decree was all about "perceived poor policing actions in Chicago then one must go directly to the competent supervision of police officers performing police functions.

If it can be demonstrated in FEDERAL court using the consent decree as a tool to show the flawed and clouted promotional and "Merit" promotional process is responsible for the alleged terrible police/community situation; then reforming the process may have some positive effect in future promotions. We can't break the clouted merit process. The corrupt system spawned the merit process and it won't allow it to be destroyed. But we may be able to use the decree against the corrupt system for needed changes.

Who's is going to do it? Who has got the guts to challenge the system in FEDERAL court? Don't go with local courts - the "Machine" owns them. Who will act in our best interest and that of the people of Chicago.

It seems to me the FOP has got a " dog in this fight". Other than coming late into Consent Decree and requesting a Special Prosecutor, we haven't seen much visible action lately. Retain an attorney with legal and federal experience. Effectively use the decree as a tool to force the issue(s) and real reform. The FEDERAL court is our best chance for real reform. It's the right thing to do.

There is no difference between homeowners insurance for coppers versus anybody else. Unfortunately what happens a lot of times is people buy a cheap insurance policy to save money and then find out later that it doesn't cover certain things or doesn't cover them very well. If you want the best coverage you need one that covers all the risks. That used to be called an ho-3 policy. I don't know what they call it now. Really everybody that I have run across that has had problems with homeowners insurance or even car insurance is people who tried to go cheap

Notice that these are the people that keep moving up, not the rank and file that score good and are not connected. They become your 10 to 15 year Lieutenants and Sergeants. I know, I was one of them. Never had a problem with Allstate or State Farm with a claim. You might pay a little higher premium with them, but if you have to make a legitimate claim they are quick to get it resolved.
