A lot of this discussion depends on the definition of " misconduct". You are right on when you say that people who are ass deep into the criminal behavior themselves are not going to report their partner's criminal behavior. But, the liberals are also talking about how they define " misconduct" and that is a far greater definition. Some years back I was at an awards presentation and I was talking to two officers from LAPD. They told me that they were called into their watch commanders office about a citizen complaint that they were driving through an alley at a greater speed then allowed by the law. They admitted to their watch commander that they were speeding and did not have a good reason to do so. They were reprimanded. I asked them why did you admit they were speeding and their answer was that they could not lie to their commander. I thought this was a very petty thing, but that is the type of behavior the liberals want from everyone. It is "snitching" on everyone for every petty thing they can think of.

I despise those ribbons on anyone. I truly think they should do away with all awards. It means absolutely nothing throughout your cpd career. The cheap ribbon on your chest is only for display to give the image that you were a heroic career=working cop. You can buy ribbons and pin them on yourself. Besides we all know awards are usually never given when earned. Getting an award never gives one an incentive to work harder. It only boosts some cop's ego and arrogance. Its better to not have any awards at all. Make it an even playing field. Just work to work.

For example, how many supervisors (including the current Superintendent) knew about cheating on the lieutenant exam and said nothing? How many watched silently as promotions were given in exchange for sexual favors or because of political connections?

I despise those ribbons on anyone. I truly think they should do away with all awards. It means absolutely nothing throughout your cpd career. The cheap ribbon on your chest is only for display to give the image that you were a heroic career=working cop. You can buy ribbons and pin them on yourself. Besides we all know awards are usually never given when earned. Getting an award never gives one an incentive to work harder. It only boosts some cop's ego and arrogance. Its better to not have any awards at all. Make it an even playing field. Just work to work.

Charles Ramsey is lucky one of his narcotics unit subordinates kept his mouth shut when the FEDS gave him immunity. He kept his mouth shut, was arrested for contempt of court, still kept his mouth shut, the whole team beat the investigation. No Ramsey is not the answer!
While he is part of the problem he also told the truth about this particular situation. Cops are like everybody else and are disinclined to rat out fellow employees. The fact that it is a paramilitary type organization means loyalty to each other is often valued far more than it should be. The fact that there is rarely or ever any consequence for bad behavior makes it more likely that cops will engage in bad behavior. The high cost of recruiting and training new cops makes it hard for the city to want to get rid of even the worst cops because of the financial impact and the length of time it takes to replace them. There's also a strong possibility that if they actually did go after rotten apples that the rotten apples might decide that it was worthwhile to talk to the feds. who knows what would happen if that happened with a copper who just happened to know where all the bodies were buried.
Ed's new gig is CNN as police cheating expert. Will explain how merit is actually a good thing and all police forces should adopt the Chicago model.
