Monitor Named

  • A former Illinois inspector general has been picked to oversee sweeping court-mandated reforms to the troubled Chicago Police Department.

    U.S. District Judge Robert Dow Jr. on Friday announced that Maggie Hickey, a former federal prosecutor who is now a partner at the law firm Schiff Hardin, will monitor the changes ordered by a consent decree aimed at repairing a department with a long record of misconduct and excessive force, particularly against minorities.

    In addition, Dow said he plans to designate David Coar, a retired federal judge, to be “special master” — an appointee tasked with working on the judge’s behalf. Dow’s order did not go into detail on Coar’s role.
So our best guess is one was named to do things (Hickey) and the other (Coar) named to oversee Hickey and to make sure she does things that the Machine wants - not what's best for the Department or officers. Go read the entire article and you'll see what made us come to that conclusion.

The taxpayers are in for a very rude awakening when the bill cones in for this tribute to Restorative Justice. Consider that the L.A. Police Decree, in 1996, cost the taxpayers of L.A.,$26 Million dollars, and those were 1996 dollars, not 2019 dollars! In addition to demoralizing the Chicago Police Department, the financial cost to the City will be substantial. And we are still waiting for anyone who can prove that a "Code of Silence", or "Blue Wall of Silence" exists! Rahm, Lisa and McCarthy have all shown themselves to be Full of Shit! She might have the intestinal fortitude to cut off certain activists at the knees when they start up, and do the same to a copper that steps over the line. The judge? Recommended by Sen. Mosley-Brown and appointed by Clinton. Rated higher than average, and decisions almost never overturned. After retiring from the bench, has been a mediator and arbitrator.

Changes are coming, like it or not. Interesting times ahead.

Remember we are the problem. Over 500 homicide last year. Multiple innocent children in the single digits shot all year long. Someone shot in this city everyday for the past four years. But the police remain to be the focus of the media and politicians. First we must fix the police department. Then we can fix our communities. Unfrickenbelievable. So go ahead and create all sorts of new rules and regulations for CPD, spend millions on some ultra liberal minded police training and how we’re supposed to engage the community build trust and soon everyone will see the light and Chicago will become a Utopia. A budget of almost $3 million and we all know budget cuts don’t happen.
I’ll bet these two “experts” are getting almost a quarter of that budget for their own salary and benefit package, not to mention staff, office space, and of course....plenty of consultants and public relations media experts.

Who knows, with all that rewriting of the Gen Orders, HQ may have to take in another two dozen house mice, four sergeants, and a lieutenant.

Maggie hickey when she was Inspector general refused to investigate Frank Capuzi for his numerous ethical violations after shecwas given pages of documentation. She is was and will be totally beholden to the machine. Capuzi was close to Daley, Rahm and Madigan and therefore left alone by hickey. I have emails and letters to prove it. Capuzi was forced to resign on other matters for sending racist emails.

For the public there is a great video on youtube to present the future of law enforcement in the city of Chicago. The video is of officers dealing with a man armed with a knife much like the McDonald case he is running around in public but he is confronted by officers under the “new rules” and “standards” so they beg him for compliance and only use less than lethal force. Things are working out well because the police won’t shoot him out of fear of persecution for violating new social justice standards but judging in groups which never saves the indivual as history has taught us. Badguy grabs a female hostage and begins sawing her head off with a knife. Now that the police can be absolutely sure the offender is a threat they shoot and now they have a dead offender and a dead victim. But the important thing is badguy as a part of a group was not oppressed or the group was not unjustly impuned because indivuals can’t be held accountable for individual acts. Except policemen when they do their job. When we are part of a group the public suffers.

The "New Age of Enlightenment" of Policing in Chicago has now begun. We now have two federal "Overlords" dictating all policing matters. A new Mayor and several new socialists aldermen will be added to the already corrupt city Council.

Most likely a new Superintendent will be named and a shake up of top police leadership is in the offing. The costs for the Decree will be staggering. This will add to the already heavy tax payer burden and will hasten the flight of citizens away from Chicago. More pressure on the Politicos to find taxable income to feed their political beast.

The Police, particularly top brass have been willingly used and abused, by politicians and have always been intertwined with the politics of the City and the Citizens. Regardless of who is in charge. This "troika of political tyranny" foisted on the citizens of Chicago will continue for sure. It will only be under new management.

We know our history because we lived it. We know all about the abuse, fault finding and the blame games. The key here is our continued active participation in the blame game. This will be particularly true under the Decree (New Age of Enlightenment). The "troika of political tyranny" NEED us. They will need good crime numbers and fast. When active policing is reduced, criminal activities increase in the numbers, boldness and ferocity. Just look at New York City. Murder, rapes and other crimes have dramatically increased particularly in the last two months. NYC proactive policing way down and CompStats are up.

Remember this. We are players that are intertwined in this city. We have leverage and we must learn to effectively used it. You know their pressure points. Either "bend the knee" and kiss the Queens' ring or effectively use the leverage inherent in our police duties.

The choice is our to make.

Lets talk Consent Degree costs. Ms. Hicky's annual budget is about $2.8M. Usually consent decrees in other cities with similar decrees last about 10 years. Hicky's Team will cost approximately $28M. That's based on 2019 dollars. We are not sure what the costs will be for retired the "Special Master"(the retired federal judge & staff) will be.

For the sake of our discussion lets just it's the same. We're looking at about $56M over that time frame. This does not include the hidden costs.

So about $56M for now will be spent to reform the Police Dept.

Think about this for a moment. If you look at the previous administrations: Rahm - 8 yrs, Daley 25+ years; you have over 30 years of overseeing and influence in controlling the Chicago Police Dept. Rahm and Daley picked the Police Superintendents. The Aldermen clouted the top brass and on. Therefor, over the last 30 years the Mayor's and their various City Councils apparently sanctioned and fostered this "terrible" police environment under their watch. Remember Chicago voters elected these officials over and over again. The voters got the policing they wanted for all those years.

Well Chicago here comes your reform and change. We're reforming the police BUT not the politicians. The voters of Chicago, wittingly or unwittingly, have conspired to elect these bums for over 30 years. You got what you wanted and deserved. Now SHUT UP and PAY UP.



Now Rahm and the Democrates want to reform the Police Dept.

These consent decrees operate like protection racket. Private lawyers masquerading as good govt crusaders bill $20-40k/month for seal of approval. The public is satisfied bc a “monitor” is watching. Neither monitor or compliance has any afffirmative authority to do anything. There’s no private plaintiff in this case so enforcement of the decree is left to discretion of AG. it’s a strange setup b/c the state can seemingly pursue Civil sanctions against the city.

The $56 million is cheap it stops city from writing checks. Think over last six years close to $700 MILLION written to cover all the mistakes by police and over 100 convicted felons released due o police malfeasance. Just saying $56 million looks like a barging would make that deal any day.

I contacted Hinkel of the slum times with information about hickey and Stratton and the refusal to investigate Capuzi... nothing. I also contacted tge tribunes and crains ass kissing reporter about a giant inspector general investigation into Chicago park district corruption relating to Rahm friends and Michael Kelly and Jesse Ruiz with more information. Again....total silence by tribune, times and crains. The Chicago machine controls the media in this town.

I was in a 2000 class and they didn’t give us our stars until graduation day. They also made us keep our guns at the academy because of the same softball as described above.

Yes millions paid to connected law firms getting their cut of the tax pie being distributed by Rahm and his council yes men. How much of that money made it back into Rahms and the alderman's pockets as campaign contributions from the same connected law firms?
If you think that this will stop those law suit payouts you really are naïve. Are you still waiting for the lottery money to pay for all the schools so the taxes we pay to the school districts will eventually go away? Oh wait, now everything will be paid for the billions the city and state will earn from legalized marijuana, gambling and whatever else they can come up with to convince gullible people that these pocket lining schemes are for the good of the people. With all the tax money rolling in from all these new sources, pretty soon all the people in ILL will be paying nothing in income tax and instead getting tax rebate checks from now on!!! This is just another way to use tax payer pay back some connected groups who will in turn make the proper campaign contributions.

So why is it that P.O. JV from 145 is allowed to work afternoons, not go on the street and does law briefs all day for her side job? The LAPA connection is strong. I pay for child care, she brings her kids to work on the weekends.

When did the academy change over to names on the sweatshirts? In the 80's, we only had our star number on them and instructors addressed us by them, rather than by name. Just curious.

When some dipshit got his star, couldn’t wait to be a hard ass, and got into some road rage bull shit while still in the academy. Maybe late, 90’s. I was in a 2000 class and they didn’t give us our stars until graduation day. They also made us keep our guns at the academy because of the same softball as described above.

Why haven’t any of the bosses taken action against a certain Street Deputy’s driver who was present during a Narcotics/Gambling raid a couple of weeks ago in 006. Any one of the several officers on scene or any other regular copper would be at call back by now.
Supposedly an outside unit executed a search warrant and found weapons, drugs, large amounts of cash and a full gambling operation in the rear of some day care center where this particular driver and allegedly several other CPD and other County Police bosses frequent. This apparently goes alllllllll the way up but no one does shit about it because the entire system is nonreformable at this time. We are wondering if this driver has spoken to his boss and informed him if he goes down so does EVEYONE else? We’re also hearing that there were about 30 people present who’s cash was confiscated and that they were pissed off and are talking because they lost thousands. It’s also alleged that there was a hidden camera in this place for security purposes that has months of footage. Hope the rumors that some bosses frequent this place isn’t true and it’s all BS. That’s all we need is another black eye for our department. Anyone else have any more info about this?
