Social Security Fairness

PO Catanraza has taken it upon himself to pick up where others have left off (or haven't begun):


He writes:
  • There are petition books at every district desk. The bill is currently in the Ways and Means Committee for debate. I am trying to get 25,000 signatures by the end of March to stop on Lipinski and Danny Davis' desk since they are on the committee. The FOP dragged their feet on this on all levels so I put it together myself and unit [reps] are pushing it at the districts. Please consider posting this so any municipal workers, active or retired, will know to stop in at any district to sign it.
It's an uphill battle, but it's got to start somewhere. Find it and sign it.

Thank God someone is doing this! What the fuck FOP why couldn’t you do this and more? You have the money. Very disappointed right now Kevin. This is simple. Also, why don’t we have a contract after nearly two years? Now we’re getting a whole new mayor and administration. This could take another 2-3 years. Could be 4-5 years without a contract. Start fighting. Start being a thorn in their side. File for arbitration now. You know that’s where it’s going anyway. File for reasons that the city has been ignoring us. 4 years without a contract is absurd.

You have to have 30 years of substantial earnings (above the minimum they set each year)to get 100% of your eligible payout. Not to mention that an old timer like me still has to wait until 66 years old and 2 months to collect full social security. Compare what you'll get from them to what you get from the city and you can go sit down and shut up about how our pension doesn't pay us enough. Let me warn those that aren't or haven't been paying attention. 1) Our pension is in trouble. 2) Social Security is in trouble. 3) These communists you're voting for are going to look at your deferred comp savings or IRA's and decide that if you saved too much, they will want that privately held money and will take it. Oh, they'll give you some sort of government backed annuity but rest assured, they want the trillions of dollars we've saved to fund their health care and college tuition schemes. Plus, they'll probably means test Social Security even more so if you were industrious, saved money and did without to save it, they'll say you have too much and deny you social security.

If you think I'm crying wolf, just look at what the left has done to the economies of EVERY COUNTRY they've ever run. Don't bring up the Scandinavian countries, their socialism is based on high individual taxes and some of the lowest corporate taxes in the world and with all the new immigration they've got, the payouts are in trouble. Too many people drinking the water and not enough carrying it now.

Most of us haven't put anything into SS to get much of anything back. For those at the end of their career or retired this won't do shit because they don't have enough quarters.

That's why they made up laws to force funding of the pension in the first place. So they can no claim bankruptcy.

It's not likely to pass. Rostenkowski got the currrnt system in place, through a bipartisan effort to stave off social security's demise. Social Security is in murch worse shape now, than it was then. Personally I'm trying to gain credits by working a retirement gig. Hoping I'll be able to hang on till age 70.

Not sure of FOP union agreement or arbitration agreement but for our union it goes like this. Party A sends party B new agreement request, party B has 90 days to respond. Counter offer made to party A and now they have 90 days to respond. This happens every time there is even a small change in wording. In many cases it's the company ie city, that wants the language to remain vague as to facilitate disputes after the agreement is completed. So yeah it's a long process.

It really is be that FOP is leaving the contract evidently for the new mayoral administration. This “consent decree” took effect 3/1/19. Why didn’t our new contract take effect at the same time? I realize they want all kinds of give backs on discipline issues, but they’re going to ask for them now and they’re going to ask for them later. It would be nice to get a few extra bucks in my check to pay the 30% increase in my property taxes. We really need to clean house on this FOP board. These old timers are too comfortable and evidently don’t give a shit besides steak dinners and freebies with all of professional vendors.

FYI. When I retired from the CPD many years ago, with 80 quarters paid into SS, I was only granted benefits of 50% of what I had earned. I was told you need 30 years of uninterrupted payments to obtain full benefits, although, you only need 40 quarters to obtain full benefits. My wife and I will sign the petition and thank Officer Catanraza for his valant effort and hope he runs for FOP President.

The S.S. you earned working second jobs etc. was basically cut in half if collecting a police pension thanks to that P.O.S. Rostenkowski. But if the pension goes defunct you should be able to collect 100% of your S.S. is what the Democratics will feed you to make up for it. I wonder how many pensions Rostenkowski collected.

Didn’t Rahm’s administrators cancel meetings, make themselves unavailable, and ignore us? Isn’t that how once again we got to nearly 2 years without a contract. For the retirees out of state, I am currently working on getting this same petition out across the country to cities who have members on the ways and means committee. I will update soon.. I am reaching out to police and Firehouses in those Congressional districts for help.

Locally they will be at select Firehouses across the city at the end of this week. They will also be at all 4 branches of the credit union by Tues afternoon.

Has the FOP filed a request or a complaint as to why State's Attorney recused herself from Smollet case. Do you really expect them to champion the Social Security WEPA it appears the teacher unions are involved in this heavily. This should be at the forefront of every national, state, or local union and bargaining unit of every union that represents public employees. It is sad you dont hear or read about these bills in your union magazine and it takes a single person to pick up the flag while the people who should be championing the cause appear to sit on the sidelines.

I think only 13 states have government eorkers that don't pay into social security. 40 quarters don't mean squat except it gives you Medicare eligibility. The poster who stated that you need 30 years of substantial earnings is right on the money.

Ever get the feeling Duty Availability is just as unfair as WEP?
Daylight House Mice don’t ever have to work the street beats, yet get full FOP benefits.
Petition that to FOP you 3rd & 1st Watchers, something to think about when you’re trudging through slop to handle bs calls.

Not sure how many out there work part time now or worked for 10+ years before coming on the job.
If you came on and haven’t ever earned a regular annual W-2 with a substantial income ...Get Busy.
If you’re consistently paying fully into SS it’s reasonable to think you’re entitled to a full SS return.
Shortshanks, Rahm, Prickwrinkle to name a few, all collect at least 3 THREE vatoius pensions.

The day we see the return of full Social Security benefits is the day we could see the demise our full pension.
Not just First Responders but all Illinois pensioners.
I believe there will be grandfather clauses in any reform proposals.

A full SS deduction now and any future retirement benefit would likely be very small return, but it would also be fodder for the Elected Dems to argue a reason to reduce pension benefits by Constitution Convention.
Entitlements for deadbeats are the only concern, that’s why we’re in the predicament now.

Sure, it’s not fair to contribute to SS throughout ones career by working 2-3 jobs and get SS chopped down (in many cases) to a maximum 38% or so when you eligible at 65.
Keep working those part time jobs and deduct the FICA, even a $500-1000 SS monthly will pay for some of the Medicare supplementals you will need one day.

They love dumping the burden of their financial illiteracy on a bigger group, ie the FedGov, so Social Security will be the excuse that the pensions don't matter.

Instead of pushing for another government promise that can only be realized by taxing everyone to death, you should really be looking for a switch from defined benefit to an individual funded account you own, like 401k or IRA. Anything else is a hope and a prayer.

Because some us worked in the private sector and the government took the money out of our checks for SS with the understanding we would get some of it back in our later years. I didn’t get hired until I was 30. Put a lot of money into SS

I disagree with this. We didn't pay in enough to deserve any more than we are getting. I would concentrate your efforts on protecting our pension. The pension is what differentiates us from all other workers. It is a wonderful (and well deserved) reward. Incidentally, there is absolutely no chance that they are going to change this (WEP). I don't understand why you would want to tilt at windmills. Focus on the pension.

This was done in the 90's......So 25 years ago John was there when you fought so hard? What have you done since? To the clueless ANONYMOUS poster....its not a stunt. When this bill was introduced and referred to the ways and means committee I was at the mic in January asking Kevin if the FOP was aware of the bill. He said yes and that he had spoke to Canterbury who said they would likely be constructing an online petition on the national site. I asked again at the Feb general meeting and I was told nothing was done and the attitude was lodge 7 wasnt going to do anything either. At that point I decided to take the task on myself. You can question my motivation all you want but until you step up and do something constructive maybe try shutting up till you know the facts. It's a shame our union at every level doesn't think this is a fight worth fighting. It's about putting money in members pockets in retirement. I thought that was one of the goals of a union. It's also a shame the retirees on the board could care less either but will tell you time and again how important their voices are on the board while they sat TOTALLY silent on this.

Yes I am running for FOP President in a year. Does that taint any effort to fight for the membership on my own time or dime?

Railroad workers have the same problem. The ones that have put into Social Security and then work for the railroad and retire will only receive one or the other. Whichever is higher. If my railroad retirement is higher, my Social Security goes down the toilet.

How about a drive to register everyone in the police and fire depts to vote. Just look at the FOP elections. Over the years only about 4500 vote. Word has it that only 40% of the cpd is registered . Get on it FOP instead of the fishing and golf tournaments.

Do not worry about what you receive from SS. Worry about your Medicare and make sure you have the quarters. Years ago, worked with some that were short of quarters, had many $$$ to pay for health insurance, most went back to work to get the quarters. Retire at 50 something and go back to work for Medicare. You used to be able to buy back quarters, I have no idea if this is still true. Think about your medical bills.

Because I have my 40 quarters in SS, so why should I get less than everyone else? Because I worked 30 years on CPD and a second job so I could get my quarters, and now I’m not entitled to what everyone else receives.

For example, the fireman who works a side job as an electrician (non-union) for 4 days a week paying social security also takes a hit with the WEP-windfall elimination provision. The penalty is generally 2/3 however, if you worked 30 "high income" years there is no penalty. In most cases a fireman or policeman works 7 years before he/she gets on the job and then works 8 years afterward. Their social security benefit will be reduced by 2/3. If you are due to get $600 per month social security you will only get $200. They withhold at the full rate of FICA yet penalize you by 2/3.

I used to donate occasionally to the National FOP, small donations, but something. I kept reading their magazine where they always say they have so many sponsors attempting to overturn the bullshit bill which penalizes us regarding Social Security benefits.

This has been going on for years and still no action.

So, as far as I'm concerned, fuck the FOP. Give me my money!

You see there are some people on this job who worked for years before they came on the job and paid into social security. Then they worked side jobs and paid into social security. Then they retired and some worked other jobs and paid into social security. They paid into the system at the full rate that everyone else pays in to it, but Congress (led by our own Dan Rostenkowski, before he went to jail) decided that we, and anyone with a municipal pension, are only entitled to 40% of the benefits. You sound like a single millennial and too young to understand the finanacial demands of a family as you get older.

There seems to be a complete disconnect as far as Social Security benefits go for people who have other government pensions as their primary retirement source. The reason such people have their social security benefits reduced has to do with the way Social Security benefits are calculated. There is a calculation made based on 35 years of wages subject to a minimum benefit amount. The minimum benefit amount is basically taken from all the other social security recipients and distributed to people who would otherwise have a much lower benefit. Everyone else that gets Social Security has their benefit amount reduced to pay for this bump up for people who would otherwise have a very low benefit based on their average wages over 35 years indexed for inflation.

The rationale, or logic if you will, is that many officers worked and contributed to SS before they became the police. They qualified for full SS benefits. BUT, because they now have a pension (so far), their SS benefits are cut drastically.

We are getting to the point that SS will be means tested. If you have money in the bank or 401k, your SS benefit will be reduced accordingly.

I mean, really, If someone has a 401k why do they need SS? Right?

Another clueless hack spreading nonsense. The CR was only obtained after that same unit rep refused to apologize for FALSELY posting my name for which he even had an extra day to consider. My name was smeared citywide and I never worked that weekend. You keep spreading the bullshit. I have the truth. The plan to not sign up for OT never made sense to me when replaced would easily be found with younger officers. My plan of signing up and canceling last minute, made much more sense to leave the city short that weekend. That's exactly what I did. Unfortunately that unit rep was too eager to impress some board members with his "toughness" and bragged for weeks prior about all the ideas he had for the RATS. Maybe he should have waite until that Tuesday morning to see who actually worked instead of Friday as he left for a 3day holiday weekend all full of himself.

I disagree with you. There are plenty who have paid into SS, either by: 1. coming on this job late, so have their quarters from elsewhere, 2. work CTA special employment where SS is deducted, 3. worked any number of side jobs over there years or decades where the full tax was deducted. If the full tax is deducted, why shouldn't they receive the full benefit?

the problem is, for too many young kids, this is their first real job so they don't understand. I do agree with you that we need to also focus on the pension.

Perhaps if you're a civilian, this will help explain.
In 1972, I was six months too young for the CPD womens' test. In 1975, I was deemed "Unqualified", which everyone knew that horrible things were going on with the hiring processes at that time. What a joke. (I had an exemplary, highly decorated career). In 1981, I took the test once again and was hired in 1985, after a two year hiring freeze. I worked 14 years in the private sector, waiting 13 years because the city chose not to hire me. What has that got to do with the money I paid into Social Security. It's minimal, but it's mine! I am sure I am not alone. I could't pay into those years of City Pension money because I wasn't hired, less years worked for the city, less pension for me. My private sector employment has nothing to do with the city.

My wife gets around $2000 a month SS benefits. I would have had a spousal annuity of $1000 a month but because of my pension I get zero.

It is as if we have no representation, not a peep out of them as to what is going on with contract. City walks all over us and nothing but silence over on Washington Blvd. It seems each successive FOP crew is worse than the last. My personnel opinion is that Chicago will end up in bankruptcy. Silly me I posted a petition on the White House web site to change the federal bankruptcy law to give Police and Fire dept pensions protection in bankruptcy, FOP had no interest in informing their members neither did the RCPA as a result it only got a few hundred signatures At lest its in the Pearl Harbor file

Sure why not. If you are that close do it. Also think SS has changed about the quarters. Now I think if you make so much in a year you get the 4 quarters. If that’s true work a lot for 3 months and pick up 4 quarters

The answer to your question is that you earned it so why shouldnt you collect it? Unless you are independently wealthy and dont need it then dont collect it. What if the pension suddenly goes belly up. Wouldnt it be nice to collect your full social security benefits if you are eligible?

You obvioiusly dont understand how this works. If you had enough quarters to qualify for benefits your benefits are calculated on what you earned. Obviously some people earn more than others so thier benefits would be higher. So whatever amount you are now entitled to because you earned them, you are going to lose 60% because of the windfall elimination provision. If we can get this reversed (that is what the petlition is for) then you will get 100% of what you are owed instead of 40%. If you didnt work extra jobs to better yourself and dont have enough quarters for social security you wont get anything anyway. It is people like you who wont even try is the reasons we all get screwed.
