- It has been a week and a half since NBC 5 Investigates revealed the lengthy traffic and criminal history of Dan Davies, a 44-year-old Calumet City man who police say drove the wrong way down Interstate 294 on March 30 and crashed head-on into Illinois State Trooper Gerald Ellis, killing them both.
At the time of the crash, Davies was out on bond after being charged with six felony DUIs with no license, the most recent in a decades-long series of charges and convictions for DUI, drugs and scores of traffic violations.
NBC 5 Investigates Phil Rogers immediately reached out to the Illinois State’s Attorney’s office to try to find out how and why Davies was allowed free on bond when he had a driving record that state officials call one of the worst they’ve seen.

You have to punish criminals for their behavior. IBonding everyone for even serious traffic offenses like dui, revoked and suspended DL shows that there is no repercussion for your actions. And then go to court and get the community service and small fine. There is no deterrent. Polk County IL doesn’t tolerate any of these things, along with the other counties in IL. And the Cook County Jail population has been greatly reduced over the past few years. So why is there so much violence here? Because there is no punishment for anything. DUI and traffic offenses need punishment as well as your shootings, thefts, robberies, and murders.

She is elected, we do not have the ability to hold our elected officials accountable in this city, county, or state (AKA voter recall) so she will not be going anywhere, unless Toni Preckwinkle tells her to or the feds hand down a indictment) So instead she concocted a plan to use the tried and true Preckwinkle Way.
Call on the Cook County APPOINTED Special Prosecuter (appointed by Preckwinkle and reports to Preckwinkle AKA his income/livelihood depends on Preckwinkle ) to come in and look in to this matter. This means that he will look in to the matter with his blinders on. The special prosecuter will look in to all things that are being reported as inappropriate. He will then expose to Preckwinkle, with Foxx present, those who are not going with the program and silence them (let’s not forget that even Preckwinkles staffers say she is a vindictive and evil woman, hence why they voted for Lightfoot), the APPOINTED Inspector General will then release another cover-up report that things could have been handled differently, with more transparency, but that nothing illegal was done. He will cite that he found that there were several other cases handled in the same manner, but will not cite specific examples. Case closed. Next thing you know it’s election time, nothing to see, move along to the ballot box and vote for Kim Foxx. It’s the Cook County/Chicago way!

It might be a traffic felony, but there is a reason why it is considered a serious offense. Had a guy side swipe me in traffic then blow through light. Caught up to him a few blocks later and he stops and agrees to go to 016 for report. He has suspended license, driving his girlfriends car with no name insurance and what turned out to be a geographically unserviceable warrant for DUI out of a western Illinois county.
Desk officer writes suspended ticket and I go to court where States Attorneys try and blow me off with....we don’t prosecute suspended tickets when it’s a financial suspension and there is no ticket for improper lane usage.
I hold back that I’m a retiree telling him to amend ticket as I am a witness.
I tell them I had to pay a thousand deductible for my uninsured motorist coverage as the fly by night company refused claim because he has a suspended license.
Finally I have to say I am retired CPD and they tell the other driver the case is continued. Still waiting for next date info and no return on phone message left there.
That’s what happens when you abide by the law and carry license and insurance.

I was injured by a drunk driver 22+ years ago. He destroyed our squad roll, took out a streetlight and smashed us into a building. I may have died had it been a regular patrol unit. Guy given a low bond and fled to mexico... never to be seen again. Where is my justice? Work midnights in any district..a drunk asshat will crash into you.

The problem with your logic is that not all DUIs are equal. It has been shown that the risk of the fatal crash correlates with the number of DUI convictions. Basically, a multiple offender is much more likely to kill someone.

This is someone with a hideous driving record and multiple DUI's. The penalties increase and the lenient hand has already been given. Why should this person receive yet another break? But you still think a mere Ibond is appropriate? I can't understand your logic.
Look at the percentage of traffic deaths where a drunk was involved. And still these idiots drink and drive. They need to adopt a system more like that of France where you are only allowed a maximum of 0.5mg/ml of alcohol per litre in your blood. The penalties are much tougher, very high fines, and if you injure someone plan on doing time. And if eligible to get the license back it requires going through a series of hoops including seeing a shrink, the process is slow and it's costly. Consequently most people take it seriously there as they know the penalties and hassles if caught.

DUI #3. : No conscience or remorse
DUI #4 + up: Don't GAF

Maybe because the laws of physics are harsher than the DUI laws. A drunk operating a 4000 pound projectile is an ADW on wheels. The perp should have been locked up with no further ability to drive. On the subject of either not enforcing or prosecuting traffic violations, I had a nephew who wound up having to serve couple of jail sentence for multiple underage alcohol consumption and possession violations that he committed in a county of less than 40,000 people. When I visited him at that jail, He said to me and whatever other relatives that were visiting him at the time that some other inmate at the jail told him about the situation in Cook County. This was back six or seven years ago but even then Cook County had a reputation of refusing to jail people for driving while license suspended or revoked. There was another person , not a relative, who kept getting arrested for multiple duis down in Jackson county Illinois. He finally was convicted and he was sentenced to a one year prison sentence one time and the second time He was sentenced to home confinement due to his age. The man was pushing seventy years of age by then so that is probably why he got home confinement. Even so, He served more time behind bars than that wrong way drunk driver that killed the state trooper. If one has to make a comment about Cook county being different than other counties in Illinois, at least maybe look up the names of all 102 counties in Illinois and see if there even is a Polk county in Illinois. There are several states in the United Stats that have a Polk county within their borders, but Illinois isn't one of them.
