A Serial Killer?

  • Facing pressure from activists over the unsolved killings of 51 women since 2001, the Chicago Police Department has begun to review those cases to determine if a serial killer was at work.

    A report by the Murder Accountability Project, a Virginia-based nonprofit group that analyzes information about homicides, said the killings of the 51 women — all of whom were strangled or asphyxiated — “have characteristics of serial murder.”

    On Thursday night, Gregg Greer of Freedom First International brought up the report during a Police Board meeting, saying, “We believe that there is a serial killer in Chicago that is on the loose.”

    Police Supt. Eddie Johnson responded that there’s no evidence to suggest a serial killer is responsible for any of the 51 slayings, but he said his detectives have launched a review.
Far more likely that persons involved in high-risk lifestyles are getting killed due to repeated bad life decisions. These Virginia people are talking about an average of three murders per year in a town that tops 500 regularly.

It would be the perfect environment for a serial killer to operate though.

Yes... yes I do think they are that bad. Stand around with cigars outside the station. Scam overtime. Get puffed out chests of solving cases when officer bring in an in custody arrest and not clearing a case but milking OT then complain about how much OT they get (not real complaints). No, I believe that the new D unit is that bad. They all think it’s a TV show. Especially the new Detectives who feel the new to all of a sudden wear shoulder holsters.. it’s odd.. 5 new detectives in area north wear shoulder holsters and when asked why they all complain of the same reason .. they have it because of “back problems”.. what??? Career with a duty belt. Fist few months as a detective and shoulder holster all of a sudden. It’s all about looking the part, not being the part.

Years ago the FBI admitted that there are probably 30 to 50 serial killers active in the US at any time.

With the body count in Chicago it is quite possible that there are active serial killers in Chicago.

But how to determine if the the killings with similarities are indication of one or more serial killers or just coincidence?

Unless there is some signature characteristic it can be hard to tell. Only so many ways to kill someone.

Probably some of the gang shootings are by the same offenderss, thus being serial killers.

Hard to tell with a 15% clearance rate.

Englewood serials killers. 2000-03? A pattern was found that involved 3 or more suspects,one even went to CAPS meeting in 7 to keep tabs on himself. Never know.?

Well, that piece of shit up in Rogers Park who was targeting white men during the JVD trial is still on the loose. One more murder and those hate crime murders (real hate crimes - not Jussie’s Trump-tastic body builders) would be considered serial.

What other commonalities did the victims share?

With a shitty clearance rate of about 25% there are a lot of unsolved murders and a lot of victims. It is easy to put together a list of unsolved murders with victims that have something in common is easier when you have thousands to choose from.

With a clearance rate of less than 50% and over 200 unsolved murders for years, there could be lots of potential smart serial murders out there. Or it could just be a bunch of criminals killing other criminals for stupid criminal reasons. Unfortunately the stupid criminals also kill too many innocents.

In 2000. There were 13 active serial killers in Chicago.
Now remember, there is a different meaning today and for what you are alluding to...In the last two weeks, we have had 4 or 5...Nothing to do with a single killer....murderers who shoot up a block are serial killers...Which do you want? The public has to help with both....We can not stop this until the community is willing to help....

News to Manny we have a detective division? Why are they not all wearing the proper uniform which is a blue shirt driving around in marked cars to make them feel important we could put detective on the side of them are cars so everybody knows who they are with their clearance rate there’s no way on this earth they should be making all the success of overtime and doing whatever the hell I want to do this also does the terrible management it’s ridiculous that they actually have commanders and captains working in that division what they do all day is beyond reason what are they do watch baseball games all day or go to everything their children have their baseball games etc. on company time Yep that’s probably yet there is absolutely no supervision like the wild west obviously. Come to work when you want to leave when you wanna put in as much overtime as you want do nothing!

The Chicago Police Department needs to heed the warnings of of this group. Here is a history lesson: John Wayne Gacy and Larry Eyler were two infamous serial killers working the Chicago area in the 1980's. THEY WERE ACTUALLY WORKING THE SAME AREA AND THE SAME VICTIMS, AND THE CHICAGO POLICE DEPARTMENT FAILED, (ESPECIALLY THE YOUTH DIVISION) TO REALIZE WHAT WAS GOING ON. Eyler and Gacy between the two of them killed 53 young men, that we know of! The book "Freed to Kill", by Kolarik and Klatt goes into great detail on the Eyler killings, including the fact that one victim, Danny Bridges had actually "dated" both serial killers, before Eyler finally killed and dismembered him. The Youth Division consistently ignored the pleas of parents, who were nobodies, and treated the kids as runaways and throwaway kids. Gacy's last victim had a friend whose father was a Park Ridge cop, and that caused that parent to take interest in the missing kid. Were it not for that interest outside of Chicago, Gacy might have continued to kill. And remember, most of his victims were kids he picked up in Chicago"s Uptown. History tends to repeat itself, when an Agency consistently marginalizes victims. Stay Safe, Baby "G"

For some reason, the CPD management system has never liked the term "serial killer"...back when I was in patrol someone was dumping bodies in one of our parks late at night. I casually asked a supervisor if anyone else besides me was thinking there was a "serial killer' on the loose? I was immediately given a stern warning, saying "There better not be anything like that on the news." Pretty unusual comment for a casual conversation that this was. Later on in my career in the Detective division, the term came up and was always shot down in similar fashion. This was called "playing ball" by their rules. If you didn't play the way they called it, you never saw the light of day in their unit. "D" Unit supervisors IMHO made the calls (or lack of) on a lot of investigations prematurely.
They teach you to think outside the box in the academy,(training film:Paradigms) but they really don't want you to think for yourself at any time.
Do I think CPD missed a serial killer or two in my career? Maybe a few with a smaller number of killings say, three to five. I was once told that the "city" didn't want the "bad media attention" that might ensue. So we stay away from that term.
So, is it possible that CPD missed out on a pattern this big? I say, YES it's possible. Especially considering the DNA backlog history in the Illinois State crime lab. I have personally submitted evidence, and never heard a word about that case again. In my personal experience, media attention related cases always involved a necessary push (upwards) from the supervisory staff in the direction of the ISP crime lab to get quick results when the media was putting on pressure.
In Summary, a lot of cases simply die in ambiguity. It takes a lot more than evidence on it's own face to make a case. Especially a "Serial Killer" case in Chicago.

Unless you practice several hours, with hundreds if not thousands of draws you'll bever be proficient with a shoulder holster. In an emergency you will go for your sidearm because of muscle memory. Same reason you need to stay with the same safety dystembwith your holstrr your whole career.

You haven't read the crap reports and botched investigations (recorded on BWC) that Patrol turns in. The competency of some patrol officers are that of a Boy Scout troop working on a merit badge....

...but, I'm not saying your criticism it's spot on....

...our DEPT is so poorly trained, and the reports written by patrol are garbage... Dets are just patrol officers with ties

Doesn't help that the D unit all comes from patrol


My point: shit officers make shit detectives.

But the truth won’t meet the sanctuary guidelines or agenda.

If there were a serial killer roaming the skreets, SpecialEd would still deny it - it’s not who we are here in Welcoming Sanctuary City.
Consistently releasing the armed violent and providing safe haven for the law breaking feral.

MAP does some darn good investigative work, but they’re not on time restraint, nor overworked or held down by identity politics of restorative justice statistical manipulation.

Is it the clearance or the crime?
(FunFact: CPD clearance rate is greater than the CPS graduation rate per specific demographic.)

We are no longer a one-for-one dedicated case investigative outfit, maybe never were due to the consistent levels of violent crime.
From 6 Areas to 3 - boy did that sure help streamline things along, even with that sharecropping brainstorm idea in the CAPS office.
The detective of many hats.
Current Merit management sucks big league, has for many years.

The antiquated SVU model is no longer essential and merely a dumping ground, exception being CAC.
Some not all Merits and List Dets are hardly up to snuff anymore even at a Patrol level and that’s only a small portion of the problem.
Most dysfunction can be linked back to Cook County prosecutorial attitudes.
But hiring and maintaining the best is a long gone practice.
Really can’t blame the D for all that’s gone wrong.

Ask SpecialEd, show me a crime and I’ll show you an injustice.

Some may say it is because of bad life choices of some of the victims, but another reason for so many unsolved deaths, is because the department does not have enough detectives and police,and call takers and dispatchers, and the department does not do things efficiently. The Department spends too much time on the wrong priorities. Why all this attention on the Jussie Smollit case, for example? They ok new pretty quickly it was not genuine. So why not just make it a continuing investigation, and investigate some of these other murders?

I think a good journalist would see a juicy connection between the current speculation on human trafficking and child sex rings with serial killers like Gacy who had political connections. Lots of haters out there about detectives. Most of the the haters likely have never called a felony into felony review. If you think getting felony charges for a uuw or psmv is hard I can tell you murder charges are next to impossible. One eye witness is never enough, catching the guy with the murder weapon doesn’t help. HD cameras capturing the murder might get you there but it’s no guarantee. In many cases we know who the offenders are but have not witnesses or evidence. If anyone has suggestions we are more then willing to listen

The definition of a serial killer is someone who commits three or more murders within a time frame greater than one month; usually there is a significant amount of time between murders. This qualifies many of our individuals on the Gang Database that “people” (or folks) are against the Department maintaining. It’s no wonder that the “powers that be” won’t talk about or acknowledge the issue.

A lot of people don't remember that a Commander was dumped from youth for shitcanning missing person reports related to the Gary case as well as having detectives lie to some of the victims families, claiming missing was seen in some othere state alive while they were rotting in a crawlspace. Always rumors and innuendos that the Commander actually was acquainted with Gacy through political world.

Soon Mayor Lightfoot will be in charge in a few weeks and she and Special Ed will fix things and make them right. All this serial killer stuff will go a way. As Rahm said, this is a welcoming city to all who come here. It's a Sanctuary City. We have the best Criminal Justice System that money can buy (off). Humor intended.

As far as the Det. Division goes, if you don't produce send them back to Patrol Division. We have a well educated and dedicated group of patrol officers. Don't count the slugs that are being recruited who shouldn't be on the job in the first place. Something else to consider, how are the Dets. rated on their annual performance. If they get high annual ratings you have to ask WHY. If you are not solving murders then you should be doing something else. Get rid of clout/merit supervisors and the Det. leadership. They are incompetent. We are a professional Police Force run by very incompetent people. Clout and merit has ruined us. It will ruin your administration too.

When O.W. Wilson came in after the "Burglars in Blue" police scandal (1960's), Supt. Wilson cleaned house. That's what needs to happen now. Clean house and start with Special ED and cull the brass. Then blunt the impact of the 50 Aldermanic political thugs, stop the cheating on the exams, stop merit promotions, get a fair contract for police, dump the revrunds, and bring some real heat on that screwball in the State's Attorney's Office.

And don't forget the Community's "No Snitch" street policy. If you don't make that a priority and get that fixed, then it won't make a difference in the clearance rate even if you hire 500 more Dets. Lady you are in a tough spot. A shitty Mayor is handing off a hot mess of a crime problem to you. Lot's of luck.

Those without birth records are the easiest targets for a serial killer that wishes to remain anonymous. Illegals would seem a pool of choice. Groups like the polygamists in UT are well known for questionable deaths in their communities; UT troopers have definite ideas about what happens to those that don't go along with the program, especially when the births aren't properly recorded with the state in the first place. In the case of totally under the radar groups like illegals, there is little or no accountability.

Why Shoulder Holsters should not be allowed on the job:

Wearing any shoulder holster is wearing a strangulation device. Easy for an offender to grab the straps and wrap them around your neck, if you are not big and strong enough to fight off the offender or offenders. At minimum if an offender can get hold of any of the straps in the shoulder area, the Officer can be pulled to the ground or swung around by the offender.
Shoulder Holsters almost always require 2 hands to re-holster and secure with the safety strap.
Shoulder Holsters require a loaded handgun to be swung across the body to be leveled to shooting position.

Your Physical Training Officers would be teaching this stuff to your Officers if they had a clue. It's one thing to get yourself killed, but another to be responsible for another Officers death or injury.

The antiquated SVU model is no longer essential and merely a dumping ground, exception being CAC.

You must be a real big city HGS Detective. Come over and work in SVU for a month to see what is done. From a Detective that was not dumped to SVU.

Why does the CPD have a Criminal Registration Unit if Cabrini Kim will not prosecute criminals?
Why doesn’t Quami Rahual investigate how the States Attorney’s office can over rule state laws?
Time for the state legislature to limit the States Attorney’s power so that the people can live with the laws as they are written.

To say there is not one or more serial killers running around Chicago is saying that there are 51 separate killers running around. The state lab needs to recheck there work or fire the “Merit” lab people.

A good detective would use his skills of detection and avoid a good strangulation. And shoulder holsters look so bad ass that any potential stranglers would turn around and flee.

I agree that detectives are unlikely to be strangled by their shoulder holsters, or skinnies even. But a training adage from the Army was anything you can and will be used against you in a close combat situation. KISS and all. The only personnel that bothered with them were pilots, for obvious reasons. Great for impressing the groupies though.

We need to stick together and stop ragging about other coppers and other units. WTF has happened to the CPD. When I came on we were one - now all I read on here is complaints about other coppers. Get a grip guys and come together. Ya it sucks now with all the shit going on in the city and the states atty office but we can't let it divide us. What's that saying - together we stand, divided we fall.
