FOP Finds (tiny) Courage

Along with various media outlets finding their testicles/ovaries, the FOP seems to have located some marbles recently:
  • The head of the Chicago police union doubled down on his criticism of Cook County State’s Attorney Kim Foxx during a speech Tuesday, once again showcasing the frayed relationship between some police officers and the top prosecutor’s office.

    Several weeks after calling for Foxx’s resignation over the Jussie Smollett scandal, Kevin Graham, president of the Chicago Fraternal Order of Police, renewed his complaints during an address at an event held by the City Club of Chicago.
And they're also confronting LightGroot over the two-year-expired Contract:
  • Fraternal Order of Police President Kevin Graham on Tuesday urged Mayor-elect Lori Lightfoot to start negotiating the new police contract that Rahm Emanuel punted, but slammed the door on disciplinary changes outlined in the federal consent decree.

    Lightfoot co-chaired the Task Force on Police Accountability that demanded changes to a police contract that, it claimed, “codifies the code of silence” that Emanuel famously acknowledged exists at the Chicago Police Department.

    The City Council’s Black Caucus has threatened to hold up ratification of any police contract that continues to make it “easy for officers to lie” by giving them 24 hours before providing a statement after a shooting and includes “impediments to accountability” that prohibit anonymous complaints, allow officers to change statements after reviewing video and requires sworn affidavits.
Enough with this "codifies" bullshit. Graham, we're talking to you. Next time this comes up, demand that the questioner cite the exact Contract section that "codifies" anything resembling a "code of silence." Chapter and verse.

Then point out that each and every Contract, since the beginning of the FOP, has been ratified by the City Council and that during the debate portion of the hearings, each and every alderasshole was obligated by their Oath of Office to question and object to that "codified" provision of the Contract (which doesn't exist).

Good to see that Graham pointed out this:
  • Graham was equally adamant about retaining — and maybe even increasing — the 24-hour waiting period before statements are given after a police shooting.

    “Why should federal agents have 72 hours and we only have 24?” he said.
Props for that jab. Now keep hitting them, over and over and over.

Would someone whose been involved in a shooting explain what one must do to avoid providing a statement immediately?
ER request is an option but wont the visit have any effect on the FOID?
There’s ways of prolonging that statement window(time), what are they? Share please it might save some of us some day.

What they need to do next is call out Lil Kim and Toni on the “there’s too many people of color in jail” comment/philosophy . Tie it to them as policy like the “code of silence” bs. They’ve said it, they’re actions show that they don’t charge correctly because of it. Now, preach it as policy. Take a page from their book and use it against them.

We should be just like the Feds who are considered the most professional. Right? 72 hours. Send it to the arbitrator requesting 72 hours. Then ask for a 5 year contract at 20% The economy is booming. Then an extra p-day and four more v-days. Then a COLA for forced residency or lift it. We call the shots not them. Let’s not waste more time. Make an attempt then straight to arbitration. It’s inevitable anyway. It doesn’t matter that the last two years we got blown off by Rahm. It’s still the city that dragged their feet. Just because it’s a new mayor doesn’t mean they get to drag their feet for two more years.

Simple. And I didn't need to be involved in a shooting to know this. All UNION MEMBERS SHOULD KNOW THIS.

Assert your Weingarten Rights and require a Union Steward be present before you will interface with any superior in a discussion that "could/might' result in disciplinary actions taken against you.

During an investigatory interview, the Supreme Court ruled that the following rules apply: Rule 1: The employee must make a clear request for union representation before or during the interview. The employee cannot be punished for making this request.

Until the Steward Shows up you don't have to answer ANY questions once you've Made the Request for Union Representation.

But Once the Rep is present, you have to answer questions. But Make sure for every question you are asked to inquire "are you Ordering me to answer this question?"

Because if they say no...you can refuse to answer the question due to it is not a Direct Order to Answer. But if they say yes, you can only refuse to Answer at that point by Claiming the 5th and requesting to see a Lawyer.

Aren't these the same alderscum that passed laws prohibiting them or their staff from being investigated without their permission?

I do fully agree that there is a problem with the "code of silence." However everybody seems to have the address of the perpetrators wrong. Let me help out you so called investigative reporters, the correct address for the "code of silence" is 121 N. LaSalle!!!

You don’t lose your FOID card if he decide to go to the hospital. Technically in Illinois you don’t even need a FOID to be a PO, but then carrying off duty is an issue.

For the first commenter asking about making a statement regarding the shooting, they mean 24 hours to make a statement to COPA. If you get in a shooting, regardless of going to the hospital or not, you are going to have to do a walkthrough with the deputy chief and the shooting team detectives, giving them basic informantion about where the incident started, where you fired,etc. nothing gets written down at this point on scene, they are just making sure no evidence is being missed. Then at the area you watch your BWC and the detectives take your statement of what happened. They are extremely knowledgeable and helpful and give you all the time in the world to tell your story. COPA is on scene but cannot get a statement from you for 24 hours and thank God because this whole ordeal keeps you at work a minimum of 10 hours. I got home at 10am after starting work at 2pm the day before.

Advice: if you need to go to the hospital, go. you probably could use this chance to get out of there and relax because your heart is going to be pounding out of your chest. It’s not necessary to go to the hospital though, and you will have to walk the scene with the street deputy and detectives so the hospital trip is really just for you if you need to go, it’s not a negative and It doesn’t hold up the investigation.

The funny thing about the COPA statement was that It took a couple weeks to even be called down to COPA to make a statement. I’m sure when they smell blood in the water on a good narrative being spewed of unjustified shooting of a young scholar they speed up their process but I think they are like any of us when It comes to work, don’t do too much.

Why didn’t graham call the scum times out on Matt Hendrickson’s attack on the CPD being involved with white supremacists? There is no question that the new narrative pushed by sun times editorial staff is that any criticism of Kim is either racist or coming from white supremacy. The CPD must act strongly against the attacks by Matt Hendrickson who when sent an email about the article personally attacked the writer. And Lori thinks the wildings are caused by poor blacks who can’t go to Florida. This city is in trouble with writers like Matt Hendrickson of the sun times following the narrative of the the democratic left protecting those who commit hate crimes against whites on a regular basis.

They let department write orders that violate the contract and choose to do nothing about it. The PPO program is in shambles once they hit a district. Why am I still burning time with my baby furlo day ? Why am I not getting my vacation Days as days? Why are days off being cancelled around holiday weekends as a political stunt that doesn’t make a difference. Why is FOP so silent on this stuff. Why have there been no negotiations in good faith. Why has arbitration been forced?

I absolutely agree. Especially with someone of rank pushing/selling benefit tickets, raffle tickets, etc. That is not right. In no situation should a person in charge be selling anything. It has a bad feeling attached and u feel like you have to buy it. There can and has been retribution for not buying things. Denied time on the end. Not getting that day off. The bosses know you feel like u have to buy it, that’s why they do it. They can unload their 20 tickets and be done. It’s in appropriate and unprofessional.

Graham is losing the public relation war with Kim Foxx. I have said this before and will say it again, BACK YOUR ANTI-KIM FOXX STATEMENTS WITH ACTUAL STATICTS. Set up a dedicated phone line for Police Officers(both Chicago and Suburbs) to call in and report how the Cook County States Attorney Office handles cases before them. Examples: A Police Officer makes an arrest for a felony shoplifting case. The SA Felony Review rejects the case. The PO calls into FOP and gives the patinate information such as names of victims, offender, SA names, date/time and location of incident and reason why charges were rejected. Also, PO's can call in and report such actions as downgrading charges in court, nollie processing cases, refusal to charge a person on resisting and/or obstructing battery of a PO. This could be categized every month and published. Here is another suggestion for good will; start a internship program with any of the local Universities or Colleges. Have criminal justice majors answer the phones and compile the statists. By doing this, the FOP can give actual, factual cases for reasons why they are opposed to Foxx. FOP is losing the public relation battle with FOXX. It is one thing to say we oppose FOXX. By giving actual statics it would be a compelling argument on why the FOP opposes her. Among many others, the Chicago Orchestra got a contract. City colleges are next and as usual CPS already threatened a strike if their contract doesn't get extended by this June...
Everyone has received a raise and an contract, but as usual first responders get pushed around. FOP please step up and meet with Mayor Lightfoot ASAP, before the Summer Wilding, Robbery and Shooting Season gets into full gear! Chicago Police Officers will have to step up AGAIN, have their days off and holidays off cancelled to try to deal with the Summer mayhem. The police are people from the community, they pay taxes, fees and many bills. They deserve a raise and timely contract!

This lower crime narrative didn’t/doesn’t occur in a vacuum. It occurs because of blue shirts on the street.

Not really helpful at all. Of course you weren't involved in an on-duty shooting in Chicago. You're not CPD. Maybe, if you're a DuPage County Deputy since that's from their union site. There is a huge difference between administrative proceedings rights and criminal rights. You can't claim the 5th under the former. The POs, Sgts, Lts, and Cpts have the procedures And rights outlined in their respective contracts. There are also directives on it. A rep is called and is on scene. Since it's obvious you aren't from Chicago, and not law enforcement, you probably shouldn't chime n with incorrect info.

You’d think someone as slimy as the individual who rose through the shady ranks of Humboldt Park in the 80’s would have more common sense. This wide net fortunately ensnared THE biggest former N-W Side Progressive Alderthief who will be called on the carpet in the not so distant future, as the Feds u tangle and work out the whole Burke spiderweb. This is all good news for Mayor Lightfoot in her bid to build coalitions. I’d be really nervous if I had any dealings with both Solis or Little Ricky Munoz and the developers tied to Burke on Southwest and Northwest side.

The city college clerical works, three years without a contract, starting today, are on strike.

Teacher's contract will expire at the end of June.
They want to skip negotiations and demand mediation.
They demand a new contract, with big raises, settled before school starts
or they will strike. CTU told their membership to start saving and set aside money for the strike.

In light of the political hatred of the police afoot (pun intended) FOP SHOULD drag this on. The city needs big concessions to be able to enforce the Consent Decree.

Let the Smoke Eaters settle first (as always), and define our pay raises via me-too.
Coppers, quit dreaming about the retro and the shiny new car, boat, & crap.
Think pension. Think your rights and protections. Think bidding. Think merit.

KG don't give anything up, stall for two, three more years. (Bigger retro!)
It would be better (for you, KG) to lose something from an arbitrator, than YOU give something away.

This summer will define LL.
Wildings, murders, white flight, black flight, businesses flight or peace downtown and in the neighborhoods. She can be the mayor who took the city to bankruptcy or the mayor who turned ChiRaq back into Chicago.

Read the contract.
Since 1980, FOP "bosses" cannot go to any roll call unless it is their election season.

They can go to lectures, lunches, dinners, meetings, conventions, clubs, classes, golf outings, symposiums, etc anytime at our expense.
Once in a great while, they can go on TV, Chan 11 Chicago Tonight, which nobody watches.

Roll calls are strictly forbidden during non FOP election time.

Last week the negotiation team met with the city. This was our 18th meeting. During this meeting our Attorney declared impasse. As of this time we are awaiting the city response to our declaration of impasse. The next move in this process will be to select an arbitrator and determine a date agreeable to all parties for an arbitration. As things progress I will keep everyone informed of our progress. Keep the pressure on her and the slugs that support her. There must be at a few honest and descent A/S/O's who still believe in truth and honesty. Leak that material out and get it into the public square. Bring sunshine to corruption. Expose the bastards for what the are. Hospital is the answer, just like with our lovely felons. You can't be questioned under the influence of any narcotic/medicine designed to help slow your heart rate down. The other thing us don't think for one second that any statement you make even with garrity wont be used against you. It's already happening with dui's. You have your right to refuse to blow, but then you do an administrative blow and the S.A's are subpoena that for a criminal trial. Also, most importantly Don Jerome is watching. I once heard he got a polygraph machine to tell a lie with a mere glance. Stay frosty he's watching

Would someone whose been involved in a shooting explain what one must do to avoid providing a statement immediately?

If you are a CPD PO, it would be well worth your time to read the General Orders and the contract.

If you are a civilian, you don't need to make a statement at all. You have Miranda Rights, the right to remain silent.

Also the CPD will not hold anyone not formally charged past 48 hours.

So keep your mouth shut and watch the clock.
