New Buffering Parameters

Evidently, the City wasn't getting anything with which to jam officers up on body camera, so they are unilaterally increasing the pre-event buffering from 30 seconds to two full minutes.

They have agreed to hold off on programming this into the body cameras until the FOP meets with Department officials. The FOP has also promised a labor action though we (and numerous e-mailers) believe the FOP has misstated the situation slightly, saying that it's "audio recording" instead of "visual recording." As we understand the systems, audio kicks in upon manual activation of the camera.

Anyone know why? We can't think of a single reason that doesn't involve someone playing "gotcha!" with the footage. 99% of the footage is going to be of the steering wheel or the airbag cover. Maybe it'll catch us twirling the radio dial to US 99 or something - is that illegal now?

On the other hand, maybe it'll catch the asshole who keeps carving up the steering wheel in our pool rides.

It’s for the best. When shit hits the fan it’s hard to remember to hit the button or you don’t have the time to check if the recording activated. There’s been a few times I wish it caught more. As much resistance as there is to the BWC, in the end it shows we do things the right way and the scum bags can’t argue with the video.

Cato is getting out of control. He's decided no officers or sgts will be able to leave 015. He's currently blocked tact officers from going to narcotics, gangs, and sat stating that going to those units aren't in the best interest of that/those officers. He's also blocked watch people from going to units that are only a detail and that don't actually require a commanders approval. He's ignoring commanders and the deputy chiefs phone calls and emails trying to get in contact with him regarding those officers leaving. He's "lost" aka shredded sgts paperwork who is trying to leave. He's "trying" to act in the best interest of those officers, even tho we can all see through his bullshit and we all know that he just cares about himself. Morale in 15 is an all time low. At this point give this man his next rumored promotion of dics south. He needs to be gone!!!

Recordings are to be saved indefinitely. 2 minutes of buffering is 4x the amount of the 30 seconds that was originally decided upon. Storage costs $$$. That extra 90 seconds adds up. It will make someone, and cost the city, a whole lot of money.

It’s all about police shootings and current civil litigation. Most body cams on shootings are getting activated as the offender is already down. Only 30 seconds leading up isn’t painting the picture all the time or it’s missing the actions of the bad guy so this will increase what we see and a more full picture of what happened.

My guess, and I don’t drink the kool aid, because we still don’t turn them on fast enough. That shooting with the barber in 003 that led to riots and nonsense was captured in buffering. Some of the most important footage I have seen has been in the buffering phase of the video, during that time when it is registering with most officers to hit the button. It is a mixed bag because there have been times I wanted more recorded, and others where I was doing some personal stuff moments before (ie. the bathroom).

Very recently, there was a FOIA request for BWC video of a police involved shooting. Two officers were involved. One camera showed the beginning of the shooting, a chase that lasted about a block, and then the offender going around a corner. That camera shows the officer slicing the pie around the corner and then hearing, but not seeing, numerous gun shots from apparently two different guns. The other officer's camera (the one who ultimately shot the offender) starts at what appears to be the officer having just removed the bad guys gun from his hand. So, the officer remembered to activate the camera more than 30 seconds after the actual shooting. If the buffer were longer, it would show the bad guy shooting at the officer and the officer, justifiably, returning fire.

2:53 a.m. bingo, we have a winner. Remember the barber who got shot last year on the south side. Most of that video was in buffering, no audio. When the lawsuit goes to court his family's attorney will argue that the police never announced their office or gave him verbal commands on what they wanted him to do. Police officer's testimony under oath means nothing if it's not supported by audio and video evidence. City loses a ton of money due to a fickle jury, even though the officers were 100 percent correct and followed all department policies and state law. The lengthening of the buffering is to help the city against lawsuits.

The steering when gouges are caused by clip knives. Sometimes when you get in the clip catches on the steering wheel and tears part of it off.

No, it is all about seeing if they can catch anything said on the approach that could be made out as derogatory or a basis to sue the deep pockets of the city and fire any officer who heard anything that could be construed by anti-police communists as derogatory and did not report it or to make up a spurious racism charge or some other garbage if an incident/arrest involves any contact with a suspect or use of force.

Yes, possibly could be use for a full picture of suspects actions , but that was NEVER the reason cameras were mandated in the first place and you think this will be different ? LOL

In my opinion, The Police were, "Unofficially" granted a certain amount of "leeway" in meeting those those challenges. That "leeway" "May" have been stretched a little too much, by a "few" officers. In my opinion, that has resulted in this entire "Over Reaction" by the powers to be. Law Enforcement is not trusted and so monitored today, I can not see how it can be effective. And that's because people that think they're the real poleece don't turn their cameras on until after that shit hit the fan. I see this every day. It's not had to turn your camera before you exit your car. it's been 2 years or so with bwc, it should be a muscle memory by now

I don't have and never had a problem with recording my actions as a police officer. I have nothing to hide. It's time for all politicians i.e. mayor, State's Attorney, Cook County President, Chief Judge of Cook County Courts, to do the same. Have body camera's on them during their shift. Make those public officials accountable for their actions. Just look at the history of Chicago and Cities fifty legislative districts and/or wards. These people are elected by their constituency and those constituents' have a right to see and hear how they are being represented.

Re the commander who won't let guys leave- I'm retired after 36 years, and spent a lot of that as a Boss. When someone wanted to do something that I didn't think was in their best self-interest, I shared my concerns with them. Then I backed off, approved their transfer, and let them go. When the lawsuit goes to court his family's attorney will argue that the police never announced their office or gave him verbal commands on what they wanted him to do. Police officer's testimony under oath means nothing if it's not supported by audio and video evidence. City loses a ton of money due to a fickle jury, even though the officers were 100 percent correct and followed all department policies and state law. The lengthening of the buffering is to help the city against lawsuits.

I don’t see his family getting a “ton of money”. Even without audio, the video speaks for itself.
Also, the police didn’t have to “announce their office” as they were in full uniform.
These officers handled this incident the right way & removed another super predator from the street.

Cameras are tools to be used against police and make an easier prosecution or persecution of those officers who are stuck wearing them. The recording don't go away and it will take time but someone will get fired because they believe the cameras were actually used to help you. The TRRs were sold and then introduced to protect officers, but it wasn't long before they were used to identify "problem" officers.

If something is seen or heard on your camera, officers you are obligated to jackpot officers whether you had seen or heard what was captured or not. You will be manipulated in to narrating your camera's captured image and audio thus making you an excellent witness against fellow officer whom you trust your life with on a daily basis. It a clever trick to use your camera against your fellow officers and to make a stronger case for prosecution, suspension or dismissal.

Keep those cameras rolling capturing video of your co-workers who risk their lives on a daily basis. Be on the side of the political pawns in this department, copa, the states attorney's office or federal prosecutors. All know policy but will step up the plate and destroy your professional reputation on behalf of the recidivist criminals who threaten an orderly society. Help those who seek to destroy your profession and place themselves on a higher moral standing in society. Lights, camera, action. Or inaction.

All body worn cameras (BWC) are constantly recording but on a loop of 2 minutes (buffering) of video only (not audio) and at the end of that 2 minutes that information is lost and recorded over. When an officer activates the camera either manually or by turning on lights/siren on the car the device stores the last 2 minutes of video (again no audio) and then actively captures and stores the video AND audio since being activated. This is deliberate as it allows investigators to see what occurred leading up to an incident albeit without the audio.

LAPD uses BWC with the exact same features and they have on their YouTube channel critical incident reports where they go into detail about how the camera works and what it does and does not catch. Some departments also link the camera to a body alarm (like on the radio) and if the officer hits that it also captures the 2 minute buffer and records.

So bottom line -- yes the camera is "on" the entire time and constantly catching things in a 2 minute loop but until YOU activate the camera it does not permanently store that video.

So:

1. La La land = democrats dictate.

Plus, (per your specs):

1. Non triggered video output to "buffer" digital storage circuit defined by instruction set = write data video output, duration of 120 seconds, then repeat + defined write begin location as same, UNLESS....

2. Triggered: go to instruction set which is defined as: write video + audio output AND save, until triggered to return to "standby/buffered" instruction set.

Q: Are these two functions hardware defined or software defined?

Thus: If hardware defined, aka, seperate hardware for "standby/buffering" of video digital data output function and for triggered video + audio digital output "saving", then the result will be ONLY those 120 seconds of video data, prior to triggered switch from "standby/buffering" function to all video + audio digital data output to "saved" storage device PLUS all video/audio data outputted to "saved" storage device, until BWC returned to "standby/buffering" state.

However: If software defined, no such certainty can be relied upon, as hardware function is shared by both instruction sets. Aka, software can render false the assurance of the "only" assertion.

Anyone who thinks this is designed to our benifit in order to get a better picture of our encounters specifically officer involved shootings is navive as hell. They’re obvious looking at more and deeper ways to probe into how we conduct our business, relentlessly further pushing the police reform agenda. If you’re the type of officer who’d rather push a button on a bwc so that you do not deviate dept policy instead of first securing a safe tactical position, then you’re a dumbass. I’m sure Eddie will be at your funeral preaching to the cameras how you were a hero doing your job. Fuck that I’d rather go home to my family at the end of the day. So I guess the criminals and bullshit will have an extra 2 minutes to get away or whatever. Since I have to slow things down even further to make sure I get there safely and sound and obey all traffic signals. Regardless of Shots fired, or person with a gun or person shot or what have you.

Everyone should activate their cameras as soon as they leave the station to record their whole shift minus walking around in the station or bathrooms breaks and lunch. This way the storage space balloons along with the cost of storing them.

When are we going to install cameras in Chicago public schools. I believe it would assist the teachers in controlling the chaos in some of these classrooms. We should also give all teachers and school administrators body cameras so they can be activated when they face an unruly student. We need cameras in every classroom and body cameras on the teachers. Tax payers should demand this level of accountability and transparency from their schools.

For you northern folk, storage and upload/download time, is that OT if you're putting it on the server at end of shift? That's what we do downstate, it's on the server and ready to go if needed.. though now they're bitching about the OT requests due to the time it takes to download every cam.

I've had more coworkers cleared from bullshit and actual prosecutions with the cams, so I'm fan. Hell, give me one of those 360 google car mounted cams too while you're at it!!

Before you get all salty there oblivious one, how do you think the complainant finds out it's unfounded? You don't really think the sergeant/investigator calls them up or tells them in person, do you? If you're the police, you should probably familiarize yourself with the investigative process. Unfounding it just ends one phase and starts the command review.
