Look! Accountability!

  • A commander of a Chicago police detective division was reassigned while the department investigates allegations that he refused to stop when an Indiana state trooper tried to pull him over for speeding last month.

    Area Central Cmdr. Edward Wodnicki was headed west on Interstate 94 in an unmarked department car, his blue lights flashing, when the trooper tried to stop him near Chesterton, about 45 miles from Chicago, according to the Indiana State Police.

    “While patrolling I-94, I observed a vehicle having emergency blue lights on at a high rate of speed with Illinois plates,” a trooper wrote in a report. “The vehicle failed to stop and a pursuit ensued."

    Wodnicki’s Ford Fusion was clocked at more than 100 mph at one point while the commander was on a cellphone, dispatch records show. "Not stopping,” a trooper reported. “On his cell phone. He is not stopping. Passing. Waved at me when I pulled up next to him.”
We were under the impression that Department vehicles weren't supposed to be used out of state without (A) an insurance rider, (B) on official business and (C) written authorization of the Superintendent. Does anyone know if any of that even existed or is this yet another example of Exempt Arrogance? Now what's the penalty for costing the taxpayers over $100,000 over a labor grievance like Escamerit just did?

The Tribune also owes the Chaplains another $100 for stealing this story from the blog without attribution.

Department vehicles should not be driven to another state useless the driver is assigned to an authorized departmental APPROVED assignment: Court, training, search warrant, expediting an arrestee. Except for trainings, an RD# must be attached to the- assignment.

Why do so many people have take home vehicles to begin with? Is it because without their presence at a police emergency the city would burn to the ground. If that is in deed true, than they should be taking them out of the city to parties or out of the state to the lake house.
If it is not for that reason than why are we tax payers paying all this money for them to ride back and forth to work at our expense in a nice new car everyday. No insurance to pay, no gas to buy, no plates or sticker, no repairs or maintenance bills. At least make it a marked car so we can see where our money is going.

Interesting observation and could be accurate. He claims he was in Indiana buying ammunition. Lets see what the IAD investigation reveals ( as if they will tell you in the first place). Usually IAD investigations of clouted rank go straight to the desk of the superintendent and bypass command channel review and the advocate. He was written a felony traffic citation and he will have to respond to that and testify under oath in an Indiana court. That should be interesting, unless that gets dismissed early on.

Why is it that Village Officials from suburban Towns and Villages like Alsip, Evergreen Park, Oak Lawn, Palos, Burbank, Bridgeview, etc. are so quick to suck up revenue from their Red Light Cameras all around, from motorists who have unintentionally been a second or 2 late on a Red Light, yet these same Administrators (Mayors, Police Chiefs,etc) do not have their Police Officers out enforcing Traffic/Vehicle Laws such as driving with expired License Plates, driving with no front License Plate, driving while suspended or revoked, drunk driving and drugged driving, talking on cellphones while driving, unsafe vehicles with bald tires, no bumpers, etc. which vehicles are mostly being driven by drivers who are intentionally being scofflaws and driving without caring about obeying the Laws, and just ignoring what they know is illegal and a violation, as opposed to the motorists who unintentionally are a bit late on a Red Light, with no intent to ignore or violate the traffic law, and get heavily fined while the scofflaws just drive around daily, unchallanged and un-cited by local Police Officers? How is this fair? Once again, the good guys who make a simple unintentional mistake get it shoved up their asses while those drivers who don't give a fuck are rewarded with not being stopped and ticketed. It really seems hypocritical for these suburban Mayors and Police Chiefs to be not having their Officers enforce all traffic Laws, many violated without any concern by the scofflaw drivers, while accepting Fines from drivers who unintentionally go thru a Red Light, and have to pay a stiff fine for an unintentional error,, while the scofflaws and other traffic law violators are driving around everywhere, unchallenged and un-ticketed. Think about it. How is this at all fair to a conscientious driver-motorist ? Why should I, or any other driver, have to pay a stiff fine ($100 +), for unintentionally being 1 second late on a Red Light, yet the same clowns drive around month after month without license plates, no brake lights, speeding, weaving in and out of lanes, reckless driving, driving without headlights at night, unsafe tires, no turn signals, etc ? This is the fault of all town Mayors and Chiefs of Police, to not have their Officers do their jobs fully, and write a few tickets now and then, to the scofflaws who really deserve to pay the stiff fines due to their disregard for staying in compliance with the traffic safety Laws, as opposed to the unintentional violator who gets banged every time by the Cameras. Mayors and Police Chiefs, quit being Lazy, playing Politics, and do your jobs as Village Administrators instead of letting some Red Light Cameras make your Revenue for you, get the violators who truly don't care, and deserve those fines. .

I was always insulted, as a patrolman a million years ago, when a brother would just hold his badge outside the window, and then keep on going. Explain why the clowns that hide at head quarters with take home cars waisting tax payer money drive around and use department vehicles when they want to go and do things all over town ? Cpd supervisors at head quarters using department vehicles to go to sporting events in suburbs and week ends ? Is the city insured to have kids and teens or no Cpd personal in a vehicle if the get into an accident ?? Where the accountability for this ? I can’t imagine a scenario where an upper level supervisor was needed so urgently that they needed to go code 3. Was there a situation that needed to be screwed up, urgently? ‘Cuz that’s about all the upper brass are capable in the field. Was he needed for an emergency press briefing? Or was he bringing the mayor her fair-trade soy latte and needed to get it to Chicago before it cooled?

This situation stinks and there is no “context” that will make it right. The Indiana State Police should have arrested him for felony reckless driving.

I have talked with our union about my 90 day detail at CTA, the Commander decides to put all of us in a Tuesday-Wednesday day off group. According to our great union they told me that it must be a Saturday-Sunday or Sunday-Monday day off. Things are still the same, I am wondering if the Commander here was notified and did nothing about it or did my union do nothing about it.

I don't know, I kind of liked the guy back when he was my boss. All are imperfect, but some are more imperfect than this guy. I hope he just gets the usual boss treatment, as I hate to see him get totally screwed over this error in judgement. I can not say I've never not been exactly where I am supposed to be and had to race to a job. Now Indiana is a bit far, but I don't get the latitude that these guys get. Basically, he did not screw me over when he could have for my own error in the past, so I hope what goes around comes around in this case and he survives this. Just my two cents.

Not sure of the fleet makeup anymore these days, but Commanders used to have different cars from the rest, like a big Taurus and not a Fusion.

Wonder what bug is up in Indiana, talk about proactively and knowing he was likely stopping CPD.

According to reports already obtained by the media, the commander told the State Police he was in Indiana to purchase ammo! Talk about stupid! State Police report also stated that the commander was resisting, which last time I heard was a felony, but since he is a member of the Yes Man Team one must assume it's okay to bring discredit to the Chicago Police Department.

And then the CPD media affairs guy claims that the supt wanted the commander back to the area to assist with interviews regarding a death investigation-even a more asinine excuse and cover-up! Since when does a commander conduct interviews for a death investigation?

We all know what will happen, the required paperwork and signed authorization to take a city vehicle across state lines will suddenly appear and all will be forgiven, the worst part is the guy will not get demoted after embarrassing the department, we know supt won't be embarrassed, he will just blame someone else.

Do you know that the CPD permits only one management school for Lieutenants and above. Thru Riccio, Wodnicki was sent to Northwestern and the FBI Academy. The only person ever permitted to do this in the history of the department.

Back in the day at CPD, it was not all that rare to attend both. The last person before Wodnicki to go to both was a sergeant, subsequently promoted to lieutenant, from 018 and that was 45 years ago. Subsequently, CPD changed the internal policy to one or the other, but not both.

Per your information, I guess you could claim in the 45 years since the CPD policy became one or the other, but not both, Wodnicki has been the only person permitted to attend both the FBI Academy and Northwestern. Ed must be pumping up the resume to compete for a job after CPD.

Also, around Year 2000, CPD decided they would no longer send any sergeants to the FBI Academy and Northwestern. Only lieutenants and captains would be sponsored by CPD.

1125... Do you even drive through the suburbs? Alsip, Oak Lawn and Evergreen are ALWAYS on traffic and hammering people for various equipment and moving violations. Alsip, Oak Lawn and Chicago Ridge even have Truck Enforcement where they hammer the trucks for their various weight, registration and permit issues. Maybe if you looked into it as well, you’d know that the various towns don’t even get a majority of the revenue from the red light cameras. The cameras aren’t owned by the various towns, they are installed by IDOT, and a third party company runs them. Yes the departments have someone that signs off / approves of the violations, but said third party company still gets a majority of the money. It’s funny though that you’ll cry about the suburbs, yet completely ignore the red light cameras in the city, which clearly have shortened yellow lights which catch more people. Not only that, your awesome speed cameras. Let’s not forget the meter maids that hammer everything in the city with their ridiculous fines. When I was in the CPD Academy, a fellow Recruit in my class was parked on the street and came back to a $350 PARKING ticket for Window Tint. You want to talk about BS fines and a complete joke?

Do the world a favor and stop whining about the suburbs like Chicago is the holy grail. We have $100+ city stickers for Christ sake.

And in all honesty, you can’t really discipline any exempt past 7 days unless they revisit Escamerit’s many sins against the rank and file, and laws against common decency and handle him appropriately which would be nothing less than the boot. And that would be going easy on Escamerit given the fact that he should be in a jail cell accompanied by Fenner and Kulbida.

Why is it that Village Officials from suburban Towns and Villages like Alsip, Evergreen Park, Oak Lawn, Palos, Burbank, Bridgeview, etc. are so quick to suck up revenue from their Red Light Cameras all around, from motorists who have unintentionally been a second or 2 late on a Red Light, yet these same Administrators (Mayors, Police Chiefs,etc) do not have their Police Officers out enforcing Traffic/Vehicle Laws such as driving with expired License Plates, driving with no front License Plate, driving while suspended or revoked, drunk driving and drugged driving, talking on cellphones while driving, unsafe vehicles with bald tires, no bumpers, etc. which vehicles are mostly being driven by drivers who are intentionally being scofflaws and driving without caring about obeying the Laws, and just ignoring what they know is illegal and a violation, as opposed to the motorists who unintentionally are a bit late on a Red Light, with no intent to ignore or violate the traffic law, and get heavily fined while the scofflaws just drive around daily, unchallanged and un-cited by local Police Officers? How is this fair? Once again, the good guys who make a simple unintentional mistake get it shoved up their asses while those drivers who don't give a fuck are rewarded with not being stopped and ticketed. It really seems hypocritical for these suburban Mayors and Police Chiefs to be not having their Officers enforce all traffic Laws, many violated without any concern by the scofflaw drivers, while accepting Fines from drivers who unintentionally go thru a Red Light, and have to pay a stiff fine for an unintentional error,, while the scofflaws and other traffic law violators are driving around everywhere, unchallenged and un-ticketed. Think about it. How is this at all fair to a conscientious driver-motorist ? Why should I, or any other driver, have to pay a stiff fine ($100 +), for unintentionally being 1 second late on a Red Light, yet the same clowns drive around month after month without license plates, no brake lights, speeding, weaving in and out of lanes, reckless driving, driving without headlights at night, unsafe tires, no turn signals, etc ? This is the fault of all town Mayors and Chiefs of Police, to not have their Officers do their jobs fully, and write a few tickets now and then, to the scofflaws who really deserve to pay the stiff fines due to their disregard for staying in compliance with the traffic safety Laws, as opposed to the unintentional violator who gets banged every time by the Cameras. Mayors and Police Chiefs, quit being Lazy, playing Politics, and do your jobs as Village Administrators instead of letting some Red Light Cameras make your Revenue for you, get the violators who truly don't care, and deserve those fines. .

The worst is the villages cities with no payment plan for red light tickets like Oak Brook Terrace my disabled aunt with handicapped plates goes thru yellow light that turns red in heavy rain all she gets is 1000 month I had to pay it because they don't do payment plans. These tickets really hurt lower income people can't even let them do payments or give them a break.

There have been many who have doubled. That’s why the names of those going are always hidden.

The FBI changed their parameters to Lieutenants and above, not CPD. The NA still makes exceptions for sergeants, but those are usually departments where the next step for a Sgt is Deputu cuief.

As far as Exempts... they literally have different rules for take home cars. Look at the directive. Doesn’t change out of state stuff unless it is a lease/rental which I do not think Commanders have.

Has anyone mentioned how dangerous what he did was? What if he got a citizen or that officer killed? All the time i see officers killed in traffic related incidents, why should someone who controls policy at that rank get a pass for something he would terminate your ass in a second for

Yes, I agree. I am retired over 15 years and have been stopped by outside agencies twice for speeding ( 15 miles over). I pulled over showed my license and did get a courtesy and on one occasion a mild lecture. Be courteous and respectful. That works for everyone, cops and civilians alike. The on duty deserves the respect.

Are you seriously asking that question. It is an out of state plate running hot. I would immediately think the vehicle was stolen and being used for some criminal act. What emergency could possibly exist that you could not stop for 10 seconds to explain to the trooper what you were doing and he might even give you an escort to the state line to make up for the 10 second stop. Dont blame the trooper for this one.
