Please Be True

The one time we might actually attend this bullshit:
  • Anyone hear the latest from comstat, that officers are going to start being called down to the meetings? Heard that officers that aren’t doing anything out there (no activity) are going to get officially notified to report to the comstat meeting and explain why they are doing nothing. Should get very interesting.
We've got names and dates for dozens of CompStat attendees and their "statistics" over the course of their careers. We'd love to compare and ask what gives them the right to question our numbers when theirs are so poor by comparison. Perhaps if they came out and showed us how it was done, we too could aspire to mirror their careers?

(yes, we know it's probably BS. No way in Hell they demand numbers - no quotas, remember?)

Maybe 10 years ago all the tact sergeants were called down for a meeting with chief of patrol about declining arrest numbers. Each district went at different times. It was non confrontational.

If true they will only call down the non-connected. Any cop that’s friends with someone important will never be touched. It’s the Chicago way. Headquarters will now have to create a team that first makes sure none of the connected people get yelled at.

Travel time, community interaction, Order research, ability to solve problems without having to generate any reports which will ultimately be used to discipline me. FOP rep will need to be present at every compstat meeting. Why aren't they already there?

It’s funny- any member of the department USED to be able to look up any other department members arrest activity.
Of course not everyone was computer savvy enough to have known how to navigate the system, but I remember printing out newly made bosses activity and distributing it to the watch.
I guess that was an early version of “transparency” that wasn’t too well liked from above, and eventually the department took that access away.

After all, how can a career do-nothing to get made a boss and stand up there and “command/demand respect” from the rank-and-file- street cops if the troops in the field know they’ve never done anything?
It’s much easier to just stand up there and try to demand respect if your subordinates don’t know what the boss’s history is about.

Remember the first rule of the Command staff is,do as I say not as I do. Just because they do nothing doesn't mean you can do nothing. There will be a couple of symbolic firing of fetal cops to get you all bringing numbers and that will be that.

Wouldn’t surprise me. The following is from an email regarding Preventative Maintenance (PM) of Department Vehicles. If past due PM is reviewable at Compstat, why not activity. Oh, and the Mayor’s Office wants to know immediately too. I say the Mayor should worry about infrastructure, violence and pensions and not whether I got G&O in a timely manner.

6. Past due PM is now subject to review at Comp Stat.

7. Effective immediately, a past due Preventative Maintenance report is being sent to the Mayor's Office per her request. This will be done on a weekly basis going forward. Information on this report will include date of request, car number, unit of assignment, last date of PM and last date of fueling.

It will never be a bid position. The bosses want people in those rooms that are capable of operating all of the equipment, and can perform basic computer functions. Some people cant even copy and paste or create a new folder. They have no reason to be in a room full of computers. But I agree, you should have at least 5 years on the job to be in one of those rooms, not fresh off your ppo status, a few of those years on the street should be midnights in some ghetto district.

If you are answering your job, coding it, arresting people on signed complaints, then you are doing your job and that is your activity. That is what is required of officers in patrol. Anything more is just extra activity. If they complain about no activity when you are doing what you are required to do then they should have it on paper and give us a quote. Let's see how that plays out.

Chief of Detectives Staples, I would love to see her vast experience with box 1-2 arrests. Not the paper she jumped on, but those arrests she effected and then processed and then testified to. You know...something resembling real police work.

Unfortunately it will only get worse. There are many PPO’s that will tell you they didn’t come on the job to be the police or work the streets. It was for the pay and benefits and have no intention of working the streets but will be inside before 2 years. The sad part is the bosses go along with it used to be the bosses would throw you out of the office if you came in asking for an inside spot with 2 years on. Not anymore

Dear compstat. In recent past the CPD has had a mission. Years ago it was gangs, guns and drugs. Then it went to an extreme broken windows theory of anyone that moves goes to jail. Then it moved into anyone that moves in “level, 1,2 and 3” DOC box went to jail. Then it moved into GMAC where he wanted Quality vs Quantity which then turned back into broken windows when crime went up then went to a mixture of quality and broken windows and “hands on the wall”.. it got goofy for a while and confusing what he wanted but it was still a defined mission. Then we got special ED who came in and publically said “we aren’t going to arrest ourselves out of this problem”. We stopped doing broken windows and quality of life arrests. We went to only targeting the “right” people and focus on “bridging the gap” and “community policing” with limiting arresting people. What the hell does any of that mean??? We won’t arrest ourselves out of this problem, be good to the community, bridge the gap but at every compstat it’s asking “where are the numbers???” There is no mission and no leadership. If you want crime to go down then go back to broken windows. If you can arrest a gang member for drinking, pissing, gang loitering, obstructing traffic, being in parks after hours etc instead of mandatory ANOV and it’s actually supported by the brass as our mission then crime will go back down.. especially downtown with the obstruction of traffic charge. There is also a disorderly conduct charge for gang members we CAN USE! Nobody really know this, but it was approved for use again where the officer can be the victim on one certain disorderly charge. This was sent out from the city law department itself in a department bulletin about two years ago. The problem is this is now discouraged every step of the way from the desk Sgt, Watch Lt, captains and commanders because we have NO CLUE what our command staff wants! They would rather do dance parties and basketball games with 11 year olds that don’t address the actual gang problems in our city.. the dope boys are not going to any of your stupid community evens. In fact, when you are having your community events the thugs are still selling dope, robbing and shooting people. But hey, you get to put some stupid 2 year millennial suburbanite be the change coppers picture on Twitter and Facebook and claim how in touch we are with the community on your blatant social media propaganda campaign. You show house mouses on the street on the 4th weekend out taking pics with large groups of the community... hey guess what... the PO from media affairs taking a picture with all the community members “bridging the gap” in 007 on the fourth?? Yep, that was just his family at a family BBQ. The same exact thing with the Hispanic officer from news affairs taking pictures with the “community” in 008 on the fourth, that was also his family. It’s all fake, misleading and false propaganda. We are police officers. In our specific job description it says to enforce laws, make arrests and ensure the safety of the community. We are now advised to do none of those. Take away one of the above three things and you can’t do the others. Take away the arrest part and the other two are gone. No leadership and no mission causes the troops to wander around aimlessly. We have a specific job.. do it and stop trying to turn us into community ambassadors and social workers. We are neither and the history of policing and the specific job requirements which are written on paper say so.. give us a leader with a plan and give us something to do.

With 21yrs, you’d think you’d know that every job isn’t about seniority!
CAPS, tact, commanders & watch secretary’s etc always have been and always will be.
I recently retired with 33yrs on & some of the officers that felt seniority should’ve been used are complete morons! If I was a boss I wouldn’t want them in there either!
I’m sure the FOP wants it to be seniority but that’ll have to be a contractual bargaining issue.

No problem. If asked why are my numbers down I will say this: Very simple Sir/MAm, I answer my calls according to the Departments General Orders, Special Orders, and Patrol Division Orders. I patrol around schools, parks, play lots, CTA bus/El stops and stations, Special Attentions for my beat. When not paying attention to the various specified patrol activities, I am answering my radio assignments and conducting Official Police Business according the above mentioned directives. When I am not involved in these various activities I do go on patrol. I can not help it if my visible present encourages people not to engage in illegal activities and/or conduct. If while on patrol I SEE SOMEONE CONDUCTING AN ILLEGAL ACT I WILL ACT ACCORDINGLY. However, if I DON'T SEE ANY ILLEGAL ACTIVITY I CAN NOT ILLEGALLY PRODUCE ACTIVITY>

You are wrong about the bid position. If you bid for a spot you still have to meet the requirement necessary to do that job. Seniority alone is not the only issue. Usually doesn’t come up because in most cases anyone can meet those requirements. No so in the future when technology takes over

I am SO familiar with those 2 year wonders. The bosses see
something special in them and don't want to burn them out by
getting ACTUAL experience. It's in all lines of work. Just because
it's a new technology, they figure the young shits will be better.
They couldn't spot a drug deal if it bit them in the ass. There are
cops using all around them, yet they are unaware. They are also
being groomed to be incompetent house cats. It will be held
against them in the coming years. Raise? You don't have any
Street Cred. You never made an arrest. This is all we can afford.

I would love to go there to answer why I don’t do shit. It’s because if I do anything it’s deemed racist. I can’t point a gun at anyone anymore without going into deep explanations and paperwork of why, therefore I do not want to jeopardize my or my my partners life. All kinds of civilian goofs are Monday morning quarterbacking everything I do. Citizens are empowered to defy and fight the police. You kidding me? And you are wondering why I don’t do shit. You mayor and your liberal brainless political hacks have created this environment. Don’t ask me to explain why I can’t do shit. Look in the mirror and ask yourself that question.

So the commander is clocked doing 114mph---but he is given a ticket for doing 80mph---I guess the commander got special treatment from Indiana State Police; should have been charged with a felony for being more than 30 mphs over; i bet his pompous attitude ruined it for all other cpd officers kinda like what happens in Wisconsin. jerkoff commander; and then the moron press guy for cpd claims that the supt called the commander in to supervise interviews on a death investigation; yeah right. again the commander getting special treatment and the cover-up starts at the top; he should be stripped and put at call back, any other officer would have been stripped for sure; a staples guy that's why he isn't stripped yet, trying to save his dumb ass; miserable clear up rate and top echelon still in place and still making the same mistakes...

I hope they call me down. I’ll invite the media too and tell exactly how CPD really works. After I’m done talking, you’re gonna see several bosses putting in their papers and retire early! It will be a huge embarrassment for CPD.
