OT "Surges"

  • The Chicago Police Department spent $67.6 million on overtime through the first six months of this year despite a ten-year high in manpower and an all-time high in technology.

    With 13,350 sworn officers, strategic deployment centers in every district and area and shootings and homicides dropping, there appears to be no reason why police overtime can’t return to the $46 million-a-year that it was in 2011.

    That’s when then-Mayor Rahm Emanuel eliminated 1,400 police vacancies and started relying on runaway overtime to mask his shrinking police department.

    But records released to the Chicago Sun-Times in response to a Freedom of Information request show just the opposite.
The thing about OT is it isn't all Chicago money. There are state grants and federal grants that have to spent a certain way on certain personnel in certain areas. But we also warned the bean counters - beware of what you wish for.

Coppers are a generous lot. They volunteer. They donate time, money, sweat to all sorts of causes. And much of the time they did it for the promise of a late lunch or a courtesy duck here and there.

Was there abuse? Of course there was. There are human beings in the process, there is going to be some waste. But what was gained far outstripped the cost.

Then came swiping. Bean counters. Accountants. And what was once done for free, isn't any more.

SCC, this may be one of my favorite points you’ve ever made. You couldn’t have hit it anymore on the head. Just like you said, we do it for free for an early duck or whatever. Now, they’re learning exactly how much free time we gave them every year in return for a few small perks that they no longer want us to have. Great point SCC.

SCC: the rumor is that during FOP negotiations, the City has proposed requiring that Officers will identify their secondary employment times and locations. The city contends that it's in the Seattle and other department's consent decrees. Ok, so does the city lift the residency like these other departments as well? Giving officers the option to live in a place where public schools are a real option.

I am going to have to correct you, nobody who works in the finance division is doing any grants. Nobody with the exception of a few people who are in units. Trust me that is long gone as the Department supplanted so many grants that they basically can’t get any.

I thought we were fully staffed? That’s what they keep saying. Name an employer that pays unlimited OT to their employees and cancels their days off who claims to be fully staffed. If we’re fully staffed like they say OT would be only in rare cases and court. Canceling days off is should not be happening since we have over 13,000 sworn according to the Mayor. ☠️

Days off cancelled every weekend during the warmer months. More officers on the street which means more arrests which equals more court. Some of those arrests run passed checkoff which means overtime. I can’t wait for the swiping out, lunch denied? Pay me! Get a late call and have to stay passed checkoff? Pay me! Driving to the station for checkoff and see an unavoidable traffic stop? Pay me! No more sergeant’s making it up to you, now everything is being paid out.

I got on in 96, I was #271 in seniority in the old 023rd district, now 019 and 023 merge and they have a little over 200. Where are the bodies. There aren’t 13k.

No we don’t all know that. Pension Fund puts out annual reports and newsletters giving the number of sworn personnel, CLEAR list them by number. They are there, just not in the right places.

You let staffing levels fall to unsafely short levels, and crime skyrockets- and you have discovered it’s cheaper to pay existing cops OT than hire more officers AND cover their benefits, such as medical, dental, and pension contributions (lol- pension they don’t pay anyways).

You can’t cancel all our days off, and also request volunteers to work their days off- and then yell at us/criticize us for overtime levels.

My DSS is trying to figure out if everyone on the desk is going to have an assigned lunch. Yah yah, I know boo hoo, the desk doesn't do shit...Until the lobby is six deep and everyone needs a traffic accident report. All of a sudden all you who are just sitting there checking facebook can do is point to a desk officer and say 'he'll help you' as you wander off. At least where I work lunch is usually eaten at the desk
so we can keep the line moving.

With swiping out, I guarantee I'll be unavailable for my 30 minutes.

This is ongoing and like or hate Lori she will be making examples of some coppers soon the saying is "stupid is stupid does," applies here. Just a friendly little reminder.... JvD is STILL incarcerated and his family is STILL without a husband and father.
Maybe, if possible, do without a single (just one) cup of coffee this week and donate the $5 or so to someone and/or their family who are suffering far beyond what most of us could even begin to imagine.
I'm not a LEO, not connected to the family, etc. - just someone who is trying to ease the suffering of a family who really got a raw deal IMHO.

It seems that the standard operating procedure is that the desk crew will call in a car or two to clear up the backlog at the desk.
There are usually a couple of p.o.s hanging around there all watch anyway. No one assigned to the desk goes hungry!

Doesn’t make any difference if they are IOD, medical, callback. They are counted in the budget. Is the city supposed to replace an officer who’s on IOD or medical by hiring a new one?

Any working copper can do it by himself. It's right there in the computer programs that you have access to. If you want to do it correctly, go to the finance page first to ensure that you have all the sworn job title codes then run each code. That will give you an exact number. Takes about half an hour but you can fill you time waiting for you car to come in by doing this. I don't want to ruin your surprise, but's it's real close to 13,500!

More proof positive that if Democrats get any Taxpayer Money in their hands, they will,
