Pending last minutes updates/unpluggings, the Labor Day weekend tally currently sits at nine dead (eight by our timeframe rules) and thirty-three wounded. We predicted eight and thirty-seven, and a lot of people were in that range.
Now we see if Groot is serious about "accountability" (a characteristic that hasn't been part of CPD vocabulary in quite a long time) or just another Machine politician full of hot air.
The rumor mill has ground to life again and supposedly, the First Deputy is on the chopping block, because as everyone knows, the First is supposed in charge of day-to-day operations while the Supernintendo is a figurehead, a toy, a plaything for the 5th Floor to blame when things go wrong.
Someone else had a rumor that Groot is looking at an actual restructuring - a miracle if true - that would involve cutting some of the top-heavy positions, especially Deputy Chief, which for some reason ballooned from six in the 1990's to almost twenty under the last few regimes, none of which has had any demonstrable effect on crime. We shall see.
In the meantime, will we see even a single actual demotion after this weekend?

So from an organizational structure standpoint the current org chart is actually somewhat functional. You should download it and take a look for yourself. If you look at the command staff pictures at HQ, the number of bosses has actually been reduced in recent years. Everyone has the notion that we are too top heavy, but in reality we are just right based on the need. 6 chiefs. 18 deputy chiefs. 44 commanders. 33 captains. That’s the allotment. At one time we were well over 100 exempts. Not including 80 captains.

Since the inauguration in May, we appointed an experienced and qualified Board of Education with representation that reflects the diverse voices of the students, families, teachers and staff throughout the city. We put a plan in place that will make critical improvements to more than 300 schools – including many long overdue repairs in low-income neighborhoods.
This summer, we also announced a plan that will add 200 social worker positions, 250 nurse positions, and additional case managers for our highest-needs schools. These new positions are crucial for helping meet the unique needs of each CPS student and promoting social-emotional learning in our schools. We also announced a plan to strengthen career and technical education programming in our schools and pledged to spend the next year engaging with the community to determine if there is a more equitable way to fund schools across the district.
We want our teachers to be fairly compensated, and for our schools to compete for talented educators across the region. We’re continuing conversations with teachers and their union on a new contract through a fair and productive collective bargaining process, and we have offered a significant pay increase for the first time in years: the average teacher’s salary would increase 24% over the proposed five-year deal.
I hope that many of you share my excitement for the start of the new school year this week. We’re going to keep working to make this a great year for students, parents and teachers, and do everything in our power to set Chicago kids up for success in a safe and nurturing environment.

Riccio is a nice guy but when you look at his career, he really hasnt done much and has been taken care of since the academy. Good for him but that doesnt qualify you for first deputy. I think his dad was an inspector back in the day and obviously had some juice. That's why the kid has been taken care of. I think he came on in 1986 and it's been an easy ride since then.
The Mayor won't even demote Escamerit for all of his fuck ups. I don't see much of anything happening to these goofy Exempts but I hope I'm wrong.

With the downsizing of the inmate population due to judicious use of I Bonds, even more Correctional Officers are available for crime prevention patrols. This initiative falls under DOPE. (Deputies on Patrol Endeavor). These programs are under the umbrella of DOPI. (Deputies on Patrol Initiative). Please continue to work with our County Partners in continuing to proactively prevent crime in our communities by supporting COP, DOPE and DOPI. Working together we can accomplish more.

Captains are NOT exempts and should not be lumped in to that group.
all the extra deputy Chief spots started under that goof McCarthy. He started making commander spots in Districts Deputy Chiefs. He was never a Police Officer and a political hack his while career. Thank God Rahm did one thing right!

Lets look at span of control. A chief has 3 deputy reporting. A deputy has 3 (2.5) commanders. When I was a sergeant a number of years ago I would have a two or three page log which is about 20 to 30 officers doing front line supervision.
The system is top heavy. Six would be a workable number.

WRONG! Captains are "Senior Executive Service." They have a defined process to demote, they are bargaining members and they get overtime. Exempt rank has none of those protections or benefits.
