Busy Day on the River

So the Marine Unit gets called for a floater in the South Branch. Then they find a second body:
  • Two bodies, one of them badly decomposed, were found within about an hour of each other Friday morning in different parts of the South Branch of the Chicago River, according to Chicago police.

    The marine unit responded to a call of a body in the water in the 2700 block of South Damen Avenue about 6:40 a.m., according to police. Officers found the body of a Hispanic male of unknown age at 31st Street and Western Avenue, police spokeswoman Karie James said.

    As police were leaving the scene about 7:50 a.m., they were alerted to a second body in the water around the 2400 block of South Halsted Street. The body was that of a man, wearing a dark T-shirt and camouflage pants. The body was “badly decomposed,” James said.

    Detectives were conducting death investigations.
It's not always Baywatch we suppose.

When junkie kill each other and are thrown in a body of water all those cuts and bruises go away. All you have is a big slab of pus and meat.

With no VISIBLE STAB wounds OR bruises they become closed by accidental drowning.

The CPD has boats, divers and helicopters....The CPD marine unit can generate revenue as law enforcement if they choose but went "fetal" decades ago before it was in fashion and is the #1 clouted position on the department

The CFD has boats, divers and helicopters....the CFD divers actually deploy into the water directly from their helicopters but aren't law enforcement

It costs about $2k an hour to operate, maintain, fuel and staff todays helicopters.

I'll never believe this city is broke while continuing to maintain both these redundant, ridiculously expensive units of government

Seems like there’s been a lot (uptick) of evening maritime activity including accidents and “death investigations”.
Known for once being a dumping ground all sorts of cow and goat parts in that portion of the river.
Gotta wonder if the Rio Bubblly Creek is now a local drug distribution route with a few established logistics depots along the route.

It’s a long stretch, but someone that’s desperate enough can run a skiff down to the Gulf in a matter of a couple weeks, hazardous during night but anytime of the day or night is completely unmonitored and no cargo inspections except maybe for a few locks to pass through.
Any entrepreneurial multi-commodity smugglers could even do 3-4 legs of a Mississippi trip and never encounter a checkpoint.

It’s not a killer. Bodies pop up all the time in the lake and river. A lot of people drown. You’ll have about 8-10 people a year die in or very close to the harbor every year. Right next to navy pier. You get these assholes with their expensive boats, they get black out drunk and they crash into the break wall, other boats, etc. people constantly ignore small craft advisories. A small craft advisory is when the coast guard will make it known that no boat smaller than X amount of feet should be on the water that day due to the waves or incoming storms. They ignore it, do it anyways and end up capsizing and dying. Their bodies pop up eventually. Or people jump in the lake while the water is rough because they think “it’s just a lake, and plus navy pier is right there, what can possibly happen!?” And they don’t realize that Lake Michigan is super powerful and very violent and then they end up popping up a month later. Bodies turn up ALL the time, especially in the spring, you just don’t hear about them.

Lakes have the highest body counts of any body of water. The underwater currents pull bodies, and unlike the ocean, the tide does not constantly surge to shore. Search and Rescue in lakes is pretty much body recovery. Can't remember ever finding a live one; Add alcohol and poor swimming choices (people fear the surf, not the more gentle appearing swells) and it adds up worm food. "Hey our cousin just waded out and we haven't seen him in an hour". "We'll advise the boat units, sir"... Which translates to the divers will be watching for Cousin Frank to pop up when the tide changes. Never fails

Never a good job unless you're scuba diving in the Bahamas. Cold lake waters require a dry suit, not the mention the hazmat angle. Most dangerous diving in the world is operating in cold, dark, dirty and uncertain circumstances. Floaters are just part of the deal, and just unpleasant. Lots more danger to the job than coming face to face with fish food. Those boys earn their keep.

Only redundant until your oxen is gored. Search and rescue is an expensive form of insurance, but it separates us from the Third World, not to mention crime scene and contraband operations. Waiting for victims to wash up on shore instead of supporting air and marine ops is something that not only looks bad, but screams out poverty of spirit. This isn't some Third World sh*thole, and to imagine that the City cut out live saving and crime fighting elements in air and maritime areas in a major port city is flipping asinine. I can only hope that you never have to watch a loved one suffer because of a bean counting decision. Somehow I think this poster would be less than thrilled to drown or worse should he have need of these services. Best watch what you wish for clown, you might just get it next time you're somewhere that lacks the resources our citizens take for granted.

Nice summary.
Kids usually have a healthy respect for water.
They learn to swim but know they don't belong in deep end.
Some adults forget this respect, but lawyers know it well.
Water = Danger = Liability
The in-ground swimming pool was lusted after in suburban 60s.
Many homeowners had them installed only to find them a liability
when sell time came.

Chalkie must have some special waterproof chalk that works in the water. Field strip two cigarette filters and soak them in skin bracer, then jam them up your nose. It works better than vapo rub.

When I was on the Wagon and we removed stickers,I brought a spray painting mask for 30 bucks at Home Depo with that on I could not smell the worst stinker .

Out west, many municipalities and counties operate fleets of aircraft. Both fixed and rotary wing. They seem to have managed the cost and determined that it is cost effective to operate them.

What makes a helicopter pricey to operate is the number of components that are service limited, either by time or cycles. Newer modern helos have parts with greatly extended service lifes and reduced maintainence requirements.

Other places operate fleets. Chicago can't even run one aircraft.
