Action, Reaction

  • The number of arrests and criminal summonses handled by city cops last week plummeted compared to the same period in 2018 — and law enforcement sources warn it’s the “Pantaleo Effect.’’

    Officer Daniel Pantaleo was fired by NYPD Commissioner James O’Neill on Aug. 19 over his role in the fatal takedown of Staten Island cigarette peddler Eric Garner, enraging police officers and their union leaders, who argue the cop was simply doing his job during an arrest.

    Police Benevolent Association chief Patrick Lynch responded by angrily telling his members to “proceed with the utmost caution’’ when answering calls — and new statistics obtained by The Post on Monday suggest officers are heeding his warning.

    Arrests dropped 27% between Aug. 19 — the day Pantaleo was fired — and Aug. 25 compared to the same period in 2018, with police making 3,508 busts compared to 4,827.

    The number of criminal summonses issued fell nearly 29% over the same period, going from 1,655 to 1,181, the figures show.

Last time they had issues, they stopped writing tickets. The city Comptroller started freaking out, because the cash flow was not flowing.

I’m surprised that this effect wasn’t seen in Chicago. We have the same shit going on here. I wonder how anyone gets anything done with no backing from Special Ed!

NYPD is a different animal than CPD altogether.
Though they are our brothers in arms, our cities are different, our problems are different, the way we think as locals is different, and I do take offense to the idea that we need to try to steal every idea from NYPD and implement it here. But I’m way off topic........

One thing the NYPD is insanely good at is sticking together. They come together for common causes that affect their members. And I wish we as a department were better at that. That would never happen here. Ever. Because some guys want to get to Taft. Some guys want to keep their spot in OCD. Some guys need that early car, or a management watch spot. Some guys are chasing a merit bump. It seems like here everyone has a reason why they can’t show solidarity, and NYPD just gets shit done. Out there, EVERYONE IN THE ROOM turns their back when their mayor passes. EVERYONE scales back arrests and tickets.

And I do tend to believe that a lot of that has to do with their union leadership. Their union speaks up for its troops, and isn’t afraid to go to bat publicly and vocally for the interests of its members. You know, like a goddamn union is SUPPOSED to do?? I read stories out of NY about stiff their union reps say, and I think to myself “well that must be fucken nice. Why cant our union get our voice out there?”

The more I think about it, I’m all for this Catanzara fellow taking the reins. I know he’s rough around the edges, and might not be the classically proper/right choice, but fuck it. His heart is in the right place, and he has no problem speaking up. It’s been far too long we remain unheard from, and our union plays behind closed doors. I want someone who represents us, and isn’t afraid to show it. And hopefully he’s smart enough to surround himself with people that can reel him in when necessary and guide him- but also let his passion come out at times. And though he would also need to surround himself with people who understand some of the politics of the game, I can guarantee he would be a force to be reckoned with in the contract negotiations.

Regardless, NYPD, you put a smile on my face knowing that such camaraderie is still possible. I’m just terribly sorry one of your brothers has to go through the ringer to achieve it.

Oh, and I love how in the article the department said in part of its statement “These dedicated officers practice precision policing — focusing on the offenders who commit crimes, not the accumulation of raw numbers.”

Oh really? Not the accumulation of raw numbers? Then can NYPD explain Compstat?
Where bosses look at strictly RAW NUMBERS and yell/berate people beard on raw number inadequacies?

That's how it's done! Keep up the good work. Only arrest those that absolutely have to be arrested. Stay strong, and don't give give them what they want, a piece of your hide. I still remember when they turned their backs on that lousy shit of a mayor. They have no respect for you, give them almost none back. Just what you have to, nothing more, nothing less.

To 12.14am—in NYC, what we call a Mover, Parker, ANOV, etc, they call a summons. Police in the entire NE portion of the USofA use that term.

My question: The NYPD supervisor was on the scene, why is she not being held accountable?

Look what is coming boys and girls: awaiting Gov. signature and awaiting implementation next year California POs can only shoot or use deadly force out of “ necessity”. Necessity will be determined after the fact by the prosecutor and judge.

Stay strong NYPD (all law enforcement) this too shall pass.

CPD does not stick together. Every time we should be using “caution” when responding to jobs...I hear people chasing cars...foot chases etc. That’s not using “caution” and the city knows we’re fractured and relies on it. Kudos to NYPD

I think you may be right. Seems to be FOP is in bed with the city. They are like fake republicans, tell you anything to get elected, when in reality they are playing for the other team.

New York had a very strong Mayor In Rudy who supported the NYPD. The last mayor here that was supportive of the police was Byrne. That was long ago. That's where the NYPD gained a strong unified union. CPD has not had that backing and the FOP has slowly weakened. Look at Mayor Lori hates the police and FOP. She wants the scouts of America to police our city not the police who have an impossible dirty job. She just doesn't get it. Lori is no Rudy and therefore you need a strong leader at the FOP and we have not have one in years.

I would suggest for the members of the Chicago Police Department to be very cautious under this new administration in City Hall. If I was still on the job I would not do any "quality of life arrests", or discretionary actions and only make arrests based on a signed complaint of a citizen. Then, call for a supervisor and many assist cars. Of course, all of this changes if a life is in danger. The NYPD has their Emergency Services Unit ( SWAT) on the street at all times and their orders is to call for the ESU whenever an arrest is to be made and resistance is possible. Watch yourself. If something goes south in your arrest, and it becomes a media frenzy, no one will be in your corner.

I blame the tactical teams, mission teams, and 06 teams for the lack of unified cohesion in the department. Their supervisors brain wash these kids so well that they would probably jump off a high bridge if told to do it. They constitute a wedge between them and uniformed officers in each district creating disharmony. It’s the old divide and conquer strategy being employed by the department’s phony bosses in an effort to do the mayor’s bidding.

Baltimore officers did the same thing a few years back when their ASA indicted the six officers in the Freddie Gray case. The police discontinued proactive policing permanently.

The media are so adept at twisting things, it seems that any arrest of the right demographic is a potential problem. That's what this is about. Blacks are equal to whites. They commit the same amount of crime. So stop arresting them more. Plus, there are a lot of social and economic benefits that can be had from all of this perceptual turmoil. So it's a win/win situation for them.

Yes we can take breaks and slow down significantly but deep down we still answer the call when needed. It's embedded in most of us

Live tonight at 1800 hours will be " the groot " giving her doomsday crybaby speech. If you want to point the finger at someone, point it at your political party and all of it's goons who have burned this place down to the ground in the last 25 years. I'm proud to be a chicago police officer and we are all still " chicago's finest " no matter what anyone says.

Your right about NYC and Chicago being different. NYC way bigger than Chicago with a diverse population 3 or 4 times the size of Chicago. That just means more gangs, more poverty, more illegals, way more potential victims and criminals BUT LESS SHOOTINGS LESS KILLINGS LESS CRIME PER CAPITA. The question now is why. All you have to do is look at the elephant in room called MERIT AND CHICAGO WAY. Boom there you go about is all merit and see what happens.

Nypd sticks together and responds appropriately when they get abused.

It's all about the will to do it. There are 9,000+ men and women in Blue. Loose 2,500 (just picked that number out of the air) that like their spot and won't support any job action. The rest of us combined is a big number provided there is unity of force. Without that will to unify we will "hang alone". That's our situation right now.

FOP leadership is shameful and non existent. Labor Day weekend is upon us. Let the self cleaning oven do its magic. Our fate and that of the City is sealed until we unite and have real leadership and unity of action. In the meantime keep the line to the gallows moving.

The guy that makes all the noise is my union, the SBA and our president Ed Mullins. Every other union wishes he was their president. He’s the guy with balls as big as church bells. That said, we do have an issue with sticking together when it comes to job action. The reason why arrest activity is going down even more is because of self preservation. Nobody wants to be the next PO Pantaleo. Also, since everyone has cameras on them and speaking about “numbers” is illegal, nobody can be held accountable for less “activity”. On the news here, city council wants to pass a bill that we record the race and ethnicity of all drivers stopped. Woe be unto the poor officer that stops too many in the protected class. Car stops will also plummet. I promise that. Anyways CPD, god bless you guys and stay safe. More importantly, stay “fetal”.
Do that and you might see anpension.

I grew up in the Big Apple in the 70's and have the utmost respect for NYPD. I can't blame them in the slightest for this.

My mom lives in NYC; I wonder what she'll make of this. I hope she's going to be okay.

About 14 years ago a Illinois State Senator by the name of Barack Hussein Obama proposed a bill that would require all law enforcement officers in the state of Illinois to record a number from data points from traffic stops in order to determine if racial profiling was occurring in this state. This freshman state senator claimed he was a victim of driving while black numerous times in his life as well as the constituents he represented. The data points gathered, such as perceived race of driver prior to stop, actual race of driver, violation observed, time, date, location etc., are to be recorded on a card or on a sticker placed on back of citation. All of these cards and stickers are sent to the state to be tabulated, studied, scrutinized every which way to uncover rogue officers victimizing citizens with racial profiling. The social justice warriors throughout Illinois were frothing at the mouth in anticipation of uncovering the rampant racial profiling that was occurring throughout the state. But after 14 years of tabulating and analysis, not one instance of racial profiling was discovered. I have burnt out numerous pens filling out and approving Traffic Stop Statistical Study cards over the years and to what end? The professional officers of the NYPD have nothing to fear. Just keep doing what you have always done, if you see a traffic violator pull them over.
