Groot Speech

  • Mayor Lori Lightfoot on Thursday entered the living rooms of Chicagoans in a televised address to warn of “hard choices” ahead — and revealed the bad-news number all were waiting for: a $838 million deficit.

    That was the main reveal in a 26-minute speech in which Lightfoot said no options are off the table to tackle the city’s financial crisis — and that she’d sacrifice herself “politically” to get it right.

    “Some of our solutions will be hard. Yes, they may involve putting ourselves at risk. And if it means that I sacrifice myself politically, so be it in pursuit of the right thing,” Lightfoot said at the Harold Washington Library’s Cindy Pritzker auditorium. “We don’t have a moment to lose.”

    Lightfoot noticeably pivoted to the state on two key issues: a Chicago casino and pension consolidation — showing her political hand in amping up the pressure for Gov. J.B. Pritzker and state lawmakers to help the city out.
A whole lot of hot air...more like a campaign commercial than a roadmap to solve problems. There weren't many suggestions for "cutting." More about "restructuring" and "hard choices" which we took to mean tax increases.

Instead of cutting services, wasteful programs, laying off non essential workforce (we are looking right at you TMAs and school safe zone hacks) and reducing the city council members and thus millions of dollars in alderman slush funds; we have yet another brilliant mayor who just decides raising property taxes and tax on businesses is the way to go. This BS state of the city speech which elicited zero plans for reform in the city budget was just grandstanding by a mayor who has no real plans to do anything besides raises taxes, but she will put on a show for the next month pretending she tried her best to avoid raising taxes. She's a worse actress then she is mayor.

The last two mayors sacrificed themselves politically and they are doing much better monetarily. Politicians never suffer even when booted out of office. They always find another office to run for or get a much higher paying job. In her case as an attorney who held a public office the sky is the limit.

We really may be entering upon a New Era in Chicago Politics. Historically, going back to Carter Harrison, and his son, Chicago Mayors have served multiple terms. Rahm would have been a one term Mayor if he had not suppressed the McDonald video, and allowed Van Dyke to have a speedy trial. Now "Lightweight" may face one term, depending on how she handles tax increases.She made it clear that she was most concerned about Black and Brown Communities; while making No Mention of White communities, like Mt. Greenwood, Galewood, Edison Park or anywhere that was not in "Decline." It was also interesting to see how "Groot" had no reluctance to blame Rahm, while remaining loyal to her political Mentor, "Mumbles" Daley. Whatever the case, a casino is NOT going to raise $800 million dollars, so she better come up with something fast. Groot’s Speech? EPIC FAIL!


The only big reveal from last night was that the deficit is $838 Million. Not a big surprise, and widely predicted. That is a statement of the PROBLEM. Groot, if you want to be a LEADER and not a MANAGER, we need to hear from you about a SOLUTION, not just the PROBLEM.

Here is my Chinese menu of options:

1. Get Springfield to put a constitution amendment on the ballot to revise the pensions. This would be your best option. Because the pensions in their present form are mathematically unsustainable.

2. 10% across the board spending cuts. Yes, this would go hard on the few departments that are actually financial responsible and be easier for the departments that are financially lazy. That’s not fair, but life is not fair. And we are in a crisis situation. But it beats the hell out of ramming it up the ass of the tax payers.

3. Get Springfield to authorize municipal bankruptcies. Many other states allow muni’s to file for bankruptcy without state approval. Illinois does not. Why is Springfield so damn arrogant that they think they know what is better for the muni than the muni itself? (Answer: because if Chicago filed for BK, every single transaction would now be subject to review and investigation by the federal bankruptcy trustee. And there is a whole lot of corruption buried in there that Illinois politicians do not want to see the light of day).

4. Get the US Congress to amend the US Bankruptcy Code to allow muni’s to file for bankruptcy without state approval. Of course this would be a whole lot easier to accomplish if you hadn’t spent so much time punching Donald Trump in the nose with all of your sanctuary city bullshit.

5. Get the cascino up and running. Indiana is way out in front of us already. When are going to cut the PC crap and actually get something done? Won’t solve all our problems, but it is a start.

Groot, your speech last night was a complete disaster. Ever since your speech was announced, everyone was looking forward to hearing the specifics of what you were going to do. And what did we get? A great big NOTHING BURGER.

Wake up, honey. This is the real world, not some U of C academic exercise. Your status as an Affirmative Action triple play ain’t gonna allow you skate thru this one. Real results and performance will be required here. And that will require a REAL PLAN.

And from what I heard last night, you don’t have one.

Wow she did not offer ANY solutions or a roadmap. In office for four months ... what has she been doing? She should just cut 10-15% of the City workforce except for police / fire although some leadership positions could be consolidated. That will close a $800M gap easily. Entire budget is 10.9 B which is 80% payroll. She has to do it b/c budget gaps will get much bigger every year as more retirees pull down pensions. Next step should be to work with Springfield to pass legislation eliminating pensions for future employees (move to a 403b). Last step would be to raise taxes big time to come up with revenue to try to tackle the $28 B multi-year Pension hole. Lastly, City should reduce City worker headcount by 3% every year through a self-imposed multi-year hiring freeze - in other words, when people retire or leave, do not refill most positions. This will free up money for annual pension increases. Lastly, stop welcoming very poor 3rd world illegal aliens. Unfortunately Chicago does not have the money to support them on its welfare system. Mayor should just take some city funds and write a check to these countries if she wants to help them. A tiny tiny check. My heart hurts for these folks too, but Chicago needs to keep every $1 for the pensions and poor it already has (and it has a lot of poor). Taxpayers and existing Chicagoans need to be taken care of first.

Reality is Mayor will NOT support any of my proposals above (I’m sure her team skims these comments). Instead she will just come up with more tax increases that will accelerate the death spiral. First recession that hits the country will turn Chicago into an accelerated insolvent wasteland. It’s so sad 😭 because this is the reality of Chicago’s future. I used to love this place. Politicians have destroyed it - most people don’t realize it yet. Bear in mind, Illinois and Cook have insolvency issues too - can’t keep raising taxes from all angles - people will leave faster. Progressive income tax will drive out flow-through tax businesses like S-corporations, LLCs, partnerships, LPs etc. Jobs will go too. Taxes will destroy the state and city - we will just have the poor. People will keep leaving and they’ll have less tax revenue.

27 BILLION is all that matters. No way to tax or fee or borrow that much. What's Left? Bankruptcy and getting out from ridiculous pension obligations. Know you don't want to hear the reality of the problem but that is it in a nut shell. Your going to have make do with a lot less than promised, so will CPD and CPS. No way to avoid that fact, and will be sooner than later if the predicted recession happens. Have a good solid plan B your going to need it. LightBright's speech was a warning to taxpayers and the unions that taxes are going up, and your contracts are targets to "save money". She needs to look hard at CPD's bloated and expensive rank structure, which has too many layers of "staff and command" running around doing nothing useful for the City. Several million a year in potential cuts by retirement, as well as reassignment to Civil Service positions at lower salaries. Next, end the guaranteed lawsuit payout--stop settling cases despite the evidence proving officers and the City were RIGHT all along. Maybe Lightbright needs to personally review some of these cases and proposed settlements, and remind the Law Department/Corporation Counsel that taxpayers pay all settlements. I live just south of Chicago, and the sucking sound I keep hear daily is life being drained out of the county and state by the City's terrible political situation.

How come the so-called journalists of this city’s fake news media do not ask the obvious questions? Those questions are: If the city is submerged in staggering debt, why are billions of dollars in TIF funds sitting idly by, only to be dispersed amongst wealthy developers? Wouldn’t the taxpayer funded TIF’s be better served shoring up the city pension funds and honoring the city’s debt? Or does the mayor prefer to continually overtax the working residents to the point of exodus?

I don’t know where we as Chicago stand in the list of revenue income rich nationwide or world for that matter, but let’s say we’re #3 behind L.A. and NYC.
And only yesterday, as if this poor-mouthing is an entirely new approach, we had a bug-eyed sprite saying we need a welfare bailout from an equally revenue rich State of Illinois, who through decades of mismanagement and pandering can’t even pay its own bills, mostly due to doling out entitlements and non-revenue producing agencies to run these programs.

Many pundits say Groot LightLoafer offered no solutions during this prepared locally televised speech and likely was just a publicity stunt.
TIF assessment, collection and distribution wasn’t mentioned.
(Which $200,000 of it was used to unnecessarily redecorate the mayoral lair.)
Blame was directed to future pension and wage increases.
She was a uniform total pension consolidation - bad idea and will never happen.
Was CPS mentioned in the cost cutting?
Of course the CPD budget is mentioned in city public surveys.
Blame was also directed at Rahm not doing his job AND leaving her a plan to follow.
Mmm-mm-mmmmm.

Typical Democrat governing, so easy that even novice bull toad LightLoafer can do it.
Ask for a bailout before even drafting a budget plan, making those budget cuts, eliminate all spending on frivolous infrastructure or even try and pretend to listen to the financial experts and not re-election advisors.
Heck, I’d settle for just postponing all these housing developments TIF deals.

Yeah-yeah-yeah, she can say her political future can be jeopardized by tax hikes, but that $200,000 office makeover says otherwise.
I haven’t see it but I’m told the office now mimics the LesterCorp in the movie ‘Being John Malkovich’ only that her ceilings were lowered to 5-1/2 ft. with lots of flannel plaid upholstery and taxidermy. Quite woodsy and brawny.

GROOT has to reduce the number of aldermen for starters. Have 10 aldermen and 10 wards instead of 50 aldermen 50 wards. Springfield and Chicago have to change the formula and make it easier for Chicago to get a Casino. Chicago will make some revenue on recreational marijuana. Chicago has to use some TIF money to fill the budget.

Here's one money saving scenario. Cut the aldermen down to 1 per police district, that's your ward. Redo boundaries as necessary. 2 full time staff members. Plus City College students as unpaid interns to help too. Office located within the district of your ward. Your office space is where the timekeepers will soon be vacating since it is all computerized now. The community room is at your disposal for meetings, events, whatever is needed. Ward funds are dispersed after a vote from your constituents what the money should be used for. That will then be voted on by the city council for final approval. If we the police are supposedly the problem, now you can join us and be a direct part of the solution.

Cut schools if there aren’t as many kids going

No free super at any school or meals when school is not in session
School budget is so inflated that it’s over half of our property tax
Start selling all the city owned lots / land
Sell any city owned building that isn’t used
Stop leasing city space in other renters property
Recycle city paper and metals
Look at assets not being used and consider selling or repurpose to another agency
Consider changing adjacent towns or villages for police or fire services
Sell more water to other villages, with pay up front before getting any water
Stop any new building project for 4 years and relook at it when finance are better

Taxing the shit out of any group of people will only convince them to move. Lower taxes to rebuild the population. Do they really want to run the business out.

I don’t believe any of these ideas are going to be implemented. So, I will make plans to move from the only place I know. To bad this was a nice place before the Democrati Party became the DemocRATS! The party no longer stands for the same values. You can’t keep waisting or spending money you don’t have. Most people are beginning to feel the pain of being broke from their government.

The budget is $9 Billion. The shortfall is $838 Million.

Simple solution: 10% across the board budget cuts. No property tax increase will be necessary. None.

Yes, this will mean some layoffs but CPD (among others) is so top-heavy with useless, do-nothing command staff that this should in no way impair operational effectiveness.

Remember also that Taxwinkle claimed the sky would fall if she was forced to repeal the soda pop tax. Well, she did. Anybody notice any difference, other than the tax is no longer there? Not me.

studies in the states that have legalized recreational weed have shown that consumers only use 25% of the legal weed, the rest from street dealers. Cheaper, no taxes. And, the states that have legal weed export most of what is grown there ( not a legal export by any means).

Lori , make them pay 9.5% of salary into pension with No Pay raise for 4 years , Do not extend school year , if they strike , hire some new blood , right out of college for $40,000 a year , they will be better teachers .
Require all teachers that walk out (it's their right to strike ) to pass the Basic Skills Test required by all new teachers and provide proof of residency before they can return as teachers . Many will not strike , many are incompetent and live in suburbs .

I never expected Lori to care about White communities, including now mostly integrated Galewood. The casino is a pipe dream, similar to Gary's casinos.
