The Department has decided morale was too high, so they're throwing a wrench into a lot of lives (click for larger versions):
So much for caring about families with young kids who might need a little more than two weeks to make alternate arrangements to pick up / drop off / trade cars with kids.
That's the thing you can count on with this department - always taking care to make sure families are okay.
UPDATE: FOP has a notice out that they are contesting Fred Waller's claim in the first paragraph that this isn't a Contractual issue subject to mandatory bargaining. Fred claims it's within two hours, so it's legal. We imagine FOP is going to claim it isn't a temporary thing, but rather permanent, and therefore must be negotiated. We'll see shortly.

Don’t ever think that this city cares for the police. This is a disgrace, it’s time to get a real union that at least does something. All you losers who say residency is the law, how many times have laws been unconstitutional? How many schedule changes have the firemen been through?

Well I won't be swiping in until start time through 7 minutes past start time. They're going to need 45 minutes for roll call just to allow for officers to dress for their tour, have actual roll call, obtain equipment/vehicle, and sign the log. The days of swiping in prior to tour of duty are over.
The 1400hrs start time for 3rd watch still have the assigned vehicle for the 2200hrs 1st watch crew

Does anyone in HQ every read our contract before signing off on new orders? 1300hr start time for the Desk is outside the -2 hour start time.

Since you can't be trusted to know how to hit the street or checkoff or anything, it's time to slow roll the dept.. Ask the sgt. what to do after roll call, ask the sgt or lt. to help do your vehicle inspection, get your radio, get your taser. If you continue to let the city treat you like children and not law enforcement professionals then you will end up completely vulnerable. Obviously city hall is trying to run the dept. and they hate you. They know nothing! They don't patrol the streets. They have no balls to take control of the streets. Don't allow them to make the 'box' of latitude smaller and smaller into nothingness. You must become maliciously obedient to prove that their way, will not work. To follow all the rules, means you do nothing. Don't make it work. Stand up and push back! Turn your back at roll call. Meticulously do your e-learning. First off. This swiping out is not being followed by a LARGE number of people in the department contrary to what your bosses are telling you. Watches, gang, tac, units etc.. many ARE swiping in to get the numbers up but there are still the Lieutenants who want to be captains, captains who want to be commanders and commanders who want to be deputies so bad that they have completely sold their soul incase someone says hey he is a good little boy, let’s promote him. They want everyone swiping out just so they are the ones not getting called out and might be promoted one day. Terrified of Lemmer at compstat. That’s what all of this boils down to and it’s a sad state of affairs. Perhaps we should name some of the older and retired bosses from our past who would have told this whole system and Lemmer to kiss their behind. Now, it’s the numbers yesmen who don’t want to be put on a spotlight by a nitwit at compstat. Prime example is here in my Downtown district. Tac, 2nd watch and midnights have swipe outs in the 55-65 percent range since this started on the 30th but our 3rd watch company man Lt NEEDS those captains bars so bad that third watch stays to swipe out. Rules for some I guess. The Lts are the worst because they will do anything to get that bump. I have three years left till I hit 29 years. I may just hang it up in April and avoid all this. When other officers or units fight to improve their conditions, so many on the job say fuck them. It's the complete lack of unity on this dept that allows this type of treatment. Unless we unite we will always be treated like this.

Here’s a shot in the dark... Hours for third watch: 1500-0001. Reality this is one minute of OT. Compiled this is $$$ for the Department members with these hours. Midnight is 0000 hrs, but for decades the department states this end of tour as 0001. All members need to be compensated in either time of money for this extra minute of work. This could be astronomical considering; weekly, monthly, yearly and so on. The brass wants to play games, LET THE GAMES BEGIN!

Engaging in any type of a job action will get you fired. Do not do it. Just come to work and do your job. Then enjoy your life. Don't stress yourself out.
The new people will continue to write tvbs in hopes of making tact. The even newer hires will never know what they missed. They implemented this perfectly with the mass hiring. It all started in 2015 with the ISR.

I think it’s about time they went back to the old schedule. The only ones bitching are the 3w people that done get a 3 hr early duck every day anymore. Let’s be honest, the 3 hour overlap was suppose to make sure that there were more cars on the street at the critical times but in reality 3w just got an early duck every day. Hopefully they go back to the 6-2 schedule again. The trifecta would be to go back to rotating watches. Although it took a toll on the body, camaraderie was higher than now. And the watch parties? Don’t even get me started!!!

I work the desk on 3rd watch now. My start time currently is 1300. I don’t see the issue. I hope they don’t push it back 1/2 hour. It sucks enough that I don’t get to leave when my relief gets there anymore. If they didn’t make this concession, I’d be working even later every day!!
The original draft of the general order allowed officers to workout during the first 45 minutes as long as they signed a waiver that if they get hurt it’s not IOD. The order also stated that after roll call/inspection you have about 30 minutes before face to face relief. During this time you are to utilize caboodle to identify crime trends, check and respond to department emails and catch up on streaming videos. That’s probably a good thing instead of constantly holding cars down (especially in undermanned districts) to go in and watch training videos.
Unfortunately they are allowed to adjust the starting times the way they did...no more than 2 hrs from 1500 hrs...but they could have given more notice
Those 3rd watch officers having to work 15:00-00:01 should fill out a slip every fuckin day for that ONE minute of O.T. Fuck these assholes!!! The department doesn’t realize that 00:00 exists and is an actual time so they wrote 00:01 like a bunch of fuckin morons that they are. Fuck em!!!!
This is how the schedule was a few years ago and I can remember everybody complaining about it changing. Now it’s changing.and everyone is complaining. Make up your mind. Btw. I like the later start time on first watch and assigned vehicles.

Fine, the shitty (city) wants these new hours. Lets start them after the start of the new year, so officers with side jobs or family issues can decide what watch works best for them. Put it all on the table before shift bids, also why did this come out right after the last day to file to retire next year had passed.

Yup. And make sure you go the fake “we are all one big happy family” BS Christmas party. And no it’s not for the retirees it’s for the bosses who after treating everyone like garbage all year hope you forget and come to the party and show how happy you are. It’s a me me selfish department now. How long has it been without a contract?
I was on the job for 30 years. I'll say it again, I was on the job for 30 years, meaning I didn't do the job for 30 years, at times I did more than others. At times I did less than others. In the end, everything balanced out. Looking back, it was a good job and a noble profession and it still is. With police officers hands cuffed behind their backs, the job is now easier than ever before. Anyone with a few years seniority knows this. Having said this, all the negativity, all the complaining by the P.O.'s is more toxic than anything headquarters and cityhall dishes out. What's worse, whether we admit it or not, we bring it home to our families. I walked in your shoes for a mile or two. This makes me qualified to voice a fact or two. There was a block of time in my years there, when I too became angry and bitter. This can happen easily with everything that's wrong in the department. During one of my bitching session, a young officer said to me, "Wow! I hope I'm not as angry and as bitter as you are when I have your time on the job". The young officer's words were a wake up call for me. We all seen the following comment on this blog: if you don't like it, go do something else". Fact is, as bad as things are, the pay and benefits are still worth staying for. Many have forgotten the pride and honor this profession brings. There's a happy medium in this profession. Find your happy medium, your comfort zone, and stay inside it. Thruths are simple, our thought become our words and our words become our actions, hence our happiness, or our bitterness. Don't change the world, change your world. We're supposed to be Chicago's finest. We can't change the department, we can change our mindset. For anyone thinking this is easy for me to say because I'm now retired, you're correct. It's easy because this is the same advice I give my son, who now wears the CPD uniform. No ones mind needs all the negativity and toxicity. As for the change in starting times, this department will never throw anything at us we can't handle, we're that strong. Stay strong and stay safe.

This is a rehash of the titanic failure that was the squad schedule pilot program that afflicted the 012 district when 012 merged with shithole 013 back in 2013.
It sucked in 2013 and it sucks today. Didn't work, can't work.
How can I prove it didn't work? When Kulbida took over command of 012 from Staples, even HE recognized squad schedule didn't work and shitcanned the pilot program.
But this stupid schedule with all its buzzwords in the Order like "accountability", etc. has returned from the trash because of the all-wise, all-powerful consent decree that has been foisted on us with absolutely no protest or pushback whatsoever.

They have there own union in Boston and New York. We have duties completely different from patrolman and we could actually use our dues to hire real labor attorny’s instead of buying Kevin Graham lunch everyday just so he can get pushed around by the city.... any thoughts?
I’m in my 30th yr and can’t leave because I came on too young. I would never have imagined we would be swiping in and out. Sadly we can’t do anything about it since the employer (City) can set this policy up as they see fit. We can however make it work to our advantage as best we can. Fact is the way we had it is gone. It will look different for every officer for that tour/last hour such as working out, coming in with a late TVB, parking somewhere, etc... the point is to concentrate on what we control, what we can change or effect. For example desk personnel, no more working during your lunch, or lockup keepers (sworn). If you want to leave the desk for lunch you have every right to do so. Beat officers, if you don’t get a lunch submit a slip, if someone asks you for any assistance during lunch submit a slip, and notify the zone of course. Make sure the squad is filled up for the next shift (remember ownership of the beat) and do it at the end of the tour, fill out a slip. We can only hit them (City) in the pocketbook. Coppers have always been creative when faced with adversity, so I’m sure this will work itself out for the best for us considering the circumstances. As far as the start times, again the City can do it. I’m sure a lot of coppers will be bidding to different watches coming up. You have to make it work for you as best as you can. Personally 2nd watch looks ver very attractive, while 3rd Watch is OK, but 1st Watch looks awful. I would actually like to see a 12 hour tour. Do not depend on FOP for anything. Since I’ve been on the job FOP has been coming up short every contract, they just sell out eventually. And remember the days of taking time (CU) when your sick, no way, hit the Medical. Remember to fill a grievance when appropriate, down un safe vehicles, take your time inspecting the squads when you start the tour. And always do paper, take your time and check for spelling and accuracy.
They love their EAP speeches at roll call every week, then they do this..hypocritical aholes..The department and city can go fuck itself, including its liberal citizens, and FLOP is useless...

What I see is a mind game here and for all you folks with youngsters you need to remember that the employer has no obligation to you regarding your issues with childcare. This is your responsibility. My wife stayed home and raised the kids while I worked 3 jobs to provide and still I didnt miss any functions. Nobody told you to live beyond your means. Nobody needs big SUV's, motorcycles etc.

If person (or team or watch, etc) B gets some play that person A doesn’t get, when person B gets fucked by the city, person A will just laugh at them and say fuck them not understanding it’s coming for them next.
IF CPD is changing hours of operation and CPD is, why not start in January of 2020. You don't change operations during a year with 2 months left in 2019.

Along with the record number of new recruits leaving for other departments after Chicago spent a ton of time and money training them. Residency is the main reason they’re leaving but morale is also a factor.

Today, the Lodge, with its labor attorney, met with representatives from the City of Chicago and the Chicago Police Department regarding the proposed change of start times.
This meeting lasted several hours. We were able to voice our members' concerns about the proposed changes. We have been assured all of our concerns will be addressed and discussed at a future meeting.

Aside from the time being commission in the military. I'm the loser who always lived at home in my mom's basement. Lived at my mom's almost my entire life and luckily I also managed to save and invest a ton of cash, which paid me out literally ten fold. Money is the last of my worry. House is paid off, mom is very old but seems happy, she lives a comfortable life and that makes me happy also. Life is great when I can sleep in or do what I please without having to answer to anyone. I don't plan on getting married, especially with all the assets I managed to accumulate. If you won the genetic lottery life is great. My biggest regret in life is not having trained hard enough to make the NFL.

Ok, think about this....the city and department has always done what they want and then the FOP has to tell them “no” and fight it or they make the change. There’s no judge on call that tells the city “NO” There’s a procedure in place for this stuff. It sucks but that’s the way it works. This issue isn’t something that an arbitrator would probably rule against. It’s responsible what they did, but it should have waited until January. I can tell you that Kevin Graham is doing the best job than any FOP President I’ve experienced in my 22 years. Be patient with the contract. Things are getting done. Thank God Graham is in and not Dean Angelo.
Being pro active is DONE! What’s the point of doing an extra mile? Answer your calls, take your lunch, and go home. We’re all getting paid the same. Why would you even bring in any activities? You do realize about 1/3 to 1/2 of the officers with young kids/families in 10 years will be divorced and returning home to live with their parents

House is paid off, mom is very old but seems happy, she lives a comfortable life and that makes me happy also. Life is great when I can sleep in or do what I please without having to answer to anyone. I don't plan on getting married, especially with all the assets I managed to accumulate.
