Nagode was dumped because of Escamerit and his Inspector General beef. It doesn't look good when you are being paid all this money to supervise these Commanders and you don't even notice it when one of them is running an illegal babysitting study. Plus his office was responsible for keeping that FTO out of the district for three and half years because Escamerit was afraid of him. A lot of money wasted on that blunder. Of course, it doesn't help that Anthony was also blaming Nagode behind his back for all his problems in 025. Anthony complained that pressure from Nagode for numbers is the reason why he sent out that email to his Lieutenants demanding ten traffic stops a tour from mission cars. Like Nagode could control Escamerit's stupid choices.

CHICAGO — The United States has charged a senior officer in the Chinese People’s Liberation Army with orchestrating decades of cyber attacks against the CHICAGO POLICE DEPARTMENT intended to destroy the police talent management system from within.
“The Chinese basically built an algorithm to identify toxic leaders and hacked HR to put them on the fast track to becoming Commanders, Deputy Chiefs, and Chiefs,” said an official familiar with the Chinese efforts. “It could take us years to recover from this.”
According to an FBI investigation, Sr. Col. Cha Buduo coordinated with the Chinese Ministry of State Security and a Chinese-based hacking group known as APT4 to attack the CPD Human Resources Division, personnel files, and City Hall networks. Their objectives included encouraging the most talented police officers to stay on a beat car their entire career, to not take promotional exams, and to promote officers with advanced degrees from city “colleges”, selecting toxic leaders for district commands and promoting the most egotistical and venal officers to the Chief rank. The Crossing Guards do not appear to have been targeted.
“Actually, we’re not even sure China knows the Crossing Guards exists,” an official said.
Chinese hackers also falsified equal opportunity and contractual complaints against those Sergeants and Lieutenants who passed promotional exams on their own in order to disrupt the furtherance of their careers. Those focused attacks appear to have overwhelmingly targeted District Sergeants.
“The Chinese know that the Chicago Police Department’s greatest strength is their leaders, like Weiss, MacCarthy, Rham and Lori ,” said a Deputy Chief, who has tracked China for years on his Commadore 64. “They realized they could turn our strength into a weakness by hacking the computer systems that control promotions. So, since at least 2002—and maybe longer—Chinese military hackers have altered the results of every single promotion and command selection across the entire Department.”
“They booted the best officers and pinned rank on the worst.”
Others have pushed back on the FBI’s conclusions, however.
“I ran the numbers and I don’t see it,” said Dana Starks, former CPD Superintendent. ”The algorithm the Chinese built to promote toxic leaders doesn’t produce statistically different results from typical police departments.
“The main difference is actually that the supposedly malicious code improves diversity outcomes. They should keep using it.”
The Ministry of Foreign Affairs in Beijing denied that China is involved. In a statement, a spokesman called the US indictment “an absurd attempt to blame America’s inevitable decline on an imaginary enemy.”

16 units put in to be exempt from swiping. These units included fugitive, K-9, bomb squad, swat, narcotics and gang investigations along with several investigative and detective units. All were DENIED and were told they will also swipe. Only one unit was told they do not have to swipe and that is the police shooting team. I thought people were going to start crying today in narcotics when they were told they got denied to be put on the exempt list after our commander ASSURED us all it was going to be fine and we will get on the list because the unit is always ever changing and too important to change the process.. I guess he was wrong. Really wrong.

Congrats CMDR McCrudden. He came to 009 as a Lt. and was a fantastic supervisor, he gets to personally know officers, he's very engaging and always there to help the watch with advice. He always rides on jobs and backs up officers not to mention he gets his hands dirty on the street, he's the working police. We were sad when he left 009 and very excited to have him back as a Cpt. however his stay in 009 as Cpt was very short lived. 3rd watch will miss him. To the officers in 20th dist, if you can't get along with him or think he is unfair then you have personal issues. Your about to find out what a real good boss is like your going to like him.

I can assure you special people will not be swiping. Don’t be fooled. This is the CPD. Bosses get to decide who gets punished and who doesn’t. It’s not tied to payroll so it will never be enforced. "Evileen" Quarterman was never promoted from her rank on a test either. Merit her ENTIRE career and spent most of her time as a Sgt in 620 shopping and going home. Got bounced around from HGS to SVU to RBT and couldn't cut it anywhere in the D unit so she got booted out. She is another queen B who is miserable and will make everyone else miserable. 100% agree. Was in 019 from way back in the mid-90’s. Did NOTHING but kiss ass in that CAPS office.
16 units put in to be exempt from swiping. These units included fugitive, K-9, bomb squad, swat, narcotics and gang investigations along with several investigative and detective units. All were DENIED and were told they will also swipe. Only one unit was told they do not have to swipe and that is the police shooting team. I thought people were going to start crying today in narcotics when they were told they got denied to be put on the exempt list after our commander ASSURED us all it was going to be fine and we will get on the list because the unit is always ever changing and too important to change the process.. I guess he was wrong. Really wrong.

My dealings with Nagode were always positive. I can’t say I knew how he was earlier in his career, I’m sure he made some mistakes and could be little rough around the edges but the man had balls and was excellent in some very intense situations. He is an old school boss. Bosses being assholes was par for the course years ago but when the things get serious most of them had your back. Now a days everyone wants the guys who is warm and fuzzy all the time. I will take the guy who has my back when shit gets serious even if he rubs people the wrong way sometimes. Maybe it’s the younger generation where it’s all about “feelings” and “empathy”. I read this blog fairly regularly and if I had one complaint is that most people reading don’t actually post comments. Whenever someones name comes up regardless of who they are, anyone who had a beef with a guy has an opportunity to say shit they would never say to their face. To be fair, I don’t doubt that some of the most common punching bags don’t 100% deserve the beat down but even McGruden had a hater on this feed.

Right on!! I think we would all be surprised how many merit promotions were nominated by people long retired or resigned from the dept. Look at the promotions lists - the names are there. It is one of the main reason that merit should be eliminated.

A weak investigation was done but the IAD lt. originally assigned didnt sign off so it got assigned to another one with no balls that blindly signed it. Aint that how Franko got fired? Doss gets demoted while wodnicki keeps his job after caught speeding out of state in a company car and refusing to pull over for police.

Might be true. Our “brothers” in the CFD has been doing this for a while. They revert down to the career service rank for benefits after at least 4 years of of treating the lower ranks like crap, but the now want the benefits of the lower ranks and the 3 unions. What tops it off after reverting to career service ranks they are carried in their exempt ranks. CFD did this and allowed the exempts not to go back to their career service ranks but be “acting” in their current rank. Another scam

It was a dump for what he was overheard saying about the Mayor and Supt. All exempts wait until they are retiring, about two weeks or a month, and revert back to their career rank for all the vacation/BFD/PD's they get to collect.
I'm guessing Ed is outta here maybe once our contracts are settled? It doesn't seem plausible that she would want to deal with a new Superintendent search and contracts at the same time. But shame on her, she should have gotten rid of him before the summer was over. He did nothing this summer to justify keeping him.
