No Penalties Again

  • The Chicago Public Library system plans to eliminate late fees starting Oct. 1. — making Chicago the largest city in the nation to adopt the growing trend.

    Not only will the move do away with late fees going forward, it will also erase all outstanding overdue fees currently owed to the city.

    “I think our staff members are going to be practically jumping over their circulation desks to tell people that fines have been eliminated,” Chicago Public Library Commissioner Andrea Telli said.

    “We’re removing one of the most important barriers to access,” she said.
Except when there are no fines to compel people to return books, exactly what is left for others to access? Empty shelves?

In the ruins of Detroit, Michigan, a formerly great metropolis, numerous public libraries were shut down as the local government was bankrupt. The doors were locked, but the buildings remained since Detroit lacked sufficient funds to transfer the library holdings and demolish the buildings.

While some of the abandoned buildings were vandalized in terms of chairs and tables being overturned, walls defaced by graffiti, and garbage thrown about, almost all of the books remained shelved and untouched. The vandals had no interest in reading or stealing books.

Children, let me tell you a time waaaaay back, before the Great Famine and even before the Great War, when people would be held accountable for their actions. It was a gentile time, where ALL people knew they had to act civilized and follow Laws, Rules and Regulations.. I realize it sounds far-fetched, but there were actual penalties for physical misdeeds, but people could think any way they liked without fear of repercussions from Thought Police.

We could even write things without fear of reprisal. We wouldn't worry about someone going back decades to find some word or joke we commonly used to be distorted into something nefarious and Evil. They were the Good 'ole Days, before the social Justice Warriors got ahold of every damn thing and ruined it.

Spokesmen for Amazon and eBay announce they are happy to sell the entries inventory of CPL books which are stolen by the community and then listed online.

With no fines, check out as many books as you want and just sell them. Theft by conversion (or just plain old theft!) but hey - no fines means profits for the community!

SELL THAT STOLEN GOVERNMENT PROPERTY! Brand new titles which have an MSRP of $25 Amazon will sell new for $16. The community however can get the book free from the CPL and sell it fore a mere $10! Prices are falling fast thanks to stolen inventory for sale!

A homeowner does not pay all which is owed on his tax bills. Fines and interest accumulate which will not be excused.

Couumunity member checks out library books and sells them or keeps them forever. No fines nor interest on the damage occurring by this taking of property, without excuse.

The library in the suburb in which I currently reside initiated the same policy a few years ago. Items in which I’m interested have been found to be overdue after being checked out by other patrons. I’ve complained to the staff only to be told that once an item is overdue by a certain number of weeks the patron is sent a notice advising them they will be billed for the item if not returned.
As I tried to explain to them if you eliminate sanctions for keeping items past the due date there is no reason for the items to be returned on time.
This policy is a disaster! But there’s no convincing the library director or board of trustees that this is a mistake.

Possibly a trick to a substantial increase in the mill levy going to the libraries. Hidden tax increase that she feels most will not bitch about. Most community libraries have become winter warming centers and summer cooling centers. The homeless stench at the downtown library will overwhelm you.

Exactly how is charging late fees creating “a barrier to access” a library? Late fees are an incentive to bring the library materials back in a timely fashion. Perhaps the library employees will be “jumping over the circulation desks” once the fees are gone because they are sick of being abused by “the communitay” when they try to collect them. Or maybe they are sick of having to shelve books, putting them away when people return them. If there is no penalty when you don’t return library materials, a large number of people just won’t. In fact, why don’t they just stop requiring people to check out books, etc. Why not allow people to scan their own books in and out without identifying who is taking the materials? That way the library knows what is going in and out, but not who to charge when the books, etc., don’t come back.

Lets be complete: Reading and education is imparts is one the best ways to get the community to quit being shitheads and improve their own lives and neighborhoods.

By removing fines, this will hurt the Public Library system of Chicago and make it so long term, there will be fewer options to read useful content available to the community. It is folly on many fronts.

Groot hurts the community by this policy of ending fines. This surrender of valid revenue also hurts the city treasury and teaches that is it okay to break the rules since no consequences will result.

We will still have the elctronic versions of books, which are much simpler to edit, restrict, delete. So just sitting here doing math and the breaking news looks like the teachers will strike so just some simple calculation here teachers work 165 days a year this includes all vacations during summer,clean up week (spring break),weekends off, 2 weeks at Christmas,not counting the other holidays 1/2 days etc.

They are saying with the new contract which was extremely generous (dam the taxpayers),will bring the teachers average pay to $100,000.

lets divide this up 8 hours a day is $606.00 a day in pay divided by 8 (if they actually work that much tada $75.75 per hour + benefits which pushes that figure to over you ready $100.00 Per HOUR! OK sjw teachers tell us again how hard that job is! Tell the police who work so hard trying to keep the peace all we see tell us how you deserve this outrageous salary! Oh yea tell us how hard you work at home!

Every Sunday when I'd check to make sure the doors were locked there would be the same guy sitting on the closed library steps taking advantage of the free wifi. They'll probably be stealing CD's, DVD's, and BluRay's if anything.

They are simply taking another page from the San Franshitco, CA playbook. A quote from their website, "The Library will clear all outstanding overdue fines from all patron records. No exceptions, no questions. You are fabulously fine free"! More from the site, "The San Francisco Public Library was a pioneer in the fine free library movement. SFPL eliminated fines for children and teens in 1974". You see they did a study and stressed the "positive outcomes". (1) Increase patron access to materials and services, (2) Reduce the inequitable impact of overdue fines, (3) Improve patron relationships with their library, (4) Optimize library staff time and increase staff efficiency. And lastly they concluded that "overdue fines do not ensure borrowed materials end up back on shelves". What a load of tripe. I remember Beaver Clever stressing over losing a library book back in the day, things have certainly changed. Now the Bev would be fabulously fine and accountability Free! And he could borrow for keeps or lose as many as he likes.

The barrier to access is the irresponsible not bringing the book back on time. If you keep it and there is no penalty for you, I can never check it out. THAT is the barrier to access.

This is really nothing new. Rumor has it (along with a few others, uhumm...), that Harold Washington's garage had stacks of overdue and unreturned books as high as the ceiling. Certainly never did him any harm - where do you think Harold's burgeoning vocabulary came from?

Exactly how is charging late fees creating “a barrier to access” a library? Late fees are an incentive to bring the library materials back in a timely fashion. Perhaps the library employees will be “jumping over the circulation desks” once the fees are gone because they are sick of being abused by “the communitay” when they try to collect them. Or maybe they are sick of having to shelve books, putting them away when people return them. If there is no penalty when you don’t return library materials, a large number of people just won’t. In fact, why don’t they just stop requiring people to check out books, etc. Why not allow people to scan their own books in and out without identifying who is taking the materials? That way the library knows what is going in and out, but not who to charge when the books, etc., don’t come back.

Oh no! You misunderstand the new program! WE WILL STILL BE PAYING FEES, so CPL need to keep our name on file. Glad I could clear that up.

Not to mention the dog CPS teachers who will be creating their classroom libraries from unreturned CPL books.

I’m creating a new a new eBay website! It’s called “Really Cheap Chicago Books” where members of the community can sell excess books in their house that they are no longer reading. It will be a win win for all! Community members can take the new cash from selling their books online and reinvest it in the community. Maybe create businesses and new jobs that pay the new minimum wage of $15. It’s so easy to create jobs and pay everyone the gov’t required rate - Bernie says it’s so easy! I ♥️ Chicago!

So just sitting here doing math and the breaking news looks like the teachers will strike so just some simple calculation here teachers work 165 days a year this includes all vacations during summer,clean up week (spring break),weekends off, 2 weeks at Christmas,not counting the other holidays 1/2 days etc.

They are saying with the new contract which was extremely generous (dam the taxpayers),will bring the teachers average pay to $100,000.

lets divide this up 8 hours a day is $606.00 a day in pay divided by 8 (if they actually work that much tada $75.75 per hour + benefits which pushes that figure to over you ready $100.00 Per HOUR! OK sjw teachers tell us again how hard that job is! Tell the police who work so hard trying to keep the peace all we see tell us how you deserve this outrageous salary! Oh yea tell us how hard you work at home!

Next police negotiated contract should limit workdays to 165 a year too! Police make about the same as teachers plus putting your life on the line is stressful and exhausting so 165 days sounds fair.

Suburban library system that I use does this. If a book is requested by someone else you have to return it or your account gets frozen. If you keep it for a ridiculous amount of time past due they declare it lost and you get charged the price of the book. It seems to work pretty well. I pay attention because I don’t want my account turned off. The eight year old would kill me. People who don’t use libraries are speaking without any knowledge about the subject , just trying to make a controversy over something that’s not controversial. “Libraries make books free! News at 11.”

How do they notify people to return them because somebody else want them? Letters at 50¢ a pop? Phone calls? Do you really think the same people that don't return books are suddenly become more responsive if you contact them? If you can find them. But finding them is a whole other story. People are very, very mobile in the city.

If you do not like being a cop go to school and get an education degree and become a teacher. It is one of the easiest degrees to get. Unless you are a total idiot you should be able to get a teacher certificate.

Public libraries are being used less and less over time are desperate to get anyone to come in the doors to justify their very existence. It doesn't appear that the fines have had much effect on encouraging people to return materials anyway.
