Here's where the rumors started about sergeants having to check Reasonable Articulable Suspicion for each and every street stop:

After reviewing paperwork on nearly 8,000 street stops conducted by CPD officers in 2017, retired U.S. Magistrate Judge Arlander Keys found that there was a “broad-based failure by Department members to accurately report all ISR [investigatory stop report] data.”
For example, if an officer failed to fully describe the Reasonable Articulable Suspicion — “RAS” — that prompted the street stop in their ISR, supervisors would return the report to the officer and allow them to make changes to it, “in contravention of Department Directives … and in violation of the Fourth Amendment’s articulation requirement,” Keys wrote.
This is yet another glaring example of slanted "reporting." The supervisors weren't "allow[ing] them to make changes..." They were being shown the errors they had made in reporting and corrections were made. In more than half of these instances, corrections were made to spelling errors, proper grammatical tenses and subject/verb agreement issues.
Another sizable percentage was clarification of an issue that supervisors spotted in regard to what kind of call the officers were responding to - as in they left out pertinent information, and conscientious supervisors caught the error and had the officers correct it. In other words:

There is a learning curve here, and unfortunately, with the recent downgrading of hiring conditions, the CPD isn't exactly populated with scholars of the English language. We make mistakes...and we correct them. As a matter of fact, every single revision to an electronic ISR exists in full form from now until the end of time. Every single revision is there to compare to a previous electronic version. And if someone is making up RAS to stop someone, then it would be obvious...even to a first year law student working part time at the ACLU and someone would be up on charges right now.

The "judge" who wrote this who found above 90% compliance with this agreement and the laws since its inception and kept trying to find new things wrong to extend his contract and keep getting an easy paycheck (who supposedly was fired) may have an ax to grind since his paycheck has been cut off, ya think? Another big portion of the rejected ISRs have to do with explaining in the narrative why the officers didn't issue a receipt. The ISR review unit loves sending naughty lists with that reason.

There is nothing that says you have to lock someone up on "signed complaints", complete the proper GOCR and advise warrants. When the person appears before a judge and a warrant is issued, someone can "go look for" the offender and lock him up.

OT SCC...you should do a piece on what an embarrassment Eddie Johnson is by not attending the IACP today. Stupid POs should had learned this back in the Obama years
As a supervisor I regularly have to reject isr's because the narrative does not reflect what has been checked in the check boxes. Without watching the bwc footage I don't know weither the narrative is right or the check boxes. Alot of times you can tell from the narrative that certain check boxes that are not picked should be. Asking the officer to clarify is not a conspiracy it is just tightening up the paper work. And in no way does it indicate that there was insufficient ras for the stop. The arbiter is showing his bias by making that claim. That claim is reckless and despicable because this report will be taken at face value as a sign that police are not acting within the law when they are in the vast majority of instances and this harms their ability to do their job without additional resistance. Fuck him for that!

I’m a total grammar nazi and I know SCC has its rules about it, but some of the comments here are so bad that you wonder how they ever got through schooling. Lose/loose, their/there/they’re, “supposably”, no punctuation...stuff like that makes me cringe. I’m no scholar, but at least know how to convey the story and use the proper and correctly spelled words. It does reflect on you even if you think it doesn’t.
As as Sgt. I never kick back ISRs, I approve all of them. If the officer took the time to do one then I approve it. I never wanted my name tied to a ISR that gets rejected that the ACLU gets a copy of. Let the brain trust downtown kick it back or give me more training. In 2–3 years the ACLU is gonna file a class action lawsuit on all the ISRs rejected claiming its a conspiracy to deny citizens their constitutional rights and all the Sgt.s and PO’s who are tied to these rejected ISRs are gonna get caught up in it.
I would be shocked if there were 200 ISRs citywide next year.
The surest way to avoid trouble is to do nothing.

Every time you save an ISR, it becomes readable by the ACLU and reviewing judge. However, it can only count against you once it is Submitted.
In light of this, I enjoy putting in my rough draft narrative such things as
Our command staff is brutal
The ACLU are racist
Epstein didn't commit suicide
I then save, erase, and write my actual narrative to submit.

Most people who are actually qualified to do this job are smart enough to do something else. Raise the standards and you severely limit the number of applicants, especially those of certain preferred racial groups. There simply aren't enough qualified people left who are interested in taking this shit job, so we get the rejects, with their lower intelligence, lack of street smarts, mental issues, learning disabilities, social disorders, and the ever-present sense of entitlement. Then you have street stops with no justification, arrests with no probable cause, and all kinds of other problems. It's a recipe for disaster.

They're training the new sergeants to do their job wrong? What happens when the new sergeant rejects every ISR, but there's nothing wrong with them? What reason is the new sergeant giving for the deficiency reject? Not sure if you're trying to be funny, just stir shit up, or if you're just clueless. Or maybe the training staff really is that dumb. Either way, I'd recommend that no sergeant deficiency reject an ISR unless it should be a deficiency reject.
