Fetal Writ Large

Remember all those people who DIDN'T sign up to be sergeants? They look like the smart ones now:
  • A solution for the recent issue of ISR’s being revised multiple times, in violation of the consent decree, has been thrown around — have a Sgt on scene for ALL street stops requiring an ISR. The details are in the preliminary stage, but basically a Sgt would be required to approve probable cause on scene. If everything appears legitimate, they’re on their way. If the reason for the stop is questionable, the stop would be terminated immediately. A sgt would also sign the ISR receipt the same way they’d sign a TSSS card.

    This isn’t certain, but just be prepared Sgts. You are going to be responsible for the stops under your command one way or another.
This is a sure-fire way to kill the proactive street stop.

If this comes to fruition the Department is going to have to promote a ton of sergeants. The trick here is for everyone to conduct a street stop at around the same time causing a backlog of a demand for a sergeant. Hmmm, might have to have the invisible lieutenant show up. Make the demand enough times and the Department will rewrite the order. Overload the system and bring it to its knees.

I will say it- getting made is no longer worth it. Why be responsible for anyone but yourself?i trust me, I owe it to myself, my family, and my future to have as little involvement with this city as possible till I can retire and move the hell out of this God forsaken hellhole.keep the stripes- I have made up my mind to be as fetal as possible till I can retire.
As for the money? Keep that too - l have my own. When I was a rookie , I took the advice of an old- timer, go back to school or get a trade and never have to work a second of ot. I went back and learned to fix appliances, it was the best part- time gig I ever did. Worked when I wanted, cash was good, and I never had to go hat in hand begging for red light ot, or rdo details. FU money is great, it solves love story of problems, if you don't want ot, it can't be used against you.
Three years left. I can't wait to be free of this job, free of this city. We were just talking the other day about how this job was 20 years ago- the changes that have come in that time have made it a job that I would never have taken , but time in is time in, a pension is a pension- I miss the grand furry, that was a nice driving car...I miss the job I used to know..
Let the chosen morons who can't pass the test have this job, this city will get just what they deserve when they have all earned not given bosses running every phase of this job.

Big Mistake.

You call for a sergeant it could turn into a half hour or longer shit-show depending how long you have to wait.
Then you would have to bring subject in do an arrest and release without charges. The morons running this dept.will just cost millions more in lawsuits.

I don’t understand what the issue is with revising a work document. Everyone in all types of work do it. These jerkoffs think because we are revising it means that we are lying. In reality, the guy writing it is a moron and can’t spell. They think that before the revision it said “R/O was traveling north bound and observed a black male sitting on the east side of the street. R/O made a u-turn, striking several cars and a baby, reversed, hit a puppy, and drove off to stop and beat the black man to death solely based on the color of his skin.” And then the sergeant looks at it and goes “listen kid, you gotta lie” so the kid changes it to. “R/o was traveling northbound and saw above subject running with a gun in his hand, stop revealed it to be fake but subject was placed into custody for damaging several vehicles, and hitting a baby and a puppy.” I could be wrong, who knows, maybe that is what’s happening. But I’m skeptical.

I can see how this will end. The sgts will tell everyone to stop writing the stupid things. Many slow districts have one sgt logging the whole watch and sometimes the tac team as well. 20-30 cars on their log and they are going to be on scene for all these street stops, no fucking way. These federal monitors must have been sampling some of that herb a little early.

Anyone and I mean anyone that signs up for that test is out of their god damn minds. If you think that bump in pay and bump in pension is worth it you’re crazy. This department will and is holding the supervisor responsible for everything . It’s going to get real old when you the supervisor is called out on some bullshit traffic stop with questions like ,” can I write this ticket , Sarge?” Or, “ can I ask these guys to step out of the car , so I can search it?” So on and so forth. God forbid that something goes wrong and it ends up in a lawsuit, because the first thing that will come out of the coppers mouths is ,” but Sgt so and so I could do it .” Fuck this job !!! If you want peace of mind and low stress levels being a supervisor is NOT the way to go. Stay fetal . Enjoy Netflix and stay safe.

As a once hard-working po and sgt my thoughts on policing have evolved. It is now my highest priority to make sure officers do not jam themselves up due to a moment of adrenaline fueled judgement lapse. Yes, yes I know you want to catch that guy that ran from you although let’s face it you really don’t have strong RAS and if it goes bad they’ll make you the latest example. And I know you really, REALLY want to chase that car but trust me, it’s best if I just terminate the chase right away. It pains me sometimes too but I’d rather a hundred hot cars get away than one of us gets hurt (physically or administratively). Policing in Chicago in 2019.

I know SCC didn’t post this idea but the post in and of itself is why so many ISRs get kicked back constantly. “Have a Sgt onscene to approve probable cause for the stop, then they are on their way”. Well, you don’t need probable cause for an investigatory stop. You need reasonable suspicion for the stop. I think what this poster meant is that they need a Sgt sitting on their lap to articulate a reason why they are stopping someone. Having a Sgt show up to the scene after the stop already happened will do nothing.. the stop already occurred. The problem is that the geniuses on this job are unable to tell a reason why they stopped somebody. It’s not just young people it’s older guys too. Older guys are just used to stopping a car because it’s in a high crime area yet they can’t give any other reason why. Maybe a lack of brain power?? Not really sure. So this post is the perfect reason. Learn what reasonable suspicion is and learn what probable cause is and it will open up a whole lot of things on this job for you. For gods sake, this is 2019, google it or something...

Nobody knows how better to a Patrol level job than a Sergeant, just ask them.

Bringing a subject in to the police station constitutes an arrest. So why do it if probable cause has not been established. Just for a RWOC? Unlawful arrest lawsuit right there. On street stops, reasonable detention time would be somewhere around 15 minutes. No citizen has the time to wait an hour on scene for a white shirt. Depending on who’s judging but anytime longer than 15 minutes would constitute a seizure and if the Sergeant decides the RAS was insufficient then there a whole of different problems coming the blue shirts’ way.

The new progressive adjustment to the CPD ISR will allow officers to complete an ISR without stopping anyone. But must be vague enough as not to actually hint at identification. Example: “RO observed a bi-pedal subject running from the scene wearing outerwear top and bottom, and shoes. Subject was between 5’ and 6’5”, medium build, race unk, genderless. “
Submit for approval.

Luckily technology could save the day. Relay the video to Sgt desk and get quick decision. Dumb the job down even further in the process, as well as keep more tabs on the cattle for future culling of the herd.

Of course, There will have to be the requisite upgrade to the patrol/BWC video system to provide real-time uplinks, as well as secure live monitoring stations for every Sarge. any wise guy that calls for me will have sir approved but will receive close supervision , better be on beat , not leave assignment without notifying dispatcher , uniform ,grooming standards will be enforced .
