Beck's "Plans"

An interesting read, but we're pretty sure he isn't doing anything that Groot isn't telling him to do:
  • Anyone planning a trip to Chicago would be wise to avoid coming to town from December through March — undoubtedly the four most unpleasant months of the year, weather-wise. But that’s the timeline interim Chicago Police Supt. Charlie Beck will operate under as he works to grease the skids for whoever becomes the department’s next full-time leader.

    Beck retired as chief of the Los Angeles Police Department in 2018 after nine years at the helm. All told, he spent more than 40 years with the LAPD. Earlier this month, he was thrust to the top of the Chicago Police Department sooner than planned after Mayor Lori Lightfoot fired former Supt. Eddie Johnson amid an investigation by the city’s Office of the Inspector General.

    Beck has said he wouldn’t take the permanent job, even if offered, giving him the freedom to make unpopular decisions without worrying about political blowback. “I think that there’s a number of things that will benefit Chicago and the Chicago Police Department that can get done by an interim that would be a heavier lift for a full-time” superintendent, he said. “I wouldn’t have come here if I didn’t think that this would succeed. I have no interest in anything else. If I didn’t think that we could set things up for a better Chicago Police Department I wouldn’t be here.”
"Merit," ICE, weed, the Consent Decree and the FOP all get a couple of paragraphs, some of it obviously canned, some of it compared to what LAPD experienced. It gives a tiny little glimpse of the possible road ahead, but time will tell.

to give us the impression he's working on something.
This comes right on schedule. We go home on
Christmas Eve thinking Beck is toiling away, when in
fact he's on the West Coast with his family. Bikes & horses.

Off topic but worth contemplating. If every copper on a current promotional list sues Ed and the dept for making a mockery of the merit system, the city would have bigger problems. How many people were actually deserving or passed over because of sex in the xity.

All I know is that my borderline special commander is a double merit hack who thinks he is fit to lead. But for merit I would have been promoted around 2005. Beck could fix everything but it doesn’t mean jack shit to me. And remember that Jody was going to fix everything too? Pardon if I’m not buying what Beck is selling.

OT: holy shit, has anyone read through all the elearning about cannabis enforcement after the new year. The dept could not possibly have made it more complicated. Different things for different ages. Can cite on movers, anovs, civil law citations, arrests. How anyone can make heads or tails out of what the department put out is beyond me. After attempting to read through it all, my interpretation is that anyone with any amount of cannabis just gets a pass b/c the dept has made things so difficult. Do the elearning and read through it and tell me it’s not the most confusing shit ever.

Yes it amazes me that the politicians in this city, state and other states as well pick and choose what laws to follow. This “sanctuary city” bs allows illegal aliens to fill our public schools and our hospitals which in turn cost taxpayers millions probably billions of dollars a year. The politicians allow this because these people vote and they vote democratic ensuring the Democrats remain in control and they don’t care about the tax money being used to pay for schools and medical care. It would be interesting if Trump cut Federal funding from these programs because Chicago doesn’t follow the laws of the US Constitution.

The politicians also legalized marijuana. Why because the democratic people want it. Again an opportunity to remain in office. It doesn’t hurt that they will bring in tax money which they could use for more democratic freebies. You also have wealthy investors in the marijuana industry who will donate big money to democratic campaigns. Never mind the Federal government still says weed is illegal. It’s whatever fits their agenda. No time to go to Washington and do things the right way.

Truly unbelievable. This country is upside down and getting worse everyday. This next presidential election is huge. If one of these ultra left wing democrats win they will try and give away the store.

Watch the video, he is repeating the mayors talking points, ICE is a problem, and citizenship is a "adminstrative issue" not a violation of the law. Beck seems to have a issue with the rank and file having a FOP which city has to negotiate with and layers of protection or a process for disciplint. Beck mentioned in LA the chief is the only abitrator of disciplint, and disciplint is swift. (good luck when your protrayed as bad by the media)

The D-unit reorganization wasnt mention in the video, but common sense prediction, centralized homcide teams, is someones brillant idea and just like closing areas to save money in a decade after it doesnt work, it will be someones brillant idea to decentralize them again.

I would expect that he is compiling a list of police employees who wlll be retiring soon, even if they dont know it yet. Will be touted as some kind of enhanced retirement plan to save money. My guess is few if any with 20 years on the job will be left when the "retirements" are done, especially in leadership positions. Could be a really good time to have taken the sgt or lt test recently. Could be lots of new sgts and lts in the coming year. With lots of outsiders temporarily taking the place of those who retire early.

Expect purge of IAD. might even turn those duties over to the feds or some new entity. Or maybe just all outsiders for IAD.

I read the article and it seems that Beck has a lot of common sense. The merit promotions will be back after his tenure when Lightfoot comes to grips with the fact that Caucasians will, for the most part ,outscore minority test takers. I fear that legal weed will compel some people to push the envelope and be smoking it on the streets and Chicago will smell of weed just like Denver. I do believe that taxing the weed is a good idea if the Politicians don't steal the $$$$!

No Merit , how about a score of 73% to move on to Part 2.
absolutely nothing under a 70% should be allowed to take part 2.
if there are less than 1500 moving on , we will get police officers that are serious about their careers as Chicago's Finest .
in 4 or 5 years others will be prepared and stay knowing no Merit , political hacks will become supervisors on CPD

CPD deserves Sergeants that know the job , not the alderman , Sergeants that will be there , not that provide sexual favors .
All Patrolman received the same notifications for a Sgt . Exam , promote the police officers that studied , know the job .
any score under 70% should not be considered passing , Federal Consent Decree wants Qualified Supervisors , so do the citizens of Chicago . No occupation Lawyers , Doctors ,Truck Drivers , Bus Drivers , Carpenters etc allow or issue a license to test takers with under a 70% .
If you only have 500 , use them , show Officers that the Clout , Political ,Merit promotion is over . Time to study , know the job .
Mayor Lightfoot this is your time and Superintendent Beck's time to turn CPD around .
You better sweeten the pie and Keep Charlie around for a year or 2 .

Back when ow Wilson came on he force rjd to give PO tests every other month, Sgt tests every three months, etc. He exhausted the lists.
OW tripled the size of CPD. Maybe now is a new beginning.

I totally agree, but the department and city hall are too stupid to see that. The excuse is that they want a large pool to choose from, but why not choose from a small pool of top scorer than a large pool of candidates who scored 30- 50%.. A passing score of 70% means that candidates were allowed to get 30 questions wrong. That’s fair enough. But the department, city hall and the FOP still want the curve so that they can take care of the candidates who attended CPS Schools, candidates who loss family members in the line of duty (Goldstar Memorial clout), candidates who are affiliated with the FOP, candidates who blew the whistle on other officers in IAD investigations, Frat and sorority connection, etc, The last dicks test, Rahm had a few of his detail members made. They graduated and went to Areas for one month and were called back to city hall. Yes, there are at least 5 detectives on the mayor’s detail. My point is by the time the list comes out, the “unclouted” are up against a lot.

I hope that Beck and LL change this and make promotions solely on score. Keep merit suspended as long as you can.

Here is another one for you Beck:

20 years on the job to work any inside position (repeating what from another post because it is a smart move)

5 years on the job to be detective
10 years on the job to be sergeant
15 years on the job to be lieutenant
20 years on the job to be captain
and
20 years on the job to be exempt rank

There are far too many cops without experience attempting to lead others, and it obviously is not working. Especially in exempt rank positions. It will also save money, because cops will need to stay on the job longer in order to strive for an exempt position. Meaning they will retire later in age, thus aiding the pension shortage, somewhat.

You need to go back to the old days, when bosses were rewarded with an exempt position after they had 20 or 25 years on the job. Kept cops around for longer periods of time, thus bringing more experience to their new position.

OT: holy shit, has anyone read through all the elearning about cannabis enforcement after the new year. The dept could not possibly have made it more complicated. Different things for different ages. Can cite on movers, anovs, civil law citations, arrests. How anyone can make heads or tails out of what the department put out is beyond me. Yes purge this unit, especially the confidential unit. IAD has some pretty good investigators, but it is and always has been filled with people with connections, not because they know how to investigate anything. And, the final result is closely monitored and controlled especially when it comes to a complaint for someone with clout.

Uncle Terry made his children's babysitter a asst. deputy supt. First a secretary in Organized Crime, then a quota sergeant in detective division, area 1, then a merit lieutenant, then commander of vice and then a ADS. Not bad and a prime example of the clout promotion system of the CPD going back decades. One merit lieutenant came back from a leave of absence to get the promotion and he never even took the exam. He ended up a captain in 007.

The department doesnt even try and communicate who is wanted to the public.
But e learning the fake you tube style training is being pushed.
If many of you recall to your academy days at least 3 person per 30 in a class would learn very little (pass with help).
Now picture all these talented officer in front of a monitor with nobody watching them.
The future is bleak...

I would expect that he is compiling a list of police employees who wlll be retiring soon, even if they dont know it yet. Will be touted as some kind of enhanced retirement plan to save money. My guess is few if any with 20 years on the job will be left when the "retirements" are done, especially in leadership positions. Could be a really good time to have taken the sgt or lt test recently. Could be lots of new sgts and lts in the coming year. With lots of outsiders temporarily taking the place of those who retire early.

Years ago to take the test for Sgt. a person had to have 6 months on the job.

To take the test for Detective a person had to have 2 years on the job.

Not this time part 1 has been graded , less than 1500 will move on to take part 2 . You need 70% to move forward . 1st class from new test in June 2020.
