CIT Ride Alongs?

  • There’s a mental health crisis. 911 is called and responders head to what could be a life or death scene. Now CBS 2 has exclusively learned Chicago police have a plan to help all involved navigate what could be a very sensitive situation.

    [...] For the first time ever, Chicago police will have a team of mental health experts riding with trained officers on mental health calls. “National estimates are somewhere between 6 and 10% of all police calls involve a person with serious mental illness,” said social work expert Dr. Amy Watson. CPD said they’ll have about 24 officers to start. Details are still being worked out. But CBS 2 has learned the police department been planning this for months, and looking to Houston for inspiration.

    The Houston Police Department has been a pioneer in the arena. Since 2008, it has been sending trained officers with mental health experts for these same types of calls.
So what's the liability involved on the other 90-to-94% of calls that aren't mental health crisis calls? Robberies, burglaries, gun calls, dope sales, etc. What if someone wrecks with a civilian in the car? That is a distinct possibility, especially in certain west and south side districts that wreck cars faster than some demolition derbies.

Or are these workers riding along with a PO and not answering any calls except for a CIT type call? We've already got too many house mouses hiding in District, Homan and HQ. Now we're going to have mobile house mouses who don't/won't answer calls except for a mental health call, which the article already admits are only 6-to-10% of all calls.

Seems very inefficient. Perhaps they need their own cars and they can ride two deep with each other to the appropriate calls. Or even better, ride with the CFD ambulances that will end up taking anywhere from 96-to-100% of the patients to an appropriate mental health facility.

Police enforce the law. CFD handles medical issues. This is a medical issue.

had an acquaintance on the dept show their order on social media about moving to the cit division this week, along with 20-30 other officers. are we sure we arent training some of our own to be "mental health professionals"? like a mental health swat team minus the guns?

They should send them to the States Attorney Office first because with the crap decisions coming out of that place, there's got to be a lot of mental illness to explain the poor decisions!!! Second, with the correction of the bad decisions, a lot of people will no longer be mentally disturbed due to their incarceration for the crimes they commit...

It’s all about funding. Invent a crisis and then sue, educate, train. All of the garbage they’re coming after the department for are social constructs by lawyers from the likes of the ADL and ACLU (racial profiling, police brutality, implicit bias, etc etc). All of these phrases were thought up by lawyers to create a problem so they can make hundreds of millions from lawsuits, education, training, policy changes. Notice that the ADL is training the department on ‘implicit bias’, a term that one of their lawyers came up with that nobody ever heard before. All of these issues are actually non issues. It’s all a hoax constructed by them in order to line their own pockets.

Good let them handle all of the CIT mental health disturbance calls. I’m okay with 2 officers For safety reason ( it should not only be one officer) and the civilian only answering up those calls. In my experience tho sometimes jobs that are not cit jobs turn out to be a cit Job, some domestics and etc. Pay the CIT officers a stipend and those are the only jobs they handle. For instance a job comes out and it’s not reference as a cit, mental health job you get on scene and it is, you have the cit beat come on scene and they take over all responsibilities.

Many of us are familiar with NYPD slang. Rather than call someone crazy, a wacko, etc., the NYPD refers to these problems as an Emotionally Disturbed Person (an EDP). Call for a "bus".

It sounds like they are a specialized unit so they would only respond to select calls. From a 2015 article, "At the Houston Police Department, a licensed clinical social worker or caseworker rides along when police answer an emergency call regarding a person presumed to be mentally ill. Some 30 of those ride-along professionals now work out of that department's relatively new Mental Health Division". Cities mentioned where they use this include: Denver, Boulder, Seattle, Miami-Dade and Houston. All democratic cities with plenty of drugs and plenty of problems.

I can see how it could help but then again it just depends on the person, the situation, and how good the so called expert really is at listening and relating to people. Sometimes a pompous know it all can make it worse. Ever known that kind of health care professional? These book trained folks know the standard cliches and other tripe like they are reading from a book but not how these people in a mental health crisis really feel. A number of these calls are for people that have stopped taking their meds for one reason or another.

Here's one quote from the article. "In 2017, behavioral health clinicians assisting police officers in Denver made contact with nearly one thousand people suffering mental health issues. Only 2.4% of encounters resulted in an arrest, while 334 people were connected to formal outpatient mental health treatment. Most other encounters resulted in a de-escalation of the incident." Leaves me with a lot of questions. So they were given a pamphlet and told to contact outpatient mental health. Who's to say they would make contact at all. Well as long as they didn't make an arrest, all is well.

Oh beautiful Seattle, full of needles, crap all over the sidewalks and homeless everywhere. In 2016, out of 9,300 crisis response incidents, fewer than 8% resulted in an arrest. Do they still even arrest in Seattle.

It would seem much of the success of this program is simply measured by how few they arrest. I guess that's consistent with the rules in the democratic handbook. If the person is wielding an axe or baseball bat and advancing on cops or threatening the family let the "expert" handle it.

If I'm not mistaken, Houston has a mental health team of specially trained officers that only do those type of calls. Would make much more sense than to just let someone ride along in case you get a mh call.

As a CFD medic I like it. Psychs aren't"medical" and paramedics receive minimal training dealing with them at best. Several medics have been hurt through the years dealing with them, including some females who have been injured pretty seriously. EMS may try to be the jack of all trades,but in this case it is not trained or equipped to handle psychs. Best place for them is in a cage car for a safe trip to the ER. Where they will most likely just be discharged in a couple hours anyway.

Why have CPD responding at all to a EDP call, after all just the presence of the police can cause a person to become upset, let the "professionals" handle it then if "they"think an arrest is needed they can call the police and of course be at hand to calm down any unruly individual, talk to them so that no force needs to be used

I was required to go through CIT training as a new Sgt. When we started to discuss just how many calls come out as a “disturbance with a mental,” one of the instructors lost his shit. He couldn’t believe that we call them”mentals!” CPD is so far behind on this stuff it’s not funny.

Let These Law Enforcement replacements have the responsibility of driving while responding to help get the overall effect .Its more bullshit on the Police Officers to obstruct them from protecting the law abiding taxpaying Citizens. Everyone and everything a Police Officer is to be today and now they have to be responsible for toting around a human dummy .Put the "social workers" on their own bicycles or independent cars.. When a mental call comes in,the social worker can go handle the case without Police Officer interference. When they are done getting beat with a baseball bat,spat, pissed on,stabbed,raped and if not killed they can assess and request medical attention if they so deem it necessary. In the meantime Police can do Police work.

Yea that will work out just great. The first one you get that was not described as a mental call and you have to use force on him there will be a huge check written. Really bad idea, think about all the people you deal with have some sort of mental problem. Almost every stop every call. Sometimes it is not a big problem but many times it is and there you are alone dealing with it. Call Back r the unemployment office will have a place with your name on it for not handling that mental right.

There are situations like Danielle Jacobs, an aspie in Arizona that was prone to freakouts. She had put out a couple youtube videos showing how her service dog would help her during aspie meltdowns. She called the cops and said that she was having a bad time of it, and asked for help. When the Phoenix PD arrives, she's having a meltdown, and she lunges at them with a knife.

She was 5'4" 110 Lbs on the high side, and they could have easily subdued her. However she also lunged at them with a knife. So you have someone who has a history of mental health issues. Question is, what should the response be? All the available training teaches that if it's a threat, eliminate the threat. But is that too harsh of an overall response?

And once you put a Mental Health Rep in that situation, everything goes out the window, and officers are there in a support capacity. There's no procedures being mentioned on how to handle specific situations like that, or barricade situations. Just this all-encompassing "Bring a shrink and that will fix everything".

While mental illness is certainly a big factor in some CPD calls for assistance, it is usually a call that is WAY beyond a simple “Here’s a pamphlet, go get help” type response.....maybe there better be some real live scenarios for these civilians on how these escalate
otherwise these book-learner SJw professionals are going to get themselves and some officers hurt.not to even mention, most of the time, these calls often include a mental who is self-medicating with drugs and alcohol and are strong, and not very compliant.
Not so sure this is a well thought-out plan.......

CIT Lieutenant is completely useless, lacking knowledge and personality (perfect for a commanding officer spot in CPD)...so why not expand the program under her (she don't know up from down anyways)

and for the record most Social Workers meet the IL rule for mental health professional-so don't expect psychiatrist, psychologist and nurses to be riding along...meeting the 1000 hours of supervised direct service is an open joke

"It is up to the provider to determine and document the qualifications necessary to be considered a QMHP. Rule 132 definition of QMHP includes "an individual possessing at least a master's degree in counseling and guidance, rehabilitation counseling, social work, vocational counseling, psychology, pastoral counseling, or family therapy or related field, who has successfully completed a practicum or internship that included a minimum of 1,000 hours of supervised direct service in a mental health setting, or who has one year of clinical experience under the supervision of a QMHP."

So, I kept hearing a unit in 012 going down on numerous "firearms investigations" and requesting an event number. Anyone from 012 or elsewhere care to share what all these "firearms investigations" are about?

Several Gun Rights groups I am a member of would like to know if the city is violating 2nd amendment along with the 4th.

Don't jam yourself up in federal court illegally seizing a firearm, just for the numbers game.

Beck might have given a hint on how he will handle it. Claims there will be beat cars that do not handle any calls but interact with the community. They would be going their do nothing duties but would be available for the mental calls

Historical Analogy: Under Communism, the World War II Soviet Army had a parallel system of Political Command. This extended down to Platoon level. Every unit had a Political Officer ( Russian: Zampolit) who has a member of the Communist Party. The Political Officer could over rule any tactical decision of the professional Army Officer actually commanding the unit. The Political Officer could also refer any “ problem” Officers to the NKVD ( People’s Commission for Internal Affairs and forerunner of KGB) This is where this is heading CPD cannot allow itself to be second guessed in critical situations by police- hating Social Workers therapists and counselors

Animal Control will need some as well. Wiley (recently detained) may have a mental health issue and may only have needed a little “special help”. Instead he is being subjected to DNA testing and is illegally detained awaiting the results, which may get tossed in court anyway. This travesty is newsworthy (in Chicago). I have a close relative who suffers from serious mental illness. Yes, when he drinks he can become a handful. I'm not CIT trained but have been told I do a great job with them.
I treat them with respect and show little fear. It goes a long way.

I have a close relative who suffers from serious mental illness. Yes, when he drinks he can become a handful. I'm not CIT trained but have been told I do a great job with them.
I treat them with respect and show little fear. It goes a long way.

And once you put a Mental Health Rep in that situation, everything goes out the window, and officers are there in a support capacity. There's no procedures being mentioned on how to handle specific situations like that, or barricade situations. Just this all-encompassing "Bring a shrink and that will fix everything".

That's true. There are likely vague procedures of what to do if someone continues to advance toward the "expert" with a baseball bat. While they will boss around the cops because they are the expert in the end the officer will get the blame if things go sour. I can just see it now, but you shouldn't of shot him I almost had him convinced to stop swinging the bat at my head. I sure as hell wouldn't ever want to ride with one of these so called experts. I agree with the person that said most shrinks/psychologists, social workers are in need of mental health help themselves. They will pick the cop hating SJW folks for sure. The kind that feel that arresting someone is bad.

I was looking at the Houston Police page and they have this; "CIRT units ride citywide with the sole responsibility of responding to CIT-related calls; they are not in the calls-for-service loop" They have 12 full-time units. Apparently Houston has the largest co-responder program in the country with an officer and clinician riding together as partners. Of the 24 people pictured 9 white males, 8 minority males. Let's not forget the girls, there are 3 white females and 4 minority females. So figure a similar mix for Chicago. In their case the Crisis Intervention Response Team (CIRT) serves the entire Houston/Harris County region. Harris County has some 4,698,619 residents. Bring plenty of pamphlets along to hand out so people will be put in contact with "treatment". As long as there is no arrest, everything is grand. God, I'd rather work alone.

Now there are people that don't like either cops or doctors or other such "experts" that they feel might have jerked them around in the past with the wrong meds, wrong diagnosis, or just with a rude and condescending attitude. So perhaps a know it all expert will not help, but remember the goal is not to arrest. The person might be smart enough to play the game, agree with the expert, get a pamphlet and they drive away feeling it was all a success. Plus 1 for Doctor Feelgood. High Fives all around folks. I guess the person in crisis doesn't get to chose race and gender of the expert. But that too could have an affect on the outcome depending on the person and situation.

They will likely be going from the handbook, "Response Guide for First Responders" developed by HPD and company. Follow on the dotted line and you can't go wrong. Another borrowed from the idea factory of Larry the Toad and her puppet, Chuck the LeftCoast Stallion. For folks that like cartoons they will soon have a video out, How to be a first responder on a mental health crisis call, staring Goofy from Disney Studios. Lori as the voice of Goofy, Beck plays the part of the cop partner.

The order says the officer assigned gets the paper. And all officers will be trained by 2021.

Hopefully you and your family dont call the police for your drunk relative. You deal with their mental health. So tired of these families calling the police for their mentals.
