Take-Home Car Audit

Lightfoot's people picking off the low-hanging fruit:
  • Mayor's peeps were at Homan Square today auditing take home vehicles.
This was being abused since the days of Cline (at the minimum) where everyone - even non-buy officers - had a take-home ride for ..... well, pretty much because they could. There was even a pecking order where the nicer confiscated rides were passed out to the clouted and higher ranks.

Why is anyone taking home a vehicle? It’s not a car dealership. Bosses can’t afford gas on their salary! Underlinings at Homan have been taking home cars for years.

I’ve been saying this for years. Huge waste of money. There’s no reason for all these bosses with almost new take home cars, just to drive back and forth to work on the taxpayer dime. They make a very nice salary, can’t they drive their own cars like the rest of America? If the city eliminated take home cars for tact Lts, Capts and commanders that would instantly put approximately 100 cars back into patrol which is a 100 cars the city wouldn’t have to order. Take away all the other bosses cars and special people it could be another 100 easily. The city could easily put 250-300 nice cars back on the street. Huge savings!!!

Only valid argument ever explained to me by one of the guys was his take-home car saved him a monthly car payment, gas money, etc. He had a few kids and it helped. I could appreciate that. Common and reasonable logic says that due to all the non-prosecutable ghetto related response crashes in the Districts lately, the patrol fleet is in dire condition. Maybe a merit boss figured a need to bolster transportation needs to shuttle peacekeepers this coming season of rampant CTA traveling crime waves in downtown.

But in reality, newly created and appointed Bosses with a rotation of staff drivers must be short on take-homes and the third party lease vendor still hasn’t been paid since 2018.

The cars are rented and paid for with seized narcotics money. In accordance with state law. So if the city wants to use the cars, or anything else for that matter in that building, because it’s all paid for with seized dope money they have to change the state law. The Chief has to sign off on all purchases, including paying for the PTT phone service every month. The city refused to upgrade the communications system that’s why they are stuck with PTT phones. So it’s an end run around the state law to use the seized funds inappropriately. Don’t worry these scumbags democrats will change the state law soon. Unless groot pisses someone off in Springfield with her big smart ass mouth talking shit she don’t know about.

Generally, when you have an executive- or management-level person who's expected to be on-call 24x7, they get reimbursed for their mileage at the current IRS rate for work-related driving. IRS prohibits reimbursement for driving TO work from home, and from work to home but you can claim the rest. You have to track the starting/ending mileage and a brief description of what you were doing/who visited, etc.

Submit your report at the end of the period the company accepts it (generally monthly), and you get paid in a month... If they don't reimburse for something they should, you can track that and deduct it from your taxes as "unreimbursed business expenses" (so long as it meets the threshold amount).

For people who do a lot of driving, and submitting a lot of reports, there's a large back-end cost to process all these things, review them, authorize them, cut a check, deal with checks that go missing in the mail or don't make the direct deposit, reviewing supposed shortages or overages, auditing the thing, etc. So sometimes it's LESS EXPENSIVE to just give them a vehicle and cover the vehicular costs of fuel, maintenance, insurance, leasing.

But those will be big mile drivers, lots of activity, and generally they should have a contract that spells out what they can and can't use the vehicle for. That it can be tracked with GPS, that they can't stop off and go shopping on the way home with the car, etc. Otherwise there's big tax liabilities for *someone* to assume - either the driver or the company. It's not worth it to save a few bucks by fucking around with such a sweet deal. You don't end up driving YOUR car to/from work every day (which could be 20K miles a year in some instances), you save on insurance because you're driving less, etc.

Me, personally? If I had that deal, I'd have a shitbox personal car that needed liability only, pay cash for the vehicle, and change the oil and do basic maintenance to the brakes and tires. When it dies, get another one. Bank the $$$ saved and invest it wisely. Buy something nice in your retirement when you're out of this shithole. Figure you're never taking the car on the road, or anywhere besides maybe the airport. You're going shopping with it...

If you want to go on the road, rent something for the weekend and have some fun.

But I digress, if you happen to know of someone abusing the privilege of the vehicle, drop a dime to the IRS. They love these things. And if they find some tax scammery going on, they'll cut you in for a percentage of the recovery...

The reality is that no one in OCD needs a take home car, but it's a heavy clout unit so it has persisted for a long time. Is narcotics or asset forfeiture ever going to be called out from home for a drug or money emergency? We all know the answer. Even secretaries at homan have take home cars, why? The only people who need take home cars are those that get called out from home. The rest is just perks and waste.

Ok, 1st off, I never worked in Narcotics. But, everyone there should have a car. Cars or rented cars are paid by 1505 funds (Drug money). The City should be using it for every officer assigned there for everything. I mean everything, including pensions. If not, they must be stealing it. Read the forfeiture law. As long as the funds are used for drug related expenditures, that is the only requirement. But, hey when you get promoted based on some ass licking, literally, that’s the reason our Department is in such a sorry ass state. There are millions just sitting there, use the dam money fools!

If a business furnishes a car to an employee for work and that employee drives the car from home to work and back home, there are federal tax implications per the IRS. Should hold the same for cops and exempt if they’re not legally on 24 hour call.

Secondly, it’s a huge liability to the city.

The take home policy needs to be tightened up and enforced. They might even be surprised at the number of vehicles that are no where to be found.

3/01/2020 10:39:00 PM

The take-home cars should only be given to units that it serves an “operational need” for.
Just so you don’t have to use your personal car isn’t a valid excuse.
If that’s the only reason, the city should take it back.

I spent time in a unit with a take-home car myself. I found it to be nice, but often found that it complicated things more than I needed it. I could take it or leave it.

In my opinion, a take home car should be given to SWAT first and foremost, canine, evidence techs, and gangs.
Units that may begin their shift at a location other than their unit of assignment should have one. Same with the officers who may need to report on call, or respond quickly. SWAT can get called in and deploy from home. Sometimes seconds and minutes count, why should they have to drive to Homan to get there gear and deploy, they are wasting time. Or like ETs who have a lot of equipment they need to stock and maintain. The car is their office. Gangs often times begins directly in the field, and sometimes even the suburbs. A car saves time as you can deploy straight to the area of your operation.

In addition to that, any boss commander or higher should also probably have one, in the event that one of their officers is involved in a shooting, or something under that command requires them to come in and possibly report somewhere other than their unit of assignment. (Like a hospital or such).

If you report to the same office every day at the start of your tour, and never meet in the field or can’t be called in- it makes no sense. Just get the car from your unit of assignment.
