What If....

Has anyone thought about what happens if/when OEMC goes down to the corona-scare?

They're already doing mandatory OT most days, and god knows the employees there aren't shy about calling off regualrly. They almost can't be fired and if you've ever visited the dispatching floor, the place is filthy beyond belief. We can totally see it as an ideal virus-breeding ground. If we aren't mistaken, it's been shut down before for infestations of critters on at least one occasion, maybe more.

If there's no one taking the calls, response times to up. Way up. And that isn't even taking into consideration if the Districts get infected, either via the Academy (see yesterday's post) or via an infected member of the public.

UPDATE: an interesting comment:
  • Any1 know why LarryLitefoot was @ 311 today for all of about 3 mins. Dip’d in spoke 2’Desk Sgt n dip’d out.

    Also..... 911 Tech guys/gals were @ 311 other day auditing workstations. They said it was in preparation of when (NOT if) 911 (OEMC) is quarantined
Not many people know, but the 311 / Callback / Alternate Response Section is kind of an OEMC mini site. Every workstation can be adapted to dispatch on regular zone frequencies and Citywide. Amazingly, someone is thinking ahead.

911 call processing as oringinally instituted prior 1995

1t choice,. 1121 S State- COS
2nd choice calls and radio handled in District Stations in a small room.

After 1995

1st choice OEMC
2nd choice 311
3rd choice District Station for 9-1-1 Calls and Radio

It used to be that the District stations systems were checked and put into service on a single Sunday morning each month. Not sure if that is still the case.

The way I see it is if nobody is taking the calls then there are no calls. If there are no calls that means there is no crime. And most importantly, we are no longer in a RAP!!!

I remember oemc partially collapsed many years ago due to a technical glich. We were all told to ride around with the blue lights activated. The reasoning was that if people needed assistance they would see the blue lights and wave the officers down.

I remember 1999 when the Y2K scare forced the city to test the regional dispatch sites just in case OEMC went down. I would have been on the team to rush to the site if that happened. It didn't. I stayed under the viaduct.

Forced OT happens all the time at OEMC. 4 hours on the end no problem. The hard OT is 4 hours on the front. The wife works days and had to start at 0130!!!!!! How dangerous and fucked up is that!

I remember over 20 years ago in the basement of 025; they have an emergency dispatch system in one of the rooms. We had to test the radios to see if it all worked.

The phones and shit down there where easily from WWII.

Protectives masks and gear beyond those PPE kits!
Demand a N95 mask
Turn the garages into decontamination zones.
Cancel training at the academy.
Use admin personnel to take a majority of reports via telephone, as an overflow for 311 and to limit the calls officers on the street respond to. Why is the union fighting about swiping! Screw that! Just don’t swipe, what will the department do, suspend you during a pandemic! You touch your ID card that comes into contact with the reader!
Leave all locker room doors and bathroom doors open to minimize surface contact.
Supervisors strictly enforce social distancing between personnel.
Implement a plan for officers who need to quarantine, such as using a firehouse, hotel or old station.
Immediate Covid 19 test kits and expedited testing results for officers.
1 man cars but that work in tandem.
No arrests unless in extreme circumstances (the lib-turds would love that)
Property damage, theft, etc. the insurance companies can cover losses and the det’s can get them later
Tempeture checks on officers reporting to work
Close the polling places in the 009, 011 & 016 districts
Have designated dry cleaners who can decontaminate uniforms at no cost to the officers
Mandatory wipe / spray down of police vehicles before tour of duty exchange
Mandatory wipe / spray down of all circulated equipment
Hazmat suits
Constant disinfecting stations
Bulletproof barriers at every station desk like in those ghetto stores
Provide meals for the officers

If they do not do this, police will lose control like in Katrina. Marshall law will take over.

O'Hare has their own 911 center. They call it the OCC (O'Hare Communications Center). The OCC is supposed to be the backup for Madison (if it ever goes down). The OCC is ran by a guy named Ken Warrick. The OCC is a small outdated room (considering it's the backup for Madison) I have no clue if it's a viable option.

I wonder the last time they tested their backup plan, far less the actual equipment (hardware and software). Knowing it's Chicago, the city of "Where's Mine?" (as the late Mike Royko said), nobody ever actually tested it after the initial setup and tests. When the 911 and 311 dispatcher sick out, who will answer the phone? Does (or can) OEMC "fail over" to Cook County's 911 as a backup? If not, and callers start relaying calls from nearby suburbs (especially with cellphones that hit the closest tower), how will these suburbs transfer the call to CPD/CFD?? It's bad enough in small agencies that still run their own dispatch center (some suburbs declined to go combined dispatch), let alone a major city when you run short of staff. Full disclosure: 11 years in a suburban 911 center...and some of our bosses were just as clueless.

Will a call taker/dispatcher shortage cause any usual delay, should I find a need to use my annual single allotment 9-1-1 call up here in 016?

Basic shortwave is better and there may be at least one unit left from the ‘68 Dem Convention. FOP a will have to give up that old console they have in the hallway too.

We still have the FM base stations wherever you see the red and white transmitting towers. Someone is assigned to go in there, and dispatch calls received to the district officers. I believe there is one for each district. How they are told what calls are waiting I don't remember, but these systems get checked yearly. Also, I don't know how updated the equipment is inside these things, haven't been inside one since Y2K scare.

When I was a prisoner of war I was forced to work at 311. There was a closure at 911 for a couple weeks so we were told to answer 911 emergency calls from the 311 site with no training whatsoever! Not surprised.

Another recollection...
We did a grand opening tour of the new granite monolith called OEMC and they were spouting being ready for anything. One thing that stood out was they had a full kitchen with huge refrigerators, stoves etc. not sure if it was filled or if there was a pantry filled with non-perishables.
Wonder what they pay the cook.

We’re paying $5 a month surcharge on the cellphone bill and that money has nothing to do with communications upkeep or preparedness.
Wonder what CookCo Homeland Security has planned.

If an emergency communications center is running up to snuff, then it’s prepared, so there’s no need for LightLoafer to pop in and snoop unless it’s for a favor. She might be looking for a free parking spot and a free breakfast at The Palace Grill across the street so to taunt The Mancow who was suppose to do a live show there until it was postponed.

Could also be that she had anticipated on calling 9-1-1 Saturday night because colonial revelers will be keeping her awake, she don’t want to get the usual one ringee-dingee, two ringee-dingees then a click and dial tone like the rest of us.

I work at OEMC and we do have a back-up system. Each operator is equipped with two Styrofoam cups connected with a 25 ft. piece of kite string. We have the ability to maintain a conversation with anyone on the other end. Local 134 installed so I know for a fact they are up to par. I personally want to thank the mayor for her ingenuity and creativity.

Although I applaud your enthusiasm and conviction...Do you work for CPD?? HAHA! Hey, 011 has been doing your suggestion of 1 man units for years, but not to avoid contamination, because WE DON'T HAVE ENOUGH POLICE to ensure 10-4 units on every watch in the busiest district in the city!!. Meals provided for officers?? Great idea. 95% of the businesses in 011 don't even give a break to on-duty officers for a bottle of water or candy bar, so don't know who'd pony up for free meals. (Although Windward roofing does cater a spread every year for all three watches, thanks guys!)
Once again, thanks for the great ideas, but for a mayor , politicians and city that view the police as the enemy, good luck getting a third of what you suggest. You can attribute it to unpreparedness, but I'd attribute lack of resources to flat out disdain for our profession.

You young peeps probably don’t recall that in 92-94 somewhere the equipment up in the Ivory Tower (2nd/3rd floors) was so old that Zone 12 CAUGHT FIRE.
The call takers to either side of her scattered, busy as hell so my buddy stayed to make sure the cars on the street could hear her dispatch and she them.
Almost immediately she started having issues with allergies - multiple chemical exposures before that was a know problem, so of course CPD told her it was all in her head and similar shit. She finally got to retire.
A whole bunch of us in the 19th District building wound up with cancer, FOP never did JACK about following up my case - a sick building is the death knell to any lawyer’s future career if they don’t get a settlement. Last I heard from FOP on the matter was, oh, ten years ago?
After I filed that complaint there was ASBESTOS ABATEMENT in the ceiling at the desk WHILE THE DESK CREW WORKED.
I’m retired now and so far so good.
