On the County Side

Prickwrinkle is looking at a $200 million shortfall...minimum. We got this from one of our many County readers:
  • In 2017, well before COVID hit and just before the clusterfuck that was the "pop tax," CCDOC officers signed a contract with the county board. Not including some gains they made in language to the Contract, on the financial side (the side negotiated with Preckwinkle not Dart), they agreed to defer step increases for everyone, for 3 fiscal years. This caused over 65% of the correctional staff and supervisors to receive no step increase for that time. They got a $1200 bonus the first year, then a 2% raise and then a 2% raise again. That's it. Their initial proposal will be even more draconian, but this is what the county will eventually demand from the union this summer:

    - Health care premiums will double (as a percentage paid every check)
    - Step increases deferred for an additional 2 years, then only 2 step increases allowed in the last year (meaning if you got hired new and haven't received a step increase and are expecting say 3 of them, you only get 2... further deferring raises and driving down unfunded liabilities in the future).
    - Dramatic increase in 12-hour shifts (less officers needed by 30% for the same post, etc).
    - A one-time medical buy-back of 100%, up to 200 hours, per officer. (Intended to deplete the amount of medical each officer carries on the books, making it harder for them to call in medical in the future over time).

    And the kickers?
    - TWO unpaid furlough days, PER MONTH, for a year.
    - NO Raises over 3 years...... $1500 bonus each year instead.

    If not: 10% layoffs for every merit rank (ie: 300~ OFCs, 20-25 SGTs, 10 LTs), and mandatory 3-4 unpaid furlough days per month, for everyone. Hiring freeze and promotional freezes to follow (not counting bosses). And even scarier, civilian directors will run divisions and units. The county figured out that with the reduction in inmate population, you could close several divisions and need less bosses. Superintendents will be a thing of the past. Civilian directors will oversee everyone, working largely as a panel group, instead of direct control over a specific group of people.
This partially explains more of Dart's emptying the jail - it justifies massive cuts among the deputies. But we still don't see cuts in the rest of the otherwise redundant Cook County government ranks. There isn't a single function aside from the jail and forest preserves that isn't (or can't be) covered by other local governments.

If Tommy is cutting the jail staff so much, why are they constantly putting out more sheriff's police? Seems like I have seen more deputies on the street these days then ever before. And what's the purpose of putting county deputies in the city?

Dart budget has increased from 385 million to over 635 million since taking office well beyond inflation over 13 years. The only thing Preckwinkle was right about when she called out his gross fiscal mismanagement. This isn't even counting the millions in pipeline from Covid suits, 16 million settlement with female staff/PDs, Numerous inmate bus brawls leaving many brain damaged, dozens of dead inmates including one put in same cell with rival gang. Its just a total shit show and the goof keeps running.

How about Cook County Judges, Assistant States Attorneys,Public Defenders,Court Clerks,Council Board Members,Probation Officers,and I am sure I am missing some other positions that could be eliminated since there has not been any Court for 3 Months and there is going to be a lot fewer criminal cases in the system.There is millions to be saved before taking away from Sheriffs Deputies.

over the last 30 years the dems tried to banish guns and the second amendment. when they couldnt acheive that, they resorted to making owning a gun an expensive hassle. foid taxes and fees, photos and prints, gun taxes and bullet taxes, gun free zones, shut down all the gun shops and ranges etc. works on a lot of people. now for some bizarre reason the left would like to eliminate law enforcement. why ? expensive, race....shist, and locks up their voter base, although now they allow prisoners to vote. so they cant just come out an defun da poleece, not yet at least, so lets make the job so expensive and demoralizing no one wants the job. seems to be working. collapse entitys from within is the alinsky strategy. liberalism is truly a mental disorder.

Which all leads to the most obvious question! Do we need the useless county government system? For what exactly? States Attorney's Office is useless running offense against the police, victims & taxpayers, judges are a joke especially anyone put in the last 10 years, the sheriff is a joke, pays his staff millions so there is no money for guards, county board is a bunch of slobs that can't get real jobs, clerks office is less than useless if you need info or are trying to file paperwork. The county could probably cut everyone of these and more to 10% & no one would notice except the POS ghost payrollers who wouldn't get a check or insurance. After the shit BS legislators pulled giving themselves a raise we could cut them down to 10% with less problems & save a ton of money! City Council & city hall should also cut their payroll to 10% all's good! THIS SHOULD BE A TAXPAYER DEMAND BEFORE ANY NEW TAXES ARE RAISED! IT WONT HAPPEN & BET YOUR ASS TAXES WILL BE RAISED BIG TIME ACROSS THE BOARD, CITY, COUNTY & STATE

City and county are done. I’ve been on CPD 6 years now. Currently waiting on the contract, the retro check to be specific, once I collect I’m out. After I get mine and withdraw my contributions I could careless what protections or benefits are stripped as long as the retro check is mighty. Like old timers did us with duty availability with the previous contract. Can’t wait to GTFO of here already. Just pay me for my time.

Cook County government is heavy with tradesmen who are very well paid. They make union scale along with pension and full benefits. Union scale is meant to pay tradesmen who work for various contractors and who do not work all year, not for full time government employees. The Park District is loaded with patronage and abuse by tradesmen. The same goes for the state. Government employees should be paid roughly the same as their private sector counterparts, but instead are paid about 35% higher. That is the real waste. The city school teachers got an 18% raise and now we are in a fiscal crisis caused by the pandemic. Government is now talking layoffs. Do you really think that the mayor will give the police a good raise and a new contract? Instead there might be layoffs

numbers will be crunched desk personal will shrink.

As they are all sitting home along with all the city employees state employees getting full paychecks for benefits and many have been told they can work from home for as long as they like, some are being shipped at the moment ran new iPads brand new satellite devices for the Internet brand new iPhones no accountability work when you want to jump on the computer when you want to incredible and who’s gonna pay for this? While the Police Pension fund is being laughed at by her mayor not funding properly and this is another example of terrible fiscal management.

Most anyone with an honorable discharge can get a non-competitive LEO agent job; Customs is crying for them. And if one doesn't mind selling his soul for an extra grade, there is always the FBI. 3:38am better wither lay off theorize or get some sleep. The reality of the situation is city and state are broke and can prove it. You will be lucky to not get a pay decrease in next contract and keep current staffing levels. If you do get a pay raise it will just be eaten up in new taxes they will have to levy to make up for the China Virus disaster. That is the reality of where things are today. Guess you haven't been keeping up with the news lately 20-25% unemployment and thousands of jobs lost and thousands of small business closed for good and your worried about a pay raise. Just be thankful you might keep your job. Sorry to burst your bubble. State budget is 5 billion in the hole before day one and 7 billion behind paying invoices. Haven't heard where the city is but willing to bet the same boat.

Sheriff Dart has 75+ lawyers on his payroll and not one noticed the illegal appoinments to his Merit Board? It took a lawyer Cass Casper representing a fired employee about 2 minutes to realize Dart was making unlawful appointments. The incompetence is just unexplainable if not done on purpose.

Other local governments cannot take over all of the County's functions; many in the South Suburbs can barely function as it is, and some are broke. What are towns like Riverdale, Dolton, Harvey, Phoenix and Markham going to take over from the county with thin budgets, and some with corrupt officials and employees? The County has tried for years to get all the unincorporated territory annexed by municipalities, and most have said "No thanks! We're not that stupid" or "Can't do it, no money to provide services there, and the tax base there isn't enough to pay for annexation costs". Furthermore, because State law requires counties to provide certain services, you'd have to change all of the laws, and good luck with the legislative battle for that.

The county sheriff has burned about 50 million gallons of fuel riding around doing photo op motorcades posted to social media so leo Schmitz can defended his do nothing job and make Dart look good. I rather have proper PPE than 4000 squad cars with bunch of clout baby's saluting me from outside. Everything with Dart is for show.

The contract won't be settled for a couple of years.You might as well hit 10 years and get vested then retire its a small amount but better than nothing.The guys that will get the biggest retro are the guys hitting overtime hard the last few years.

It’s Tommy’s way of staying relevant. He thinks having his brown clown admin tow teams driving around the ghetto makes him look good. These clowns worked on Cicero and lake couple years back...dopw all day then down at Maywood for the arrest for 3 or 4 hours. Easy money and Tommy looks like he’s doing what the city coopers can’t. And he’s trying to get a couple ccspd districts started up in the city...a north and south from what I hear

Lmao!!! I swear I thought I was the only one who noticed the constant motorcade photo op Leo has been doing just to look good on Twitter and Facebook. If I see one motorcade!! How many people can you salute?? And isn't the Sheriff's office one unit!? So why are you riding around saluting the officers at the jail and the officers at the court house?

Actually I'm unbothered and even more so by your reply. It just seems counterproductive to have county deputies in the city since it's pretty much all for show. I guess it's a great way for the county to really spend those tax dollars.

#1 Firest Preserve Police will be disbanded

The rank of Lieutenant in both the jail and court services will be eliminated. The lieutenants that dont leave will be Sgts.
Shots. will be laid off. Deputies will be cut by 10%.
No pay raise

Yeah right sell medical time at 100%! Lol that’s a real laugh. For one most officers don’t have any medical time to sell back. And last year when it was time to sell it was on .75 per and the year before that was .50 cents so why would they wanna sell 40 hours of medical and get paid for 20hrs.

From the last round of promotions at the county to rank of Sgt 4 have already decided that that gold star and white shirt ain’t worth it and turned it in. Never seen that happen before.

Does CrookCountyJustice need bailiffs in Traffic, civil courts . Private security does an excellent job at OEMC , could also be hired for all courts , city hall , public safety building , state of Illinois building and civic center .
Not necessary for cook county ,CPD and ISP to assign full duty sworn police officers.
