We are convinced that part of what Groot is doing, with these constant cancellings of days off when the weekend rolls around is to provoke some sort of job action (commonly referred to as a Blue Flu) and then go to friendly Cook County courts to declare the Contract null and void.
She isn't going to get the FOP to sit down to negotiate - she's (and Rahm) were skipping meetings for three years - it isn't going to happen now.
She isn't going to get "reform" in front of an arbitrator - they can only address issues that have been brought up in negotiations, and job protections were a non-starter with all FOP leadership.
Her only hope at this point, to get everything she wants and convince her voting base that she's the only one who can dismantle the CPD, is a court win throwing out the entire Contract due to an organized job action - something expressly forbidden in the Contract.

Nothing worse than a mayor scorned. She will do anything to get you just like a bad bout of the Coronavirus. Having put in 38 years with CPD I am so glad I am not there anymore but I feel bad for you. I keep in touch with what’s going on with CPD and with what’s going on all over the country with policing. I read the letter that FOP President John Catanzara sent to the Superintendent and Catanzara’s interview with FOX 32 reporters. I thought he did an excellent job because he was knowledgeable, he was prepared and answered their questions without any pauses. Hitting the medical isn’t a strike, it’s sickness and mental health. If we all burn out after 30 days with maybe 4 days off tops, that’s pretty legitimate. Whatever though, we’re out of energy... it’s is what it is. If we’re all sick on the same day that’s a managerial issue. I don’t know about you guys but I’m sick of living my life for this job. The mayor is a very clever and accomplished in the sense that she has some excellent advisors (give credit where credit is due). FOP needs to find its own "A" team.
From a tactical point of view, her appointment of Arewa Karen Winters (AKW) was stunningly brilliant. AKW will be the lightning rod, attracting all of your attention, while Lightfoot will be up to mischief in the shadows. Just ignore AKW's ignorant/outrageous comments (even though the media will play it up - you watch) because we already know what this committee's findings and recommendations will be.
It is not a job action if you do only what your job requires. Answer your calls, make arrests on signed complaints, patrol, do bus checks - but no pro active policing. Period. Also, if you are ill, sick, depressed, from too much work and long hours then go on the medical; see your doctor if you have to. That's not a job action either. As for the long hours, FOP is already going to court. Also, start filing safety grievances. Hundreds of them. There are myriad reports and studies that talk about how policing deteriorates when a cop is very tired. It's akin to being intoxicated. That's not a job action either. Request your lunches and personals; if denied, make sure it's on the air. When you follow the rules and the law there's not much she can do.

A job action would not be a good thing and it would play right into her hand. However as a wise old Sgt. once said you cant get in trouble for doing your job. So do the opposite everyone gets tied up in arrest/traffic stops anything that creates a shortage of cars available for service calls. In addition it would create more overtime and court time.

It’s a documented fact that Larri LightFührer (former incompetent assistant US Atty) is having real attorneys nitpicking word by word the Contract again, just as Rahm and Shanks had. She said so herself at a press conference.
ShortShanks and Rahm both violated Contract elements, including trying to stiff us on overtime pay when they negotiated only paying up to a certain amount retroactively (a lawsuit to reverse this was won years later) and (correct me here) there was no punitive awards, just back pay.
They withhold earned income and don’t add interest and penalties...for violating the Contract.
Try that with your City water bill, your Veh sticker, tax bill etc.
Anyway, we still have a Contract that allows those time off and compensation when they deny it. You have chickenshit merit hacks bosses that are terrified of signing time off requests, but have no problem allowing and padding the inside house mouse administrative staffings.

Retired for several years and heartbroken what the job has become. I worry about every officer currently on the job every day. Policing, as we know it, is gone forever as is the rule of law. We all know that the vast majority of coppers perform in a professional manner, however, we all know a "slug" who has slipped through the cracks and should not be on the job. We have suffered because of it. Unfortunately, the current consensus of some is that we are the bad guy and all they need now are social workers to work out society's ills. Of course, this will fail and a lot of people will get hurt because of it. Eventually, the majority of people will realize what the "Thin Blue Line" meant and will have to learn the hard way.
I agree SCC. I think she was planning on officers losing control and having a "1968" type response to the protesters. Then she'd have more ammo to defund/dismantle CPD. When that didn't happen, because overall we were professional, she began to nitpick at us: flipping off protesters, using bad language, covering identifiers, etc. She knows, or should, that these are not fireable offenses. But she has to save face after letting the city burn.

In the country as a whole counting every LE officer at all levels of government, the ratio is about 2.1 per 1000. That suggests there is at least some opportunity to reduce the numbers without seriously affecting public order. Making headway on mental health issues, addictions, and homelessness would greatly reduce the load on police services. These are not things that you can police one's way out of. It's been tried since the idiotic broken windows policy. It is expensive and has failed miserably at everything except irritating the law abiding people who are the most adversely affected by it. If you wanted to find a way to lose the support and trust of the public as a whole, that's the way to do it.
Fuck "premium pay" for only then 6th and 7th day, which then resets. Every day past 7 should be time and a half in our next contract.

I seen an interview with a Black Sheriff who had 30 years experience and was a use of force expert. He said the officers were absolutely justified in their actions.

No police officer ever decided to send 400 officers to patrol a small district like Englewood.
No police officer ever told all the other officers "the numbers are down, we need more movers, we need more parkers, we need more contact cards, we need more ISRs, we need more arrests."
No police officer on tact ever told the rest of the team, our numbers for the month are down, go get "drinking on the public way" and "urinating on the public way" arrests.
No police officer ever ordered those missions where gang members on corners got arrested for disorderly conduct. Unfortunately, like fishing in the Sea of Japan, a few dolphins got caught in the net with the tuna.
No police officer ever set up and organized "Special Operations Section," "Mobile Strike Force," or "Tactical Response Unit" and sent those officers into poor, crime-ridden African-American communities to fight "gangs, guns and drugs."
All these orders and directives came down from the top level of the police department, who took their orders from the Daleys or anyone else in the 5th floor of City Hall.
All these orders occur weekly at Compstat, where the Chiefs and Deputy Chiefs berate and intimidate commanders into ordering their officers to "fight crime" by arresting as many people as possible. Then the Commanders take that message back to their districts and pass it on.
And all these orders stem from the politicization of crime, and the politicians' desire to bring down crime rates "by any means." The result has more African-Americans being arrested for minor offenses, more traffic stops on African-Americans, more African-Americans getting tickets they can't afford resulting in their licenses getting suspended, more African-Americans with arrest records who then can't get jobs and resort to robbing, stealing, and taking jobs with the biggest employer in the ghetto: the drug dealers.
Yet now, the politicians who instituted all the policies that have led us to this situation we police are in today are so quick to blame us and let us be the scapegoats for the bad policies they implemented.
Police officers have only ever done what was asked of them: enforce laws. And now, they are being castigated for doing just what they were told to do and trained to do.
I may leave before 50.

Hey, you don't seem to get any of this. You can do the right thing and be fired, charged and face prison. You can lose everything and your family will also endure a life changing nightmare. Try looking at it from another angle. Read about the Ferguson Effect, that might explain part of it for you. Why do you think coppers talk of being fetal, doing nothing more than answering their jobs? Because no matter what the MSM, the pandering boss and SJW progressive mayor will automatically take the side of the criminal and crucify you before even all the facts come out. I use to think that way about her but now I think she is stupid. The biggest economic engine to Illinois and especially Chicago is the downtown businesses and surrounding areas. She destroyed them and I’ve never seen so much hate for a mayor from them as I do now. They support the police and know they’re very essential. I joined CPD in 1971. COP (Confederation Of Police) fought hard for a contract, Old Man Daley totally refused. COP won many court battles, that were later put into the 1st contract.
Each of the early individual court cases were a bare knuckle brawls. Daley won in the local courts, of course (he owned all the local judges). That meant costly appeals. Your fundamental police officer rights, that you 1985+ police take for granted, were forged in those early days.
Bottom LINE:
FOP don't give anything up! Most of your rights that are under scrutiny, have been in several contracts. An arbitrator would be reluctant to take any away.
Demand more! Triple time for 12 hour days on RDO,
4 hrs minimal OT for a court appearance, over 4hrs in court equal double time, over 6 in court triple time.

In the country as a whole counting every LE officer at all levels of government, the ratio is about 2.1 per 1000. That suggests there is at least some opportunity to reduce the numbers without seriously affecting public order. Making headway on mental health issues, addictions, and homelessness would greatly reduce the load on police services. These are not things that you can police one's way out of. It's been tried since the idiotic broken windows policy. It is expensive and has failed miserably at everything except irritating the law abiding people who are the most adversely affected by it. If you wanted to find a way to lose the support and trust of the public as a whole, that's the way to do it.
