The dumb clown decides to allow looters to trash your stores, steal/trash your inventory and all your built-in furniture & displays, and basically put the store out of business for weeks, if not months. Insurance is very unlikely to cover this, and if it happens, it's only going to be partial coverage, and that after after a long court fight.
It's all about the money - and Mayor Lightgroot doesn't have a clue about the financials that affects these types of re-opening & re-building plans.
Hint: Somebody should explain to Lightgroot that in the current market, if you give most retailers a choice between investing even MORE $$$'s in repairing their damaged non productive (sunk costs) B&M (brick & mortar) presence, or investing capital (again, those same $$$'s) in your (likely) growing web based commerce presence, well, that's a no-brainer move.
As a retailer, you go for the path that generates the greatest return for invested capital - & that's not B&M.

Back in 2012-2015, all the Big Box stores wanted to expand into urban areas. A little (back then) company called Amazon & a few others decided to invest in 'eCommerce' and not waste capital investing in B&M.
Well, these days we know who won & lost that particular bet.
So, back in late 2017 Walmart changed their bet they reversed course to the tune of multiple BILLIONS of per year, with a new investment criteria in the 60-25-15 range, with the new breakdown being 60% (eCommerce); 25% (Logistics), & 15% (Other, including B&M). Still on that same path, and Walmart's not alone in doing this. Now the %'s may be off, but that's the range.
LightGroot's going to have a really hard time persuading these B&M based businesses to re-build in Chicago. Why dump in more good money into what has already become 'sunk costs', when there are competing needs for Capital (money) that has become a scarce resource?

Cheap too, with little financial risk. Target closed two stores on the south side last year before this latest nonsense. They are building a new one at foster and Cicero on the northwest side. Economics 101 again. And in kenosha, wisc, Pick and Save, owned by Kroger , closed it's west side store after only a couple of years due to excessive inventory shrinkage, leaving "the community" with no nearby supermarket. It's that invisible hand of economics at work again.
She really ought to worry about the big name retailers in Michigan Ave. Without them, tourists have one less reason to visit her city, her clusterfuck.

For years, City Hall/Kimm Foxx/all Chicago media, etc. did Nothing about the daily Red Line ‘children’ who swarmed Wrigleyville, Lincoln Park, State Street and Michigan Avenue to loot, smash and grab, go wilding in establishments, race out the doors with armfuls of stolen goods, etc. I would leave every storefront boarded up. Nobody travels downtown except for the ‘record millions of tourists’ we supposed get. There is No incentive when the unchecked savage beast sits and waits. Let Mayor Lori O’Leary she the destruction of the Great Chicago Looting of 2020 after she kicked the lantern over and said ‘Don’t Do Anything.’
Fact of the matter is this , Companies will open a store in a high crime area for 1 reason , somebody in City or State Government either threatened them or made them an offer they couldn't refuse. If there was a food desert it was because the shrinkage was so bad they couldn't make any money and they could not find any reliable employees . So those are the lost leader charity case stores that were a means to an end. Now since she didn't respect their investment or the fact that those Companies did what was asked of them and provided the "community" a place for fresh food and vegetables ect ect ect , then I say there is zero chance they rebuild in the "community"

After yet another armed robbery, I talked to the head of security for a major retailer. While I was talking to him, two of the employees walked up to him and quit. He told me about how much money the store lost every year through customer theft and employee theft. It was astounding. The store operated at a loss. He explained that the parent company had to keep the store in the neighborhood or they would be targeted by the usual race baiters. That extortion would cost more than keeping this store open.
Lori had three days notice that there were violent protesters coming to Chicago to cause problems . One of those problems was to damage property and loot stores. She was hell bent on not giving police overtime to combat these protesters. Here’s a clue for the media and anyone who thinks that this might be bullshit what I’m writing. If the state of Illinois is opening on May 29 , why did Lori wait til June 4 to open up Chicago???
Could it be she knew violent protesters were headed this way? I think she didn’t care about property damage , but was concerned about innocent people being robbed and beaten. Lori is a liar and a scumbag for allowing anything to get damaged. She’s a real piece of shit.

About 20 years ago, I was C.P.D. in a south side district. I was pulled off an assignment to go to a alderperson’s office to represent the district with several alder people about commercial development of the 87th St. corridor near the Dan Ryan expressway. There was already a Home Depot, a movie multi-plex, a Jewel, Toys-R-Us and other stores and business you would find in a normal suburban shopping area. Although not a member of the district’s fully staffed neighborhood relation’s office, I had been personally involved with a citizen’s attempt to get a Target store at 87TH and Cottage Grove.
I stood at the back (no chair for the white guy) listening to the discussion when alderperson P#########e opined “No, we definitely don’t want Walmart, they don’t pay union wages”. She noticed my smiling silent chuckle and asked, “You have a problem officer?” I replied “no ma’am. I’ve read in the neighborhood paper that most of the job applications for the Walmart being built in Evergreen Park are from Chicago zip codes. It’s up to you to send your constituents 3 more miles to get decent prices. And I think it’s very nice of you to give all that sales tax money to Evergreen Park.” I thought she meant well but her extreme socialist views blinds her and her ilk (Lori Lightfoot) to economic realities. The Chicago Walmarts remained far in the future.
Previously, a citizen had approached me in the station about getting a Target store built at 87TH and Cottage Grove. From talking to me at a C.A.P.S. meeting, she had decided that I took her seriously unlike most of the other people she had spoken with. My small suggestions along with all her friend’s involvement (“Not a K-Mart, not a Walmart, A nice Target damn it!”) caught the attention of less progressive politicians. Target asked for the zip codes from customers from Target’s River Oaks store and discovered that most of the customers were from Chicago’s south side!!! My favorite citizen’s Target was built at 87TH and Cottage in 2002!! Mayor Daley almost derailed the deal in a silly fight with Dayton Hudson over where Frango mints would be made. But eventually there were Targets, Best Buys, Home Depots, etc., and yes even the enemy of the proletariat, Walmart all over the south side of Chicago.
The importance of this development is not just lower prices and making it easier to obtain food, medicine, and other necessities. It changed the world.
Most white people decry “White Privilege” but the biggest privilege of being white is not living in a normal black neighborhood! The new stores offered some equality of life by being the same places that you could find in “white neighborhoods“ or the growing number of black suburbs. It didn’t feel like “the hood”. The people felt safer even if the numbers of crimes did not reflect this. There were thousands of jobs for the people living in the areas and the kids (and some adults) were too busy working to get into trouble. They had money in their pockets and a sense of community worth. This slowed down the rate of middle class “black flight”.
I was a young man during the MLK riots. While on C.P.D. I attended 6 Bull’s Championship Celebrations (You do know, you are celebrating the Bull’s win by burning down the place where your mother gets your food, don’t you?). It took 50 long hard years for the City of Chicago to get to this point of improvement and equality. Lori Lightfoot, to quote Bill Cosby, YOU THREW IT ALL AWAY!
I lived near 13th and D NE in D.C. in the late '70s. Across the street was an empty field covered with gravel and asphalt that had a cyclone fence around it. It had been a Safeway until it got burned down during the King riots in '68. Now fully 52 years later, and the area has been somewhat gentrified. The field has a couple of softball diamonds and I guess a dog park, but still no Safeway. They'll say, "Blah-blah-blah, sure, we'll be back," right up until it comes time to write a check.
Walmart's previous strategy was to come into a town, eliminate all the competition, suck the local economy for all it can get and shutter the store and move on. Going back half a century, old man Daley had a business background and when the shit hit the fan in 1968 his controversial orders to Supt Conlisk were to shoot to maim looters and shoot to kill anyone with a molotov cocktail. Imagine how much that may have saved. You would have had batting practice for a couple days, and the la-la media would be wagging their fingers at Chicago, but the City would have survived and still enjoyed a reputation where business can be conducted and pandering would still be considered a crime. That photo posted the other day tore it for me. Taking a knee? And all the Goo-goos are falling all over themselves to over compensate 14% of this country's population. Thankfully, we can see the ongoing demise of the Tribune, as they lay off more and more staff, and rely on USA Today copy to ink up their pages. The canibals devour the city and the hedge fund guys devour the 143 year old Tribune.
For all the construction and infrastructure made downtown over the past 25 years, it looks like the area will be returning to the era of the 70's with wig salons and store fronts peddling cheap Chinese electronics. I used to dismiss the notion that Chicago will be the next Detroit. But not anymore. Can you imagine a defunded Chicago Police Department, already 3 years without a contract and pension funding somewhere around 25%. How much did the City cough up to redo the 95th St Red Line station.

Yes, indeed. I fully believe when Trump wins again, this is going to start all over again. First the liberal cry baby media will start the endless coverage of false “facts” - declaring Trump really didn’t win. Then the lefty sheep will get on social media & declare it an act of racism, make their signs & head for the downtowns of each city. Then they will cause a burden on the city police by protesting & not doing it peacefully...then antifa will seed itself in the crowds, causing just enough distraction for the looting & rioting to start all over by the community people who started making their plans for more free stuff before the election even happened.
