So now, cops see something that looks like a knife and according to other reports, the offender was telling them he's had a gun in the car and was going to go get it. It's a rigged game at that point.

There is another video that came out, and it shows two of the officers wrestling with Jacob before he was freed to walk around the car with the officers following him. Best I can tell, he was freed to walk around the car when one of the officers saw the knife and him and the other officer backed off rather than get stabbed.
No idea what happened once the offender here got in the car, but the officer right behind him was holding the offender's shirt in one hand and a gun in his other hand. The officer had to have thought he saw a gun or something, as no way would he fire repeatedly at point blank range like that. Especially without simply putting one in the offenders head if he wanted to kill him.

Under what circumstances do the local police departments release information on incident reports? I find a wide variation (and probably politics) in different cities having different standards. Video is often released within a week or so.
But if a KNIFE were present or THREATS were made, OR if a weapon was in the vehicle, you would think public officials would say something to quell the outrage.

Something to keep an eye out for. Trace back to who is purchasing pallets of bricks immediately after the latest media-fueled outrage. Same for gas cans being purchased and transported (especially if there is more than one in a non-local vehicle). Empty Gatorade and similar bottles are being used for projectiles (bodily fluids or Quickcrete, which is also another thing to look for). Hardware stores can be used as a terrorist's supply depot. Every Menard's etc. in a 50+ mile radius of Kenosha might yield some useful tapes of shoppers since the shooting. Pull the records of gas can purchases, etc. For cash purchases check the footage. Cashiers, where the stores still use them, often notice people who don't fit the regular customer profile. Ask em if they recall anyone purchasing several gas cans (or whatever). Can't hurt.
Reports of buses from Minneapolis and Chicago with peaceful protesters. Also reports of out of towners (bad guys) running blacked out plates and meeting up 10-15 miles outside Kenosha. One restuarant in Trevor, for example. Outlying town LE take note: your AO may be used as staging areas. Locals know who belongs and who doesn't. Call takers should be on alert. Use apps like Nextdoor to ask locals to report any recent unusual activity by out of towners.
All these knuckleheads need to crawl back to wherever they came from after they are done with Kenosha. Be alert for late night / early morning travelers heading from Kenosha to Mpls/Madison/Chicago etc. Also reports of unusual traffic at motels (businesw has been pretty slow thanks to COVID). If nothing else, ID everyone at stops and get their names and plates in the system. Same people start showing up before, during and after other riots, especially in multiple states, and their reign of mayhem can be cut short. Just because Crimesha won't prosecute them doesn't mean some other area won't. Start building trails. Some areas take a dim view of multiple catch and release criminals.
We're still in a pretty narrow time window with a very precisely defined starting point for Kenosha. Makes poking around for info easier, especially while things are fresh in the minds of cashiers, potential witnesses, etc.

Under what circumstances do the local police departments release information on incident reports? I find a wide variation (and probably politics) in different cities having different standards. Video is often released within a week or so.
But if a KNIFE were present or THREATS were made, OR if a weapon was in the vehicle, you would think public officials would say something to quell the outrage.
(Don't laugh, I know folks are cynical enough not to believe they actually want that.)

We in Kenosha said the same thing. The crickets are loud. But we know that the guy who shot the viral video was on NBC News saying that the officers were yelling drop the knife.
Kenosha is the ground zero for this and the goofy governor is aiding and abetting it.
We don't know why KPD has been silent about what happened here except for perhaps an outdated script. With social media people are hearing everyone else's version except the officers. I don't buy the crap that you can't say anything before the investigation is over. These officers know why they acted as they did and if the collateral information is accurate it was a legitimate use of fatal force (though the optics are not pleasant).
We also don't know why the chief has been silent. The former chief just was named city administrator. The current chief was his deputy. Both are good guys but the former chief is more political. They butted heads a few years ago when the former city administrator was investigated for some shenanigans. The then deputy chief (now chief) wanted to run with the info he had and the then chief put the hex on it. Maybe city hall leaned on him to be quiet about this.

The Chicago Police Department uses a unit called “News Affairs” who deals with media related stories. I have spoken to several members of media affairs over the years and there they abide by two principals...
First, don’t get into a war of words with members of the media
Second, News Affairs releases approximately 5 “good news” stories to the media every day (think rescuing a cat from a tree), however, it is the decision of the media whether or not they want to use the story. CPD cannot force newspapers or networks to use the stories, all CPD can do is provide them with the stories.
The avoidance of getting into a war of words is the troublesome part coppers have a major problem with. There are members of the media who have pure hatred in their hearts for the police....think Mary Mitchell and what’s his name... the guy who beat the shit out of his wife. They purposely omit information that goes against their anti-police narratives.
So it’s a 2-headed monster against the officers. News affairs decides to release information about an incident and the media is under no obligation to use it. The media can simply ignore the info, or twist it to fit their agenda, and CPD will not call them out for doing so
Think of how sixty years ago old mayor Daley ordered police to shoot and kill any arsonist and to shoot and wound any looters. It’s amazing how soft our society has become in sixty years. If you allow looting and burning to occur after each justifiable police shooting they will continue to act this way. You get what you tolerate.

Then the owner of this limo company claimed he was not transporting protesters but transporting "troops like we do every day" however the Wisconsin National Guard responded that they use their own transportation. The Guard does not hire limos or buses from Chicago. Then the limo company owner said oops! Meant to say he transported military personnel from Great Lakes. But wouldn't you know it? A call to Great Lakes naval training center revealed that they had never heard of this Chicago limo company. So who was he transporting to Kenosha and who paid for those 6 motorcoaches? And why was he lying about it?

But he had nothing but praise for the black officers involved in the shooting of the white hispanic on the CTA platform. Kenosha PD used Lethal Force to prevent a Hostage situation from developing. There were 3 children in the vehicle. The Suspect was armed with a knife, and could reasonably harmed a child. Further, the Suspecf could have started vehicle and driven off with children inside. This could reasonably foreseeably led to Hostage situation. Finally, the behavior of the Suspect is generally consistent and broadly similar to recent use of alcohol/ drugs, and this would also have posed a grave danger, not only to the children in the vehicle but to the general public if the Suspect had driven off.
