155 Recommendations

Hopefully this works as planned.

This is a link to what we will call the Index Page

As you scroll through, there are more embedded links that take you to different documents, including General Orders and related documents, some of which are then annotated in different forms.

We'll be frank here - it's tedious. 

It's also obvious that many members of this group had a tenuous grasp of the English language and even less understanding of legal terminology. People made fun of Slick Willie for saying "It depends on what the meaning of the word 'is' is." But he understood exactly what he was doing and demonstrated exactly why lawyers get rich litigating what a lay person would think is an obvious phrase or clause. 

This working group uses loaded terms on every single page, looking toward the day when they would have to prosecute an Officer using inflammatory language in front of a jury composed of Cook County voters. And - if you can believe it - the proposals include numerous unrealistic deadlines undercutting just about every Contractual protection currently in place. There are also more than a few technological impossibilities, such as thinking body cameras can run far beyond the manufacturer's battery specs.

It's no wonder the Department is only undertaking five of these proposals at the moment.

This is ludicrous. By implementing these impracticable recommendations they won’t need to defund the police, as their goal is to eradicate the policing systems in this City as well in the other major cities that are under control of the Democrats who are now under control of the far left radical loons of socialism. The playbook calls for tearing everything down before you rebuild the utopia.

The recommendations place more responsibilities and liabilities on the police. You are damned if you do and damned if you don’t. There is no other profession that is scrutinized more than the police. No matter what the police do they will be criticized. Got to keep those lawsuits going because the lawyers need the money to donate to the Democrats so they get reelected and so they gi e favorable treatment so the lawyers get those taxpayer funded settlements. It mirrors the life cycle in nature.

Interesting read and interesting use of force. Did anyone notice that under the Use of Tasers and Firearms “Officers must be prohibited from pointing a gun at a person or using a taser against a person unless there is an imminent threat of death or serious bodily harm to another person and all alternatives were exhausted”. So you can only point your gun and use your taser if there is imminent threat against another person, not against you. Interesting. I guess our lives don’t matter.

Here are 2 of my favorites

NUMBER ONE (1)

In an Officer Involved Killing (yes, this is the terminology they use in the G.O.) OEMC will

1. immediately dispatch COPA personnel to the scene.
1.2. dispatch sufficient district law enforcement units to the scene.
2.3. when appropriate, notify the Chicago Fire Department to dispatch emergency medical service units to the scene.
3.4. assign a field supervisor from the district of occurrence to the scene. If a member has been injured, OEMC will assign a supervisor to respond to the medical facility treating the injured member.

So the first thing they want done in a shootout, is for Squad to notify COPA. Not assist units, not CFD for a wounded Officer, not a supervisor to start the process and ensure the scene is secure and properly protected.

NOPE

-Standby all units, we got to call COPA before we send help to save your life!

NUMBER TWO (2)

D. Members must engage in best efforts to shield a person who was killed from public view, while allowing family and loved ones access. Members shall take care to preserve the integrity of the investigation and not to interfere with or delay a person’s medical care, when allowing family and loved ones access to a person who has been shot.

WHHHHATTTTT?

They want us to allow family members inside the crime scene to view the body of the person who was shot by the Police, hell, shot by anyone!

What could possibly go wrong?

What is going to happen when momma , all 400pds of her, falls out ON TOP of the deceased? How about when 13 different women show up and say he be their babies daddy? Since they all carry ID's in their yoga pants and slippers, we shall just check the deceased persons ID against the person who is their momma. They usually have the same last name so that part will be easy.

What a waste. How much did this cost?

One thing I am certain of, none of them ever even read our G.O.'s in the first place. The majority of what they are recommending or banning, has been put in place for years already.

-fill out a use of force report when a member uses force! That order has been in place for around 20years.

-CPD needs to stop using choke holds. This has been dis-allowed for at least the 22yrs I have on

-dont strike people in the head or neck with a baton unless deadly force is allowed. Again, hasnt been allowed since before I started the Academy

-dont allow the FOP to participate in the on-scene investigation of Police involved killings. What? When the hell did they EVER help the Dics conduct an investigation? That case would be fucked before you even got back to the office.

-If Officers lie or make false statements on reports they could be fired and charged by the CCSA. No shit. What did they think happened before they came up with this idea?

If we already have a consent decree, (which im pretty sure it was just cut and pasted from other departments because some of their recommendations have been in place here for years) why do we have this group of people coming up with another reform on top of the mandated government reforms?

Its the department of redundancy department.

As an IT professional and a supporter of the police, I recommend keeping an archive of the files linked to on the index page. This could be done by uploading them to archive.org, the Internet "Way-Back-Machine".

As far as creative use of English, I found this one: "police violence."

"As previously recommended by the Working Group, CPD must place more emphasis on ensuring that the person who has been shot, as well as their loved ones, are treated with dignity and respect and provided basic information. Both police officers and community members should have access to resources after a firearm discharge incident. This includes making available trauma-informed psycho-social support services and other community support services as needed for survivors of police violence and their family, within 24 hours of the shooting or death."

I agree with the IT commenter, with the traffic the site is receiving and the growing popularity of SCC amongst our politicians and spineless and lazy MSM, look into security/backup servers to protect the blog.

I work in Accounting and I support the police so I am interested in how money is wasted in this state and how this level of fiscal mismanagement just continues for generations. When my dad built his house in the 1940s he had an itemized list of the costs (i.e. labor, supplies, electrical, etc) but he also included "bribe to ward" written write on the document. It jumped out at me but he didn't think much of it. Things don't change much in Chicago.

Where’s (10) Recommendations to Reform City Hall?
Lyin’Larri had but one single city hall reform, the only one that came to fruition was the Ward specific aldermanic zoning permit authority, looks like only Larri’s people get to approve/deny permits based on where, when and how donors belly up. Meanwhile violent crime continues to rise (during this global pandemic) and Larri still keeps a dozen sentries blocking the thoroughfare leading to her führerbunker.

I am a simple person who has never lived, much less, worked in a big city like Chicago. When that lady was mayor I visited your city and was so very impressed on how well it was maintained. Not so much in later visits, but that can be said about any city run by the democrats.

But being simple has its drawbacks. I just don't understand certain things that maybe someone here may be able to help me understand.

If a family member is shot or killed, which seems pretty common place in your neck-of-the-woods, does it matter to the loved one if the person was killed by the police or one of his/her cohorts? The person is just as dead or injured.

Seems to me that somehow being shot and killed by the police must be more traumatic than being shot and killed by "dude" the neighborhood bully. I wonder why? When dude is shot by the police it's because he doing something he shouldn't be doing; you know, shooting someone's ten year old child or going for a gun, or pretending they are going for a gun. Why is this more traumatic than having their loved one gun down while attending a birthday party or just standing on the street at 3:00 AM?

Now it seems to his old hick that if is sad to lose a loved one to violence, but if the police are involved, even when the lost loved one is a hardened criminal, the family will soon to be rich.

Seems to me that they would want to talk to a lawyer and a financial advisor.

You folks up there keep up the good work. I do enjoy the entertainment provided by members of the community. They all seem so smart and well informed.

no police response for non criminal incidents
refer to a social agency or mental health facility
no transporting people involved in domestics
no noise disturbance , playing in the street
advise warrants for all incidents that do not require immediate arrest
no response to , I wants my man out , I ants by grandson out , he be disrespecting me
no police assigned to mayor or any politician , citizens deserve protection , not politicians
politicians have huge campaign funds , can hire private bodyguards

I think you were reading it wrong. It's not all redundant. For example, previously you could only hit someone with a baton in the head if their actions justified deadly force. If these recommendations were adopted, you CAN'T! That's right, if the bad guy takes your gun and is trying to shoot you so you hit him in the head with a baton or strangle him, you are guilty.

- Recruitment strategies for the Police Academy infused by spirituality
- Training of cadets in an understanding of the importance of spirituality

Get that? Now you're supposed to be a priest or rabbi too?! And what the hell kind of "spirituality" are they talking about? Satanism? And if I'm an Atheist, isn't that a violation of my beliefs? Welcome to the asylum...
