    So, the Finance Committee has passed the mayor’s proposed budget that includes an automatic annual property tax increase, without future City Council approval. The automatic tax increase will be five percent or the rate of inflation, whichever is less. This does not prevent the mayor from going to the city council for an even greater increase. Chicago will almost certainly need that in the future, given that 80 percent of Lightfoot's budget is balanced by borrowing, unspecified “efficiencies,” and yet-to-be negotiated contract savings. And don’t forget the city’s unresolved pension funding issues.

    Taxpayers would be wise to recall the impact automatic cost-of-living adjustments (COLA’s) have had on pension systems and on property taxes, if they aren’t already frightened at the thought of the city indexing their property taxes. Memo to the fearful: the mayor has described her property tax proposal as a demonstration of leadership. Far from it. It’s a politically clever proposal to increase property taxes every year for eternity or until hell freezes over. Clever, because it’s a way to get out of having future property tax debates, especially in the proposal’s second year, when it will be election season.

    The entire budget process has shown a lack of leadership. Deferring $926 million in debt payments due this year and next to future budgets and refusing to identify the so-called budget efficiencies or the yet-to-be negotiated contract savings that will supposedly save the city $430 million is not leadership. Caving in to the Chicago Teachers Union by giving CPS $187 million in Tax Increment Financing (TIF) surplus revenues that could have been used to help finance city employee pensions is not leadership. Chicago is already the only city in the state that picks up the employee share of its public school district's teacher pensions.

    Leadership would be directing the mayorly-controlled school board to use its own share of the TIF surplus (54 percent) to partially fund its own teacher pensions. That would allow the city to reduce its teacher pension contribution by the same amount and put those revenues into other underfunded city pension funds in dire need of them.

    The surplus windfall to the Chicago Public Schools (CPS) is particularly cowardly considering the union’s uninterrupted recalcitrance to the reopening of school campuses to pre-school children and children with special needs. Those students, in particular, desperately need in person attention. How can more city funding for the schools can be justified when they are in their eighth month without in-school instruction.

    Further, CPS has been provided a historic record setting budget, despite seventeen straight years of reduced enrollment including almost 15,000 students lost just this year. And, CPS is likely to see a significant increase in federal support when the next federal COVID-19 stimulus package passes. Both Democrat and Republican proposals call for schools to receive more than five times the amount received in the CARES Act. In spite of all of that, Mayor Lightfoot is awarding $187 million in TIF surplus to the schools That is almost twice the Mayor’s proposed property tax increase!

    The proposed 2021 budget, like last year’s budget, is simply an attempt to buy time and political cover while hoping for another massive federal economic package. This places the City Council at a critical juncture. Cave in and pass it, knowing exactly what City Hall is up to. Or, exercise a “profile in courage,” reject it and demand a responsible budget, not dependent on any bailout. Biden is already calling on the Congress to pass the next aid package. When it arrives, treat it as a windfall and carefully strategize its use to improve the city’s long-term financial condition. This of course would require some real courage, not to mention vision and skill, and those, I am afraid, appear to be in short supply.

This guy should have been mayor. Or governor.

Maybe we should let the public know that the police, per policy, may be entering their homes when they call after living with covid “victims”. They spend 16 hours a day indoors with their infected families and then partner up and respond to your needs until they fall ill. Hopefully they don’t get you sick with this “super virus”! none of these budget problems WERE insurmountable. including the pensions people like to call ponzi schemes. in 1997 the citys municipal pension fund was funded at 96 %. decades of kicking coming problems down the road until the incumbent was out of office and using earmarked funds for buying votes instead of using them properly brought us here. thank the democrats for all of this. the good, bad and the ugly democrats. many other states have balanced budgets and huge reserve funds for those rainy days that always come. the differance with those states is they dont give away the store to buy votes and silence the prepetually squeeky wheel and present themselves as the answer to all lifes problems. the pensions would be viable if the city had put in their required amount on time every year, hired professional investment managers instead of friends and family, and not borrowed funds for pet projects with no intention of ever paying it back. now that the democrats have bankrupted our pensions with their never ending graft and incompitance, they use their fellow travellers in media and academia to plant stories in mass media branding pensions as a ponzi scheme and theft from the taxpayers, that only they can fix if you will just elect them. democrats are the only people on earth who can create a huge deadly problem and then campaign for a high paid job to fix said problem. the truth is the middle class has been abandoned by the democrats, they now only pimp for foreign citizens, criminals and homegrown terrorists, kommies and the insane. i hope some day soon i see. ...............never mind. good luck people, we trusted our leaders and supported them and they fucked us. lets see how they treat their current crop of true believers in the coming decades. hope im alive some day to see antifa on tv crying " but biden promised " while the democrats fuck them like they fuck anyone who is dumb enough to believe them. molon labe.

Yes, scc, this guy should have been mayor. But a bunch of police, in particular, kept harping on some grudge they had against him because he had the audacity to not be 100% perfect in their estimation.
Not sure when we're ever going to find someone who we one hundred percent agree with, on one hundred percent of their platform, but until we do find the second coming of Christ himself, maybe we could get behind the candidate who we 'mostly' agree with. The candidate who hits most of the points we're concerned with, like enforcing the law, not having a socialist agenda, keeping the citizenry safe and the city clean, finding ways to streamline costs and better our quality of life without taxing us out of our lifelong homes.
And we'd better do it soon.

The community is immune to tax hikes. You can move that benefit onto the long list of reparations we've been paying it since the 60s.

Look up the property recordsfor Harvey or Markham and you'll see properties where owners have simply stopped paying property taxes. Between a third to a half of properties are delinquent one wants to buy the tax liens in these Democrat run paradises and no one gets forced out of their house. So the homes essentially become tax free.

By all accounts, this virus will be under control by Fall 2021 and the kids and teachers will be back in the classroom. But, I think e-learning, on a large scale should continue, but in the classroom. I don't think there is a need to have live teacher bodies in every classroom for every subject. One history teacher can broadcast the lesson into dozens of classrooms at the same time. Just have a teacher's aide in each room to assist and keep order. Yes, this would result in a large reduction of teachers. Just put large screens in the front of each class. I think this system would work for many classes and many age groups, at least from 6th grade up through 12th grade.

Paul Vallas thinks things like budgets and operating costs through and in Chicago politics, saving money by cutting waste and eliminating fraud is a no-no. It’s why ShortShanks ousted him.

What the majority of compliant chickenshit Alderthieves did was create the graduated tax for the city. Inflation rate will be whatever they say it is and adjusted accordingly in election years. They didn’t give the voters a referendum choice on this like Illinois. City doesn’t adjust their portion of Pension payments to meet inflation...do they? Or is it voted down by the City majority appointed Board?

One might think that a little annual increase is better than those huge lump sum slams, but like the lead-laced water bill Homeowners are NOT getting much of anything for their taxation and even as O’Hare the economic engine is still spending with 70% of air traffic ridership is down for almost a year now, Chicago residents are not ever going to see tax relief.
Homeowners footing the bill for StayAtHome teacher benefits and plenty don’t even use the failing CPS system, but Larri says water like education is fundamental human right. Both the tainted water and the CPS are both corrupt systems, but Larri still plans on $10 Billion to get all those bad pipes replaced (in specific zip codes) just to get those reading and ‘rithmatic stay at home scores up to snuff.

Currently Chicago teachers contribute 2% of their salary to their pension. Taxpayer pay the remaining 7% (Thank you Ritchie). This was done to avoid giving teachers a large raise in the 90’s. Teachers have been getting larger raises than first responders and the previous pension break for them has continued. When is this crap gonna stop Lori?

Still some minor chance the Sleepy One (Biden, 10% for the big guy) might not be POTUS. Why are Democrat run cities, Chicago mainly, banking on a bail out of any kind from the Federal government?
COVID was 8 months of monetary failing while Chicago and other cities have been in the deep red ink for DECADES. Then again Daley thought Chicago would have the 2016 Olympics and Obama would bail out the city with federal money for that national event.

Closer to home, more then a few north and near north Aldermen who prior eschewed tax hikes on property now start the tune of 'we don't want it but... there is no other way. There is a crisis etc'. They are sending newsletter emails and talking to their constituents about the so called inevitability that they will have to vote for tax hikes. Ouch! Groot gets her money and her free hand to demand more & more money it seems.

CTU and Groot should never be given the checkbook let alone powers to write in essence blank checks. Fucking hell!

Biden and Dems & RINOS in Kongress will paper over the financial cracks, but the Country is broke, tax revenue (gas tax, sales tax, entertainment tax, hotel tax) is in the toilet, and the way companies do bidness has been changed forever. Why would anyone want to move to Chicago when it is like Baltimore with longer and harsher winters?

Stay fetal and plan yer exit strategy.

Wise up for Christ sake. The City hit the iceberg about 40 years ago. All of the city pensions went along with giving Vanecko 64 million dollars to play with, including 9 million for himself for doing such a great job of pissing away our money. Did he make any attempt to reimburse for those losses? Well, if you were his Uncle, and promising to re-write the part of the state constitution that deals with pensions, or rename the Dan Ryan for a former president on the "down-low", you might have benefited. After losing the 64 million, paying himself 9 million to do it, he gave Bill "no excuses" Daley a $25,000 campaign donation. All that aside, Chicagoans are jumping ship like they're on the Titanic. Our tax base is almost non-existent except for these blood from a turnip exercises the democrats conduct every 6 months. Anyone thinking/praying/hoping to turn this ship around without a clue of fiscal responsibility is pissing in the wind. The accurate assessment of life in Chicago was penned years ago by columnist Mike Royko when he gave the translation of the latin phrase that basically said, "I got mine, go fuck yourself". And that's pretty much where it continues to sit.

Kamala got the moniker "heels up Harris" because she was mistress to San Francisco Mayor Willie Brown. She got a leg up, pardon the pun, on the competition who wasn't servicing Old Willie. He actually could have been charged with creating a hostile environment based on sex because he promoted her over other women. So she slept with the boss and got appointments she otherwise wouldn't have received.

When I marched with feminists years ago, I never envisioned a woman with such low moral standards, sleeping with a married man, to become the first woman vice president. Shameful and disgusting.

– Late to the gate Willie Daley ShortShanks 3.0 is the main reason, Joyce 40,000 wound up 6th place even behind Wilson in the Primary. Fleabag Foretti was/is never a threat with his usual 20,000 votes. Willie Wilson 59,000 and Mandozer 50,300 combo put kibosh on 3rd place Shanks 82,200 unable to beat out 2nd place PrickWrinkles 89,300 by 7100, but still another 8000 short to wallop AngryToad Larri’s total 96,600 votes. Our only hope was that someone with a more friendlier face, a level head, stable behavior and no bipolar mania would better pilfer out our tax money to deadbeats.
Vallas never done well here except second fiddle to the Quinn gubernatorial run. He’s not done yet.

Another thing about Vallas:
He was appointed in 2017 to manage Chicago State Univ and help fix this bottom of the barrel failing corrupt skool of higher edamacation, then ousted from that temporary post because they say he was planning to challenge Rahm for mayor. Well,well, well... it was announced this weekend that one of (many) CSU faculty cheefs’ was just indicted for embezzlement stemming from 5 year period (2011-16) $651,000 worth of pilfering.
Vallas finds and recommends fixes and solutions to corruption - his diligence gets him launched every time.
Continues to prove he’s the last Reformer this city doesn’t know exists.

The race was intended to go to Preckwinkle. Joyce was in very early on, even before Rahm announced he was running for the hills. Vallas came in after Rahm announced he was out. Vallas has his own quirks and will always have the reputation of Richies lackey. However Daley was the intended spoiler. Bill had no intention or desire to be mayor, and said so himself at times. That was a favor to the machine and his Cook County Board brother John would have been repaid handsomely if Preckwinkle won. The entire race was Put on a path for Preckwinkle to win.
