We've been looking around to see if that northside art teacher had some sort of waiver to live outside the city after comments like this started appearing (and after he attempted to purge his social media presence):
- Poor Scott McNulty, 42, is just pissed that he got outed on SCC for being a CPS Residency violator. McNulty is one of 8-9 residency violators at Ebinger School in Copland, one is questionable.
Scott T. McNulty, an Art Teacher bought a home at xxxx South xxxx Ave. - Lombard, IL 60148 and lives there....McNulty was hired by CPS on August 27, 2003 and isn't eligible for a residency waiver as he doesn't teach in a need basis subject area and he was hired after 11-20-1996 (date of implementation of the new CPS Residency Policy) and isn't grandfathered-in with the old CPS Residency Policy (hired prior to 11-20-1996 and CPS employees can live anywhere).
He's has been in violation now for 8 years after buying that home on Lombard. Find his address on blockshopper.com and the enter it into the County of DuPage Property Lookup
It's seems he's not only an alleged residency violator, he's an alleged tax cheat, too:

Homeowner's Exemptions on his house in Lombard and the one he owns in
Chicago on 3400 block of W. Beach Ave. He rents out Beeach Ave. and
gets his CPS mail sent there as well. (You shouldn't have pissed off

See, you can get a homeowner's exemption on only one home. That's the ONE you declare as your permanent residence.
Next thing you know, he'll be ripping toilets out of one of his houses to get another tax break.
Perhaps ten or twenty letters, emails or phone calls to the Inspector Generals Office can get to the bottom of this budding scandal. And maybe an enterprising investigative "reporter" or three can start looking into the eight or nine other teachers at Ebinger who don't have residency waivers.
If that's too difficult, maybe this can be addressed?
- SCC, are you aware of the multiple CTU teachers that are "teaching" remotely, not from their homes and certainly not from schools but from vacation spots? They are in Florida, the Outer Banks of the Carolinas, Tennessee and Las Vegas. Those are just the ones I know of. They are laughing all the way to the bank.
If we leave town while on the medical, we get suspended. Unless we can somehow get Groot to let us police "remotely." Maybe we need look into this one?

My favorite CPS teacher not on the list is a History teacher from North Grand HS. Brett Murphy. He's married to the Chicago Bears Chief Financial Officer and according to Forbes magazine "Top Women in the NFL" Karen Murphy. Murphy was hired after November 20, 1996, like McNulty, meaning he's not grandfathered-in with the old CPS Residency Policy either.
The waiver list doesn't and never included a pair of Lane Tech teachers/coaches that were violating the residency for years, but moved back into Chicago a handful of years ago. They are PE/DE teacher Brian Hofmann that was living in Elmwood Park, later divorced and moved to Copland. And, English teacher/ Asst baseball coach Brian Telles that not only was living in Schaumburg for his first 5-7 years as a CPS teacher, but drove his eldest daughter (a student at Lane) there every day for 1 1/2 years until the family moved to Jeff Park. Telles' happy family life came to an end with a divorce and since has remarried after he was caught by his very pretty wife bopping the head girls soccer coach and English dept chair at Lane, she herself a divorcee.
The list also doesn't include 22 current and fairly recent Steinmetz teachers and staffers. Yes 22!!! That includes two dept chairs: Elizabeth Nickels-Perez/English and Rachel Rezny/History) both living in Oak Park and their IB program coordinator (Marcie Buckmaster) residing in Highland Park.

My kid was doing remote learning from his grandparents farm in Wisconsin, CPS found out and they tossed him out of the e-learning till he comes back to Chicago. I called the principle to ask about this bullshit and her response was that he has to be physically in Chicago to continue e-learning. He was suspended for a week for this bullshit.....
I’ve a friend of a friend, who teaches in Texas. Learning is remote, but teachers still have to report to their school to conduct the classes. Still don’t understand why if a teacher can’t report to an empty classroom to teach...why I have to show up to an unfamiliar city college to be around dozens of other police I’m not usually around to take a class online for PS3?

They run around yelling Black Lives Matter and talk about all of the injustices in the black community and how things need to change in those communities, and how the communities need more resources, but they all want to work in the safe communities. They bash the police and denigrate them any way they can, but they want to teach their children because for the most part they’re respectful and help create a pleasant work experience for the teachers. All these fake ass teachers acting outraged should get out of these north side schools and transfer to the south and west side schools so they can better help be the change that these communities need.
The violation of two homeowners exemptions can be reported thru the assessors website. And the CPS Residency good Luck. As a P.O. assigned to the school unit for almost half my 30+ Career year couldn’t get a employee or a student investigated unless the administration wanted to get rid of them.
After the election it's time we start going after teachers. Time to take the gloves off. I have listened to so-called black leaders for decades go on and on about the reason black people in Chicago struggle. Lets skip past the usual complaints of racism and white supremacy and go right to the the state of education in this town. It is dismal and is a constant complaint of black people, black parents who care. The democrats control the school system and have for decades. I taught at the city college level and then at the university level and I can attest to the poor level of prepardness of just about every former student of the Chicago Public school system. I was at Chicago State for almost 10 years and that is nothing but an education coverup. The entire education system needs an overhaul. CTU has way too much power and is the tail wagging the dog. The mayor is too weak to doanything with them and if Biden wins and he attempts to crush school choice in this country things will only get worse.

The Cook County Assessors website had a form to fill out and submit the info about any property that is not legally titled, too many exemptions, etc...

Complaint filed this morning on the Cook County Assessor's website, since he's been getting the illegal exemption for at least 5 years, and he's still registered to vote in Chicago, so the Board of Elections will get an email later today about that.

War story: I had a landlord-tenant dispute where a “teacher” rented out her Section8 subsidized townhouse to a friend after getting hired by CPS worked south side, relocated to south suburbs, this too was spot residency clause hire. The friend was pissed because teacher wanted rent increase and refused to fix or replace a fridge, so rattled out the landlady teacher (fled the interview). R/O made appropriate notifications, advised tenant to follow up as well.
Anyway...
An audit of IP addresses could easily find out where CPS elearning is being conducted, and if the IG done any real investigation they’d probably find many already subscribe to some VPN service to hide their location.
If there are zero students in classrooms, then Teachers should be required to show up and provide these learning lesson plans...8 hours a day, five days a week...ON CPS EQUIPMENT, SERVERS, BUILDINGS THE TAXPAYERS PAY HIGHLY FOR. Their Contract actually requires a specific amount of hours for classroom lessons and breaks in between. There’s NO StayAtHome provision...especially lasting for 8-12 months. Maybe require ankle monitors for teachers?

FYI: Brett and Karen Murphy live in an $1M home in Wilmette and have been there for 5-6 years. They moved there from another Wilmette home where they lived for 4-5 years.
CPS OIG has known about Murphy for going on 10 years and they refuse to investigate him. North Grand employees even sent photos of his Wilmette city sticker on his windshield and Facebook posts of Murphy talking about his move from Wilmette home to another with photos of the old house. Regardless, CPS OIG has done nothing.

There is a nation wide teacher shortage. This is new and is definitely impacting teacher quality. CPS is the only city with a residency requirement. If you want to improve teacher quality you need to widen the pool not narrow it. Right now CPS is forced to hire the suburban teacher rejects-some are not even 30 and already have been kicked out of 5 school districts. Some of these teachers are so bad that the principals try to get rid of them after a year but they scamper to CTU. CTU gets them placed at another school and these whackos do CTU's bidding.
The Black teachers have left CPS-down to 20%-many claim it is the housing costs. The White teachers are following. Many of the Hispanic teachers have left for Aurora or Elgin. If teachers live close to their parents who are nice enough to babysit while they work they soon leave Chicago when the children are school aged. The suburbs are now hiring CPS teachers and giving up to ten years credit-this is new. CPS students are getting the rotten end of the stick as far as teacher quality especially those in the neighborhood schools.
The residency requirement needs to be lifted for all city workers.

Why does SCC care about teachers and their scam of teaching from vacation homes all of the sudden. I have a neighbor who hasn’t been home from Wisconsin in 6 or 8 weeks. She has been teaching remotely from her kitchen table on Lake Delavan since September. Can’t say that I blame her, pretty good gig if you can get it.
Thing is though, I wrote this in a comment to SCC weeks ago and for some reason it was edited out? This type of info has been out there since CPS went to remote learning. Is there some reason this was kept quiet before? Didn’t understand why then, don’t understand now. CTU has never been a friend of ours and hasn’t been shy about showing it.

Correct Boy Wonder!!! Nick Schuler wasn't playing ball with the CPS higherups and crooked insiders and why he had two bullshit complaints filed against him. Nick said FU and left on his own terms. (SCC will be getting those two complaints today).
Coincidentally, those two complaints came 3 days after Nick had started his investigation into the top CPS Law 'prick' Joseph Moriarty and CPS Law investigator Scott Nelson. (Larry knows about this guy and keeps him in place at CPS Law. wtf Larry???)
Moriarty has a HUGE complaint registered vs. him with the ARDC. And, Nelson was involved in some issues in 2019 with an CPS Law administrative assistant (Samona Ruiz) that CPS paid the outside firm of Pugh, Jones, & Johnson to investigate at $295/hr and costing taxpayers close to $10K. as a result of the investigation, Nelson was forced to resign and was rehired by the CPS OIG and Ruiz moved over to CPS' Title IX office.

Former CPS OIG James Sullivan played ball with CPS Law and dumocrats before Schuler and it looks like Selvyn William Fletcher will do the same as Sully.
Teacher/commie blogger Jim Vail normally has some way out there blog posts and articles. But, his 2011 article "CPS Inspector General's Office often investigates school board's 'enemies' — not CPS corruption" in Substance News saying CPS OIG's office (under Sullivan and before) is the secret police for CPS is spot on.

Should be teacher lay offs , one teacher can easily send instructions to 1,000 CPS students . Hire teacher assistant part time to assist with grading . I doubt more than 39% are completing assignments , passing tests .

How about some accountability??..... know of a few Dore, Kennedy, and Ag school teachers taking advantage of remote teaching. I suppose if parents don’t complain, then there’s no need to look into teachers posting assignments and “checking in” once a day on students. Perfect job for those scammers!
I've been trying to understand this. Law enforcement can't go on strike but teachers that also work for government with a state mandate that your kids attend their classes when they work can. Seems like an equal protection issue to me.
This seems to be something that should be brought in front of our new Supreme Court if you folks can get it there.
Not part of law enforcement but I do support those that try to maintain order in our society. I've been reading this blog for years as I think Chicago is the canary in the coal mine. The way you great people are being treated is atrocious.

Here’s an idea
Remote police service for mental cases , domestic disturbance calls , baby mama drama , 30:year old son disrespecting his mom or grandma , we can write paper if necessary and advise order of protection or warrants .
Shots spotter calls , send a drone to photograph area .
Put bed in districts , we will wake up , respond to bonifide people shot , raped or armed robbery .
Burglary calls , no offender on scene .
Assign an evidence technician to write case report and process the crime scene . Hire more evidence technicians . Not necessary for a beat car to respond .
