Administrative Sergeants?

Didn't we lose Administrative Sergeants back during the McCarthy era? Weren't these positions supposed to be out on the street alleviating sergeant shortages? (click for larger version)


Threatening authorized overtime? There's something decidedly improper about this. Maybe even illegal.

Studying for the upcoming Sergeant Exam, we discovered there's actually a disciplinary track in place for other supervisors not doing their jobs - it begins with a Counseling Form and moves up to a SPAR. Stop being a giant pussy and enforce it.

You know you would if it was a blue shirt skipping out on required work.

Ohhh god chuck Artz. This moron is an admin sgt???? He has half a brain cell in his head and was always a tool in 007. He’s also involved in our union and is just another loudmouth. Artz needs to crawl back in his hole where he belongs. You try to hide the incompetent like they did with Artz(making him admin sgt) and he still dazzles us with his assholness and stupidity. A Sgt is talking to other sgts like children? Shouldn’t this email have been from a Lt or higher if he was going to take that tone? You wear the same fucking shirt as those you are addressing asshat. I’d of told you to get fucked, then did my work that got away from me while being the only Sgt logging the whole watch while you as the “admin” Sgt stood in the station all day running reports on what’s lacking. Perhaps you have time to approve these reports? Sounds administrative.

Sounds like someone wants to get out of 003. Lol. As a sergeant, be thankful everyone goes home after every tour of duty...hand job. There are better ways to mentor young coppers. Be the change, not the problem. It’s not about you anymore.

Sgt from the last legit promoted class. The same score I’ve that should have promoted 3yrs ago if it wasn’t for merit.

Baton Rouge PD seems to be having the same problems as CPD with regards to the mayor and chief vs the union.

One billboard the union put up said "More Police Officers Needed Not Extra Deputy Chiefs". Others followed, their messages becoming increasingly pointed. One told travelers to enter the city "at your own risk" because of the high homicide rate. Another simply said "NO LEADERSHIP". Not long after an officer was shot and killed on the job, a billboard questioned "How much more must we give till we get fair pay?"

A sgt should never be approving OT. He just let it slip out that the district is violating an order put out that states only commanders are allowed to approve OT. So file a CR against this gigantic douche bag and his commander who is clearly pushing her duties off on an admin sgt that she’s not even supposed to have.

If I am a Sergeant in 003,I send a copy of Administrative Sergent ARTZ,s memo right back to him with an attachment informing him that I take my orders from my Watch Operations Lieutenant and not another Sergeant.If I am a Watch Operations Lieutenant,I prepare a Counseling Form for Sergeant ARTZ with instructions and General Orders on the chain of command and the progressive discipline involved in threatening Sergeants Overtime submissions.

He’s the acting captain in 003. It’s a shit job but he knows 003 has been short Sgt’s and lt’s since forever. I’d say fine, I don’t want your ot and you can log a few cars and handle some reports. The many times I’ve been in 003 as a supervisor, there’s usually only one lt and Sgt working. No desk Sgt. So the Sgt working runs from job to job. One is usually a visitor or working an extended tour/rdo. Something has to give. If it bothers him that much, complete them yourself.

As a PO, i can reasonably see how pathetic the back up in work is. Dating back to October? If my insurance wouldn’t pay me out because some Sgt didn’t approve a crash report, I’d be furious as a citizen. I don’t think it is so bad that this sergeant is griping. I say that after having dealt with this exact Sgt previously, and having not-so-nice interactions with him. I’m not his biggest fan and even I can tell you that he’s got every right to be pissed off.

We didn't have administrative sergeants when I was on so I have no idea whom he is addressing that to, to other sergeants or police officers. It does sound pompous and arrogant. Talk personally to the people who are late in reports and remind them you need the report by a certain date. Never put out a threat, don’t put out directives, and don’t use the Deputy Chief and Commander as the bogeyman.

I recall having one of these when I worked in 006. He used to wear a three piece suit along with fedora and had a take home car. His desk up on the 2nd floor and his arrogance was at the level of this guy. I wonder who his clout is. By the way, the admin sergant in 006 went on to become a merit lieutenant, went to the boat unit and then was fired.

First and Foremost NO District Commander is supposed to have an Administrative Sergeant. Secondly the Commander is supposed to be approving OT so unless Artz has Quarterman's PC # (against General Orders) he should NOT be approving it. Who approves the excessive amount of OT he makes????? Third isn't this the same Artz who IAD would not approve to be the CR Sergeant when Quarterman got to 003 because of a sustained CR while he was in 007. Last but not least perhaps he should remember to flush the Commanders toilet when he has a bowel movement in her bathroom........yep he left it full of shit over a weekend and she came in and found it...........

Nothing to see here. Supervisors should be counseled and sparred for not doing their job. Man up and spar them. Oh and by the way, since we have so many trainings to attend.. the department has allowed us to have administrative sergeants and Lt’s to ensure that trainings are completed,etc.

Actually by order we are required to review and approve/reject all reports prior to the end of tour, the latter case requiring notification to the officer for correction and review. So I'm not sure how this is the Commander's policy!?
Additionally, since when does a sergeant review and approve overtime? That is the Commander's job (which they usually push off on an XO). And if he does purposefully delay approval such that it passes the point where it won't be paid in the following period, I would imagine you could show a financial loss (interest). Even though the amount is negligible, the action is retaliatory...and therefore misconduct. Good luck with that...ADMIN SGT.

A bit of history about the administrative Sergeant in 003. Our toe licker police officer Calhoun (He was the one arrested for wanting sex with a male arrestee in the hospital) use to keep the CR and SPAR books in the 003rd District when he was still a civilian working for the police Department. When Lt. Alexander was promoted to Commander of 003 he found out numerous CR numbers and Inspector Infractions were either several years old or have not been assigned. The monthly report from IAD had close to a hundred delinquent investigations in 003. Commander Alexander asked a Sergeant to come in and fix the problem and he had Calhoun go to time keeping. That Sergeant cleared up the delinquent investigations but learned that most Sergeants had a very difficult time doing investigations so the Administrative Sergeant took over handling every CR investigation. Commander Alexander was then dumped (Some say because he made a white administrative sergeant and white CAPS Lieutenant to fix the problems in his District). Commander Earnest Brown took over and told both white supervisors they were going back on the street. Allegedly, Deputy Mike Shields called Commander Brown and told him to keep the white sergeant because it was the only district in his area that did not have delinquent investigations. The 003 District has had an administrative sergeant ever since.

And before anyone starts bashing supervisors for not being able to do CR investigations. Understand that every boss, in the chain of command, wants the investigations done their way. So most sergeants do a fairly good job doing the investigations but because they didn’t do it exactly like the Deputy or IAD wanted, it would get kicked back. This is how most Investigations got lost or became delinquent and 95% of the reasons for the kick backs were petty nonsense.

What bug crawled up your ass? When I see traffic crash reports or any report not on my watch, I approve them instead of looking at it and telling the next watch sergeants that there’s reports in the queue. Is it above you to approve them yourself? It’s called being a team player unlike you.

Sergeant Art worked in 007 as a sector Sergeant and he was always addressing Administrative Issues on the Watch as well. The Commander of 003 was a Lieutenant in 007 when she was promoted and now he's working in 003.

The position of Administrative Sergeant is not really needed. Those responsibility fall under the District XO to ensure that these que are cleared. The XO will ensure that each WOL acts as the majority whip holding the Sergeant's accountable. It starts with the DSS, and ends with the late Sergeant the last person out the door. Make that apart of 45 minute daily Roll Call to ensure these officers make their Corrections.

He’s the acting captain in 003. It’s a shit job but he knows 003 has been short Sgt’s and lt’s since forever. I’d say fine, I don’t want your ot and you can log a few cars and handle some reports. The many times I’ve been in 003 as a supervisor, there’s usually only one lt and Sgt working. No desk Sgt. So the Sgt working runs from job to job. One is usually a visitor or working an extended tour/rdo. Something has to give. If it bothers him that much, complete them yourself.

He's what?!? He can't be acting Captain(Artz is an idiot), the Commander in 003 (hahaha)should notify the Area D.C and request a Lt to fill in, even on a daily basis. The Lt should be acting Captain, there's something wrong in 003, oh wait. I just remembered who the Commander was, dumb as shit and doesn't know the orders. Carry on!

I was an administrative sergeant back in the day. I was light duty and the commander made a spot for me. The commander made me the district's CR# Sergeant. I handled all of the midnight CR#'s. (The only time I did not handle a midnight CR# was if a sergeant wanted to) In addition I keep a district ledger on all CR#'s that were assigned to the district. I also reviewed completed CR#'s turned in to the commander to insure all forms were included and in the proper order. (The Sergeants loved the fact that I reviewed their completed investigations because unlike this ass, I put everything in order and never told the sergeants they made a mistake) A kept a ledger on all spar forms issued to the district personal. In addition to the above, I represented the midnights sergeants at CAPS Meetings. (Again, some sergeants wanted to attend so I did not have to attend). Whenever a new Sergeant came to the District I would walk them thru their first couple of CR#'s they were assigned. I did this for several years and not one Sergeant ever complained to me about my position. In fact several Sergeants would ask if I could interview a witness because of scheduling conflicts. Personally, I think every district should have a CR# Sergeant. This took a lot a pressure off the midnight sergeants.

Sgt., remember you are in the pay grade 9171 and you are writing emails as if you were the boss. Leadership is gained through respect not putting people down. You need to think about what you say and do before you do it. Put yourself in the shoes of the people you sent that email to and think how your reaction would have been. You are a Sgt. right now and nothing more. You may work in the front office but you are still only a Sgt. If reports did not get approved and it upsets you, guess what you are a Sgt. And you can approve them. Then all would be happy. Remember you can approve reports. Approve them Sgt.

$2 says Sarg’ was instructed to write the memo two weeks after the DC (admin) sat on the queue backlog after the Cheef got word from an HQ audit last month.

A rose by any other name is still Admin Sgt. Stacking GOCR’s for the late side was always the bill of fare.
Remember when Neighborhood Relations and CAPS Sgts could never be assigned to field duty and when they were forced from the cubicle - they didn’t approve diddly. Tact &Mission Sgts weren’t so lucky and always first to backfill watch

You are assuming that the other Sergeants have the balls to put the Admin Sergeant in his or her place. They don't. They're scared the Admin Sergeant is going to make lieutenant before them so they fall inline and do as they are told. 003 isn't the only place that has this problem. To bad. So sad.

If I am a Sergeant in 003,I send a copy of Administrative Sergent ARTZ,s memo right back to him with an attachment informing him that I take my orders from my Watch Operations Lieutenant and not another Sergeant.If I am a Watch Operations Lieutenant,I prepare a Counseling Form for Sergeant ARTZ with instructions and General Orders on the chain of command and the progressive discipline involved in threatening Sergeants Overtime submissions.

ANY sergeant or above can go into the I-Clear system and see if this sergeant goof is approving overtime.

If he is; there should be a C.L. Number obtained on the sergeant as well as the commander because it is a violation of "Employee Resource E02-02-02 - PAYROLL AND TIMEKEEPING- OVERTIME/COMPENSATORY TIME/WORKING OUT OF GRADE"

IF there is a violation, call the FOP in the morning and notify the president.

I am SURE he will gladly contact COPA and obtain a C.L. Number against all those involved.

Note: It is also a FSLA violation to deny payment for work (overtime) for ANY reason.
This could also turn into a Federal lawsuit.

as the Desk Sgt because of the missing $$ and jewelry incident AND that GoFundMe
fiasco with the homeless children in 007 where he allegedly put the money in his personal account then

It’s illegal to have any tint on the driver and passenger front window. Guy by the name of Supid Ray sued the city of Chicago , lost, went to the Appellate court and lost. He tried appealing to the Illinois Supreme Court and they refused to hear the case so the Appellate Court ruling stands. In the ruling they specifically state that the Illinois motor vehicle and state laws can’t preempt the Chicago ordinance which is protected under home rule

The cmdr. there (as well as the XO) need to get off their Duffy and start hitting those supervisors with some well deserved disciplinary actions to quash such blatant inattention to their duties. Then he “borrowed” money from multiple Sgts and never paid them back. Then held benefits and stole money from them too. He legit is a degenerate gambling thief who is lucky to have a job. Artz job is to make the Commander look good by ensuring things are taken care of in the district. He is just doing his job. He actually does it quite well. He does however seem frustrated, if people would just do their jobs a letter like this would never have had to be written. Leave the guy alone, he was just doing his job.

I was told that windows can now have a tint-they passed this years ago. It sucks but they can and it can only be up to a certain "degree" of tint, not sure how much.

I was shocked when I heard this as it's a huge officer safety issue, I'm retired and was told this so if anyone knows different please correct me. (hope I'm wrong)

No it doesn’t The city ordinance has no a-5 section. You got that from the state charge the defendant claimed he abides by. Court ruled the state law does not preempt the city ordinance that wS passed under hone rule
Municipal Code § 9-76-220(b). is the ordinance and there is no a-5 it’s b

This is the Chicago Municipal ordinance that the Appellate Court ruled on. It’s not how you read it. There is nothing about 35% and you are citing a-5. There is no a. The ordinance section covers only section (b). Have no idea where you are coming up with the 35%
