Another Morale Buster

Here comes Squad Policing with all its associated fuckery:

  • Hey SCC,

    Have you heard anything about this new squad policing and how it’s ripping partners up, screwing officers with time on the job out of there park cars and beat cars?

    007 just implemented the new strategy and 3rd watch got completely shafted. You’ve got officers with no time on the job but because they’re in a specific DOG, they get the early side and beats that officers with time had previously had. The whole rumor of SGT’s get to pick there officers isn’t true at all. My secretary denied us the ability to switch DOGs in order to keep our beats, instead gave them to officers who practically just got off status. Even officers who have been partners for years are getting ripped apart because the DOG they have is stacked and obviously not the same.

    It’s making a whole lot of hell in 007 and a lot of POs are pissed. So much for keeping morale high. Any chance officers in 006 or 011, or 025 are having the same issues? From what we’ve heard we can’t even grieve it with the FOP according to the staff in 007. Apparently seniority has no bearings on DOGs, or who gets the early side, park cars or specific beats.

Unfortunately, you can be reassigned Day Off Groups every year. You only bid Watches and Furloughs.

And even more unfortunately, a whole bunch of  promises are being made - with no actual intent to keep them - in order to "sell" Squad Policing to the Districts.

We've noted here many times that everywhere Squad Policing has been tried, it has failed - New York, Los Angeles, St. Louis, Pittsburgh, and other places. It's even failed in 006 and 012, where it was supposed to save the massive understaffing so typical of CPD nowadays.

We have no idea what makes CPD brass think they can make it work where others have failed. There is no way to make it work without dozens of carve-outs AND a massive expenditure that isn't happening in this era of "defunding."

When we tried squad policing in 012 several years ago, they at least let us bid for day off groups.

It still failed due to a lack of manpower, of course.

Well clearly CPD brass are so much smarter than other departments. That's why we pick superintendents from other agencies.

In the end it doesn't matter if it works. Change = Progress in their minds. When it fails, they'll either quietly go back to what worked, or again begin the chest beating with, “Look! The (next) latest and greatest policing strategy!”

It's also a distraction from the deep-seated problems Chicago and CPD have at the hands of the current administration.

Yeah sorry about that, but you aren’t contractually guaranteed a specific day off or partner- no matter how much seniority you have.
Is it shitty? Absolutely. But is it something you can complain about? Not really.

You know what you can do?
BID. OUT. OF. 007!!!!!
I never understand why coppers will work in a thankless toilet of a district longer than their seniority requires them.
Obviously you are being screwed with, but yet you still won’t leave. Anything to be an “Englewood Ranger” I guess.

Get the memo and bid to where the grass is greener. You won’t regret it.

It's sad but comical that someone from 007 is complaining about this nonsense in December 2020. I think it started in 006 in or around the same time in 2019. Long story short, squad policing is TRASH! I like to work; when I leave roll call, I want to get some car keys and get out there. With squad policing, and every beat sharing the same car, officers from 1st watch have to wait for their colleagues from 3rd watch to return their vehicle, officers from 3rd watch have to wait for officers from 2nd watch to return their vehicle, and officers from 2nd watch have to wait for officers from 1st watch to return their vehicle. For example, 3rd watch 611 makes an arrest and has to take their arrestee to the hospital because whatever, 1st watch 611 will have to sit in the station until 611 3rd watch gets back several hours later, because the consent decree requires every beat to use the same vehicle. This squad policing/consent decree nonsense is broken. F BLM, F ANTIFA, they have infiltrated the government and are F'ing CPD.

Hey 007 millennial , your car assignments and DOG assignments are not seniority based.......you don’t bid for them.....you’re only granted a watch bid. They’re at the discretion of the WOL.

This version of squad policing is nothing but a DOG reallocation for officers. It guarantees you a consistent start time. Quit crying and get some bars on your sleeve . Nobody cares. It’s clear you have no idea how the contract works. Be happy it stayed 3 watches with same start times instead of tuning into a 2 watch system where you’d really get screwed. You learned your first valuable lesson. Your bosses don’t give a shit how many arrests you have.

If I recall correctly when this came to 006 they eliminated certain dogs which was something to grieve because the contract has a certain amount of day off groups in the contract however there weren't many officers willing to grieve the day off groups eliminated....good luck

The secretary or even the wol cant switch your dog. Read your contract can't change without an opening in a dog and without letting the highest in seniority have a chance at taking it and going down the line. This was put in due to the fact that they used to mess with you by changing your dog right before your 3 day weekends. Sometimes contract helps sometimes it doesn't. City trying to work it out w fop to figure out something. Yes this sucks but don't blame anyone at the district level they have no say so in it.

It was tried in 12 when they merged the 12th and 13th districts together. As I recall we had three rdo’s, 61, 63, 65. Everyone was asked to choose a d.o.g that they wanted, then rdo’s were assigned by seniority. I was not able to keep my rdo and was given my second choice. Partners were split, rdo’s 61 and 63 were 10 and 30 sector early cars and 65 were 20 sector late cars. The 20 sector got shafted because they had to cover everything until next shift. That first year when we merged we had over 500 officers to cover two districts. Within that year most bid out. We have less than 300 now to cover a much larger 12. Don’t believe the b.s. Sgt’s had a say in who they wanted in their squad.

I don't get it. Do we get to bid on our "partner"? Is the "park car" in the contract? Let's be honest, no matter what "car" you work on, or no matter who your partner is, you're still going to complain. 1st and 16th and do nothing....not even complain. Take the pay check and get out as soon as you can.

I worked in 006 when the great Donna Rowling was a LT. Her and godsell would come to roll call and tell you how the squad policing was great. When questioned how it's great to lose your DOG, partner, car and start time Godsell would just say "it's ok!" And Rowling would just nod cause she knew she was getting a gold star to screw cops over. I loved working in 006 due to the people I worked with. But due to Rowling and Godsell arrogance I bid out. Donna Rowling and Godsell are two ass clowns who know zero about patrol. Office people and suck ups 100%. Since they have never been the police they have zero clue what a good partner means. But they Know how to blow their way to the top

We were told today the squad policing in 025 is not happening. Earlier this week they told us it was going to but they claim it will not now. It was going to be the same clusterfuck though and people were really pissed. Whoever came up with this idea never worked the street or never had a partner. It will completely destroy the watch and cause irreparable havoc. McDermott is the one who signed that order...

What recourse do you have? The department doesn't give a flying fuck about officers or officer morale. Seems the only card you have to play is to not bring in any activity. Some people have to step up over there. Officers need to start whispering in each other's ears to get people on board.

It’s not affecting 011 because most of our manpower on IOD and medical :) we have low manpower and lower Sergeant numbers. For 1st watch (06DEC20) we have 1 field sergeant so it’s a big squad.

Tried “squad policing” in 012. Same problems as we’re now hearing about in 007. It’s a disaster and complete morale killer. To make the concept work you need at least 20 more officers on each watch and 7 more squad cars. You also need sergeants who aren’t complete retards...so it’s obviously never going to ever work in the CPD.

If I'm not mistaken, we have no boss that has ever worked the street with a camera attached to their chest, its a completely different era of policing! I really believe they have no idea as to what is happening in Patrol and how to evolve ! They did this squad policing in 24 also a few years back, didn't work then so what have they changed to think it'll work now ???

A couple observations here. Squad policing sorta sucks and sorta doesn’t. In the beginning it sucks because it’s hard to get used to logistically. Otherwise, if you have a good group of people and a good sgt it’s not bad. It’s kinda like you are in your own little bubble and on your own team in your sector. Zero manpower right now so I don’t know how this is going to happen, especially with supervision. Also, to the original poster, it sounds like you are kind of a beefer who cries which there are many in this department. Maybe a sgt didn’t pick you? Maybe the watch commander doesn’t care to take care of you because you are a dog and a pain in the behind? Maybe nobody really wants to work with you? I’m not trying to be a hard ass at all but sometimes you need to look within. Squad policing isn’t the end of the world, especially if you have normal people in your “squad”. If your with idiots then that another story. I did it in 006 for a little while, after we got use to it wasn’t so bad. And to the original poster, your seniority can only get you so far on this job. Seniority for an early or better car is only an unwritten rule so having a decent personality will get you far on this job no matter how big of a dog you may be. Again, only an observation.

Brown is controlled by the mayor and no thought is ever given for the street officers. They will try something new every month to cover the horrific crime rate. Sad

I retired last year & shortly before that I checked Sgt manpower throughout the city (districts).
At the time, we had 23 total Sgt's & 011 had 43.

Squad policing is a joke. In 006 there hasn’t been a rapid car up in months. For 3rd watch late side you are lucky if you have 3 or 4 cars up to cover the whole district, and god forbid that there is a shooting between the time the early cars go in and the 1st watch cars come out. It’s an officer safety issue. But thank god we have these CST teams filled with kids just off their status that work 4 hours a day and get blue cards on little old ladies.

Adaptive Re- Organization can make a big difference but ONLY ( emphasize ONLY) IF you hand adequate resources ( i.e., Personnel) to begin with! You cannot attempt to organize your way out of the BASIC FACTS that: first, CPD is undermanned and below strength; second, too many PO in support roles and not On the Street; third, On the Street ( Patrol) manpower is mis allocated.

DOGs are based on seniority if needed. Volunteers first, then reverse seniority. BUt not to pick any, just the ones they need to put people in to balance. So if they needed people to be in 3, you could request to go to 3. IF that would upset the balance where you are, you're screwed.

This shit is not going to work because not enough manpower, supervisor, cars, or equipment they want to follow everything on the consent decree they have no idea wtf they are doing in this department. The mayor has destroyed not only this city but the police department as well. You hire an outsider that has no idea of the dynamics of our department. Only two districts will be getting the squad policing next year. It's a failure it will not work just ask the 006th district. CST is taking all of the districts manpower and for what they only conduct traffic stops and work 6hour days that's why everyone is volunteering for the unit.

Years ago when you expressed unhappiness about the job, or complained that someone ‘connected’ was given an opportunity that most were denied, the wise old bosses would tell you that it was a job, and that if you didn’t like it you could quit. They were right. I am surprised that the younger officers complain about the mayor Hating the Police, or comment that the bosses won’t take care of them.

In the US Army a 9 -11 man Infantry unit is called a SQUAD; in the British Army, a similar- sized Infantry unit is called a SECTION. We have 3-4 Squads per Platoon; the British have 3-4 Sections per Platoon.

My point is this. WHEN “ Squad” Policing inevitably fails, we can simply re-name it SECTION Policing and try it all over again under a “ new” name!
