Both Friday and Saturday nights, the Office of Emergency Management and Communication closed access to downtown from Division to 18th Street, and from DuSable Lake Shore Drive to Halsted Street due to the caravans.
Access was limited to critical response workers and to residents during those times, with access available only at specific intersections.
Yeah...."limited access" actually meant "no access" as CFD couldn't get anywhere until after 0200 AM and if you needed medical assistance, you had to meet them at a designated location. Hard to do if you're cut badly, been shot, have a broken leg or might be suffering from cardiac arrest. Maybe your relatives can drag you closer?
The Department used to be able to handle crap like this, and not like 1968 either. We participated in a number of large scale events, starting with the Bulls Championships and continuing to the present day. Very few of these events were the disasters of recent history because we had semi-competent supervision that knew what worked, what was available and how to clear an area quickly and efficiently. We didn't have bikes, salt trucks, Jersey barriers, raised bridges....and we still got it done.
We could still get it done with the right people in place.

All unit babies, academy babies, etc. These are the people they put in charge of districts, areas, iad, superintendent. Here's my brief non-caffeinated attempt (I bet someone will disagree, that's ok, but just my view)
Depends on the FTO (the field training officer of anyone NEW to the job, usually if done right, facilitates growth OR removes problems from the dept at the very beginning) and the person themself after training/experience, I don't believe anyone can give you that answer. We sadly train for simply putting a body in a seat. Washing someone out of training now results in lawsuits, typically some sort of biased based lawsuit and they keep their job.
Want to fix our profession:
1) hire bodies with attractive/competitive employment benefits
2) have a standard and train properly, if they can't cut it, remediate or they're gone
3) refrain from any agenda-based law/reform, keeping it simple usually works best
4) promote quality candidates without any agenda and provide tools to better your career/desired path, the best person gets the job (currently, if people don't get promoted, just like anywhere, they'll find a reason to sue and get a promotion)
5) stick to policy and law objectively, explain why and refrain from being in the gray (you let something slide, it all slides, warnings/NTA citations are fine but only to a point)
6) with quality trained employees with matching quality leaders, BACK THEM and be able to explain WHY they were cleared in an incident with facts, don't cave to media or kangaroo courts.
7) pray / hope the rest of society can do the same thing in their professions (lol, LEO can't save society, they can help, but there's so much more that has to be done, LEO can't arrest or cite our way out of every problem)
As you can see, 1-6 COULD be done in theory, but 7... 7 is a pipe dream. I don't have a good answer.

Exactly! It has been at least 10 years since a “real police” boss has been a legitimate high ranking leader. Legitimately means no phone calls, clout, or merit. We have had some nice bosses, some bosses who won’t screw you, even a few bosses who will look out for you, but the right people that were leaders is not something this department has promoted in at least 10 maybe 15 years. 1. No political in this state, county and city is in government for any reason other than graft. Graft is not the same as illegal/unlawful actions of the past. All of the current SWAT regime are useless. Fred Bossy had no problem using gas teams. That’s why HBT was more effective than SWAT. The clowns in charge of SWAT now were never part of the real deal HBT team. Those three sold their souls for merit.
CPD was always prepared for high profile events. After the George Floyd riots we lost the streets. Even the city of Chicago’s IG blamed Chicago cowardly leadership. Our gas teams were the best in the country. We proved that during 6 Bulls championships when HBT had gas team ready and we were used numerous times.
During the George Floyd riots the dumb asses at SWAT had to drive to Missouri to buy more gas. Swat had not placed an order and were caught short handed. NEVER happened to us on HBT.
Different times. Real Police Leadership. No merit. No ass kissing to make rank. When SOS showed up, the animals knew play time was over.
HBT didn’t have all the training time and cool gadgets that SWAT posers have, but we were real police officers with real experience that knew the streets.
Our equipment was ready and well maintained. LMAO, SWAT didn’t have gas for riots. Great job Tom the Lamb.

The SWAT application processes for POs and Sgt's was announced yesterday. Please read Department Employee Resource Directives E05-15 and E05-25 for details regarding the SWAT application process.
In short, I'm asking all Exempts to consider who would be an excellent candidate for the Team. We've made some adjustments that maintain the integrity of the process, but allow us to still identify and draw the strongest candidates without lowering the standard. We aren't making it easier, per se, just realizing that we were potentially passing over some that would legitimately make excellent
Operators. This should correct that process, capture those qualified individuals and allow us to expand the Team according to the Superintendent's long-term plan.
Please pass this along to your Lts so the interest can be sparked, as its a short urn around. We are also sending out SWAT members to speak at roll calls this week in case there's any questions.
