Exercise in Futility?

Or an attempt at martyrdom?

  • Regular readers of CWB may find this hard to believe. And, no, we haven’t been hacked.

    A Chicago police officer engaged a carload of armed men in a high-speed, cross-city chase Sunday night after the group, suspected of at least nine holdups, committed three robberies in Lincoln Park and on the Near North Side.

    Sunday night’s first robbery was reported around 11 p.m. outside the Armitage Brown Line station in the 900 block of West Armitage. A 42-year-old woman told Chicago cops she was walking on the sidewalk when four men got out of a white SUV and took her purse at gunpoint, according to a CPD media statement.

    A Near North (18th) District tactical sergeant spotted the white vehicle minutes later on Halsted Street. And the chase was on.

One one hand, "Bravo!" for doing what we were hired to do, trained to do, and up until a few years ago, expected to do.

One the other hand, "What the Hell are you thinking?"

  • “I’m not going to terminate [the chase] myself until we crash,” he radioed as he pursued the car toward the United Center. “It’d be great if I could get some help. I’m all by myself.”

    And there’s the rub. Despite the cop’s efforts, putting his career at risk should anything bad happen during the chase, he had no backup to help him. No police helicopters were up. The state police weren’t in the area.

    Worst of all, perhaps, as the sergeant chased the car through a West Side police district, one of that district’s sergeants ordered his units not to pursue the robbers.

    “I haven’t seen one squad car,” the sergeant radioed around 11:22 p.m., about a minute before the crew bailed out near 15th and Drake. They ran from the scene, and the lone sergeant, soon joined by local district officers since the chase had ended, searched for them. No luck. The group got away.

That “I’m not going to terminate [the chase] myself until we crash,” is begging for a problem.

And the "...as the sergeant chased the car through a West Side police district, one of that district’s sergeants ordered his units not to pursue the robbers" is a BIGGER problem.

Believe it or not, we used to chase people. And folks. And we have a drawer full of awards proving it. But after numerous trips to Federal Court and a complete collapse of political support for actually engaging criminals, we backed off. We did a "risk / reward" analysis and it wasn't difficult to see which way the winds were blowing. We didn't like it; it wasn't what we signed up for. But it was reality, and we adapted. We aren't stupid like that Koniarski woman.

We can't say the sergeant from 018 was wrong. Far far from it. Victims don't want to be victims and they'd really like to have their property back. But we'll bet those victims gave up their property pretty quick when faced with a gun/knife/beating threat.

What we can say, and have said, is that from a risk/reward standpoint, we can't justify it. The sergeant might be outraged at crime. He might be pissed at what that the Department has become little more than "crime monitors" or whatever that TV commercial said. We've felt the same thing. But we can't justify continuing on, trying to get other coppers to commit to what might turn out to be the worst experience of their careers. The risk is too high.

Voters elected "progressive" politicians who embrace crime, criminals, and the thought that these ne'er-do-wells are only trying to feed their families or some such bullshit. Until they feel enough is enough, we don't know that it will change in the near or distant future. We can only control our reaction to it.

Mega kudos to the Tac Sgt. It warms my heart to see cops say the hell with the politics & do what they were hired (initially) to do.

As far as voting goes - SCC, excuse my skepticism, but I honestly wonder when was the last time Chicago had an honest election (nevermind that there's no way BJ won without some "help"). With that, there's likely no way Chicago will pull up from its downfall. Sad to see.

Couldn’t agree more. If that chase ended in a crash, as almost all do, that sergeant would’ve been fucked and everyone else who participated in it. As a sergeant you’re supposed to protect your people, know better, know what the political climate is. Let’s say the robbers got away with $1000 in proceeds, is it worth u chasing them and them crashing into another coppers family and killing them? That’s the balancing test u should be applying. Would u want me to chase a car flying down your street where your kids are out front playing? It’s not worth it on every level and I assumed that a supervisor would know that by now. Chases stopped about a decade my friend. Where have u been?

Do not chase!! If you are a young officer whatever u do not chase anyone unless you are being shot at. It is not worth it. The orders all but come right out and say do not chase. You will go through years of misery if the slightest thing goes wrong. Trust me. If they “get away” then that’s too bad. What can u do. Here’s your case report and move on. Nobody will back you and everyone above you will analyze the fuck out of that chase to jam it right in your rear end.

Heard in rollcall tonight that a copper walked out of the station and a white suv pulled up and an occupant flashed a pistol and drove off as the officer drew his gun. You would have been the first police officers calling out the dog ass officers that didn't come to the Sergeant's aid and help him catch the perpetrators. I bet if we went through the archives, we could find a dozen of those posts. But that IS the past.

It is really, really sad that those days are so far in the past. Will they ever return? Or will this city, and this country, and this civilization die first?

Nearly a century ago, portable radio revolutionized the pursuit of fleeing offenders.

Where the fuck did radio cars come from? Cars with radios in them, Bullwinkle!

With this generation's innate familiarity with fucking communications via smartass phones, you'd think that a relatively simple method, constant real time updating of imtersection locations, info from 4 directions needed, as in, the fucking East of, West of, North of and South of, current location of fleeing offenders could provide a smidgeon of possibilty of their apprehensions.

This was a standard go to for decades, well before digital radio, well before smartass phones, well before dumbass supervisors.

Is it merely a mistaken impression that pursuit has been defined as a stream of Charlie Chaplin, Three Stooges, Keystone Cops knuckleheads are all pursuing from one direction? Or, at best, from two?

It's the fucking West Side of Chicago, equal in police presence saturation to the fucking South Side of Chicago.


Fuck the whirlybird.

You got fucking radios!

When is a chase not a chase?


When the fleeing subjects flee right into the box.

To bad the Sgt wasn’t around in the 80’s. He could have had fun working. Today he is lucky no one crashed and was hurt or killed. Big law suits would have been filed. He risked his life, job, and financial hardships. Now he will probably get written up and get put back on the watch. Nothing good will come from doing stuff like that. This isn’t the movies. I hope with all the media attention he just gets a tongue lashing. Best of luck Sgt.

That sergeant has "testicular fortitude," the goof that refused to help needs to turn in that badge today and go to get the old shoe shine box kid! Sometimes police need to be the police and not be how do you want to call it pu@$ified cowardly and scared! Constantly police do nothing the new breed wonder why the public does not support them like years ago! Afraid to even do a traffic stop even in the areas they live with their families? Got to remember boys and girls in that uniform no matter what JCat says residency will not change you and your families have to live here many of us see no response to our calls, cars blazing by police as they just look and do nothing! Come on at least press those little switches light those lights pretend to humor public that your doing the job for that great salary! Many of us can and are considering moving come spring due to no cash bail and police not engaged!

We simply aren’t there yet…not even close. This sergeant is a three-dollar fool for chasing violent criminals that victimized people that despise the police and refuse to face the brutal reality of Dude Inc. (Hell…two off-duty police officers didn’t have their guns on them and were robbed that same day!) If our fellow citizens (and some of our coworkers) have long given up and surrendered we shouldn’t be asking our police to go out and fight a losing battle.

Maybe that tact sgt would actually have some help if Hein didn't have more people guarding the casino than are assigned to the whole watch.

Agree with SCC 100%! I get how he was fed up but he incriminated himself with violating city policy. Never make a statement. If he or them would have crashed or even worse, crashed and hurt or killed an innocent, he would not only be done with the job, he’d possibly be looking at prison time because of his statements showing he did not care if there was a crash. Reckless homicide, recklessness conduct, official misconduct? Etc. Being sued into oblivion is guaranteed and expect massive punitive damages. We didn’t make these rules. Chicago politicians did. I’m sure he will be taking time for this but he dodged a huge bullet with no one crashing.

Agreed, but unfortunately in the real world it’s not that simple. Even according to those rules, your gonna run into a situation where your BWC will be activated when you have to make a quick decision to actually do your job. With the added scrutinization of turning on that BWC at the arbitrary, unknown amount of time to turn it on or you’ll be charged with a crime. It’s a lose- lose situation. No matter where your at anymore. Unless your light duty or pregnant. Then it’s all good!

Accolades for this Sergeant, who appears to be the last man standing. Let’s get this out of the way first that he’s not going to terminate until crash. Can you imagine the adrenaline pulsating threw out his body and he is all alone and nobody is responding. When we are under extreme pressure we say things that maybe we should not have. I know I have. In those moments of sheer terror when we go from zero to a hundred in seconds that is to be expected. We don’t have the luxury of sitting around in a law office with others to craft speech. Nowadays, in our woke culture, you can get in more trouble for what you say. So discount that, remember we weren’t there.
There were many times when I was on the job and you had to take a legitimate action you knew it would bring you a load of problems but you took that action in spite of it. And there were others who always took the safe approach in their careers and did nothing. When I left about ten years ago I could see the job changing and some, not all, people coming on did not want to do more than write reports. These bad guys who got away will eventually kill or maim someone who could be our relative, a friend on another police officer. The City is in chaos with all this crime. The news media should be ambushing every politician whenever or wherever they can and sticking a microphone in their face interrogating on what they are going to do. And if they try to do anything to this Sergeant you should consider some sort of a job action, stop being pushed around by the Machine. You could bring this City to a standstill. There are plenty of decent people here who will support you.

The Sergeant needs to only justify his chase and his actions. You want to chase? Have at it, but don't judge others for not participating in what they're told not to do over and over. Getting on the zone and announcing that he will not end chase until there is a crash is just stupid and unprofessional. He's very lucky the chase did not end in a fatality. I'll assume he was having a bad day or just fed up with the crime and violence either way self preservation is paramount these days. Adapt or retire. They're hiring truck drivers everywhere and the pay is great!

Chicago has a no chase policy thanks to Chicago politicians. So it wouldn’t matter. No one would be allowed to help him and after he made the statement over the air it became very very high risk.

Ok so I want to get this straight, when the sergeant is in clear violation of the order and is risking his career, freedom, life and the lives of others, you expect other officers to assist in a further violation of the order and further endanger everyone in order to have “testicular fortitude” in your book? How often are you chasing cars and how long do you expect to work for the city before you’re fired or imprisoned for this. (Eye roll)

Hell, even though the early 2000’s all these violent criminals would have been caught because 30 cars would be chasing them. But not today. And even if this Sgt did catch them Kim Fox probably wouldn’t have done much and under Pritkers new law they’d probably be released. Very sad

The magic word, "optics". This job is a set-up. If a copper follows the GO and state law strictly, a simple arrest is so cumbersome and beurocratic it makes it impossible. So the GO goes violated most of the time at some level. If it gets no one's attention, business as usual. The moment something goes sideways, they have a laundry list of orders violated. Then they weaponize it and intimidate the copper, making his life hell. It's called revenge.

Arrest a robber and it looks good, " Good job guys, we'll get you a DC".

Same arrest, same robber, but has bad optics, "you have violated the following general orders..."

It's a setup. It's a trap.

Those retired officers making comments on here have no idea how bad the job has become. I’ve been on a long time and back when I started there would’ve been so many cars trying to get in front of that sgt during the chase to try to make that pinch. But it has changed immensely. If you’ve been retired for some time you just have no clue. It’s a different job and there’s about 6 different entities head hunting for officers jobs and freedom. I know it’s got to be frustrating hearing people come on here saying they won’t chase or back up the sgt etc, but us on the job now have seen many people get Jack potted for just showing up on a scene now. It’s all about self preservation now. Reserve your judgement, you don’t know this job anymore.

Ok so I want to get this straight, when the sergeant is in clear violation of the order and is risking his career, freedom, life and the lives of others, you expect other officers to assist in a further violation of the order and further endanger everyone in order to have “testicular fortitude” in your book? I know the Sgt. I won't say his name. We worked in the same district long ago. He's a good guy and a good police officer. He would back any police officer up, even if he was given an order not to. It makes me sick to my stomach that he was 99 attempting to stop a car with five violent offenders and no one helped him. I wouldn't be able to live with myself as a human and a police officer if they all got out and executed him. How fucking pathetic.

Very little training in vehicle pursuits by the department, most likely by design. That few times through an obstacle course is all I remember. Anyone have more training in vehicle pursuits than that? Offical training that is in your portfolio.

How come no one has stated the obvious---namely where were 1870, 1899, or even 1800 during this pursuit? It should have been terminated as soon as the Sgt. commented as he did on the air. A fatal crash could have resulted in the loss of his house, stripes, and possibly his freedom. It's too bad, but that is the way it is. Check out the July National FOP Magazine for the story of the Washington, D.C. Officer who is convicted of 2nd degree murder over a pursuit where he hit no one, the crash was the fleeing offender's fault only, and killed him only. As long as lakefront liberals vote the way they do, nothing will change. And it should be patently obvious that none of the higher-ups that night cared--why should you?

This is lost on so many people these days. Our pursuit police only lets us chase for certain offenses. This was three of those offenses. Bravo to the sgt for abiding by the police. Shame on the coward who ordered officers to not help a sgt riding 99 chasing violent criminals. Remember, we can chase, just abide by the police. Well done.

G.O. 03-03-01 II-D Immediately terminate pursuit
G.O. 03-03-01 IV-A Balancing test
G.O. 03-03-01 B-2 Speeds and maneuevers create unwarranted danger to the driver and public
G.O. 03-03-01 V-B-2 Prohibition on chasing in an unmarked vehicle

While I realize that the “balancing test” is subjective, these are lokely to be the provisions that the traffic review unit will cite in the CR. One thing that is undeniable is that he was chasing in an unmarked car which is prohibited unless he’s the secondary unit, which he wasn’t. I’m sure other provisions of these orders and possibly other orders will be cited by BIA or the traffic review unit.

We don’t have to like it but we do have to adapt to it and do the best we can in the new environment if we are to survive and accomplish our goals and serve the public that voted for the change. Dude, nothing has changed. Citizens have always wanted all of the reward, which is having the bad guy arrested, but none of the risk that comes as a result of the arrest being made. Sign complaints? Is that required? Go to court? No thanks! They want us to "get" the bad guy, but without any of their skin in the game. Plus, if they are not the victim, but the bad guy is somehow connected to them, as in "don't you dare lay a hand on my boo or my baby", they do not want you to enforce the law at all.

Regardless, the vast majority of us continued to be law enforcement professionals and try our best for true victims, but now, strict compliance is demanded for constitutional policing with no error of any kind or magnitude allowed because of the head-hunters at COPA and the anti-police public, and it has made the risk too great. Most of us are not willing to throw caution to the wind, be hard-chargers and thereby risk being disciplined, being fired and/or having a vacay at the joint.

Besides, they want everyone, especially offenders, to be treated as if we are their butler and handled as if they are made of very fragile crystal. Playing by their rules does not bode well for victims, but it does mitigate our risk. We ARE doing our jobs as best as possible while playing by their rules and demands.

We all work/worked for the city. You either supervised or commanded fellow employees. No employee worked FOR you, but your position existed to ensure the workday activities of your subordinates were conducted within the law, rules, regulation and guidelines, thereby making residents and visitors as safe as possible while mitigating liability for the CPD and the city of Chicago. Hence, had this incident gone south while you were directing his workday activities, he might have landed on the bread line and you along with him, or worse. Oddly enough, it is believed he is worthy of respect from his peers and subordinates because he was trying to do the "right thing", but it cannot be said it was handled wisely.
