Pardon our laughter at this one:
Twenty years ago, a state senator from the South Side sponsored groundbreaking legislation to combat racial profiling by police. The 2003 law required law enforcement agencies throughout Illinois to compile and report data on traffic stops in their jurisdictions, including the race of the driver, the circumstances of the stop and the outcome.
The Illinois Traffic Stop Statistical Study Act was hailed as a promising tool against the widespread police practice of stopping a disproportionate number of Black drivers, often with little or no cause, for what critics dubbed “driving while Black.”

Yet today Obama’s signature state legislative accomplishment lies in ruins. The percentage of traffic stops involving Black drivers continues to rise. More law enforcement agencies aren’t complying with the law. And the state seems incapable of reversing the tide.
This was supposed to be a two year study, now in its twentieth year, and was Sparklefart's sole legislative accomplishment predicated on widespread "racial profiling." Just so you all know, there has not been a single instance of racial profiling ever proven by this twenty-year monstrosity:
- The Illinois Department of Transportation, which administers data collection for the program, reported in 2019 that the results do not “prove that there is racial profiling but may be taken as the basis for further inquiry.”
We wrote numerous posts over the years about how this entire premise was bullshit. If you're working in 007, almost 100% of your stops are going to be of one race. That doesn't mean you're profiling. And we pointed out that due to disparate economic situations, certain persons might decide groceries were more important than fixing a busted tail light. That doesn't make them evil.
The bigger trouble is that the exempt structure of the CPD decided that TSSS cards were a perfectly adequate method to measure police/citizen interactions. And they're not going to let it go that easily since almost every one of them got promoted on the backs of coppers doing traffic stops.

Been to compstat lately? One of the biggest things they constantly bring up are traffic stops. If they’re down, what are you doing to bring them up? Ask any Lt about the constant pressure they get to deliver more and more traffic stops. It doesn’t matter if you’re in a rap all day, doesn’t matter if you have to down beat cars and have zero manpower, it’s all about the traffic stops. It’s a constant push that absolutely leads to tons of people getting stopped for the pettiest of things that 100% would’ve never been stopped otherwise, just to bring in the tsss cards. Every single day Lts get the traffic stop numbers in an email and be dammed if they’re down for any reason and you better be ready to explain why. This is the perfect first step Snelling could make… stop using this as a compstat statistic.
Blue cards blue cards (tss) it never ends. If you had 100 last 28sep well you better have 120 this 28sep otherwise you’ll be answering to the captain, commander and everyone at compstat as to why your traffic stops are down. Most districts are actually holding down multiple cars a tour just to get the traffic stop numbers for their commanders. It’s unbelievable how much they push these traffic stops numbers.
Traffic stops have long been mostly about revenue.

As a predicate for useful police work, to see if those in vehicle are, maybe, engaged in something actually illegal, sure.
Or to check for wants, okay.
Granted, in certain areas, this predicate is warranted.
This racism baiting basis ignores the reality: when a given, defined grouping has a higher percentage of any activity, than a defined differently grouping, the cause of said disperity is the source of a larger quantity of the results of said activity.
Any activity.
Lawful, unlawful, the math is the same.
The result is the valid reference.
Any groupings defined and chosen is subject to the result as reference.
Reference chosen as the defined grouping is invalid to the purpose of determining anything of value.

A few years ago a friend asked me to go with her to CST for a period just to try it out and for the first time in my 18 years for three months I didn't work a full tour. Why? Well, TSS cards. The deal was 10 blue cards (TSS) for 4 hours of work and paid for 8. Who wouldn't want to pull over their own grandma with those numbers. Ifound myself pulling over anything that moved in order to go home early. As an experienced officer I knew who to pull over and more than likely it would result on a arrest but at CST anyone got pulled over and who wouldn't. Now my district pays extension of tour just to go out and get TSS cards but of course I don't follow anyomore. But al the young officers are all over the OT and the cycle continues.
When mission, tact, gang, et al teams were sent to the ghetto areas the bosses wanted bundles of the traffic cards and contact cards. It shows you are there keeping crime down. To them they were “f-ing golden”. Arrests were secondary! So people spent much of the tour getting as many cards as possible. There were always reminders get more cards, feed the beast. It was like getting as many baseball trading cards you can in grade school. Well how did work out? We had feelings that it would backfire. If you put most of your manpower into black & hispanic areas where there was a lot of crime of course you are going to get more cards with black & hispanic people. White areas had less crime so less cards with white people. So then the lefties, lawyers, civil rights groups try to spin it by saying the blacks & hispanics were being targeted. And by the way those black & hispanic neighborhoods got a lot more police service and protection than white areas.

The federal and state funds to operate this study were granted to Northwestern University. Year after year the money flowed to fund professor administrators who could spin numbers to achieve the desired statistical outcomes to achieve and promulgate urban progressive wise tales. Follow the vast amounts of money wasted to re-educate the masses into believing they are targeted because of their genetics. Like any other ill intentioned government program, it continues year after year with an ever increasing budget.
In a perfect world all stops would match the demographics of the city; however, for the last 30 years plus, one demographic consistently causes more homicides, shootings, robberies, carjackings and like. Everyone in law enforcement knows this statistic however few in the media member will ever call it out and the democrats in Chicago will never speak of it. It's always easy to blame the police than the one demographic that has and will continue to terrorize the the city.
Exemt structure? naw just a bunch of out of shape (wait till Larry makes you sweat) with connections sloppy looking pathetic and they wonder why the rank and file has no respect for them!

Walking into any given buffet, employees will immediately give me the ‘stink eye’, follow me to and from the carving station and keep a running total of number of plates I inhaled.
The all-you-can-eat Chinese joints are the worst with their “you rike a two regged pig wearing a FROP Rodge 7 poro shirt” and whatnot.

Traffic stops BS.. more like stopping people to document them and put them in the data base. Yea you will have some you will give a break too, but then you have the BS narratives like this being pushed that is left to a persons interpretation to explain it. We live in a time where your discretion is limited, if not gone in it's entirety in some situations. Just like everything else you have to adjust to it and use your discretion in different ways. Instaed of giving a ticket for all 5 infractions, give a ticket for only 2.
What amazes me is how coppers are more worried about having to go to traffic court if they wright a ticket then having to be the defendant in federal court for BS allegations like this for NOT writing the ticket.

Federal stats show that blacks, 13 percent of the population, commit over 50 percent of violent crime in the US. That's not profiling. That's statistics.
And then the supervisors dangle a carrot in front of cops saying bring me 10 blue cards and you go home early. Merit will make bosses do stupid things.
To add to this comment look at speed cameras in the city. The news media and politicos report speed cameras disproportionately impact minorities....i.e catch them speeding. So are the speed cameras racially prejudiced? If the speed sensors used in these systems are accurate perhaps some people speed more that others? So, perhaps some people also commit more traffic infractions than others, giving officers a reason to pull them over?

This is some of the funniest shit I’ve seen on SCC. Can totally picture it. JimJack in that stupid “Lodge 7” polo that he wears everyday/everywhere. It’s at least a size XXX but still looks a sausage casing on him. I hope there’s a spending limit on his FOP credit card.
I was assigned to the 016th district a long time ago and rarely had any "contact" cards because back then nobody was on the streets after 10pm. The midnight radio was like "Silent Night". I was sent to 016 from the 018th district and was working a project car in the "Greens", non stop radio and lots of interaction with locals on the 1st and 3rd watch. Why? Let's just say demographics.
Listen to flash messages on the radio write down the Race and show that on the news.
This is becoming a form that will be used "because we have always used it". It's original purpose is/will be long forgotten. Sort of like a curfew arrest and bus checks.
The format will get longer, and more burdensome. Less and less people will look at the data. Data piles up and if the paper is saved it winds up in an ever growing pile of boxes in the back rooms and hallways until the roof leaks or a pipe bursts somewhere.
Legend will tell of a story where "One officer got sued for not filling it out in a particular case and lost money in an "unfindable" civil lawsuit" No one will know this officer, but everyone will claim to know of his story. Sort of like, I know a guy who knows a guy...
In 25 years CPD will still require that these forms be filed, and Chicago will still be a racially divided city. Just with more social problems.

She says she's been stopped more than a dozen times. I'm sorry. The odds of a law-abiding driver being stopped that many times are astronomical, regardless of color. Heck, even if they're racially motivated stops, it's not like the police have only a few black people they can stop. There's millions, so why would this person be singled out? Easy. She's either a terrible driver, an illegal/wreckless driver, or lying.

If you can find Second City you can find the CPD annual reports on line. They show crimes, arrests and a whole lot of other information that can give you answers to this question and some that you haven't even thunk of yet.
No one cares about worthy arrests anymore. These exempts just care about their 3 year golden retirement bumps at the cost of these scared to answer 1A job 2 years wonder or dog ass 20 year p.o.s. Patrol is unamed and always left to fend with little to no resources for these cst and cert and all other made up cush units are waste of man power and redundant.

Walgreens and CVS have closed city stores. 37 people were shot last weekend and the mayor was nowhere to be seen or heard making a comment. Redfin shows several hundred condos for sale in River North, the Loop and South Loop areas. Commercial real estate is in the dumper. Crime stats in the Lincoln Park and Ravenswood areas are approaching those of South Shore. Channel 5 is reporting that the Signature Room at Handcock Building is closing immediately. I got 20 plus years on the job, been working a beat car my entire career in the ghetto. Never was my desire to get promoted or go to a glamorous unit but just be the police on the beat. I stopped bringing activity to these clowns we call bosses with the contact card fiasco back in the early 2000. Learned my lesson that all the activity these clowns put on us blue shirts was for them to get promoted, F@#ck all these bosses that did that. They got a lot of blue shirts in trouble and put them under the bus. Today in the present when I get a boss in my face and demands activity other then answer my job I simply smile and walk away. I don't do shit anymore but answer my jobs, back PO'S and be the police. Bosses bother me all the time, but like I said "Smile and walk away"....And I still do what ever I want out on the beat, as long as you do you're job you will be fine. These clowns that you work for are using you to get themselves promoted, until the shit hits the fan like in the early 2000's with the contact cards and a lot of coppers were thrown under the bus, nothing happened to the clowns in charge. There are other ways to make money in CPD. As far as a borderline poverty job for base salary, don't know what you do with you're money but I've been the sole provider of my five dependents for almost 30 plus years living a normal life with vacations and gonna retire pretty soon with plenty of money saved, a good deferred comp amount and hopefully a pension. Hardly if ever did any OT in my entire career with CPD. And just to be frank, I started very poor on this job. Maybe god was good to me but this is the best paid job I've had in my entire existence. Before, I was struggling with three jobs at the same time just to make ends meet. This is not the greatest job anymore, but to me it's great pay and outstanding benefits. God Bless....

You are definitely seeing the benefits no other dept pays like this little work nice checks, great benefits 1 year medical NO other dept offers that! 175 coppers trying to get back on CPD after leaving says something! Know of 2 coppers went to Florida found out what a "right to work state," state is. They are accountable every minute they work via radio and gps unlike here where we really have it good! To the young coppers that took underwater knitting in Kolledge they would be making maybe 40K a year working 40-50 hour weeks somewhere! The good thing is you do not really need qualifications here but then again so may are cowards and scared they should resign!

I was assigned to the 016th district a long time ago and rarely had any "contact" cards because back then nobody was on the streets after 10pm. The midnight radio was like "Silent Night". I was sent to 016 from the 018th district and was working a project car in the "Greens", non stop radio and lots of interaction with locals on the 1st and 3rd watch. Why? Let's just say demographics.

Been to compstat lately? One of the biggest things they constantly bring up are traffic stops. If they’re down, what are you doing to bring them up? Ask any Lt about the constant pressure they get to deliver more and more traffic stops. It doesn’t matter if you’re in a rap all day, doesn’t matter if you have to down beat cars and have zero manpower, it’s all about the traffic stops. It’s a constant push that absolutely leads to tons of people getting stopped for the pettiest of things that 100% would’ve never been stopped otherwise, just to bring in the tsss cards. Every single day Lts get the traffic stop numbers in an email and be dammed if they’re down for any reason and you better be ready to explain why. This is the perfect first step Snelling could make… stop using this as a compstat statistic.

Most districts are actually holding down multiple cars a tour just to get the traffic stop numbers for their commanders. It’s unbelievable how much they push these traffic stops numbers.
