Arbitration "Mostly Win"

This is merely a summary. The full results are probably at the FOP site, or soon will be:

The raises are almost double what had been previously negotiated? D2A for numerous testable ranks, comparable specialization stipends similar to what CFD gets. Comp Time sellbacks.

All good....even great news.

It looks like the paternity leave is a dead issue for now and the annual retention bonus has become a one-time payment in 2024. Unmentioned in this graphic, any word on oversight compromises, loses or wins. We'll have to see what the final decision reads shortly.

So far, we'd call this a "mostly win." Nice job.

What about the age penalty with the pension. I came on the job young at 23 and most of my class have retired already. I’m stuck here waiting to hit 55. I’m getting penalized for coming on young. A guy in my class did his 20 years, was over 55, retired and got his healthcare. I’m in my 31st year and still can’t leave. It’s not right and there’s plenty of people in the same boat as me. I’ve maxed out but can’t leave b/c of insurance. FOP should fight for this. It should be 55 OR 29 years to receive insurance. Or give us the option of paying a higher percentage to lock in the insurance younger.

One of the smartest aspects is that retention bonus. Bro’s are leaving on average in 26 months. Dropping that “P” and getting the hell out. $2,500 ain’t gonna change that. Keep working on it. Recruitment and retention are damn near impossible at this point.

You cannot go to any other department and make this easy money like you make here no way no how do you will never get the amount of medical time anywhere else plus the benefits are phenomenal compared to any other police organization so many that left over 100 are begging to come back and now with this there will be even more slapping themselves on the head for leaving.

As far as the maternity leave goes the Sgt's Assc and the Firefighters union already gave it up. Hard to bargain for something when other unions cut you off at the knees. The two gals that ran for office and lost in the last election have been putting on social media that J-Cat gave up 55 and out out health care for 57 and out in exchange for his credentials. They had me calling the hall on Wednesday sounding foolish.

If this gets signed Nov 15th of next year I'm gone! Last night besides hearing it wasn't enough one the youngsters said the should have asked for everyone to have take home cars!

I’m hearing rumors that the union had to give up some concessions to the city and one of them is detectives will work patrol one day a week in a district answering calls for service to help alleviate the back logs. This will be done on a rotation so everybody has a turn and no one gets screwed by doing this more often than others.

Looks to be a decent upgrade over the original 2.5% a year but did we give anything up to get the raise and the certification bonuses? Any word on medical? Seems like a win for most of the department. I noticed some of the D2 units were left out of the D2A bump up which I thought was odd because it allows the city to divide which is what they want. It could also mean JCat picked the winners and the losers. All of the D2 should have been uniformly moved. Residency requirement lifted after 25 years of service would have been welcomed as well as medical after 29 and a day at any age but definitely an improvement over the original contract.

How could nothing be in there about days off cancelled. Until they fix that, I will vote NO to this contract every time. That is a huge problem, maybe even the main problem, why we can’t keep anyone. The younger and older officers are all leaving b/c they can never even count on their days off actually being off anymore. The extra money is good, but I think most of us would trade that for actually having our days off, lifting residency, and a 10 hour work schedule. I don’t remember the FLOP ever asking what we wanted, but they’d have to be deaf and blind to not address the cancelled days off.

Why does it say "meme" in the top right corner? Does this mean it's a joke? I also see in the comments some asking for the 12hour days. I have a couple suburban friends and it's very mixed review of that schedule. You have to realize that you can't get much done those days you work. 13-14 hours of your day are gone due to work, getting ready, and travel time. It leaves you only about 10 hours to sleep, eat, spend time with family, exercise, and whatever else you need to do daily.
Oh and something nobody has mentioned, what about bfds? They should be counted as whatever your work schedule is and not 8hrs across the board. It's a simple fix and is long overdue.

There’s tons of us stuck in this position! It’s age discrimination. Why can a guy with less years on get a benefit that I can’t get when we were in the same academy class. I agree, it shouldn’t be an arbitrary age. Make the medical insurance eligible with 25 years on the job, or even when u max out. Absolutely no reason a guy can get the medical insurance when retiring with 20 years on and I have 30 years and still can’t because I’m “not old enough.”

The notion that your employer owes you something (because of loyalty, reciprocation, or fairness) died in the 1990s. Unless it is specifically in writing or you have solid grounds to sue for the perceived (or actual) unfairness, then you are on your own. One guy has 30 years on the job and the other has 31 years on the job.

That is plenty of time to earn, buy, or make options for a way out. At one time, tuition reimbursement was at 100% for 2 classes (assuming A grades). So instead of taking ownership and planning your future, you guys blame your employer because things did not work out "perfectly" for you. And, of course, you want someone else to do the work for you (i.e., "FOP should fight for this).

Sounds like the guys on the helicopter, marine, and horses are getting screwed. They are the smallest units in the city and get stuck with shitty furloughs and have to work every special event. Suing for residency is the only way to get it. Or paying a lobbyist to advocate change in legislation will work too. Aren’t we paying more in dues for a PAC fund? Does anyone even realize what that means? Not electing your local alderhuman or state rep. Those spots are beyond useless in this city and state. This post is sadly correct. Anyone who isn’t sitting in a hole watching tv on an iPad or their iPhone isn’t doing it right. In-between answering calls and doing paper on everything obviously. Don’t even bother with crying about working in a ghetto district with a 10-12 hour day. They do it in LAPD and get it done. They also don’t have a residency policy. CPD just announced we’re about to copy LAPD with a dedicated “homicide team”. Why not also follow their lead on no residency and a better work-life schedule?

As far as the maternity leave goes the Sgt's Assc and the Firefighters union already gave it up. Hard to bargain for something when other unions cut you off at the knees. The two gals that ran for office and lost in the last election have been putting on social media that J-Cat gave up 55 and out out health care for 57 and out in exchange for his credentials. They had me calling the hall on Wednesday sounding foolish.

If this gets signed Nov 15th of next year I'm gone! Last night besides hearing it wasn't enough one the youngsters said the should have asked for everyone to have take home cars!

The Sgts union is tiny compared to FOP. It's not material to FOP negotiations. They get a win and give up something. The FOP bargins for a better benefit the Sgt union will get the benefit and whatever the city gave up to them because of the "me too" the PBPA has. They are too small and don't have enough resources to do anything else and it works. They will get these raises and they are likely going to get another raise because of the Detective pay raise.

Stop With the residency rule. It’s never going to happen. You knew the terms of employment when you hired on. Never as in never going to happen. And with housing prices the way they are new hires may have to rent and buy summer home few hours away for weekends and for retirement.

And they guy who left for plumbing, I transitioned in from construction and still work it as a second job. Union and great pay and benefits. All is great until it gets cold out and you’r over 40 and when the next depression hits like 2008-2012 you will be begging for the police job. 50% unemployment in all the trades in those years. I know many who lost their houses and families traumatized by evictions etc. guaranteed government work is very undervalued.

Few winters digging ditches or 6-12 of being out of work and that plumber will be back taking the power test utilizing every benefit we have at our disposal.

There’s tons of us stuck in this position! It’s age discrimination. Why can a guy with less years on get a benefit that I can’t get when we were in the same academy class. I agree, it shouldn’t be an arbitrary age. Make the medical insurance eligible with 25 years on the job, or even when u max out. Absolutely no reason a guy can get the medical insurance when retiring with 20 years on and I have 30 years and still can’t because I’m “not old enough.”

I have a couple suburban friends and it's very mixed review of that schedule. You have to realize that you can't get much done those days you work. 13-14 hours of your day are gone due to work, getting ready, and travel time. It leaves you only about 10 hours to sleep, eat, spend time with family, exercise, and whatever else you need to do daily.
Oh and something nobody has mentioned, what about bfds? They should be counted as whatever your work schedule is and not 8hrs across the board. It's a simple fix and is long overdue.

Yeah there is only 24r hours in a day so that should be expected. The question is would you rather have 3 and 4 days off a week or an extra three hours four days a week? I’m taking the days off every time. Not worried about BFD hour either. It always guys worried about dumb shit that fuck things up. When they had ten hour days in 020 the retards were worried about their side job making $15.00/hour and burning 10 hour to take a day off, ignoring that the were off a whole other day a week and and two more days off on the weekends. Residency was fought in the courts and all lost. It will never be lifted. They need to collect the income taxes and property taxes and your off-duty hours protecting the neighborhoods to/from work and while at home.

As for your wish of 10–12-hour workdays???? How do you handle that with almost 4K officers short. 2K eliminated positions by Rham and Beetlejuice, admitted 1400/1600 short by the administration this year and losing several hundred to retirements and those leaving for greener pastures over those hired per year. Good luck with that.

I agree "what did you give up" with this new contract for the money???? $2500 payoff NOT PENSIONABLE, so it is a real one-time payment. They used the increase in uniform allowances around the holidays for years as a payoff, not pensionable either.

Oh, and I predict Gov. Fatass will soon ask the legislature for a new bill taxing pensions. Albeit probably 1/2 of 1 % to start and increases every year thereafter. Playing the need for money to avoid bankruptcy, pay off pension debt and every other excuse except stop spending.

In my day it was 28 years of Vaudeville and a pension, now it appears 28 years of disappointment, disrespect, abuse and a dead-end job (unless you are wired).

Don't get me wrong we needed to fight City Hall, disrespect and hate by the Permanently Aggrieved and some the bosses but we did have a great States Attorney's Office that fought for the police and worked hard at convicting the bad guys. Street Justice was applied at the appropriate times. Sadly, you have an enemy in that position looking to jackpot you at every move.

This is why it is so easy to screw us over. We complain about how we're treated....then we treat each other like crap. I'm guessing you're not a detective since you just assume that detectives "don't do anything". I just assume you write reports with little to no information, get the telephone numbers wrong, fail to do any preliminary investigation on your own and use the wrong UCR code. This is after, of course, you spend 45 minutes trying to talk the victim out of a report.

This 4th District shooting really needs its own thread. The comments would be hilarious…if it weren’t for the POD camera video clearly showing the clueless officers crossing past each others muzzles, bunny-hopping while pointing their guns and the offender calmly walking into the alley and behind the officers. The reports at COPA also shows that both of the officers had un-oiled and badly maintained firearms. That’s our backup boys and girls.

What about the age penalty with the pension. I came on the job young at 23 and most of my class have retired already. I’m stuck here waiting to hit 55. I’m getting penalized for coming on young. A guy in my class did his 20 years, was over 55, retired and got his healthcare. I’m in my 31st year and still can’t leave. It’s not right and there’s plenty of people in the same boat as me. I’ve maxed out but can’t leave b/c of insurance. FOP should fight for this. It should be 55 OR 29 years to receive insurance. Or give us the option of paying a higher percentage to lock in the insurance younger.

There’s tons of us stuck in this position! It’s age discrimination. Why can a guy with less years on get a benefit that I can’t get when we were in the same academy class. I agree, it shouldn’t be an arbitrary age. Make the medical insurance eligible with 25 years on the job, or even when u max out. Absolutely no reason a guy can get the medical insurance when retiring with 20 years on and I have 30 years and still can’t because I’m “not old enough.”

Hey dipshit. It has nothing to do with pension. Hitting 50 gives you the option to collect. People have enough time to collect their full pension at 29 and day at 51 , but are held hostage because the insurance premium coverage option won’t kick in til 55. That’s lot of cash on table. But you’re basically working for pennies for the 4 yrs. It’s absurd that when you’re maxed in time your not eligible for the benefit while guys who out less years of service in than you are. It’s something that needs adjustment and the idiots that originally agreed to it were too short sighted to catch that black hole of an area .

The City holds all the cards on residency.
It is a City ordinance passed in 1929
It was a well publicized preexisting condition of employment.

To lift residency the City Council would have to pass an ordinance repealing the original law. That is where your efforts should be directed into getting the ordinance changed through the lobbying and legislative process.

You would have to give the city a very good reason to lift residency. What would that be? It does stabilize neighborhoods. It helps keep the parochial schools in business.

And the City will say that residency promotes closer police/community relationships. Dubious, to be sure. Something a suburban commuter police force would not do.

Residency has to stay, if only to save the property values.

Who do you think will buy your home if all the police and fire move out of the neighborhood? Don't like it? Go get a job in the suburbs. Lots of police jobs out of state too, with bonuses for lateral transfers. No one is forcing you to work here.

Also, no D2 or D2A pay for phone call units. It's bad enough you can't often get to Marine or Mounted units without a phone call, but then to give those clouted a raise too? Not getting my vote. Years ago a PO who swam the English Channel couldn't get to the Marine unit despite being the best swimmer. He finally made it and they put him on midnights. (Hope you are enjoying retirement NF)

There were no retention bonuses when I came on--lucky to get one now.

If you don't like living in the city, move out and get a job somewhere else where you won't have days off cancelled and everything else you complain about it. I don't want my property values to go down because you want to work here without living here.

Getting Healthcare when retiring at 55 is great, and I'm not sure how many other employers offer that. It's a gift. It may seem unfair that you have 30 years on but can't get that perk because you aren't 55, but your pension will be alot more at age 51 than the guy who retires at 55 but has less time on, so stop complaining. Also who do you think pays that Healthcare when coppers leave at 55? It's just not fiscally responsible to pay your Healthcare if you retire at 51 with 30 years on. 55 is still a great deal. Long ago, Healthcare at 55 wasn't offered to anyone. They only started to offer that when CPD had too many officers staying on the job, and the city wanted us to retire sooner. The City can take that away at any contract. It was never a given in the past, it may not be a given in the future.

To the person that’s trashing K9 handlers. Only reason K9 gets 10hr days is because the city won’t pay to have enough K9’s for each shift. They have take home car because that’s the only authorized means of transportation. Stipend (court ordered) comes up to pennies a day, which is compensation for care of K9 while on RDO/Furlough. Remember that the handler takes care of the city’s K9 24hrs/day 365 days a year. Ask any K9 handler about the co$t associated with the wear & tear on their house and backyard. Remember those K9’s are not your regular home pet, they are working dogs. I could go on and on, but that’s not the point. You will not find any K9 handlers complaining about their job. The point is that all the special function units like SWAT, Helicopter, Marine, K9, Mounted + few others, should be getting a D2A pay. They all perform jobs that need special training/knowledge/certifications and assume extra risks to perform does duties in addition to general police work.

I’m hearing rumors that the union had to give up some concessions to the city and one of them is detectives will work patrol one day a week in a district answering calls for service to help alleviate the back logs. This will be done on a rotation so everybody has a turn and no one gets screwed by doing this more often than others.

Did any of you stop to think that if the City could've afforded them now, they could've afforded them before when we agreed to those shitty 2.5% raises a year ago? If our "leadership" wouldn't have accepted those bottom of the barrel increases then and gotten what we deserved, maybe now, when the Mayor came to the union for a favor and supposedly asked "what would it take to have labor peace" maybe then we could've addressed a whole bunch of different things we want/need. While i love raises, some of you goofs seem to think that just because we finally get what we deserve we should somehow be grateful and just shut up. Well to all you clowns with this mentality, I say go back into your cage and continue taking the scraps your owner gives you, the others will continue to "complain" to call attention to the b.s that's going on. Maybe some of you will wake up

You are wrong! First off the department has offered healthcare to retirees for at least the last 35-40 years at age 60, the age was lowered to 55 in the contract that ran from July 1,2007 to June 30 2012.

In officer wellness they said that retired LEO’s on average only live to on average 57 years old, Why- the constant fluctuation of cortisol caused from stress. The average employee doesn’t have the type of unique stress that LEOs have. Most large law enforcement organizations allow their officers to retire at 20 years age 40 with 80% pension. to include medical until Medicare ie, New York, Los Angeles and the feds.

Just give these guys who have 29years medical already, the did their time…

And they guy who left for plumbing, I transitioned in from construction and still work it as a second job. Union and great pay and benefits. All is great until it gets cold out and you’r over 40 and when the next depression hits like 2008-2012 you will be begging for the police job. 50% unemployment in all the trades in those years. I know many who lost their houses and families traumatized by evictions etc. guaranteed government work is very undervalued.

Few winters digging ditches or 6-12 of being out of work and that plumber will be back taking the power test utilizing every benefit we have at our disposal.

Stick to your guaranteed government job and leave plumbing for the union guys that need the work. How many loves of bread can you carry?

I got on at 23, will have to work almost 32 years to hit 55, if I’m alive that long. Anyways, most jobs I know of do not have a retirement age of 55 with health care and pension. Most places require you to work into your 60s, probably 63 to collect your Medicare. 8 years of retirement is a lot to enjoy, if you take care of your health and not croak after retirement.

John referenced this at the meeting and stated it was a unanimous vote which is good because that means everyone present will be held accountable. Sounds legit. All the bitching and moaning about lifting residency makes me sick. No one forced you to take the job so STFU.
What we should be bitching about is our real estate taxes. I’d rather live here and have my taxes reconfigured at the senior citizen level and frozen until I retired. The city probably wouldn’t feel any financial burden since half the coppers on the job now live in their mom’s basement. Let’s all ask our moms and see what she thinks. I bet she’ll agree with me;)
