Rumors of Manpower

A few years back, Rahm cut 1,000 or so vacancies from the CPD, then told everyone the Department was up to strength. Groot eliminated 1,900 spots and told taxpayers the same thing.

Now another rumor:

  • OT, but wondering if SCC has heard similar rumors from city hall... Talk of eliminating 800 CPD positions from the budget (see, we're not that short staffed). Also, from the boys over at FD- a cheating scandal with a captain exam.

Leaving aside there hasn't been an honest promotional exam in Chicago in decades, the rumor about cutting another 800 unfilled spots is just more of the same. 

If an actual reporter FOIA-ed the manpower rosters from the 1990s, they'd see Department strength was somewhere in the area of almost 13,000 with the Clinton grant money flowing hot and heavy.

When we started the blog, the Department was flirting with something between 11,000 and 12,000. We started sounding the alarm as we saw personnel numbers dip under 11,000, and really started pointing it out when we hit 10,500.

Now the city can't hire anyone, retirements are outpacing incoming bodies by a what will easily be 300 or 400 this year and there isn't any signs of a slowdown, but you can see the shortages at every roll call.

And with all the stolen promotion aka Ben, Cline, Harris, H. Lewis, R. Hill, Rapist Johnson, Betts, Mohammad etc soon to be draining the pension, it does not look good.

SCC,

As of today, we are flirting with 11,730 (all sworn and active duty ranks). A new class starts 10 Oct 23: 3 homerooms. 65-75 people (including rehires). As of 15 Sep, 557 have retired and/or resigned and we are on track for 750 by the end of the year (down from north of 1,000 who bailed in 2021 and 2022). Next month a lot of sergeants/lieutenants are leaving.

Please also know that “full strength” is all relative. Current budget allocation is for 13,176 full time positions, meaning we are roughly 1400-1500 short. Saying “we’re 2,000 short” means nothing unless you compare it to a handful of years in the early 00’s. At the rate of retirements and the rate of new hires coming in, it’ll take 10-12 years to get over 13,000 sworn.

The budget meeting that was had between city hall and the exempts stated as much- they were told to trim the CPD budget. Aaand that vacancies and OT will be sliced. D Unit OT is going to be targeted because, you know, working 2 hours of OT and getting paid for 10 hasn’t delivered reductions in robberies.

Further, the budget OT needs to be cut because the contract that’s agreed upon is loaded with $$$ (raises, bonuses, incentives), and that’s going to cost tens of millions more per year (info on this is coming in 2 weeks).

As long as we continue to do more with less or more aptly minimally with less and the bean counters figuring out how many calls for service can be backlogged or blown off from responding to the numbers will decline further. Chicago might be the only Department that will have more gold stars than troops to supervise.

No worries they are disbanding the Community Safety Team. Apparently McDermott leaked it to a few of his cronies and they’re now scrambling to find another unit to get to asap because it will go down ala SOS and MSF with no notice (any day now) and all of those poor young officers will get sent back to patrol to back fill beat cars.

After all, patrol is the “backbone of the department” and someone has to help answer calls in certain neighborhoods, who according to the recent OIG’s report, are being discriminated upon because there are “geographic disparities in CPD’s response to 911 calls and that they have experienced slow or no response” particularly on the South and West sides.

Instead of “racially targeting and discriminating” with all the traffic stops they do (see below report), now the CST teams will help out with the backlogs of calls in the districts they are assigned to and the department will kill two birds with one stone. Backlogs will decrease due to the influx of officers back in districts and traffic stops will also decrease which will appease those that are watching.

Don’t worry though, that’s just for now…. When the expected unseasonably warm Spring rolls around the new Superintendent will come up with another unit to exploit officers once again and at the end of the day PO’s will be left holding the bag of shit as identified in the below reports. Seems like us PO’s always get screwed one way or another and the bosses that use us for the dirty work get promoted over and over.

I remember when I started we had beats, rapids, multiple wagons and tact cars everywhere. Today in my quickly waning career, I haven’t seen any rapids in years, down beats, and a two man beat car as an acting wagon in a district that used to be two districts. Politicians will continue not to care until it final hits home, their home.

Isn’t city losing population? Fewer cops need now. In fact by have any at all. Cannot chase criminals on foot or in car, told to observe and not act while sitting on fixed posts collecting OT. CPD has become an overpaid paper pushing drain on city budget. Couple that with the fact that the justice system in city has tilted in the criminals favor, no cash bail, refusing to file charges byDA, pleading down violent and serious felonies to nothing abolish the whole justice and court system. With them gone close all the jails, no one to lock up anymore. See how easy it was to balance the city budget. With those actions taxpayer population will flee leaving only criminals and welfare cheats left.

Honestly, do you know who I primarily blame? It's us. We are to blame. Let me explain.

1. Cops are the ones who are agreeing to go to jobs that should be a 10-4 unit but they'll go 99. I don't give a fuck if you're going to a garage burglar alarm and the job is one hour old. Request a back up unit. Do not go alone to jobs that require two officers to go.

2. Yeah overtime is great. It's great in the short term but not in the long term. By working SDI,CHA,CTA, etc... you're helping the department in this vicious cycle of covering up the man power shortages.

3. Do everything by the book. Follow all orders, directives and laws. By cutting corners you're going to place your own job and freedom in jeopardy.

4. Cops can never stick together. Just take a brief look at one example when we did stick together though- the vaccine mandate. Coppers took action collectively as a group against Mayor Lightfoot. We won! We can move heaven and earth if we stick together.

Doesn’t help when the very people you elected to FOP agree to allow the Department to promote people to bomb dog handler who didn’t even take the test or place on the eligibility list. FACT (my neighbor openly brags that he’s one). So your own union sold you out for what? Not to mention it sets horrible precedent. Didn’t they claim they’d vigorously fight the nonsense the City pulled with the last sergeant test? I still stay in the loop and haven’t heard a peep about that.

As has been said here before, your union is compromised and it’s more apparent as time passes. Cantanzara has been bought.

Lightfoot’s whole plan fell apart when GP @ K9 uncovered the religious exemptions fuckery. It all began to magically vanish right after. I personally know a ton of people who HR just quit communicating with over their paperwork. They gave up cuz they knew they got caught. Dude saved a ton of people their job.

However useless BK wants us to believe that "...The deal for the 2024 race will require that NASCAR reimburse the city for the cost of police, fire and emergency management staffing..."--as if that number wouldn't also be complete bullshit.

Residency is an absolute killer for recruiting and retaining. So many suburban kids would do the job but don’t want to live in Chicago. They want to live in the suburbs they grew up in. So instead they go to suburban police departments. Another killer is Lightfoot, mayor BJ and the other aweful Chicago politicians.

We were her leaders of and fed into the anti Chicago and police frenzy because we didn’t like Lightfoot and Brown and look at both of them, gone back to their homes away from Chicago and we are stuck here hoping our wives and children don’t become a victim. Then any boss that tries to make a decision we attack. We rarely point out the good they do, but when we do it’s normally because they went against the grain of city hall and we get them in deeper shit. We are our own worse enemy.

As to #4….how did we win? She never dropped the portal mandate or vaccine mandate. The 95 year old Covid believer arbitrator ruled in Lightfoot’s favor not ours. The courts ruled in Lightfoot’s favor. Everyone had to comply with the portal and Lightfoot simply ignored the religious exemption. She forced nearly everyone to get the shot.

Very well said. Those of you who were MPs (especially marine MPs) already know how to do it. Follow their directives to the letter. Take your time and do a real good job on each call.

Fill manpower…. Get rid of the goofy units. Crt, cst. Desk Dollie’s at 35th st. Caps unit paper pushers, how many in the academies? How many still at “call-back” because of the covid shot? Start there. Then start going after many of the medical abusers by following them and documenting their golf swing and gym workouts while their too sick to wirk. That could help a little

Back in the late 80's the Tribune did a story about the fact numerous beats were not manned. City solution? Cut the number of beats and sectors and you then have 100% of the beat cars manned. Problem solved!

I’ve come across Glen P. a few times. He’s pretty decent. His number was called up on the previous Sgt list by score and he turned it down a couple times. Just some food for thought.

I’m wondering if the end game of attrition has less to do with managing to get more with less-as every US for-profit business has done for the last four decades-and is actually designed to accelerate the collapse of the police pension fund. It seems that body art is now accepted by many large urban departments as well as beards and long hair, especially on women. Everybody is short handed and I suspect they do not want to turn down anyone, to include arrest records

While that's a great win, there is still the covid termination cases for officers. So when can this CR and bs mandate just disappear? When will they start rehiring the officers they pushed out from COVID? When will they take these bs CRs and expunge them for the stupid job of LL? When will the city finally realize leaving people in 376 for years is a fucking waste of time, money and manpower? Oh wait, pie in the sky reality no one wants to push or admit until it becomes relevant.


There are still officers who are stripped in callback, still on no pay status, denied from coming back to CPD because of the cities term of "good standing" when the city was wrong with the mandate. Along with the union not pressing on the city. Like how stupid can this place be? If orders from a superior whether written or oral are absolute then alot of bosses would catch civil cases, CRs or take multiple different hits on them already. OH wait, this is CPD and this is Chicago where the rules are for thee, but not for me.

Honestly that could help relieve some of the manpower if the upper echelons of this city were so stupid.

When I got on in the early 90's 28,000 took the test. That's when it was broken down into qualified-well qualified- whatever the third category was. There was a '91 test then another in '93 I believe. Did 28k take each? I believe so.

Where would a new kid even move to in this city? What neighborhoods, besides the ghetto, are even affordable anymore? I suppose they could rent for their entire career.
