Under-Staffing TRED?
A key Chicago Police Department unit that reviews cops’ use of force is woefully understaffed and has a backlog of unfinished reports, an assistant Illinois attorney general told a judge Thursday.
[...] Attorney General Samuel Kennedy said Thursday that one unit, the Tactical Review and Evaluation Division, is “a critical component of the consent decree.”The unit had a backlog of 2,702 cases in July, which has nearly doubled to 5,116, Kennedy said. In February, the unit had 54 police officers and now has 47. The department is adding four part-time employees to the unit, but that isn’t going to be enough to address the three-month backlog, Kennedy said.
Wait....doubling of the caseload? In four months? Doesn't seem possible, but okay.
[Judge] Pallmeyer said she’s concerned that cops aren’t getting quick feedback from the reviews of their use-of-force incidents. “I think it’s a lot more meaningful when you hear feedback immediately, rather than months down the road, when you maybe don’t even remember the episode all that well,” the judge said.
Cmdr. Sean Joyce, who runs the unit, said he’d like to see the unit complete its reports in 30 to 60 days. In addition to uses of force, the unit reviews incidents in which officers point their firearms and when officers get involved in foot chases.
The purpose of the unit, formed in 2017, is to recommend training for officers instead of investigating whether discipline is necessary as the city’s Civilian Office of Police Accountability does, Joyce said.
Joyce is lying here. The TRED Unit seems to exist solely to fuck coppers for nonsense violations observed on body camera footage. We have a few dozen emails of cops bitching about being on the scene of a Use of Force incident - who DID NOT USE OR OBSERVE any force whatsoever - and they're getting tagged for uniform violations, foul language out of earshot of civilians, even "unauthorized equipment" observed on camera.
TRED should probably be called the Junior Inspector Unit.

Why doesn’t TRED just approve all TRRs? Why do they even go to the Lts? If tred are the experts, then send them all straight to them. Then there would be consistency in what’s being approved and sent to copa for investigation. The news media along with all of America should read and think about this article. TRED along with all of their brother and sister units and organizations (COPA, IG, FRU, CCSA, AUSA, AG, ETC, ETC) have destroyed law enforcement and the work environment in general. Those groups are all Monday Morning Quarterbacks. It must be wonderful to not risk anything and get other people fired, suspended, and sent to prison for frivolous violations. The constant criticism contradicts what your taught in leadership classes and supervisor schools (I'm a Sgt or above). I would love to see posters who read this give examples of what I'm talking about (I don't want to give away who I am by citing any). I'm talking about Officers who got CR for BS who were then cleared but still got pimped on something negligible and sent to training. Officers who were suspended for multiple days for something that was a reprimand in the past. I liked your post until your last line. Why fuck the bosses? There are plenty of us, and I’d say the overwhelming majority, that come to work and help officers all day long. We do nothing to try to get any of you in trouble and try our dammdest to get you out of it when you step into shit. It’s disheartening to hear these blanket comments that just b/c I studied, passed a test, know my job and worked hard my whole career that because I wear a white shirt you believe we are enemies.

I have to agree with previous postings. TRED personnel should be called out like IRT or Area Detectives and handle the TRRs since they are the “experts”. They are shameful individuals who are hiding inside to damage the careers of others. Seeing that they are far behind in their so-called work demonstrates the ghost payrolling that is going on. I bet there is plenty of OT dispensed as well. While on the topic of ghost payrolling, does anyone know why the Areas, and who knows where else, have these family liaison officers? They make a couple calls a week, head to “meetings” and are gone for the day. Now, that is a great spot if I have ever seen one on the Department. All of these inside spots were historically for the seasoned veterans of the Department who are awaiting retirement after earning their keep doing God’s work, many of who were injured. Now, some phone call crybaby with four years on is teaching at the academy and reviewing TRRs. Then, people wonder why morale is, has been and will remain in the toilet.

Did someone say “Lt” Richard Defelice?!?
Oh he was one of my “best” students in class mind you. He always showed up early to help arrange the chairs in a perfect circle for study group. He didn’t attend my group when he “studied” for the sergeant exam but he definitely came to put in the work for his Lieutenant class. Just because he was a MEIRT sergeant doesn’t mean he didn’t study the answers for the Lieutenant test……just shows you when you study the answers you are bound to score / rank better than those that do not.
He ranked in the top 60 and was so smart he was able to be assigned to 015 for a whole TWO WEEKS before being plucked from patrol and sent to the TRED unit. He’s too good to sit in the WOL chair and make those difficult decisions like approving TRRS…..he gets to be on 2nd watch and maybe or maybe not with a company car to drive to that nice inside spot. But that’s enough for people…..he gets to pick any furlough he wants while the rest of you slobs in patrol get the scraps and enjoy working nights, weekends and holidays. Well that’s enough talking for me today as I have to prepare for my next lesson for tomorrows sergeants cheating…..I mean study group.

I am a blue shirt. I have no idea why there is a division between the blue shirts and white shirts. I've had good bosses and bad bosses.
Usually sergeants and lieutenants can be good or bad. Depends on the person. However, once you become a commander and move even higher, you become a conniving two faced politician and you'll do the bidding of your masters.
Can any of those assigned to this unit list some credentials when it comes to being a UOF “expert”. I’m not even sure they are that up to date on UPF techniques anyway. I know someone who used to work there who stated they have to find something to submit and post or they may be launched because it’s a spot they want to remain “relevant”. I’m not saying everyone there thinks that but since I’ve received emails regarding UOF stuff it’s always signed the TRED unit. I mean if you want to call someone out then sign your name on the email. Again. List some credentials that make these people appear competent to review BWC IN UOF incidents.
Retired now but a Lt. for several years, working as a WOL before I left. After every TRP that was completed this bullshit unit sent back notification that the use of force was not in compliance with dept directives, recommending discipline against the officers and/or sgt that completed or approved the TRP. These "investigations" or reviews were completed by officers with little to no experience in the use of force and were, I believe, predetermined before the "investigation" or review was completed. I challenged every single one of these by indicating how the use of force and the subsequent TRP review was in compliance with directives, the findings were then changed to indicate the same. My advice: officers know the policy and when these house mice and glorified secretaries tell you that you fucked up you challenge them by indicating how and why the use of force was in compliance. This is just one other way that the city/dept is trying to let you know to really not be the police. They don't want you putting your hands on anyone. Be judicious in your use of force. Protect your future, heed their "warnings". Stay safe, God Bless.

I cut my teeth in the old 021 when it was still a ghetto district. Then to 002 until a few years ago. Most cops in 021 were not the brightest and when it closed most officers were sent to 002. 002 was never a tough district after the projects were closed and demolished which happened in early 2000’s so saying you were a “worker” in a district with mostly vacant lots is a stretch at the best. Also you refer to streets cops working as “Offenders” in viewing their BWC’s because of their infractions observed?!? Wow. Can you be anymore of a jagoff. I know this elite unit works out of 51 / Wentworth so you basically went from “working” in 002 to being assigned to an inside spot in 002. You’re a f’n clown and deserve the shit you get.

On every TRR. Every officer on scene is looked at. They will find something 100 percent of the time. Oh he was one of my “best” students in class mind you. He always showed up early to help arrange the chairs in a perfect circle for study group. He didn’t attend my group when he “studied” for the sergeant exam but he definitely came to put in the work for his Lieutenant class. Just because he was a MEIRT sergeant doesn’t mean he didn’t study the answers for the Lieutenant test……just shows you when you study the answers you are bound to score / rank better than those that do not.
He ranked in the top 60 and was so smart he was able to be assigned to 015 for a whole TWO WEEKS before being plucked from patrol and sent to the TRED unit. He’s too good to sit in the WOL chair and make those difficult decisions like approving TRRS…..he gets to be on 2nd watch and maybe or maybe not with a company car to drive to that nice inside spot. But that’s enough for people…..he gets to pick any furlough he wants while the rest of you slobs in patrol get the scraps and enjoy working nights, weekends and holidays. Well that’s enough talking for me today as I have to prepare for my next lesson for tomorrows sergeants cheating…..I mean study group.

There’s a bunch these type of Lts floating around. Some spend a few months in a district, some a few days, others just totally skip the district and go straight to a unit. It’s a tots joke. Then they’ll get promoted to cmdr without ever really having been a wol. This job is fucked. There should be minimum stops that people should have to do in patrol.

I cut my teeth in the old 021 when it was still a ghetto district. Then to 002 until a few years ago. Always was a working cop and I guarantee that I’ve seen and done more on this job (not a career) than you. I have three “real” degrees on top of graduating from the “School of Patrol”, where I majored in common sense and humility. Im smarter than the average bear which is why I made my move here to ride out my remaining days. You obviously have no idea what we do here because your assessment could not be more off base. I have and would never do anything to jam up another PO, but douchbags like you are the reason some of us here may be less than “thorough” when reviewing your UOF infraction. More often than not, the reputation precedes the PO and then their disciplinary history confirms that they’re serial morons who can’t or won’t stop stepping on their dick regardless of how many times they’ve been given a play. Some civilians (a few who also happen to be former COPA employees, shock-shock) are currently in academy getting trained in camera review. It was pathetic to see their nonchalant attitude about wanting to find infractions. The Monday morning quarterbacking is as real as its ever been. The consequences are losing pay in suspensions or being charged with a felony if not activated. Mark my words, soon in 2024, we will have them in "record" mode ON at all times - Buffering will be removed. Be happy and film for the voyeuristic camera reviewers with no social life and great contempt for cops. Oh, and your a$$hole W/C also, who plays with themselves watching your every move in perfect digital imagery.
Good idea to piss off the people that work in the unit that looks over our UOF incidents. Lets not turn on eachother.
That unit should be manned by all retired officers,
Sgt’s, and Lt’s, that have actually done trrs and investigated trrs (wols, Field LTs). Frees up sworn personnel for the street. Have it run by a Retired Cmdr and Capt. They’d have no problem finding retirees to do it, it could even be done remote, all your doing is reviewing reports and video. All can be done with remote access. Win win for everyone and puts more bodies on the street.
