We KNEW there was an order somewhere that said that any crash involving CPD personnel involving death or great bodily harm required a response from an exempt member. Now Fred is falling on his sword.....or he's being stabbed in the back, take your pick:
A Chicago police supervisor retired while facing demotion for failing to respond to the scene of a fatal crash involving an off-duty cop earlier this month in River North, the Sun-Times has learned.
Street Deputy Frederick Melean was charged with overseeing the response to the collision early Dec. 8 in the 300 block of North State Street, where an officer had veered onto a sidewalk near the House of Blues after dropping her phone and taking her eyes off the road, according to a police report.
[...]Despite the serious — and potentially criminal — nature of the crash, Melean didn’t show up to assume control of the scene as required by a departmental order, according to law enforcement sources. That means he didn’t notify the Bureau of Internal Affairs, so no one from the department came to administer a Breathalyzer test to the other officer.
Melean, a longtime police official who previously served as deputy chief of Area One, tendered his resignation after it was clear he was being demoted, sources said. His retirement was effective on Dec. 12, a police spokesperson said.
Larry has been nearly invisible since getting the top spot, and this lack of direction among the command staff is reflective of the feeling that no one is in charge.
But as usual, a (multiple?) meri-clout-orious supervisor is allowed to retire without facing discipline, sanction or loss of credentials.
Now how about that other rumor involving the white shirt making up her own "house rules" for Special Employment? Is she gone?

We suppose there are a few out there (current rumors are two or three tops), but everything past lieutenant is "merit" and it's hard to believe someone allegedly that smart would fumble something like this.

sorry SCC but Fredrick Melan was promoted from the sergeants and lieutenants lists by score, now how he got exempt rank after that i don’t know. two others exempts out there that got their sgt and lts rank off of test scores are A5DC and Cmdr of 020, they do exist.
From the sounds of it, this incident was fumbled from the very beginning.
And then people wonder why the public doesn’t have any trust.
Funny, they want accountability for everything under the sun.
But the layups like this somehow no one knows what the right thing to do is.
A civilian was minding her business and tragically/wrongly lost her life at the hands of an off-duty CPD.
And now, the appearance of a cover-up may not just be an appearance.
Something stinks here.
A serious question to ask is this: who is this copper that was driving the car? Who is she connected to? And why was the incident handled so poorly as to give her a pass- seemingly intentionally.
This incident didn’t deserve a “pass”.
It truly makes me sick to hear about this, and the public should rightfully be outraged.

I’ve said it many times before, today’s CPD Exempts have no idea of what their position requires of them. They’re just winging it. I’m almost certain his actions had more to do with ignorance more so than negligence. This is the result of promoting based on clout, affiliations, relations and associations. You get what you get.

Business as usual. If I ever spoke up about the stuff i witnessed while I was CPD there would be riots. I never did because the I believed the perp deserved it but primarily I would be labeled as a snitch.. then I realized that those instances where coppers fucked up where swepted under the rug by the department because the ones involved were connected coppers. But the non-connected coppers always got fucked, they were railroaded to the fullest extebt. CPD is a dirty organization and since I've been gone I now understand why people hate COPS and why I know there will never be an actual relatioship with the community. If a young officer read this my advice is tobbe yourself and if yourself is being a fuck up just quit.

It was known right there and then when it happened. Officers from the district she worked at responded to the scene. Crash occurred in her district).

You must be a merit hack or future merit hack. Read G03-04 and pay close attention to section V-B-9.
Since you’re special I’ll tell you right now the order doesn’t differentiate between off or on duty traffic crash deaths, so the right thing to do is to respond.
This one is right up there with johnson's johnson. Who's her china man and who's pin cushion is she.
Proof that test scores do not necessarily make a good leader. Passed two tests and then only promoted (twice in a year) by his buddy. Good to see him have a nice helping of humble pie. Uniforms and fancy titles do not make you a good man, a good cop, or a good leader.
You really should also mention in this article about how the DUI kit got "lost" at Homan Square. The off duty consented to blood/urine, and the sealed kit got lost after being dropped at at forensics. I'm not seeing that in the news anywhere. I wish I was making this up.
I’d say this is hard to believe since this dept has changed so much toward accountability but to see this, makes you wonder how cover ups are happening with a certain race. It’s a total embarrassment for this dept and people in charge.

There's still a lot of unknown public information.
1) Was the DC actually summoned? If so, he was required per G03-04.
2) Did anyone onscene suspect any level of impairment? If so, were any comments captured on bwc or mic?
3) Did Major Accidents respond? There's a death, so no reason why they wouldn't handle the case.
4) Was CPIC notified?
5) Was IAD notified? If impairment was a factor, then IAD call out supervisor has to be notified by CPIC per S08-01-10. Regardless of whether impairment was a factor (there's a death so better make sure you check all the boxes), and the IAD call out supervisor was notified, why didn't anyone from IAD respond? Depending on the answer, even Larrytorious' chief of staff won't be able to save Schnoor's useless ass.
That is a big mistake and a failure in leadership. He should be investigated for conspiracy as to see if he had any relationship or communication with the officer as to not investigate.
Then again it is CPD. I will go with incompetence.
Responding officers recognized her since they work in the same district.
Any arriving supervisor should have called for a unit from another district to handle.
Deputy should have responded. Supposed to respond to any death or great bodily harm incident, included traffic involving CPD. He fucked up. Plain and simple.
IAD should have been notified. She should have been ordered to do a breathalyzer regardless of observations. A 0.0 blow would have been kind of helpful. Regardless, the lawsuit will scream cover-up for not doing one. These days the incident should have been handled like any other accident with a death regardless of the driver being an officer. Because it wasn't, it will be portrayed as a usual coverup by police. Instead of the only person at fault getting in trouble (driver), several officers will get in trouble and the payout amount will be much higher than it would have been. One head already rolled. More rolling... BTW I'm a vet. Been there done that so cry me a river if you think I'm wrong.

Either that, or he was given the option, resign or get fired that’s a good possibility and that would be a great option. Besides the lawsuits he will now have to contend with also, even though being retired, he will still be going back to court as they ask him why he didn’t do his job.
Snelling has been everywhere is right. He’s had to handle the budget, pay raises, etc. There are only so many hours in the day. Saw him like a month ago at a suicide awareness statue presentation at the Memorial Foundation and a few days later at a run for it at Montrose harbor. He is all over the place with the shootings and carjackings, on TV all the time

I know Fred Melean and he’s a good man and a good boss. He and McDermott are close friends, and I know Snelling hates McDermott, so I wouldn’t be surprised if Fred’s the fall guy for someone else’s incompetence. Just a guess, but I know him and he’s solid. He’s everything that Snelling and his crew aren’t.
Fred is the fall guy…Leritorious is purging the Dept of the McDermott regime. This was fumbled on scene, through notifications, and through chain of command. My understanding is the Street Deputy was told it was not a significant event from the get go…ie a routine off duty traffic accident
Fred Melean and Brian McDermott are childhood friends and are both nice guys as well as intelligent and not terrible bosses. That job isn’t cut out for everyone. You make enemies too easily as you move up on this job. I can’t believe they like the shade that comes with their positions. Maybe one is leaving by force and the other is backing his buddy out of solidarity because the city just chews them up and just spits them out like they tend to do. I worked with or for these guys years ago and they were guys that you could bust balls and enjoy a laugh with just about everything. Let these guys go enjoy life while they’re still young and healthy enough.

This was an maiu job. The co or whoever is in charge of that unit should’ve been on the scene to make sure the right procedures were followed. The days of covering something like this up or helping the officer are long gone. Hard to believe this Deputy would not show up to something like this once it becomes known an odpo was involved.

The anger and bitterness is well deserved. It is a result of a long corrupt promotion and assignment system in CPD. I scored well enough to make detective in the first class, sergeant even though the quota system was then put into place, and lieutenant, even though the 1987 exam was rigged. I made the first class on the 1994 exam, then Daley tore it down because not enough blacks were on the list. Then, I was buried as every rank after lieutenant was a pick by the superintendent and if he did not like you or you did not have clout, then that was it. Most of the gold stars are patronage picks, many merit micks, most incompetent. So, keep you self serving comments to yourself.

Why would I read an Order directed toward Street Deps when I have no desire for promotion? It was a simple statement that I wasn't aware of an Order, and even admitted that one may exist. Any arriving supervisor should have called for a unit from another district to handle.
Deputy should have responded. Supposed to respond to any death or great bodily harm incident, included traffic involving CPD. He fucked up. Plain and simple.
IAD should have been notified. She should have been ordered to do a breathalyzer regardless of observations. A 0.0 blow would have been kind of helpful. Regardless, the lawsuit will scream cover-up for not doing one. These days the incident should have been handled like any other accident with a death regardless of the driver being an officer. Because it wasn't, it will be portrayed as a usual coverup by police. Instead of the only person at fault getting in trouble (driver), several officers will get in trouble and the payout amount will be much higher than it would have been. One head already rolled. A breathalyzer was conducted………12 hrs later when the officer was at home. A blood sample was taken but somehow was handled by 018 District 1st watch personnel. The officer involved is a 1st watch officer in 018. Somehow, the blood was left out and subsequently dried enough to where is now deemed contaminated and could not be tested. This lawsuit is going to be a huge slam dunk.
Well what was Larrytorious solution for IAD fucking up?? He takes a 3 time merit Johnny Tate and puts him in IAD. He made merit Lt in the last class a couple months ago.

I vaguely remember a former Superintendent who was involved in some sort of Traffic matter ( thankfully no one was killed or injured) that involved, as I recall, a CPD Vehicle, and if my memory serves me, another CPD....
WAS anyone else ( boyfriend/girlfriend, etc.) in the Vehicle at the time of the incident.

The radio zone automatically notifies the street deputy. The watch commander should have been notified and probably responded to this police involved incident. I am surprised that the officer involved was not ordered to take the breath machine.
Wonder where he was if he didn’t respond. No judgement on him being a good guy or anything, just wondering why he wouldn’t have gone over there and where exactly was he instead? What to street deputy’s do when they aren’t called out? Where do they hang out? Do they stay at home until called out? Drive around, sit at HQ?
Why doesn't anyone connect the dots? Let’s see if we can highlight a few little eyebrow raising things.
What District Party was she coming from? What Commander advocated and threatened PO’s that they better attend the party or suffer the repercussions? Where is the check off lists that the Commander’s dollies put to together for him at the door so he can later fuck with them and change their assignments if they didn’t attend?
Didn’t this Commander work in IAD as a Sgt. years ago along with the same demoted street deputy who was also a Sgt. back then in IAD? Usually exempts show up to traumatic incidents involving their personnel. Why didn’t the Commander from said District respond to the scene? Perhaps inebriated himself and didn’t want to be on any cameras with department vehicle? Remember how they popped of the former Superintendent Johnson? That’s right, all of these establishments, bars, and party rooms have numerous high definition cameras because of all the crime going on downtown.
I’m hearing a certain three letter agency has already requested department phone logs, vehicle gps locations, from said commander, deputy chief, and other way higher up exempts that were given the play by play. Also, video footage from venue, adjacent buildings and surrounding areas and route leading up to accident have already been retrieved. The Deputy didn’t have a choice, he had to abruptly leave and secure his pension because even if he’s found guilty of any wrong-doing it’s very difficult to take someone’s pension away, even with a conviction, should he be found guilty of anything.
The victim’s husband is allegedly very well known and respected 30+ year Law Enforcement professional from a southern state with friends in very high places.
Because her husband is aware of how things should have been done, it’s being alleged that this is a full fledged CPD style coverup…. The husband was allegedly lied too which pissed him off and made things worse. Looks like someone fucked up royaly! Look for some major national backlash with this one! I would venture to say that there will be more heads rolling shortly. Fred and I don’t mean the former Deputy that failed to show up, should have stayed gone.
Let’s see if the mayor and rest of the corrupt politicians help you and all involved with this tragedy. I wouldn’t be surprised, it is Chicago after all. To be continued…..

Medical attention is first. Officer should’ve been transported to a hospital after being involved in a major accident. BIA could arrived at the hospital to have her to blow. Blood and urine could’ve been collect at the hospital by medical personnel. How was she given a few tickets and sent on her way?

Lots of blame to go around. Death in a car crash is Maui business. They take lead in the investigation.
If MAUI was notified the sgt, if one was working, would have logged the incoming notification of a T/C death especially a death where a copper was involved striking a civilian. At the minimum one hopefully two T/Ss would be assigned the job. If Traffic Enforcement was covering their Unit and MAUI as sometimes happen no sgt is working MAUI they use to be good about sending people out. If MAUI notified and sent no one out, shame on them and let the heads roll.
If MAUI was never called, end of story.
If you are going to coverup a T/C death investigation you don’t invite MAUI to the scene. None of those people in MAUI are going to risk their career, livelihood, in todays age. Everyone is talking about the copper juiced up or this supervisor has juice , what if that poor civilian was really connect with tons of clout? Never assume person who gets whacked doesn’t have clout themselves.
If the POs, Sgts, or above don’t have enough experience to know that MAUI should be notified even if the copper wasn’t DUI then shame on them and God help us all cuz this Department has no where to go but straight down the sewers.
Don’t like the guy for many reasons but the driver’s department member connection was not disclosed up the command staff notification channels for quite a few hours. Once her occupation was disclosed, official communications were made and decisions based off what had happened already on scene. Either intentionally or by sheer stupidity, the drivers department connection was kept on scene and on the lips of those who knew till late in the game. Fred said fuck it… I’m not taking this blame. FOIA the communications… you’ll see.

Radio zones do not notify Street Deputy to show up to scenes. Calls have to be made to CPIC, who then notifies the on duty Street Deputy of the circumstances via phone call. CPIC will also notify a Street Deputy right away if circumstances are known from the beginning.

No need to argue about who made it merit and who didn’t. You can tell the difference by what they focus on. Merits always focusing on bullshit. Just watch them. The merits are more lackadaisical, kisses ass, talks sarcastic and act entitled. The one that made it by score, seems more polished because many actually studied and they actually waited to be called.

I have about 15 years on. Don't know 95% of the people (bosses are being named) none of then really effect us. People are so salty. Answer your jobs have some laughs and go home. Jeesh. I've worked for way more good bosses than bad. You all act like you work a real job. Lololol

Left the job after 31 years....and let me tell you.....it is great on the other side. You can't let this job consume you.

Melean made Lt, off the list well over ten years ago. Every merit promotion is available to see, if not by searching the administrative messages, then by FOIA documents available on the Web. You can submit a FOIA request for all the merit promotions since the you don't believe what anybody says and are too stupid/lazy to look it up yourself.
